What is C.O.D.E. Orange?

It is an event sponsored by the Educational Foundation of APS to generate school spirit and help support education in Allegan! It is a chance for the community to become involved in the effort, simply by purchasing a t-shirt for $10 which also serves as admittance into the home football game on September 14. Your donation will help support teacher mini-grants and student scholarships. (Order form is available on the APS website or you can purchase yours at Tiger Fall Fest on August 19 at the stadium.) The Foundation hopes to make this an annual event. Come support our Tigers and be part of the “sea of orange” filling the stands!

Here We Go! It is hard to believe that another summer has slipped away and it is almost time for school to start. After more years in education than I care to mention, I have finally figured out the only period of time that flies by more quickly than each passing school year is the three months of summer…and we find ourselves already at the end of August and ready begin another school year filled with opportunity! So get ready to get on the bus, Gus – cause here we go!

New Technology

In last year’s welcome back to school edition of the Our Schools News I described the new technology updates for 2011-12. The updates a year ago included an updated website at alleganps.org, a new student information and grade book system called Powerschool, and the installation of a wireless network at every building in our district. These were all exciting and much needed upgrades in our technology tools for our district. But little did we know a year ago of the tremendous support the community would provide in the form of a bond approval that would give the district the opportunity to take a major step forward in technology for our students and staff. Our district Technology Committee, with representatives from every building, will be meeting before school starts to continue the planning process for implementation of our new technology tools. While all of us would love to start this school year with new and exciting electronic tools in place, the reality is that careful planning must occur to ensure that the technology purchases truly are tools for student success. In order to maximize this opportunity for our students’ success, much of the 2012-13 school year will be spent planning, and providing training for our staff. This year will certainly see some piloting or “trying out” of certain classroom technologies; district-wide implementation will not begin until the fall of 2013.

New Staff

I am also excited to welcome several new staff members to Allegan Public Schools. We have several new teachers as well as two new administrative staff joining us. After having the opportunity to meet and talk with these educators I am confident each of them will provide a positive and effective learning experience for our students. Please join me in welcoming them to APS!

New Preschool

Tiger’s Den is our new program for three and four year olds. Families interested in daycare and/or pre-school opportunities will be pleased to find out more about this convenient and affordable program. Please see the information on page 16 or call 673-5431 for more information.

New C.O.D.E. Orange Event

Also contained in this issue of the Our Schools News is information about the upcoming C.O.D.E. Orange (Community On Deck for Education) event sponsored by the Educational Foundation of the Allegan Public Schools. I don’t want anyone to miss it! Your $10 CODE Orange t-shirt will be your ticket into the September 14th home football game vs. Paw Paw. This is your opportunity to show your support for education in our community, and also to financially support the education taking place in our classrooms through teacher “mini-grants” as well as support our graduates with college scholarships. See the CODE Orange article on the front page for details of how you can purchase your t-shirt. Everyone will be a part of the home stand’s “sea of orange”! Be part of your Community On Deck for Education! As you can see, there many new activities and opportunities for our students this year! So here we go – let’s make it a fun, exciting, and most importantly a successful year for our kids! GO TIGERS!

Healthy Kids Dental

Your child’s dental health is important! Allegan has local dentists that offer services through the “Healthy Kids Dental” (Medicaid) program. Cleanings, exams, and any necessary dental work can be performed -- usually at no charge to parents. Laker Writing Camp Allegan students had the opportunity again this summer to participate in a Writers Camp, sponsored by GVSU. As part of the National Writing Project, teachers were asked to inspire creative thinking in young writers, as they explore various writing styles and methods of self-expression. Bethany Burnett, 5th grade teacher from Dawson Elementary, was selected to teach one of the classes, along with Mary Shannon from Zeeland Schools.

Summer Buddies 2012

Summer Buddies wrapped up another session of enrichment and learning opportunities, with their Rain Forest theme! The 8-week program is offered to students in grades K-6 and scholarships are available!

