The project “Think before Drink�

THINK BEFORE DRINK aims at fostering awareness for responsible alcohol consumption in

order to reduce risky behaviors that may affect health & social relationships. The target groups we are focusing on are adults and youngsters, especially disadvantaged individuals particularly affected by the current economic crisis (early school leavers, basic qualifications and unemployed) & all those concerned with improvements in our communities.

We are making adults aware of the boundary between use/abuse by showing cultural habits regarding alcohol consumption. Learn from each other good/bad things & the way each country face

alcohol abuse problem.

We are facing the problem in 2 approaches: 1. Theoretical background: Elaborate a socio-cultural study of the situation in each country (social habits, laws, uses, properties, effects), analysis of health scientific studies, using different methods (i.e. surveys, interviews) addressed to different agents to know positive/negative aspects of alcohol

consumption (youth/social workers, health institutions, residents, beer/wine producers, etc).

2. Practical background: design practical tools using non formal education methods, to foster a

real change of behavior. We put these activities into practice to check effectiveness. Examples: group dynamics, workshops, debates, meetings with psychologists, alcoholics, health institutions, etc. These

activities can be used by other European organizations to prevent alcohol abuse too.

ITALY Il Filo d’Arianna is a non-profit cultural association for social promotion founded in 1995 in the province of Bologna. The association promotes culture and the

personal and professional growth of young people, adults and the elderly through courses and training activities in various fields. We plan and implement programs to

prevent youth problems and foster well-being. We also encourage cultural and social exchanges at national and European level. Besides Grundtvig partnerships, has participated in projects LLP KA3. In collaboration with public and /or private institutions we organize

SWEDEN Gefle Ă–lsellskap is established year 2000 with its mainly aim to develop

a selected beer drinking. We meet once a month to examine different chosen beers from small breweries to spread the knowledge of good beer. The members show a spectrum of both age and occupation, a cross section of people in our city.

Members with background in education, politics, business, sporting interests and working life with a mutual interest of socializing and helping each other to new networks both in Sweden and abroad. Now is the time to learn more on a wider arena. By an application

to EU we want to share our interest with partners in Europe. By learning of old drinking habits and habits of today, alcohol legislation, and access to different beer breweries we want to contribute to more selected beer drinking and alcohol prevention both among adults and as good examples for young people

HAIR REDIVIVUS is a youth association member of Youth Foundation Buzau. The mission is to support youth projects and youth initiatives at different levels. The organization is active in different

We are working weekly with groups of youngsters in non-formal education workshops and activities. HAIR REDIVIVUS organizes every year music festivals and art camps. Our organization is very active in mobility projects with more than 80 participations in last years.

LITHUANIA Open Air Museum of Lithuania was founded in 1966. It is one of the largest (195 ha) open-air ethnographic museums in Europe. The museum presents the mode of life, works, and traditions of peasants and townspeople of the XIX

century and beginning of XX century. There are fragments of the villages, authentic farms, century-old buildings with flower gardens, orchards and vegetable gardens, with crosses and wooden roofed poles, technical facilities – mills, forges, a fulling-mill and oil-mill.

The museum also presents beer making exhibition. There is an old alcohol shop of the 1930 in the museum township. We have special exhibits of the XIX century temperance movement in Lithuania.

The museum is very popular, visited by thousands of visitors (80 000 last year). For different target

groups (pupils, adults, families, people with disabilities, foreign tourists etc.) we arrange: Thematic excursions and activities; Educational programs; Seminars and conferences; Workshops;

Folk music concerts; Traditional folk events; Family holidays.

The museum participated in various cultural projects (National, European etc.) & collaborates

TURKEY The aim of the organization is initializing activities for the members in

terms with their socio-cultural, sportive, Professional and scientific lives.

1. Conducting sportive educational free-time activities, organizing sport activities, encouraging the reception of sport among the society, offering courses for the sake

of teachers’ technological improvements, helping them to learn how to use Excel, word, PowerPoint to create web sites, to provide a cooperative atmosphere among the teachers of

physical education lesson such as giving seminars and arranging meetings.

2. Building and integrating relationships among the members, which are based on love, respect and tolerance.

3. Making additions for members’ socio-moral improvements and helping those who are deprived of life insurance.

4. Enhancing the relationships between the students at BESYO and those who have already graduated.

5. Conducting economic enterprises for supplying the sources to realize the targets, awarding national

and amateur players with scholarship.

Another aim is to open courses and/or in service training courses and to provide them the chance

to have a good and high quality education. We want our teachers to be able to speak a foreign language well enough, to be good at ICT and we want our members and the English language teachers to be able to

use the technology in their lessons. For this purpose another field that we include in our courses is computer programming.

GOOD PRACTICE ITALY THE ALCOHOL REHABILITATION CENTRES OF AUSL IN MODENA PATHOLOGICAL ADDICTION SERVICE www.ausl.mo.it/pps/prom_sal/alcol/serv_alcol.htm Why we chose the Alcohol Rehabilitation Centres in Modena as Italian BEST PRACTICE?

