CCEMS Deploys New Public Access Defibrillators Norm Uhl - Public Information Officer
In the case of a severe heart attack, the sooner a patient gets medical attention the better the chance of survival and the better the chance of minimizing heart muscle and brain damage. Time is tissue, so while an ambulance and fire truck are on the way, someone needs to be taking action on the scene. That’s why Cypress Creek EMS trains the public on how to do CPR and how to operate Automated External Defibrillators (AEDs). Cypress Creek EMS also provides a number of AEDs to our community. Many are located in public places such as churches, sports facilities, and schools while others are in the hands of our Fire Department Partners whose medics are dispatched at the same time our medics are. Whoever gets there first begins treatment. In addition, CCEMS has more than 30 volunteers strategically located across the district who carry AED kits and radios in order to respond to severe heart attacks that occur in close proximity to them. They can also be messaged at home in case of a heart attack in their neighborhood. These first responders are CCEMS employees and volunteer medics who give of their off-duty time to respond to nearby emergencies. These volunteers are an extension of a first responder program that has existed since the early days of Cypress Creek EMS when volunteer medics would respond to calls in their own neighborhoods while an ambulance was on the way. And at the start of CCEMS in 1975, there was only one ambulance on the way. Today, there are 18 ambulances and 2 Supervisors on the streets every day. But, even the fastest response time may not be fast enough for a heart attack. Over the years, Cypress Creek EMS has distributed about 150 AEDs across our district. Those units are still functional but they are aging, so Emergency Services District 11 Commissioners voted to spend $150,000 to replace them all. Although modern today’s AEDs can literally talk you through the process, it tends to make unexperienced people understandably nervous. So, Cypress Creek EMS provides training on how to use them. Those training sessions are being held now to coincide with the deployment of the new units. Voters in our area approved the creation of ESD 11 in 2004 to provide a stable source of funding for 9-1-1 Emergency Medical Services in our district. ESD 11 is a JUNE 17, 2016 24 subdivision of state government which has taxing authority.

HOW TO BECOME
A A SECURITY SECURITY GUARD GUARD OR OR GAMING GAMING SURVEILLANCE SURVEILLANCE OFFICER OFFICER
Most security guard jobs require a high school diploma. Gaming surveillance
officers
sometimes
need experience with security and video
surveillance.
Most
states
require guards to be registered with the state, especially if they carry a firearm.
Education Security guards generally need a high school diploma or equivalent, although some jobs may not have any education requirements. Gaming surveillance officers also need a high school diploma or equivalent and may need experience with video surveillance technology depending upon assignment.
Training Although most employers provide instruction for newly hired guards, the amount of training they receive varies. Most guards, however, learn their job in a few weeks. During those few weeks, training from their employer typically covers emergency procedures, detention of suspected criminals, and proper communication. Many states recommend that security guards receive approximately 8 hours of pre-assignment training, 8–16 hours of on-the-job training, and 8 hours of annual training. This may include training
44
JUNE 17, 2016
in protection, public relations, report writing, deterring crises, first aid, and other specialized training related to the guard’s assignment. Training is more rigorous for armed guards because they require weapons training. Armed guards may be tested periodically in the use of firearms. For gaming surveillance officers and investigators, some employers prefer candidates with previous work experience in casinos or individuals with a background in law enforcement. Experience with video technology can also be helpful in using surveillance systems and software. Drug testing may be required as a condition of employment and randomly during employment.
Licenses, Certifications, & Registrations Most states require that guards be registered with the state in which they work. Although registration requirements vary by state, basic qualifications for candidates are as follows: - Be at least 18 years old - Pass a background check - Complete training Guards who carry weapons usually must be registered by the appropriate government authority. Armed guard positions have more stringent background checks and entry requirements than those of unarmed guards. Rigorous hiring and screening programs, including background, criminal
record, and fingerprint checks, are required for armed guards in most states. Some jobs may also require a driver’s license.
Advancement Some guards advance to supervisory or security manager positions. Those with experience or postsecondary education should have an advantage. Armed security guards have a greater potential for advancement and enjoy higher earnings. Some guards with management skills open their own security guard business. Guards can also move to an organization that needs higher levels of security, which may result in more prestige or higher pay.
Important Qualities Decisionmaking skills. Guards and officers must be able to quickly determine the best course of action when a dangerous situation arises.
Patience. Security guards and officers may need to spend long periods standing and observing their environment without distractions.
Observation skills. Guards and officers must be alert and aware of their surroundings, and be able to quickly recognize anything out of the ordinary.
Physical strength. Guards must be strong enough to apprehend offenders and to handle emergency situations.

