Sport Peppers Sport peppers always jazzed up the Chicago Dog. Ours has a unique texture. Alone, it’s plenty hot, but when it meets the other ingredients, there’s just enough heat to make every bite a taste sensation.

Pickled Spears Kosher dill spears traditionally appeared on early 20th-century Chicago dogs, and we love them for the garlicky pinch they add to the Shack-cago Dog™.

Jewela Melaka Concrete

The Pandan Shake combines the classic flavours of coconut and pandan while providing a fun twist to it. The combination of pandan and coconut is perhaps one of the most unique and delicious flavours throughout Singapore, with so many different dishes in the country showcasing pandan in a beautiful and flavourful way.

This is our way to pay homage to Gula Melaka, a commonly used ingredient locally. This unique concrete showcases the flavourful and complex Gula Melaka with ingredients such as toasted coconut, Shack caramel sauce and shortbread cookies added to it. Local Shack dark chocolate chunks made by Lemuel Chocolate are also mixed in for that rich/bitter cocoa kick to contrast the sweet coconut sugar, giving the concrete a creamy, salt, sweet and thick caramel coconut flavour.

Go coco-nuts over Pandan Shake, a freshly-spun creamy vanilla custard mixed with coconut puree, pandan, and a touch of crushed, buttery crackers. Garnished with a Gula Melaka crumble made with toasted coconut, chopped gula melaka, and salty, buttery crackers. The shake is then finished with a small drizzle of Shake Shack’s caramel sauce.

This concrete has been our #1 seller since it was first served at Madison Square Park in 2004. The dense, rich and creamy frozen custard is spun fresh daily at the Shack! Our concretes are specially tailored and created for each Shack location. In Singapore, we will be using chocolate brownie from homegrown bakery, Plain Vanilla Bakery, and 60% Cacao Chocolate Bar from local bean-to-bar chocolate maker Lemuel Chocolate.

Celery Salt We love how celery salt adds an extra vegetal layer of flavour to the dog. It is like a secret ingredient that adds a flavour you can’t name.

New rules from the Ministry of Manpower (MOM) require employers to consider Singaporeans fairly before hiring Employment Pass holders. These changes are designed to reinforce and enhance job market transparency. With the implementation deadline of the Ministry of Manpower’s FAIR Consideration Framework approaching fast, organisations are grappling with a variety of challenges on how to comply with the new legislation. Human Capital caught up with several business decision makers and HR professionals from a spectrum of Singapore’s business sectors at a recent Singapore Human Resource Institute (SHRI) event to take stock of their views on FAIR. We asked how they are adapting to the upcoming legislation that takes effect from this August. Here is what some HR professionals have to say. “The healthcare sector is always in demand for healthcare professionals,” said Lynn Gan, Chief Human Resource Officer at Khoo Teck Puat Hospital and a Council Member of the SHRI. “When we recruit professionals, we would like to complement and supplement our shortage and we would like Singaporeans to fit into this role. The challenge is that we cannot find sufficient numbers among Singaporeans to meet our needs. “Hence, we have to go offshore,” she explained.

Last September, the MOM announced a slew of unprecedented rules that require employers to consider Singaporeans fairly before hiring Employment Pass (EP) holders. These rules will go into effect on 1st August this year. The new rules were brought into effect to counter firms that were practicing discriminatory hiring policies and put them under additional scrutiny, including having work pass privileges of some curtailed. COVER STORY Lee told Human Capital that Sing Lun complements the company’s Singaporean talent pool by hiring personnel from countries like Taiwan, Cambodia, Malaysia, the Philippines, China and Vietnam to support its manufacturing operations. He explained: “There has been a hollowing out within the manufacturing sector in Singapore. Three years ago, we started moving out our manufacturing into the region and hiring people in the respective countries to supplement and build the business.” As a result, Sing Lun has been able to grow its overall talent pool, allowing their homegrown staff to become more acclamatised to regional business processes, social nuances and practices. This was a difficult but necessary process that has since borne

COVER STORY fruit, enabling the homegrown staff to work in a synergistic manner with their overseas counterparts. The company’s current core talent pool of 120 staff, compared with a count of 400 people in 2011, is now leading the company’s business charge into the region by functioning as an overseas headquarters and operating shared services in the areas of design, finance and supply chain services, with manufacturing operational roles being distributed throughout the region. Lee adds that while the company has taken on hiring Singaporeans over foreign nationals, it is driven more by considerations relating to business needs, efficiencies and the strong multi-lingual background that Singaporeans have that can strengthen communications and work culture for the longer term.

Sing Lun has also managed to get its Singaporean middleand lower-level managers to adapt, participate and implement corporate strategies in its regional operations. At the same time, through this interaction, many of the company’s overseas employees have adapted to Sing Lun’s Singaporean ethos.