Because they are NHS (National Public Health Service) centres that have been operating in our region, Emilia-Romagna, since 1996 and have a long experience in this field. Their approach to the alcohol addicted patient problem is to tackle it as a whole, integrating medical, psychological and supportive treatments, including an active cooperation with local mutual aid centres, such as AA (Alcoholics Anonymous) Al- Anon, Acat.

THE ALCOHOL REHABILITATION SERVICES Alcoholic beverages have always been an integral part of the Italian conviviality and hospitality. However, statistics show us some changes in the drinking habits in Italy and other European countries that is an upward trend in the quantity of alcohol consumption and in the

number of drinkers, especially among young people, even teenagers. It may be due to several factors:

increasing availability of alcoholic supplies, feeling unable to cope with hard times,

searching for new emotions, family problems, difficult relationships, marginalization and poverty.

The network of alcohol rehabilitation services operating in the Modena province provides an integrated operating system in every district based on the cooperation between: alcohol rehabilitation centres managed by the Pathological Addictions Dept. of AUSL (AUSL are Local Health Authorities depending from the NHS); mutual and self-aid groups; public and private medical institutions; social services and other local bodies dealing with the rehabilitation of people affected by alcohol related pathologies.

Alcohol Rehabilitation Centres managed by Modena Local Health Authority (Ausl) AUSL Modena collaborates with the 7 Supportive Centre for Alcoholics present in the area through a specialized team of various professional figures (physicians, psychologists, social workers, nurses, educators), for the prevention, diagnosis and treatment of alcohol-related diseases.

The Centres intervene with a global and integrated process where the individual is the focus The approach to the patient is through an accurate observation that allows to reach a good diagnosis and an individual flexible therapy along with scheduled periodical check-ups, based on the guidelines of the clinical regulations of the National Health Services.

From 1996 (opening year) to 2013 included, a growing number of people have benefitted from the integrated services provided by the Alcohol Rehab Centres and its network. In 2013, 1048 people affected by alcohol abuse disorders benefitted of diversified programs and therapeutic treatments. The average patient of the centers has the following profile: is male in 76.8% of the cases and in 23.2% is female, the average age is 46 years, holds a diploma of basic compulsory education (39.4%), has a job (65, 8%) and is unmarried (50.8%).

according to clinical needs, such as: detox treatments, diagnosis and treatment of alcohol related diseases, socio-educational interventions, individual or family psychotherapy, mutual aid and self help group sessions, day or residential facilities programs, hospital admissions in intensive care department, occupational therapy etc.

In addition, a number of mutual and self-aid local associations (Club of Alcoholics in Treatment, Alcoholics Anonymous, and Family members of Alcoholics Anonymous) and other health and social services in the area cooperate to promote: the inclusion of self-help groups of alcoholics and their families, the implementation of integrated treatment programs and of prevention and awareness-raising programs addressing the entire population.

A treatment path for alcoholics has also been run since 2004 at the Day Centre "Colombarone" in Magreta Formigine managed by the Pathological Addictions Service of Sassuolo.

It requires a daily frequency in semi-residential facilities for six weeks.

STATISTICS (ISTAT 2014) in Italy In 2013, 34.644.000 of people aged 11 and over reported having consumed at least one type of alcoholic beverage in the year; 12.300.000 of them reported a daily consumption.

People reporting at least one alcoholic drink in the year: 63.9% of the population over 11 years old; 77.5% men; 51.2% women.

In 2013, the population aged over 11 consuming alcohol beverages drunk: 51.6% wine; 45.3% beer; 39.9% alcoholic drinks such as spirits and liquors.

7.144.000 people (13.2%) were affected by risky drinking behaviour (non moderate alcohol intake, binge drinking, youngsters aged 11-15 consuming alcohol) The percentage of very young people (aged 11-15) experiencing at least one risky alcohol intake is high: 12.4% of boys and 10% of girls. Also among teens ages 16-17, the report of risky alcohol consumption is critical: it affects 10.2% of boys and 4.8% of girls.

65% of the population aged 18-69 anni drinks alcohol; 24% can be ranked as risky consumer; this percentage is higher that the domestic average rate; Risky alcohol consumption is more common in men and young boys aged between 18 and 24; Risky behaviours such as excessive alcohol intake and drunkenness (binge drinking) are more common with the young population; the age of initiation to the consumption of alcoholic beverages is early (11-12 years); Since 11 years of age youngster show a wrong attitude towards alcohol; the family support is essential in promoting a correct relationship of young people with alcohol.

In Emilia-Romagna, 64% of people between 18 and 69 of age drinks alcohol (some of them just occasionally); 21% (640.000 people) turns out to be an alcohol consumer with high risk for his/her health.

The highest behavioural risk is more common: among men; (53% of boys aged 18-24 and 37% of girls of the same age);

- among people with a medium-high education level, in most cases individuals under 50 years of age; it affects both genders; - among people with financial problems, particularly men aged between 35 and 49, among Italian citizens.

