TRUCKERS HELP IN PREVENTING HUMAN TRAFFICKING By John Jeffrey Hill

There are many possible definitions of human trafficking, which involves the transfer of human beings in an illegal manner for the sole purpose of doing anything from forced labor to prostitution. The long history of human trafficking has proven it to be a remarkable cash cow that has become notoriously difficult to track down and fight off. The savages that run these schemes usually prey on uneducated individuals and the desperately impoverished with guarantees of many benefits and pay that keeps victims enslaved. The majority of victims are involved in sex trafficking, a large portion of which occurs at truck stops located all across the world. Unfortunately, the greater percentage of such victims is also minors who were duped into accepting the offer of fraudulent individuals running fake modeling agencies. The U.S., together with other nations, are the prime targets of these “employers” due to the potential for remarkable profits upwards of $30 billion annually. As many as three hundred thousand U.S. children may be involved and each encounter can bring in as much as $100. Furthermore, girls are required to fulfill at least $1000 of orders each night.

How Organizations Are Working Together with Truckers to End the War Thanks to the efforts of non-profit organizations such as the TAT (Truckers Against Trafficking) and truckers, many wonderful strides have taken place to tackle the issue of human sex-related trafficking. The TAT today receives well over 2000 calls each month from truckers who notice suspicious activity on duty. Truckers transport important cargo all across the U.S. and are in the perfect position to hear and see a lot of what happens on the road and can easily report anything that does not look right. That is why individuals who fight sex trafficking of underage children are most commonly truckers on duty. Aside from the TAT, modern day truckers now have an invaluable set of tools available to them 24/7 if they ever notice anything suspicious. For example, any signs of sex trafficking can be reported to the police by calling 911 and many truckers also have a set of cards available to them with other phone numbers they can call.

For example, the National Human Trafficking Resource Center supplies a 24hour hotline operated in conjunction with the non-profit Polaris Project based in Washington, D.C. Congress is also working to stop the worst prostitution rings. In 2000, a new law was passed to raise public awareness and tighten penalties for offenders through the TVPA (Trafficking Victims Protection Act) and in 2003 the PROTECT act came out as a way to further protect minors. Further actions will have to be put in place to prevent the smuggling of aliens into our country. Truck drivers are involved in many positive activities. What is Human Trafficking?

How do I Identify Human Trafficking?

Human trafficking is modern-day slavery and involves the use of force, fraud, or coercion to obtain some type of labor or commercial sex act. Millions of men, women, and children are trafficked into forced labor situations and into the sex trade worldwide. Many of these victims are lured from their homes with false promises of well-paying jobs; instead, they are forced or coerced into prostitution, domestic servitude, or other types of forced labor. Victims are found in legitimate and illegitimate labor industries, including sweatshops, massage parlors, agricultural fields, restaurants, hotels, and domestic service.

Human trafficking is often “hidden in plain sight.” There are a number of red flags, or indicators, which can help alert you to human trafficking. Recognizing the signs is the first step in identifying victims.

Human trafficking is different from human smuggling. Trafficking is exploitation-based and does not require movement across borders or any type of transportation. Victims? Who is at Risk? Who are the

Trafficking victims can be any age, race, gender, or nationality. Trafficking victims can be men or women, young or old, American or from abroad, with or without legal status. Traffickers prey on victims with little or no social safety net. They look for victims who are vulnerable because of their illegal immigration status, limited English proficiency, and those who may be in vulnerable situations due to economic hardship, political instability, natural disasters, or other causes.

The indicators listed are just a few that may alert you to a potential human trafficking situation. No single indicator is necessarily proof of human trafficking. If you suspect that a person may be a victim of human trafficking, please call the Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Tip-line at 1-866-347-2423. You can also report online at www.ice.gov/tips. To reach a non-governmental organization for confidential help and information, 24 hours a day, please call the National Human Trafficking Resource Center at 1-888-3737-888.