More opportunities for Singaporeans Apart from Singaporeans getting a shot at learning and undertaking new tasks, barriers are also being lowered for new job market entrants to rise up to opportunities that were previously not available to them. This is due to the impending change in the labour market which is starting to create new opportunities for new hires, according to regional information technology giant Dimension Data. Ivy Chew, head of human resources at Dimension Data’s Singapore operations, told Human Capital that the company had voiced its views through various government feedback channels that the new law is likely to exacerbate the shortage of IT professionals for local operations. With a growing need for IT professionals to work in frontier technologies like cloud and mobile computing, she

explained that the company needs to continue hiring. “Our business is growing... and we will continue to scale up because we have plans to double our revenues…we still need talent,” said Chew, who is also a council member of SHRI. Looking ahead, she said that there is growing collaboration between the business community and educational institutions to foster the growth of talent among Singaporeans. “Traditionally, polytechnic students spend between three to six months on industrial attachments and internships,” she explained. “Dimension Data is now working with different parties to see how best to have these polytechnic students work with us for a year.” “In this way, these students get a good opportunity to grow their industry knowledge while we get a promising supply of talent to grow our business.” As Acting Minister Tan Chuan-Jin said during the FAIR announcement last year: “We will continue investing in our continuing education and training infrastructure so that Singaporeans can upgrade their skills and remain competitive in the workplace. With better skills and fair hiring practices, Singaporeans will have good jobs and fulfil their career aspirations.”

In an effort to help businesses cope with the upcoming implementation of its FAIR Consideration Framework, the government will continue to support business restructuring designed to increase productivity. Human Capital highlights four government schemes.

Productivity and Innovation Credit The Productivity and Innovation Credit (PIC) scheme provides enhanced tax deductions/allowances and/or cash payouts to businesses investing in productivity and innovation. PIC provides significant tax breaks for investments in a broad range of activities along the innovation value chain. These include qualifying expenditure incurred on PIC automation equipment, employee training, acquisition of intellectual property (IP) rights, registration of certain IP rights, R&D and approved design projects.

Innovation & Capability Voucher The Innovation & Capability Voucher (ICV) scheme provides up to $5,000 worth of funding to support upgrading of business capabilities. Each voucher can be used to engage a participating Service Provider who will assist on a supportable service in any of the following capability areas: Innovation, Productivity, Human Resources and Financial Management.

Increase SME Productivity With Infocomm Adoption & Transformation This is a one-stop assistance scheme for infocomm implementation by SMEs. Called iSPRINT, it was launched in 2010 to spur productivity and innovation for SMEs across all sectors. It supports first-time adoption of new infocomm capability and facilitates the adoption of “quickto-implement” packaged solutions and subscription to Software-as-a-Service. It also supports development of complex and integrated business solutions and implementation of sector-wide transformational projects.

Inclusive Growth Programme The Inclusive Growth Programme supports businesses on productivity improvement projects that share gains with workers. Applicable to businesses registered and operating in Singapore, it is also targeted at employers which employ lower wage workers constituting the bottom 30% of the workforce, with monthly salaries of $1,700 or less.

Q: When will firms have to comply with the new rules? The Ministry of Manpower is conducting information sessions to brief employers about the new requirements. In the first quarter of 2014, firms subject to additional scrutiny were notified. In mid-2014, the new jobs bank will be launched. This will give employers time to be familiar with the jobs bank before the new requirements come into effect on 1 August 2014. From that date, firms submitting new Employment Pass (EP) applications will have to comply with the advertising requirements.

As the business landscape grows in volatility and dynamism, so must organisational behaviour and human resource discipline and practice. The most progressive companies are constantly on the look out for best practices to adopt. Here’s what some are doing in Singapore. The race to acquire talent in an increasingly manpower scarce Singapore has become nothing short of intense. The ability to attract and secure HR talent who can strengthen organisational ranks and become key influencers is another growing challenge. In the not too distant past, technology was a partial enabler in the HR discipline. Today, there is a need for HR professionals who bring with them a level of sophistication and literacy in IT and who can implement the best technologies as quickly as they

are required, and lead their organisations in the implementation process. Background screening is an equally important segment of the HR discipline, proving to be a pivotal starting point in the chain of activities that make up the talent acquisition process.

Managing talent in Singapore Talent management is a hot button in this ever-changing era, and it covers the full life cycle across all organisational staff. This includes recruiting, training, performance management and even succession planning.