It is a non-profit organization of social utility founded in 1989 by Prof. Vladimir Hudolin, Croatian psychiatrist and consultant of The World Health Organization on alcoholism and other addictions.

It promotes and coordinates the activities of Territorial Alcoholics Club (CAT), former Club of Alcoholics in Treatment that is the cornerstone of social ecological approach to the complex alcohol-related problems.

ACAT are communities composed of maximum 12 families and a Teacher- Servant. In an atmosphere of friendship and sharing responsible love they experiment a new way of life, a path through the growth and maturation of the person at emotional, cultural and spiritual level that takes them to sobriety.

ACAT, as communities of solidary citizens, are fundamental bonds of safety protective and promotive to the health of local community with their presence at a national level.

They are organized into local associations (ACAT / APCAT) and regional ones(ARCAT).

The annual National Territorial Congress of Alcoholics Clubs has become a benchmark in fostering healthy lifestyle free of alcohol.

ALCOHOLICS ANONYMOUS http://www.aa.org/pages/en_US/what-is-aa Alcoholics Anonymous is a fellowship of men and women who share their experience, strength and hope with each other that they may solve their common problem and help others to recover from alcoholism.

The only requirement for membership is a desire to stop drinking. There are no dues or fees for AA membership; they are self-supporting through their own contributions.

AA is not allied with any sect, denomination, politics, organization or institution; does not wish to engage in any controversy; neither endorses nor opposes any causes. Their primary purpose is to stay sober and help other alcoholics to achieve sobriety.

AA is concerned solely with the personal recovery and continued sobriety of individual alcoholics who turn to the Fellowship for help. Alcoholics Anonymous does not engage in the fields of alcoholism research, medical or psychiatric treatment, education, or advocacy in any form, although members may participate in such activities as individuals.

The Fellowship has adopted a policy of "cooperation but not affiliation" with other organizations concerned with the problem of alcoholism. Traditionally, Alcoholics Anonymous does not accept or seek financial support from outside sources, and members preserve personal anonymity in print and broadcast media and otherwise at the public level.

The Twelve Steps of Alcoholics Anonymous The relative success of the AA program seems to be due to the fact that an alcoholic who no longer drinks has an exceptional faculty for "reaching" and helping an uncontrolled drinker.

The heart of the suggested program of personal recovery is contained in Twelve Steps describing the experience of the earliest members of the Society: 1. We admitted we were powerless over alcohol - that our lives had become unmanageable.

2. Came to believe that a Power greater than ourselves could restore us to sanity.

3. Made a decision to turn our will and our lives over to the care of God as we understood Him. 4. Made a searching and fearless moral inventory of ourselves.

5. Admitted to God, to ourselves and to another human being the exact nature of our wrongs.

6. Were entirely ready to have God remove all these defects of character.

7.

Humbly

asked

Him

to

remove

our

shortcomings.

8. Made a list of all persons we had harmed, and became willing to make amends to them all.

9. Made direct amends to such people wherever possible, except when to do so would injure them or others.

10. Continued to take personal inventory and when we were wrong promptly admitted it.

11. Sought through prayer and meditation to improve our conscious contact with God as we understood Him, praying only for knowledge of His will for us and the power to carry that out.

12. Having had a spiritual awakening as the result of these steps, we tried to carry this message to alcoholics and to practice these principles in all our affairs.

Al-Anon and Alateen Family Groups When there is a drinking problem in the family, all family members are affected.

Al-Anon Family Groups are for friends and family members of problem drinkers. They share their experiences and learn how to apply the principles of the Al-Anon program to their individual

situations.

Younger

family

members

and

friends

attend Alateen meetings.

They learn that they are not alone in the problems they face, and that they have choices that lead to greater peace of mind, whether the drinker continues to drink or not.

Alateen is part of Al-Anon Family Groups. Alateen is a fellowship of young Al-Anon members, usually teenagers, whose lives have been affected by someone else's drinking. Alateen

groups are sponsored by Al-Anon members who help the group to stay on track. Alateens come together to: share experiences, strength, and hope with each other; discuss difficulties learn effective ways to cope with problems; encourage one another; help each other understand the principles of the Al-Anon program; learn

use

the

Twelve

Steps and Alateen's Twelve Traditions.

In Alateen meetings, young people share their own experiences—everyone in the meeting has been affected by someone else’s drinking. Some currently live with a problem drinker, others do not. Alateens share their feelings, encourage each other, and share how the Alateen program has helped them. The adults in the meetings are the Alateen Group Sponsors, who help the teens to stay focused on the Alateen program.

Alateens share that they have come to understand that alcoholism is a disease and that: They are not the cause of anyone else's drinking or behaviour; They cannot change or control anyone but themselves; They can detach themselves emotionally from the drinker's problems while continuing to love the person; They can build satisfying and rewarding life experiences for themselves, whether the alcoholic still drinks or not.

An Alateen Group Sponsor, is an Al-Anon member who offers guidance at meetings and provides a safe place in which Alateens can talk freely. A Sponsor doesn’t play the role of teacher, as he/she shares rather than educates. He does not assume a parental role. He respects children as people and they learn to trust him because he honors their confidentiality.

them smiling filled my heart with hope to and gave me the power to face my difficult life: I live with an active alcoholic and I have three small children.