Becoming a
Houston by Staff Writer, Christine Wardle
Super heroes are big in the movies and television these days. Using their incredible strength and dexterity, they rescue cities and even entire worlds during extraordinary circumstances, and against seemingly insurmountable odds. Everyone at one time or another has dreamt of becoming a super hero. But what about those everyday heroes that protect not only our suburbs, but our cities, counties and states? Criminal Justice as a career choice can give you an everyday opportunity to be a hero to those you help in their personal extraordinary circumstances. In Houston, there are many places you can go to find a career in law enforcement. In fact, there are over 45 active police departments and sheriff offices in the Houston metro area, and they need you! Of those, the Houston Police Department (HPD) is the fifth largest police department in the United States. They have a staff of 5400 sworn police officers and more than 1600 civilian employees. But what do you need to have to become one of the men and women in your local police force or even as a Texas State Trooper? Is there special education you need? Do you need military service? How long does it take? What does a police officer get paid these days? Some of the common requirements for police officers in the Houston Police Department (HPD), the Harris County Sheriff ’s Office (HCSO), the Texas Highway Patrol and elsewhere include: • Must be 21 years old • Must be a US Citizen • Must never have been convicted of a Class A Misdemeanor or Felony • Must not have been convicted of a Class B Misdemeanor in the last 10 years • Must pass a physical fitness class • Must have good credit • Must be able to pass a background check • Must have a record of stable employment • Must have a valid state driver’s license, and good driving record • Must pass a reading test • Must pass a drug test

Hero In addition, education is important. Depending on the position desired, most officers must have at least 20 – 60 credit hours at a college or university with at least a 2.0 grade point average. In some cases, this can be substituted with 18 months active duty in the United States armed forces with an honorable discharge. Another option is to already have at least 5 years of full time employment as a peace officer licensed by TCOLE (Texas Commission on Law Enforcement). To become a Texas State Trooper, many of the same requirements apply, but potential Troopers can qualify with Reserve Military time. According to the Department of Public Safety (DPS) website, “Reserve or National Guard personnel who have accumulated 730 retirement points or have 6 years’ service in the Reserve or National Guard would be eligible to apply as a Texas State Trooper.” Training for law enforcement can be completed in a few ways. Depending on the department, a person can take classes outside of the police academy and take a test to enter the force, or enter the department-run police academy, then take the state test. After schooling, which takes 6 months to 4 years (in the case of Bachelor’s degrees in Criminal Justice) to complete, an officer enters a probationary period where they are partnered with an experienced officer as part of their training. Houston has fantastic learning opportunities for those who want to enter this line of work. Houston Independent School District (HISD) has a magnet only school, the High School for Law Enforcement and Criminal Justice, where students can immerse themselves in a Criminal Justice career path while getting their high school education. There are only a small number of students at this school, and entry is limited. Students applying for the school must have an 80 average in academic subjects, passing scores on standardized tests and good conduct grades. In addition to this unique High School, our local community colleges also offer Criminal Justice courses that can prepare you for the TCOLE state exam. Lone Star College – University Park offers a Basic Peace Officer course (Associates or Bachelors). The next course begins on July 14th, with an enrollment deadline of June 20th. Houston Community College also offers a 2 year program to prepare students for a career in law enforcement. Other area colleges that offer Bachelor’s programs are: Texas Southern University, University of Houston – Clear Lake, and University of Houston – Downtown. VOL. 21 ISSUE 1044

In the United States, Police and Sheriff ’s Patrol Officers earn an average of $29.45 per hour ($61,270 per year). According to the Bureau of Labor Statistics (BLS), there are over 650,000 officers employed in the United States. Texas is second to California in sheer numbers of police employees with almost 61,000 officers. California has almost 71,000. Police officers and sheriffs in Texas earn on average $28.23 per hour ($58,710), while California offers $44.98 per hour on average. (Keep in mind that Texas doesn’t have a State Income Tax, and also boasts a lower cost of living.) For our area, the BLS reports that there are almost 16,000 police and sheriff ’s officers working in the Houston Metro area (Houston-The Woodlands-Sugar Land). The average wage is $29.34 per hour, with an annual income of $61,030. Just last year, the Houston Police Department increased the pay scale for their officers, with a brand new cadet/probationary officer making $42,000 - $46,420 per year, and a third year officer making between $61,779 and $76,019 per year. There is lots of room in this career for growth and advancement. If you are interested in becoming a police officer, be aware of the minimum requirements involved. They have set a high bar, and being personally prepared is important. Research the division of law enforcement carefully that you want to enter. This can be a grueling job at times, with running, lifting, physical struggles, dragging, climbing, jumping, fighting, standing, sitting and bike riding listed as some of the essential job functions of a police officer by the HPD. But even an everyday hero can take on these challenges in stride.