Lifelong Learners Our group of senior citizen “Lifelong Learners” meet on Wednesdays again this year, from 10:00 a.m. to 12:00 noon. They meet at the school administration office, 550 Fifth Street. Several guest speakers, entertainment, and special trips have already been lined up! Feel free to join this fun group of “young at heart” citizens! If you are not currently on the mailing list for Lifelong Learners, and would like to be added, please contact Eleanor Nielsen at (269) 673-5431. Bus Routes: Elementary Shuttle Buses

 

Shuttle bus services will be provided for some elementary students, on a space-available basis, using the following criteria: 1. Special needs students 2. MSRP preschool and Y-5’s students 3. Students moved to another school due to overcrowding. 4. Daycare issues and School of Choice requests. Walkers that need to use the shuttle bus service should be at their home school by 7:30 a.m.

Students should be at their bus stop approximately 5 minutes before pickup time. Times listed below are APPROXIMATE. Adjustments to this schedule may be made at any time during the school year. IF YOUR ADDRESS IS NOT LISTED, please have your child wait at the nearest listed stop and have his/her address and phone number available for the driver. Bus take-home routes and times may vary from the schedule below. Bus passes will no longer be allowed. If your child needs transportation other than to his/her own home stop on a regular basis (example: to the child’s sitter) please make arrangements with your child’s school for prior approval. Please do not contact the bus garage. Students are not allowed to bring the following on the bus: live animals or insects, glass containers or glass articles, balloons, toys, bats, balls, hockey sticks, skiis, skateboards, sleds, or other items that may cause injury to a student or damage a bus. It is the parents’ responsibility to transport these items to school. All carry-on items must be secured by the student in their lap or between their knees (no loose items allowed on the seat or aisle). For the safety of other students and the driver, please do not allow your student to have articles hanging from their book bag, backpack, or clothes which can get caught as they enter/exit the bus. There is so much ahead for all of us in the 2012-13 season. Athletes and coaches are excited and working hard to prepare for their opening contests. Competition in the expanded Wolverine Conference gets under way this year with lots of new things in store. Allegan is part of the East Division (Comstock, Otsego, Paw Paw, Plainwell and Vicksburg), where most of our league play will occur. There will be some cross-over scheduling with members of the West (Berrien Springs, Coloma, Dowagiac, Edwardsburg, South Haven and Three Rivers). In addition, our swim team continues to compete in the Southwest and Central Michigan Swim League. Take in a few new contests this year – you won’t regret it.

Allegan Public Schools’ Emergency Management Plans

Allegan Public Schools has developed policies and procedures to ensure the safety of students during emergency situations. In the event of an emergency, all school employees’ first priority is to protect students from harm. Below is a brief outline of the some of the District’s Emergency Management plans.

SEVERE WEATHER

Building administrators will be notified in the event of potential severe weather and appropriate precautions will be taken. Allegan Public Schools will remain in session during a tornado watch or warning. If a tornado warning is in effect for the immediate area at the regular school closing time, school will not be dismissed until the warning is lifted. The superintendent or his designee is authorized to dismiss school or retain students in school under such circumstances. Extra-curricular activities may be canceled or postponed in the event of a tornado watch or warning. If the event is in progress, appropriate measures will be taken to ensure the safety of the students. “Snow Day Cancellations” or delays due to other inclement weather will be announced on most major local television and radio stations. School officials will make every effort to have the decision to close or delay the start of school by 6:00 a.m. In order to keep the phone lines open for emergency purposes, parents and students are asked not to call the school or bus garage to find out if school is in session. THREATS TO BUILDINGS and/or FIRES

In the event of a bomb threat or any other threat to a school building,

precautions will be taken to ensure the safety of the building occupants. Based on the assessment of the situation by the administrator, students may be evacuated to a nearby site, and/or the school may be cancelled. In the event of a fire, all students will be evacuated from the building, and school may be closed, depending on the situation. This evacuation will be practiced regularly throughout the school year so students are aware of the best evacuation route from any location within the building.

As with any emergency situation, parents should be alert for special bulletins on local television and radio stations and have an alternate plan in place if they are working and school is closed during the day. Parents need to be aware that they have the ultimate authority concerning the safety of their own children. School officials will honor parent requests to pick up their students from school, or keep their students at home, if they feel that conditions are too dangerous to be at school.