Living with an alcoholic had made me withdraw within the walls of home. We came to the group together: AA for him and Al-Anon for me. That evening was a turning point for us somehow a new beginning. I like reading the literature of the association and making phone calls to the other members of the group but I feel that is not enough and I need going to the group meetings.

My gradual recovery came through lots of changes. Al-Anon gives me the possibility to improve and grow day by day. Now I have a clear idea of what I would like to be. Having someone with the problem of alcoholism at home I had been sucked into the maelstrom of sadness and solitude. Then I found myself in a special place full of people: AlAnon, and by chance or miraculously I began to go to their meetings. Now, I don’t know how but I keep going on.

In our meetings we talk and share our experiences trying to understand each other. There can be some occasional squabble, but I think the group is like a big lively family and I am proud of being a part of it. I started to attend the meetings a few years ago when my family had been struck by the terrible disease of alcoholism. I was the only survivor but badly hurt and numb by grief. I needed almost everything. Fortunately Al-Anon was there to rescue me giving me what I needed to cope with difficulties and to be a self-sufficient person.

What are the Rehab Centers for Alcoholics AUSL in Modena?

The AUSL are Local Health Authorities depending from the NHS (National Public Health Service). The AUSL of Modena includes seven centers dealing with Pathological Addictions. Each centre has departments focusing on different issues: Prevention, diagnosis and treatment of alcohol related problems; Psychotic drugs addiction; Compulsive gambling addiction; Smoke addiction.

Every rehab centre counts on a staff of 5 professionals: a doctor, a psychologist, a nurse, a trained

Dr. Annovi, are the Rehab Centers operating only in the Emilia Romagna region or throughout Italy?

Services are operating across the country but regional regulatory policies and guidelines are applied.

Do you have collaborations and/or exchanges with other international centers? Do you take part in European partnerships and projects?

No. We participate in regional projects that can lead to confront and share with international partners. Currently we have a project "Prevention on communities' lifestyles" for citizens living in small towns and mountain villages.

How do people get to your centers?

People are usually sent by their General Practitioner or by other health services. Some refer to us through consultations about certifications for license suspension, for offenses involving the abuse of alcohol while driving. The majority, however, addresses to us by their own choice or through the direct involvement of family members.

What kind of people address to your centers?

Very different people. The average age is about 45/46 years, 75% are men and 25% women.

Only rarely, individuals under 30 years of age seek for help, but not because the problem is less serious in this age span. The reason is that becoming aware of the problem and gaining the motivation to tackle it takes much longer at that stage of life. The point is that people often come to us too late, when the situation is already compromised at a physical level. Seeking help from a

public service is not easy and it requires a high level of self determination to take this step. That's why we can reach only few people among those who need help.

Consider that Modena and its province has 700,000 inhabitants and 400,000 of them drink alcoholic beverages, even just occasionally.

A 10% has a drinking problem that could lead to a high risk for their health, although they still don’t show physical damages or addiction problems. We refer to individuals that drink in excess according to the WHO (World Health Organization) recommendations: low risk below two drinks per day for men and one drink per day for women. Exceeding these limits, the risk increases according to the amount of alcohol consumed. In Modena, the esteem is that 2% of the 400,000 alcohol consumers (about 8,000 people) are alcoholic addicts. In 2014 we treated 1.048 people out of the 1.300 people that addressed to us: it follows that the number of individuals treated is much lower than the estimated number of alcoholics in our province.

Do foreigners apply to your centers?

Yes, different nationalities. A large number comes from Eastern European countries, but some also from Central Africa.

Once the patient is taken over, how is the rehab program developed?

The first month the patient is followed by at least two professionals, a doctor and an operator dealing with the socio-psycho-educational needs. This stage is necessary to get to know the patient; it is more like an assessing phase. Subsequently, if the conditions apply (as it often happens), the individual is taken over for a treatment, always developed by a multi-professional team. Usually, in case of abuse and addiction disorders, the program never lasts less than 1 year. The treatment lasts an average of one to three years.

Sometimes there is an initial phase of emergency, where the patient needs medical treatment, hospitalization or intensive care. In this case we use a number of supports that are not only our services, but also other health services we are connected to. There is a network of 8 hospitals admitting patients with alcohol disorders. The hospital departments are not dedicated to such disorders: they are often general internal medicine departments, but they can deal with many of our patients as well. We also have an agreement with a private clinic: here the patients with alcohol problems follow a 3-4 week programme, focusing not only on intensive rehabilitation but also on facing back-to-daily life process.

We are also proud of what we consider our best outcome: a day center that operates throughout the province, which offers two programmes developed for the alcoholics. The first is a

programme that 6-7 times a year provides intensive 4- week paths. It consists of small groups of about 12 people in treatment. The goal is to encourage them to keep sober and strengthen their motivation to prevent relapses. The second programme is for alcoholics coping with different psychiatric or social problems and require medium to long term treatment in day-centres.