Within the Singapore context, there are the unique realities of a shrinking population, an ageing workforce and a growing demand for caregivers. This has forced the likes of the National Union Trades Congress (NTUC) to conceptualise fair and best practices in creating a more flexible Singapore workplace. The sub-disciplines within the HR practice are numerous and varied. The challenge confronting HR practitioners today is to find yardsticks which constitute best practices. They have to learn, adapt,

create and evolve practices that embody the best in the learning journey. National University Hospital (NUH) CEO, Adjunct Associate Professor Joe Sim, tells Human Capital that “familiarity with integrated talent management, understanding of workforce planning and comfort with social networking and technology are key HR competencies which drive the HR trade today.” In addressing the question of what constitutes best practices in the HR trade, Sim says that the answer lies in “offering relevant trainings, talent development programmes and competitive remuneration packages to help reward good performers. This ensures that we have the right pool of employees for specific roles, and helps in retaining them. In addition,

HR practitioners must get the basics right before pursuing a strategic HR agenda. Creating a competent business environment Venina Fonseca, Managing Director at Petrobras Singapore, tells Human Capital her organisation is “driven by the challenge of supplying energy that can propel development and ensure the future of society with competence, ethics, cordiality, and respect for diversity.” To meet this organisational goal of staying at the top of the game, Petrobras, one of the largest energy companies in the world, has developed its own best HR practices from within its organisation while keeping pace with the industry. “Besides having our own HR standards and practices, Petrobras is always on a look out to stay best-in-class. We regularly participate in international HR surveys and by doing this, we have access to up-to-date standards and cutting-edge procedures that will ensure efficient, motivated and visionary workforce,” she tells Human Capital.

Champion from the heart From a public sector perspective, Singapore’s National Trades Union Congress has been championing a cause close to its heart, that of influencing organisations and setting up the necessary framework so that HR within Singapore can embark on the journey towards best practices in family friendly workplaces. Toh Hwee Ting, Director of the Family Development Unit at NTUC, tells Human Capital that “one of the best ways to ensure that a practice like flexible work arrangements is adhered to in a firm way is to put it into an employment contract.” In this way, it becomes clear and progressive, she adds. Echoing a slightly different solution to familiar challenges is Chee Hong Tat, Chief Executive at government regulator Energy Market Authority. “The public sector organisation is a high-performance and high-trust body at the same time. In developing best practices, we may end up building rules so that one person out of 1,000 won’t break the rule. As a result, we end up creating an environment where trust doesn’t exist.” To embark and deliver best practices, there needs to be a “social contract…one that goes beyond the employment contract …one that will end with the individual going beyond the call of duty to do that ‘extra’,” he said at a recent forum organised by the Singapore Human Resources Institute.

MY VIEWS The concept of the union being represented by blue collar, rankand-file workers is conventional wisdom. The notion of professionals, managers and executives (PMEs) being part of a union is a relatively new concept and going by the way the National Trades Union Congress (NTUC) is pursuing this, this group will play a crucial role in making Singapore globally attractive. Given the growing importance of PMEs within the Singapore economy, the NTUC has increasingly emphasised the critical role that this group will play within the union manpower ecosystem. As part of this feature, Human Capital interviewed NTUC Assistant Secretary-General Patrick Tay, who shared the following views.

Fair Consideration Framework and the National Jobs Bank (NJB): To increase the level playing field for local PMEs, firms have to advertise job vacancies in NJB before submitting an employment pass application. This comes into effect on 1 August 2014.

The Protection from Harassment Act 2014: An Act to provide a range of self-help measures, civil remedies and criminal sanctions to better protect people from harassment and related anti-social behaviour.

Industrial Relations Act (Amendments): To allow rank-and-file unions to represent PMEs. This law is slated for amendments. In addition, we are also working with the tripartite partners to expand the scope of the tripartite mediation framework and upcoming small claims employment tribunal (SCET) to provide channels for PMEs to resolve their statutory claims and employment contract issues.

Currently, the Industrial Relations Act does not allow unions to represent PMEs collectively. Unions can only provide limited representation to their PME members on an individual basis. This is currently being reviewed. Today’s PMEs bear a set of concerns that are quite different from the older rank-and-file workers. Will the infusion of executives into unions diffuse the work/focus of the unions from a traditional sense? Tay: The issues facing rank-and-file workers and PMEs are not totally dissimilar. Both groups want a better job and a better life. The role of the unions is to best represent the interest of its members and negotiate for better employment terms on a collective basis. With the unions

Within the context of the recent May Day speech by NTUC Secretary-General Lim Swee Say, what is the mindset change required for a more active role of executives in unions in the workforce? Tay: In the recent May Day speech by Secretary-General Lim he painted a future where rank-and-file workers are replaced by robots; PMEs face underemployment and he cautioned that we may face higher unemployment not because of job shortage, but because of job and worker mismatches. The key is really to embrace change and be flexible and nimble; to adapt to the changing needs of the economy. One of the best ways to remain adaptable and relevant is to continue to upgrade our skills and develop a second skill. This is in line with what NTUC is advocating for Professional Development and Progression of PMEs to help them be futureready and future-proof. Recognising this need, NTUC has proactively established U PME Centres to help PMEs navigate this rapidly evolving workplace and has been lobbying for PMEs to develop Pi-Shape skills (otherwise known as second skilling). What is the benchmark/standard that NTUC uses to illustrate that there is a “good” executive/rank-and-file mix in any particular union? Tay: Every union is different and will have their own set of benchmarks. This is because of the different nature of the industry as well as the workforce and membership profile in each company/ branch. In fact, some progressive unions have already started to stretch the scope to cover more PMEs where permissible under current law.