Safe and Drug Free Schools

Allegan Public Schools recognizes and abides by the standards of the Safe and Drug Free Schools and Communities Act and the Drug Free Workplace Act. These standards prohibit the unlawful manufacture, possession, use, sale, distribution, or concealment of illegal drugs and alcohol in school programs, school vehicles, school premises, and at school sponsored activities on and off school property. Drugs include all controlled substances as defined by law, as well as “look-alike” drugs, steroids, and alcohol. These standards apply to all Allegan Public Schools’ students and staff. The use/abuse of drugs and alcohol poses serious health and safety risks to students. We urge students, parents and guardians to work hand-in-hand with the district to ensure that these important standards are upheld.

No Smoking or Tobacco on school grounds The Allegan Public Schools has adopted a tobacco-free policy. This policy is in keeping with the state legislature’s Tobacco Free Schools Act (PA 140) of 1993. Our policy states: --- ----

This law is enforced by local police agencies. Violations will constitute a misdemeanor and can result in a fine up to $50.

CHEMICAL OR GAS LEAKS

Natural gas leaks occur because of damage to an outside gas line which may be near the building. Chemical leaks occur when a vehicle transporting chemicals is involved in an accident, causing a release of liquid or vapor chemicals. Generally, students will be evacuated from the building in the event of a gas or chemical leak. The building administrator will follow the instructions of emergency officials in charge of the evacuation. In some situations, it may be safer to leave students in the school with all doors and windows closed and all ventilation systems closed down.

Tobacco use is banned from all public school buildings at all times. (This includes athletic and school-sponsored activities. All school property, including vehicles and parking areas, is covered by this law.

Asbestos Advisory

The Allegan Public School District complies with the Asbestos Hazard Emergency Response Act (AHERA) and conducts routine inspections of all remaining asbestos-containing materials in district facilities. The most recent inspection in the summer of 2011 found all asbestos materials to be in good condition and present no danger to students, staff, or visitors. If and when any changes occur, employees and parents will be promptly notified. Any district parent, guardian, or care provider who wishes to review the district’s Management Plan to find out more information regarding asbestos may do so by contacting George Zeock, supervisor of maintenance and grounds, at 673-2085 or calling Kevin Harness, Superintendent at 673-5431.


Student Educational Records

Dangerous Weapons and Assault Policies

Under the Family Educational Rights and Privacy Act (FERPA), student records are treated as confidential and shall be considered to be for local school use only. Records shall be disclosed only to persons with a legitimate educational interest. Parents (or students who have reached the age of 18) have the right to inspect their child’s school records, and shall be afforded the opportunity to challenge the content of said records if deemed necessary. In situations where the parents of a student are divorced or separated, each parent (custodial and/ or non-custodial) has equal rights to their student’s records unless a court order specifies otherwise.

Students bringing guns or other dangerous weapons to school and students who physically assault a school employee will be expelled according to the policy of the Allegan Public Schools. The dangerous weapons policy states that “students in possession of a dangerous weapon or firearm on school grounds or students who commit arson or rape on District grounds, in District buildings, or at District or schoolsponsored events shall be expelled from school and referred to the criminal justice delinquency system and the appropriate County Department of Social Services or community health agency.”

Directory Information Personally identifiable information about current students of the Allegan Public School District will not be released without the consent of the student’s parent, or the student (if the student is 18 years or older), unless the information is “directory information” or the law permits disclosure without consent. “Directory information” means information contained in an educational record of a student which would not generally be considered harmful or an invasion of privacy if disclosed. It includes, but is not limited to: name, address, telephone listing, date and place of birth, grade, participation in school activities and sports, weight and height of members of athletic teams, dates of attendance, honors and awards received, student photograph, and the most recent educational institution attended. Directory information may be disclosed without further notice or consent, unless the parent or eligible student notifies the superintendent at the Allegan Public Schools Administration Building. A parent or eligible student has the right to refuse the designation of all or part of a student’s personally identifiable information as directory information, except that directory information may be disclosed to governmental, military, or other educational institutions as permitted by law. In accordance with amendments to Michigan’s Freedom of Information Act (FOIA) in August, 2002, Allegan Public Schools reserves the right to exempt from disclosure directory information requested for the purpose of surveys, marketing, or solicitation, unless it is determined that the use is consistent with the educational mission of the school district.