How often do relapses occur and when do you consider a patient as completely healed?

It must be taken into account that addiction is a chronic disease and relapsing is frequent, therefore

start

again.

The 20-30% of the patients achieve a complete and proven heal, then we have the partial heal involving the 30-40% with reviewed treatments. This occurs because some patients face other problems

(psychiatric,

social

etc)

and

then

alcohol

is

not

the

only

one.

One third of the patients show partial or total relapses. Most times it is a temporal relapse followed a resuming of the treatment after variable time lapses.

Can you name 3 fundamental things about the treatment of these patients?

In addition to intensive medical therapy, if necessary, it is crucial: To increase the motivation of the person towards the problem; not to leave the person alone and try to involve the family; to involve the mutual aid and self-help groups to cope with the fallouts.

I know you're working on a project concerning counselling points along with self-help groups. What is it about?

Yes, we are actually working at it now. The plan is to open the counseling points inside the Rehab Centers. It will require the presence of the associations’ representatives several times a month to deal with people treated in our facilities ready to join mutual aid and self-help groups.

Do you have volunteers?

Not in our facilities, but it is clear that the relationship with the mutual aid associations allows us to address patients to a supportive network of volunteers.

Are the Rehab centres free of charge?

The treatment and services we provide are totally free of charge. And the patients are guaranteed the right to privacy and anonymity.

Is the service completely financed by the National Health Service or has also private sponsors?

We don’t receive any private contribution.

What problems do you face in the management of the centers?

We follow three-year plans of the Province which involve two institutions: the AUSL and the University Hospital of Modena. A provincial team works to unify all resources available in the service network, and this causes an integration problem and arises of critical issues.

And the biggest problems with alcoholics?

The real problem is that people become aware and seek help when they cannot take it anymore. When they come to our centers, they are coping with a situation of serious impairment from a clinical point of view as well as family and relationships. They are often people out of work.

Only less than 50% of people treated are still in an activity. The biggest problem is definitely the delay in seeking for help and treatment.

And now let’s talk about prevention. What do you do in this concern?

Every year we dedicate a month to alcohol prevention with a different target: this year will be dedicated to people under 18. On our site you can find the all the activities planned and the material.

Beside these information and education campaigns, what should be implemented for a significant impact, in particular as prevention actions for young people?

Our position is very clear in this concern: the best possible prevention is working on legislation, in other terms make prohibitions stricter. Banning the supply of alcoholic beverages to people under 18 years has been an effective environmental intervention. Another effective action was lowering the blood alcohol limit for vehicle drivers. In the province of Modena, about 900 people a year have had the driving license suspension for breaking art. 186 and for all of them we run the info-educational courses. There is an obligation for these people to take a 4-hour course, followed by a final test before applying to the Transport Committee to prove they have acquired the requested knowledge and awareness and have their driving license back.

Changing people’s behavior is difficult; there are scientific evidence showing that people are more open t changes when they are encouraged or forced by a community that impose restrictions and boundaries. As far as young people it is essential the role of families and educators.

Changing culture and habits is very complicated. Obviously we carry out awareness raising courses addressing all target population targets; in particular we run activities for the youth based on peer education, although the most effective prevention is still law acts.

ROMANIA

Every country faces problems such as addiction, stereotypes regarding their citizens, racism.

In this article we will tell you about a Romanian organization, called „ Aliat”, who deals and solves some of our addiction related problems such as drug and alcohol.

ALIAT is a not for profit nongovernamental organization, established in 1993 by mental health professionals. Curently ALIAT is the leading NGO in the addiction field ( alcohol and other drugs) in Romania.

The main area of works are: Prevention of alcohol and other drugs use and abuse. „It is easier to prevent than to cure” . According to researchers, for every dollar spent in alcohool and drug prevention, you save another 10 dollars in treatment or any other consequences associated to substance abuse ( medical treatment, car crash, working days lost) Since its creation in 1993, Aliat successfully implemented several projects regarding prevention of alcohool and drugs : Independent; It was a project whose purpose was to correctly and completly inform the youngsters about drug consequences and developing a long-term partnership between ALIAT and the Ministry of Youth and Sports. It was a pilot-project that took place in three High Schools in Bucharest; Initiative 38.

The goal of this project was the prevention of HIV in prisons.

Although the project stated HIV prevention, ALIAT took note of the prisons organise, ways of communication between inmates, between inmates and wardens, etc.

Within the peer educators traning they had the opportunity to train inmates having some authority over their coleagues. Throught these sessions they offered information about HIV prevention and ways to pass on this information. There were used different methods like speeches, interractive discutions, roleplays , final and initial evaluations.

In 2015 Aliat opened a new AlcoInfo Center for early detection and intervention for psychological abuse and alcohol dependence, in Brasov.

This initiative joins the other 4 already operating centers in Bucharest, Craiova, Miercurea Ciuc and Campulung Moldovenesc.

The center will pe open 4 hours/day, and will provide free services for any person who is registered within National Health System.

