Welcome! In your hands is the very first edition of Sengkang Footprints, our bi-annual newsletter to fill you in on what’s happening around our Town.

欢迎!在您手中的是我们一年两度的期刊: “盛港足迹” 的初版 ,以让您 了解我们市镇周围发生的事情。

As your elected Town Council representatives, we are working hard to address what concerns you most. We hope to reach as many of you as possible and meet up around the estate one day soon.

作为您当选的市镇理事会代表,我们正努力解决您最关心的课题。我们希 望能借此尽量接触到最多的居民,并在不久的将来在社区内与您碰面。

As we approach our first anniversary since taking over in October 2020, we want to thank the community for giving us the opportunity to serve you. Managing Sengkang Town has been an exciting journey that has been truly fulfilling for our team. The past year has been challenging for everyone, but we hope things continue to improve. Just know, your courage and patience throughout the tightened restrictions are greatly appreciated. Soon, we can all get back to more activities around town and once again enjoy our many facilities. What inspired the creation of this newsletter? Many of you follow us on social media, but we understand that staying in touch digitally is not for everyone. For those of you who prefer less frequent updates, Sengkang Footprints is a great alternative for residents to still get news and updates about our town. Is Sengkang Footprints part of a greater plan for increased communication between the Town Council and its residents? Yes, we hope the newsletter will become a touchpoint for SKTC to convey useful information on a wide range of matters. From improvement projects and information on services, to the work of our councillors in the community and as your voices in parliament, our aim is to engage with all the residents of Sengkang. Will residents have a say? Definitely! We want your input for future newsletter issues. This newsletter is as much yours as the Town Council’s. Kami berharap dapat berhubung dengan seberapa ramai yang mungkin and bertemu dengan anda di estet perumahan pada suatu hari akan datang. The neighbourhood in the distance was covered in a golden sunlit glow - beautiful clouds above with peaceful reflections of the river in the background. Everything came together in that perfect moment. The stunning view was a reminder, making me appreciate how beautiful Sengkang really is.

Associate Professor Jamus Jerome Lim, MP Sengkang GRC for Anchorvale, stood tall on behalf of Sengkang at the recent parliamentary debates.

B

usy lives, hectic schedules,work and family responsibilities, you name it. Believe us, it is fully understandable if you are not up to speed on the latest events taking place in Parliament.

But that does not mean the work is neglected. In fact our MPs and the Town Council team are hard at work for Sengkang, making sure that our town has a voice in the halls of decision making.

ROAD SAFETY

It is often said that a majority of traffic accidents are avoidable. Road safety is a must for motorists and pedestrians alike, which means it is always high on the town council’s agenda. We want to make sure Sengkang’s roads stay as safe as possible. As more people start to call Sengkang home, road usage in the near future will surely see an uptick. With that in mind, our attention has been drawn to the intersection of Anchorvale Lane and Sengkang West Avenue, which up to this point still has no traffic signals.

Recently on 10 May, MP Jamus Jerome Lim brought two important town matters before Parliament. His goal, along with the rest of us on the Town Council, is to make sure we do all we can on behalf of the residents of Sengkang.

In view of this, MP Lim called for traffic signal to be placed at the intersection for the safety of all road users. In response to his request to the Ministry of Transport, Minister Ong Ye Kung confirmed the LTA’s (Land Transport Authority) plans to place a traffic signal at the intersection by mid next year. Good news for the growing number of Sengkang residents who use the roads frequently.

URBAN FARMING

The modern take on the built environment is all about integration. The idea that the spaces we live and use can be used in a variety of ways for enhanced efficiency and sustainability. Case in point, the current trend to integrate urban farms and green spaces into more residential developments. Which brings us to the second matter MP Lim brought before the house – pushing through requests for urban farming permits for the top floors of select Multi-Storey Carparks (MSCP) around Sengkang. There is firm interest in Urban Farming projects among Sengkang residents in the form of two tenders currently under review. As such, MP Lim inquired about the possibility of more estates voluntarily registering their interest for such projects. Addressing MP Lim’s query, Minister Desmond Lee cited the criteria for MSCPs to be granted Urban Farming Permits. These included MSCP structural considerations, water and electricity usage and future development plans. The Minister did confirm that the two agencies overseeing the permitting process, SFA (Singapore Food Agency) and HDB (Housing Development Board), were also taking into account industry interest as part of the evaluation process. Needless to say, there is much to look forward to in terms of green initiatives on the horizon. Thanks in no small part to MP Lim, Sengkang MPs had a successful foray in parliament that will see even more progress come our way.

eeping things clean and green is definitely trending in today’s context. Sustainability and greener living might sound more like largescale initiatives, but these efforts must start from the ground up. Meaning it takes everyone in the community doing their part. That is why Sengkang Town Council (SKTC) held a pair of sustainability focused litterpicking events in support of the Public Hygiene Council’s flagship “Keep Clean, Singapore” (KCS) Campaign. With MP He Ting Ru in attendance, the first event at Buangkok’s Compassvale South Gate on 25 April saw an impressive total of 8kg of litter collected. While week 2 saw MP Louis Chua lend a hand at Rivervale Plains on 2 May, where an astounding 15kg of litter was removed from common areas throughout the grounds. Both litter-picking exercises saw the MPs joined by SKTC members and groups of volunteers. Although the immediate results were cleaner estates, the underlying goal was to lean on a resident-led effort

e asked for pictures capturing what you love best about Sengkang and more than 100 shutterbugs answered the call! Running from 19 April to 21 May 2021, with the winning entries selected by public vote, we are delighted to announce the winners of the Sengkang Town Council Snap & Win Photo Contest.

SKTC’s latest efforts will see posters adorned with advisory material replaced with floor decals to reduce paper usage and lower overall costs. There is also the upcoming Carbon Footprints in Sengkang initiative which will provide yet another green programme that you can get involved with soon!

Service and Conservancy Charges (S&CC) Updates

B

eginning 1 April 2021, Sengkang Town Council (SKTC) introduced harmonised Service and Conservancy Charges (S&CC) for residential and commercial units.

The harmonised S&CC and penalty rates were implemented to unify the rates adopted from Ang Mo Kio Town Council and Pasir Ris-Punggol Town Council - coinciding with SKTC’s official takeover on 28 October 2020. There will be no changes to the S&CC rates for the majority of Sengkang residents. S&CC is due on the 1st of every month and payable by the end of the month. Owing to busy lives and schedules, the Town Council understands that payment may be unintentionally overlooked. So residents who missed their S&CC payment will receive a reminder notice from SKTC on the 18th of the month. In the unlikely circumstance that payment is not received by the due date, a penalty rate of 2% of the outstanding S&CC amount will be imposed on residential flats.