Students in kindergarten through 5th grades will be expelled for at least 90 school days, while students in 6th through 12th grades will be expelled for at least 180 school days. Students must apply and be approved for reinstatement if they wish to re-enroll at the end of the expulsion period. This policy is in keeping with the state and federal regulations.

Student Handbooks

All Allegan Public School buildings publish student handbooks that pertain to each building. Students are provided with a handbook at the beginning of the school year. These handbooks provide specific information about student expectations, scheduling of classes, student discipline, and a variety of other important topics. Also, each child may receive a copy of the District’s Code of Behavior and Discipline (policy #8100) in booklet form. Athletes will receive a copy of the District’s athletic code. Please read your child’s handbook and make sure your child is familiar with its contents. If you have any questions about any of the rules or expectations, please contact your child’s school. High school and middle school handbooks are also availble to view on our district’s website.

Directory Information in the Media The Allegan Public Schools will publish articles, photographs, and lists regarding the accomplishments of its students periodically in publications including, but not limited to: the Our Schools bi-monthly District newsletter, monthly school building newsletters, the District web page at www.alleganpublicschools. org, and various news media including the Allegan County News. If a parent or eligible student does not want his/her name or photograph published in any of these media, they should contact the superintendent at 673-5431. Page 11

Section 504 protects children from discrimination

ALLEGAN PUBLIC SCHOOLS Statement of Nondiscrimination:

No person shall, on the basis of race, color, national origin, religion, sex, age, height, weight, marital status, political belief, disability or handicap, be excluded from participation in, be denied the benefits of, or be subject to discrimination while involved in any education program or activity or through employment with Allegan Public Schools. The superintendent of schools shall coordinate compliance efforts and investigate all complaints of alleged discrimination, including but not limited to: violations of Title IX (gender equity), Title VI (race, color, or national origin discrimination), Title II (disability), Section 504 (handicap), the Age Discrimination Act, and the Elliot-Larsen Act (religion, height, weight, or marital status). The following procedures shall be implement ed for any complaint or grievance related to civil rights: Grievance Procedure: Students shall file their grievance with the building principal. Employees shall file their grievance with the immediate supervisor. 1. The principal or the supervisor shall announce his decision within two work days in the case of an employee. 2.

Within five school days or work days, as appropriate, the principal’s decision or supervisor’s decision may be appealed to the superintendent. The superintendent shall affirm or modify the decision within three days from hearing the appeal. The superintendent’s decision may be appealed to the Board of Education within five school days or work days of such decision. The Board of Education shall schedule a hearing within ten days after receiving the appeal and shall notify the student or employee that said hearing shall be conducted under the following rules and procedures: A. Written notice shall be given of the date, time, and place of the hearing; The student or employee may be represented by an attorney or other advisor of their choosing; Witnesses may be presented at the hearing and may be questioned by the board and its representatives and by the student or employee and his representatives; The hearing is not a court proceeding and court rules of evidence shall not be enforced at said hearing; There may be present at the hearing the principal or the supervisor, the Board of Education’s attorney, and such resource persons as the president of the Board deems essential to the proper adjudication of the case; The Board of Education shall render a written opinion of its determination within five days from the date of the hearing. Such written opinion shall be forwarded to all parties concerned.

Section 504 is an Act that prohibits discrimination against persons with a handicap in any program receiving Federal financial assistance, such as public schools. The Act defines a person with a handicap as anyone who: 1. has a mental or physical impairment which substantially limits one or more major life activities (major life activities include activities such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working); 2. has a record of such an impairment; or 3. is regarded as having such an impairment. In order to fulfill its obligation under Section 504, the Allegan Public School District recognizes a responsibility to avoid discrimination in policies and practices regarding its personnel and students. No discrimination against any person with a handicap will knowingly be permitted in any of the programs and practices in the school system. The School District has specific responsibilities under the Act, which includes the responsibility to identify, evaluate, and if the child is determined to be eligible under Section 504, to afford access to appropriate educational services. If the parent or guardian disagrees with the determination made by the professional staff of the School District, he/she has a right to a hearing with an impartial hearing officer.