Beside the AlcoInfo Centers and Treatment Centers Aliat implemented several project whose purpose was to treat the alcohol and drug addiction.

Competence Building in the Addiction Field The project goal was to improve the level of competence of health professionals in order to provide effective therapeutic interventions to people living in Romania who suffer from problems caused by alcohol and drugs; AlcoHelp. Advocacy regarding public policies and national legislation in the field of addiction Aliat helped editing the first „ Romanian Treatment Guide for Psychoactive substance abuse” .

They Draw-up several publications for training the professionals activating in the addiction field, a handbook for medical students and junior psychiatrists „ Relapse prevention. Practical guide for professionals” „ Teaching guide in the field of substance abuse”.

Also Aliat is a founder of Romanian Harm Reduction Network ( RHRN). „Harm Reduction” is a public health policy, aiming to reduce the risks associated with drug use. In the same time it represents a set of strategies designed to reduce the negative consequences of dru

g use,

starting with risk reduction and ending with controlled use and abstinence. They have been developing harm redcution programs since 2000, and by 2009 more than 2700 drug users registered in the project.

Another problem that this associtation tries to deal with is Alcohol consumption during the work hours. Statistics say that 30% of the accidents that take place at the work place are due to alcohol consumption.

The aim of this project is to raise awareness, and to develop an internal health policy .

The program has two levels of assistance Organizational By assesing organizational information jsessions and training sessions, monitoring and evaluation of the results provided by Aliat experts, the company becomes the main beneficiary of a health policy tailored to the needs of the company.

Individual Through medical interventions, psychological and social services rendered by Aliat specialists to employee / family / partner, offering them a way to access helth services centered on their needs.

Under-18s commit a quarter of all crimes: Young offenders responsible for more than a million crimes in just one year. A quarter of all crimes are committed by offenders under the age of 18, official figures suggest. A report has revealed that young offenders committed more than a million crimes in a single year. They were behind half of all robberies, and one in three burglaries.

The Home Office research paper on youth crime in England and Wales in 2009/10 shows that youngsters commit a ‘disproportionate’ amount of crime, as under-18s make up a tenth of the population but are responsible for 23 per cent of offences.

The vast majority of their crimes – around 860,000 – were committed by males, with 160,000 committed by females.

The report admits that ‘the estimate of both the proportion and the extent of youth crime is likely to be an under-estimate’, as many incidents go unreported.

The research revealed that young offenders were more likely to commit so-called ‘acquisitive’ crimes, such as street muggings of schoolchildren for their mobile phones and other gadgets.

Overall, the Home Office found that young criminals committed around a fifth of violent crimes, sex crimes and shoplifting offences. They committed 51 per cent of robberies, 32 per cent of burglaries, 31 per cent of vehicle crimes and 28 per cent of criminal damage offences.

Their total of one in four crimes is higher than previous estimates, which put the proportion at less than one in five. The report concludes: ‘The youth crime estimate produced here reinforces the significance of tackling crime by young people in reducing crime overall.’

Government statistics suggest that nearly one in five of all youth offenders first arrested in 2000 went on to commit more than ten offences over the next nine years, with the youngest most likely to reoffend.

Changes to youth justice policy in the past decade have seen drastic falls in the number of youth offenders who are locked up, but a National Audit Office study published last year showed reoffending rates among youths given community punishments rose 6 per cent between 2000 and 2010.

Youngsters are also likely to reoffend after completing custodial sentences; about three quarters return to crime within a year.

Justice Secretary Ken Clarke has proposed further reductions to the number of young offenders who are locked up, and wants more criminals to receive ‘robust’ community punishments.

A Home Office spokesman said its report ‘reflects figures from 2009/10, and since then the Coalition government has taken comprehensive action to tackle youth crime’.

The latest phenomenon in the crime scenario is that crimes today are being committed by the young, qualified, and innocent people. This young generation-typical of rebellion and rage was so threatening as it is today, when the young and innocent people operating individually or in gangs commit such heinous crimes put a question mark to all our progress and achievements made in different fields of life.

The latest reports of the survey conducted by the "TATA INSTITUTE OF SOCIAL SCIENCES" states that the rate of crime among youths has increased to 40%.the"NATIONAL CRIME RECORDS BUREAU" has stated the people in the 16-25 age group are responsible for the 56% of the total crime s committed in the country. Crimes such as robbery of rich businessman, commuters getting mugged on trains and buses, incidents of road rage resulting in violence and even murder, cases of rape behind tinted car windows, incidents of acid throwing on hapless girls.... are largely committed by the young generation. Such crimes unfortunately catch the headlines of the dailies. This section consists of the youths disenchanted with the world of cut-throat competition, steered by satellite TV images of the rich and famous squeezed job markets and lack of opportunities, pressure from peers and parents to succeed in life.

CAN WE REALLY BLAME THE TEENS FOR COMMITTING SUCH HEINOUS CRIMES?????? The general answer would be "NO". But the change in the character of crime is undoubtedly to some extent, attributed to the upbringing of the groups of parents who are, due to lack of time and other reasons, so liberal to their children that they allow them to grow without any curbs or restraints. This is most common in the metropolitan cities. This is clearly evident from the "JESSICA LAL MURDER CASE". Moreover, lack of acts to curb cyber crime is a big problem in India.