Some Indicators Concerning a Potential Victim Include: Behavior or Physical State:  Does the victim act fearful, anxious, depressed, submissive, tense, or nervous/paranoid?  Does the victim defer to another person to speak for him or her?  Does the victim show signs of physical and/or sexual abuse, physical restraint, confinement, or torture?  Has the victim been harmed or deprived of food, water, sleep, medical care, or other life necessities?  Does the victim have few or no personal possessions? Social Behavior:  Can the victim freely contact friends or family?  Is the victim allowed to socialize or attend religious services?  Does the victim have freedom of movement?  Has the victim or family been threatened with harm if the victim attempts to escape? Work Conditions and Immigration Status:  Does the victim work excessively long and/or unusual hours?  Is the victim a juvenile engaged in commercial sex?  Was the victim recruited for one purpose and forced to engage in some other job?  Is the victim’s salary being garnished to pay off a smuggling fee? (Paying off a smuggling fee alone is not considered trafficking.)  Has the victim been forced to perform sexual acts?  Has the victim been threatened with deportation or law enforcement action? Is the victim in possession of identification and travel documents; if not, who has control of the documents? Minor Victims:  Is the victim a juvenile engaged in commercial sex?

better job in trucking. This one focuses on how to ensure you’ll get one you’ll hate (or wind up hating the one you’ve got).

JUMP AT YOUR FIRST JOB OFFER.

Trucking companies hire from trucking schools. Some trucking companies will hire you and put you through school. There are some good trucking companies out there, but the industry standard is that recruiters lie- they’ll promise you the world. So if you don’t take the time to consider your options carefully, you are likely to wind up with a trucking company that offers mediocre pay, minimal benefits and a poor work environment. If you want to hate your job, jump in head first without looking around.

2.

JUMP INTO A LEASE PURCHASE PROGRAM.

If you want real headaches, buy a truck through a company lease purchase program. You’ll have all the expenses of an owner operator and none of the benefits of a company driver. Sure, you’ll get a fuel surcharge and discount pricing with most companies that offer this program. But they own the truck- you can’t just quit your lease and take your truck to a better-paying company. You’ll find that most lease purchase payments are ridiculously high. In many cases, you’ll be paying more to lease the truck than you would to buy it outright.

3.

QUIT YOUR FIRST JOB RIGHT AWAY.

Trucking companies are used to drivers who quit, and they don’t like them. If you want to ensure that you won’t get hired by a good company, quit the one you’re with. Good trucking companies like drivers who stick with it- they’ll respect a driver who gives at least 6 months to the job before deciding to look elsewhere. If you want to land a trucking job you’ll hate, quit your first one after a few weeks.

LOOK LIKE A SLOB.

The way you look says a lot about who you are and it influences how people treat you. If you insist on stained t-shirts, sweat pants and flip flops, you’ll find that people will generally treat you like a loser. And if you neglect to shower regularly, you’ll find that people will generally avoid you. Truckers who lack positive social interactions tend to hate their jobs.

5.

DEVELOP A BAD ATTITUDE.

No one can whine like a truck driver. Fuel desk workers, dispatchers and CEOs have heard every excuse, complaint and insult there is. A driver with a positive attitude is hard to find. Most drivers start out with a good attitude. If you want to be treated poorly, develop a bad attitude. Become a negative person. You’ll get plenty of bad attitude in returnand you’ll hate your job.

BE AN UNRELIABLE DRIVER.

Making your deliveries on time is right up there with being accident free when you’re a truck driver. Dispatchers will keep an eye on you to make sure you’re on schedulethey want to be sure you’re not lagging behind schedule. If you consistently make your dispatcher worry about whether or not you’re going to make your appointment, you’re going to be considered a problem driver. Problem drivers don’t get the gravy runs and don’t get the luxury of elbow room. They wind up looking for another job.

7.

BE A CARELESS DRIVER.

Most trucks or trailers out there have the company phone number on them in big numbers. Even if they don’t, most company phone numbers can be found easily by doing a Google search of the company name and city. If your company regularly gets calls complaining about your driving, you’ll lose the benefit of the doubt. Or if you regularly show up at the terminal with unexplainable dents, dings or scrapes on the equipment, the excuse “it happened while I was inside the truck stop” isn’t going to fly. If you’re a careless driver, you’ll find that the only trucking job you’ll be able to land is one you’ll hate.