The Allegan Public School District is required to identify students with limited English proficiency. Special assistance will be provided for students with needs in this area. In some instances, an interpreter will be provided to assist the student with communication. Allegan Public Schools offers an Alternative Education program to help students earn a high school diploma. The daytime Alternative High School program is for students in grades 9-12. PESTICIDE ADVISORY TO PARENTS Allegan Public Schools has adopted an Integrated Pest Management program. Inherent with this are the district’s efforts to reduce pesticide use as much as possible. While it may occasionally be necessary to apply a pesticide, these will only be used as a last resort. This program does not rely on routine pesticide applications to resolve problems. We use various techniques such as habitat alteration, sanitation, mechanical means, exclusion, etc., to prevent pests from becoming a problem. Parents have the right to be informed prior to any pesticide application that might be needed at your children’s school. The district will provide advanced notification at least 48 hours before any pesticide application (this notification will be in the form of a posting at the entrance of the school and in a common area located by the school’s main office). Parents are also entitled to receive this notification by mail, at least three days prior to any application. If you would like this type of notification, please call the Maintenance Department at (269) 673-2085 and tell the secretary your name, mailing address, and what school your child attends. In an emergency (for example, bees nest), pesticides may be applied without prior notice, but you will be provided notice following any such application. Free and Reduced Price Lunch and Breakfast The Michigan Department of Education has announced the household income guidelines established by the U. S. Department of Agriculture for free and reduced price meals and free milk through the National School Lunch, School Breakfast, Special Milk, and Child and Adult Care Food programs. The income guidelines are effective from July 1, 2012, through June 30, 2013. Families should contact their school, school district, child care center, or family child care home to find out whether it participates in these programs. Schools and child care centers will provide a form for applying for free or reduced price meals. Only one application is required per household. Most participating centers and all participating family child care homes provide meals to all enrolled participants without any separate charge. Children or foster children who are recipients of Michigan’s Family Independence Program, Food Assistance Program, or Food Distribution Program on Indian Reservations, or who are enrolled in Head Start, Even Start, an At-Risk afterschool center, or an emergency shelter automatically qualify for free meals. Households with incomes less than or equal to the following guidelines qualify for free or reduced price meals or free milk.

An application to a school or child care center can be approved if it contains complete documentation of household income or documentation of current participation in Michigan’s Family Independence Program, Food Assistance Program, or Food Distribution Program on Indian Reservations. Information supplied on an application for free or reduced price meals may be verified at any time. An appeal procedure is available for households where applications are denied. Participating schools and centers accept applications for free or reduced price meals at any time during the year. A household may qualify for free or reduced price meals due to a temporary loss of income, such as a period of unemployment. If a doctor has determined that a child has a disability, and the disability would prevent the child from eating the regular school or child care meal, the school or child care facility will make any substitution prescribed by a doctor at no charge. The doctor’s statement, including prescribed diet and/or substitution, must be submitted to the food service department of the school or child care facility. In accordance with Federal law and U.S. Department of Agriculture policy, institutions are prohibited from discriminating on the basis of race, color, national origin, sex, age, or disability. 50th Anniversary of RESA’s & ISD’s

The 2012-13 school year marks the 50th anniversary of the founding of intermediate schools districts. Michigan’s 57 intermediate school districts (ISDs) or regional educational service agencies (RESAs) were created by the legislature to bring about high quality and equitable educational opportunities to students and schools throughout the state. In this region the Allegan Area Educational Service Agency provides services to the local districts in Allegan, Fennville, Glenn, Hopkins, Martin, Otsego, Plainwell and Wayland. Some of these services include: Vocational/Technical training for high school students and adults, Special Education services, and specialized training for teachers and administrators. Over the next year several special events are planned to highlight the work that AAESA is doing in our communities.