Furthermore crime dossiers, fingerprint banks, foundations of detection are easily manipulated to suit the personal needs. Bribery and use of VIPs connections are easier and frequent modes of getting relieved from legal proceedings.

The solution is not far to seek...."WE" the youths need to head the nation and cultivate virtues like love, kindness and Tolerance. These virtues can ensure the existence of a peaceful society. So ......."NO CRIMES....KNOW PEACE".

Violence has been characterized as a "public health epidemic" in the United States. At the same time, children's witnessing of violence is frequently overlooked by law enforcement officers, families, and others at the time of a violent incident. Although mothers describe the panic and fear

Youth culture and crime: what can we learn from history?

What is the problem today?

There is a widespread belief that antisocial behaviour among children and young people has reached a historically unprecedented high. A recent study by Cambridge University identified intense fears in communities across the UK about “the decline in mutual respect and social cohesion, the dominance of anti-social behaviour, materialism and the cult of celebrity”.

Newspapers highlight daily the menace posed by “hoodies” and gangs, and the increasingly creative range of measures implemented against them – from ASBOs to devices emitting highpitched sounds designed to deter teenagers from gathering in public places.

Is this new?

The historian Geoffrey Pearson quotes a 60-year-old named Charlotte Kirkman, who lamented that, “I think morals are getting much worse... There were no such girls in my time as there are now. When I was four or five and twenty my mother would have knocked me down if I had spoken improperly to her”. Kirkman was speaking in 1843, as part of an investigation into the bad behaviour of contemporary youth. Lord Ashley, speaking in the House of Commons in the same year, argued that “the morals of the children are tenfold worse than formerly”.

Past generations, then, have been just as convinced as we are that the “youth of today” were misbehaving more than ever before. Pearson has suggested that such fears about youth are a way of expressing more general uncertainties about social change and recur with each generation.

So are we wrong to believe things have got worse?

Notwithstanding the above, the criminal statistics – first collected systematically in Britain from around 1900 – might appear to suggest that the situation has deteriorated over the last 70 or 80 years. After a relatively stable period between 1900 and 1930, rates of juvenile crime began increasing in the 1930s. Apart from a slight decrease following the Second World War, youth crime figures continued on a consistent and dramatic upward course until the mid-1990s.

In the 1950s increasing youth crime was largely attributed to a decline in family cohesion following the war, and to increasing consumer affluence. The new youth cultures of the postwar era provided a focus for such beliefs. Particularly notable in the 1950s were the Teddy Boys; with their flamboyant dress, fondness for US cultural imports such as rock’n’roll, and rowdy public behavior, they were seen as epitomizing the new culture of greed and amorality. Society looked back

nostalgically to what was remembered as the more “justifiable”, poverty-fueled crime of the prewar era. Later decades had similar beliefs about the causes of rising youth crime, leading to successive panics about mods, rockers and hippies in the 1960s, skinheads and punks in the 1970s and 1980s, and recently ravers and “hoodies”.

To some extent, these fears can be seen as justified, in that it is certainly arguable that the rising ownership of consumer goods has created more opportunities for theft. However, it does not follow from this that the morals of earlier generations were necessarily higher, merely that their immorality did not take the form of the theft of consumer goods!

More generally, criminal statistics do not tell the whole story of youth crime. In particular, definitions of criminal behavior change over time. One example of this is that police are increasingly becoming involved in the management of incidents that once upon a time would have remained a matter for schools and parents. In 2004, the BBC reported that a 12-year-old schoolboy was “arrested, DNA-tested, fingerprinted and formally reprimanded” after throwing a fork at a girl during a playground argument. The casual violence and petty crime of the Edwardian slums, by contrast, took place largely away from police eyes.

In the same way, changing recording systems also have an effect on crime statistics. It is very difficult, for example, to compare today’s computerized data collection systems with the localized, ad hoc, paper-based approach of the Edwardian age. The existence of more sophisticated recording systems tends to mean that more crime is recorded.

Another issue is that new forms of media, such as the internet, create new forms of misbehavior that have high public visibility. Incidents of “happy slapping” caught on mobile phone can be distributed around the world within minutes. Such cases bring crime “into the living room” of people who may not previously have been concerned by it. This does not, however, mean that youth behavior is worse than it used to be.

Overall, we need to recognize that our fear of crime has very little to do with the actual risk of falling victim to it. Youth crime rates have been falling consistently for over a decade, yet this has not affected the degree of panic felt about youth misbehavior today.

What does history teach us?

We should not deny that there are issues of concern surrounding antisocial behaviour and crime committed by children. However, our faulty grasp of the history of the problem is equally if not more problematic. Harking back to a non-existent “golden age” of deference and respect for elders is not merely harmless nostalgia: it has negative consequences for the overall relationship

between adults and the young, which is increasingly characterised by fear and suspicion in both directions.