REST AREAS

Texas has 21 major highways that serve as long distance travel corridors. Along each of these roadways, rest areas are an essential safety feature to reduce accidents caused by driver fatigue. These facilities give travelers a break from driving, and then return them to the road rested, refreshed and alert. The Texas Department of Transportation (TxDOT) currently has 80 Safety Rest Areas (plus 12 Travel Information Centers). Plans are underway to revamp the existing rest area system: old, outdated facilities are being replaced and new facilities will be added where needed. Attractive, safe, and clean rest area facilities are invitations to entice travelers to stop and rest. TxDOT’s new generation of Safety Rest Areas features regional designs, modern restrooms, interpretive display exhibits of local features, and separate parking for cars and trucks. The unique, regional character of each facility not only attracts visitors to stop but also serves these facilities as cultural gateways to nearby communities. R GER PET TRANSPORT

Operation Roger Truckers Pet Transport has been helping

pets get to their new fur-ever homes since September 16, 2005, following Hurricanes Katrina/Rita. In that time we have delivered 903, as of June 1, pets and pet related items.

We are truck drivers who volunteer to transport these pets in the cab of their trucks, giving each pet an abundance of TLC. We are both company and owner operators who represent many trucking companies. Some drive 18 wheels, others 6 wheels, others sprinters, others a pickup pulling a variety of trailers. All drivers must complete our ORU safety/orientation class before transporting. Many a pet has learned to trust humans again. These pets comes from individuals as well as rescues. While most pets have been adopted from rescues, some are driver’s pets, some have been in vehicle accidents, some have been left behind and their owners are now in a position to have them, some have been pet-napped, and any other number of reasons. All need a ride with a pet loving trucker. We have currently cleared our Pet Board and need more pets to transport. We also need pet-loving truckers who can commit to the vision of Operation Roger and stay available for the pet who needs them. The pets are picked up and delivered on the driver’s time schedule and route, thus we cannot guarantee a pickup or delivery date. Some pets are picked up quickly, others wait until just the right driver is in the the right area at the right time. Unfortunately, some states and some areas of states can be very difficult so help from the shipper and receiver is expected to meet a driver. We do not transport show pets, for puppy mills, or breeders, unless the pet is being retired and preferably already altered to prove it. We are a 501(c)(3) non-profit charity. We do require a Pet Transport Application on each pet along with a non-refundable but tax-deductible application donation of $40.00. This donation is for the application only and helps to keep our phones and internet active and is not for the transport of the pet, which is free. All pets must travel with their shot records and health certificates. We work with Trucker Charity, Inc., and Trucker’s Final Mile and will be happy to work with any others when pets are involved. SPOT DOT, an 8 week old female at the time she came on our board, was rescued along with her other siblings and momma from a shelter. Unfortunately, the mother and two of the pups died from pneumonia. Five pups survived. The rescuer, Alese S, had adopters in MA for her. The foster in Escondido, Shelly S, could no longer keep them so Coordinator Toni B worked tirelessly to find just the right drivers. Several drivers tried their best to pick up at least one if not all of these five pups. Driver Will S. picked up Spot Dot in Redlands, CA, and delivered her to Alese in NY state. In the flurry of the moment, Alese went to CT first before realizing her mistake and meeting Will much later than planned, which put his load in jeopardy.

SCARLET, a year old 40 - 50 pound female finally made it to her new home after several months of specialized care & love. Rescued from a house where she & three other dogs had been abandoned, the vet found she had mouth sores called warts. After five months of antibiotics and repeated crushing of the warts, she became despondent through all of this and being caged at the shelter. Adopter Tania T. had lost her Catahoula, Bella Luna, to liver & kidney failure the previous year. Tania knew she wanted another Catahoula & found Scarlet on the Many (LA) Humane Society’s website. As Scarlet looked just like Bella Luna, there was no question; she would adopt this dog. Driver James M. drove his personal vehicle from Marshall, TX to meet a shelter worker from Many in Logansport, LA. He then turned around & drove to meet Layover Home volunteers Jeanette & George P. in Mineola, TX who then took a very nervous Scarlet on to Wills Point where she loved playing with the couple’s grandson’s dog. She would also snatch pieces of clothing & drag them to various places in the house. Jeanette & George met Driver Debra H. in Dallas. Debra noticed Scarlet shaking as she sat on the bunk so she sat with her, held her, and talked to calm her down. Debra met Kansas City LOH Brigette N in Joplin, MO. Driver Pat A picked up Scarlet and took her home with him to Atchison, KS. Where she played with his Doberman. In Las Vegas. NV, SD/LOH Clay M picked up Scarlet. Driver Spencer M picked up Scarlet, Who by this time didn’t think twice about getting into a semi-truck or a change in care takers. Following a short trip to the Los Angeles, CA, area, Spencer delivered a happy and well-adjusted

record transport for Operation Roger due to the number of drivers & layover homes needed. Scarlet received loving care from no less than four drivers &three layover homes in her trek across nine states.

MINNIE, a 5 year old mama and SENTA, her 3 month old pup, had been abandoned; left in a crate in a front yard. Sheila F, living across the street, realized what had happened and called her friend and former Operation Roger Driver Candi C. Candi called a rescue she knew about and arranged to deliver the pets. When the intended receiver did not show, she called Sue W at Operation Roger. Sue called Rose T who had expressed interest in a small dog. Rose indicated her family might be adopting a larger dog. When Sue explained the circumstances of the mama and pup, Rose said absolutely Yes. Minnie and Senta took to their new owner and family immediately, quickly adopting their own personal humans.

JOJO, a 15 year old 9 pound male Grey and White cat was rescued from death row. Foster, Elena N, drove all the way to Allentown, PA, so Jojo could hitch a ride with Driver Nick B for the short trip to his new home. Adopter Hilary T, likes to adopt senior cats; the old scruffy ones shelters don’t consider to be adoptable. They then live out their twilight years in her home. Jojo will be joining Cubbie, who wanted some male company so they can hide from the three girl cats and hang out in their man cave in the basement. The first night, Nick says Jojo was mad and didn’t want anything to do with him. The next day, Jojo decided to come out of his crate and stepped out with one foot; then decided, ‘”Nah, don’t think so.” On the second night, Nick woke up with Jojo lying beside him!.

STELLA, a 2.5 y/o 76 pound female Great Dane/Boxer mix has been reunited with her family in San Antonio, TX. When Sara L and her family moved to Texas, Stella wasn’t kennel compliant and had to be left behind with friend Cathy B in Ferndale, WA. The cost to transport her normally was more than she could afford as they are a single income family. Stella has been a close family member since she was two months old in August 2011. Driver Will A picked Stella up in Ontario, WA, determined to be the one to deliver her, but knowing it would take awhile to work his way to San Antonio. However, he hadn’t counted on his truck having at least three major breakdowns before he finally made it to family in AL. Driver Candi C worked hard to get a load toward Stella and met Will and Stephanie in Woodstock, AL, and then delivered her to a very happy family in San Antonio.

MADALYN, a 12# 3 y/o DLH female, RUNT, a female 2 y/o 12# Tabby, SKIDDLES, a Grey Tabby, 4 y/o male 10#, and TWIX, a 2y/o 12# male Grey Tabby, and their owner, Eric, were stranded during a vacation near Blytheville, AR. Eric could only get money for a bus ticket and could not take his cats with him. The Blytheville Humane Society agreed to keep them until he could get settled in far northern California. He is now with his sister, living in a trailer on her property. The sister agreed Eric and his daughter needed the cats and the cats needed them. Sue W of Operation Roger called upon former drivers Mike & Cindy G who travel with two cats of their own. Unable to transport on a regular basis anymore due to family obligations, this couple readily stepped forward and made special arrangements to pick up these four felines and get them where they needed to go. As it turned out, the drivers were able to pick them up on the back haul that took them right through Blytheville. The drivers reported it was a very emotional reunion with Eric, his daughter, and the four purring, happy-tosee-you-again felines.