In many ways, this climate of suspicion is greater than in past decades. The increasingly independent, confident and commercialised child and youth culture which has grown since the 1950s has gone hand-in-hand with an increasing uncertainty about the social role of young people.

Earlier eras had clearer ideas about the value of the young. In Edwardian Britain, for example, discussion around children focused on their role as future citizens, workers and soldiers.

The eugenicist Caleb Saleeby was typical in arguing that “the history of nations is determined not on the battlefield but in the nursery”. This vision had repugnant aspects – not least the idea that working class children should be raised in part as cannon-fodder for future wars – but it also meant that the young were valued as a precious resource for the future.

In recent decades, the increasing notion of children as a primarily selfish “lifestyle choice” by their parents means that we no longer have a clear sense of their social value.

We need to start thinking about ways of improving adult perceptions of the young, rather than thinking up panic solutions to an imaginary cataclysm of declining morals.

At present, our fear of the young is creating a self-reinforcing negative spiral. As the “children’s tsar”, Sir Aynsley-Green noted in a recent speech the “demonization and lack of empathy for young people is a major issue for England. It causes anger and alienation”. He argued that normal youth behavior, such as gathering in public places and playing ball games, was being demonized. This climate means that our stance towards juvenile criminals now is one of the most severe for generations.

Indeed, the past 15 years have seen the dismantling of long-standing principles that established the lesser criminal responsibility of children as compared to adults, and attempted to ensure their welfare in the face of their greater vulnerability. Since at least the 17th century, for example, the common law has operated using the presumption that unless proven otherwise, children aged under 14 were doli incapax – incapable of knowing right from wrong. This was abolished in the 1998 Crime and Disorder Act. In the same way, the 1854 Reformatory and Industrial Schools Act established the principle that children and young people receiving custodial sentences should be held in dedicated facilities, and that the regime in such facilities should be reformative rather than punitive.

One of the founders of the system, Mary Carpenter, argued that young criminals “have been hitherto so despised, that they hardly know whether there is within them anything to be respected.

Yet let them be treated with respect… and they will give a ready response”. Today, this ideal has been seriously undermined, to the extent that the vast majority of young offenders are held in conditions that differ very little from those in adult jails.

The United Kingdom recently came bottom in a league of 21 industrialized nations for child quality of life, leading to headlines warning that British children are “the unhappiest in the western world”. The chief executive of the Children’s Society, Bob Reitemeier, said the report was a “wakeup call to the fact that, despite being a rich country, the UK is failing children… in a number of crucial ways”.

This situation cannot be attributed to children’s misbehavior; it is rather the fault of an adult society which has come to see “youth” as a harmful social category. Misplaced nostalgia for the past has dangerous consequences.

Three lessons from history 1. Each successive historical age has ardently believed that an unprecedented “crisis” in youth behavior is taking place. We are not unique; our fears do not differ significantly from those of our predecessors.

2. Statistics are complex things to interpret. Rising youth crime statistics since the 1940s are the result of a whole series of factors and do not mean that youth are becoming more “immoral”.

3. Our treatment of young offenders is in many ways harsher than it has been in the past.

This has not been successful in reducing our fear of crime; if anything, it is compounding the problem and increasing mistrust between the generations.

Social environment and family lifestyle have been proved to have a direct affect on a teenagers behavior. Failure to stop a child from doing something wrong could lead the child to believe that his manner is acceptable. Teenagers often commit acts of violence to get their parents’ attention. If parents ignore what their children are doing, then they can

Cyber crime continues to rise Cyber crime is on the rise throughout the United States, but many of the attacks are not being reported to the proper authorities. Cyber attacks range from defacing a website to, denial-of-service attacks which are meant to make a site unusable. Eighty-five percent of sites said they have been attacked by a virus at least once. In the seventh annual Computer Crime and Security Survey about ninety percent of respondents detected a security breach within the last 12 months. Only thirty-four percent reported the intrusions to the authorities. In 2001 thirty-six percent of cyber crimes were reported, and in the year 2000, twenty-five percent were reported.

The Participants in the Computer Crime and Security Survey were over five-hundred government agencies, financial and medical institutions and universities. The name of the groups were unreleased.

Statistics show, there is much more illegal and unauthorized activity going on in cyberspace.

Internet The late 1990s opened a new window of opportunity for people, when they regained greater control over communication through the internet. The internet today is observed as one of the most important revolutions of 20th century that affected people’s life. It has radically changed how people obtain the information. It has massive amount of information that is more than required by anyone.

The internet is a huge library easily accessible to anyone living in any corner of the world. I can get any information on virtually any subject that I can think while sitting at my home. I remember the days when I didn’t know about the Internet. My knowledge of the world was very limited and even if I wanted to know more, I had to go to the library and read books or had to watch some educational programs on the television. And even spending hours in the library and watching the television, I could not collect the information that I can collect now just sitting in front of the computer by searching the internet. This is just a small example of want the internet has to offer to human societies.

The internet has many advantages if used in a good way. And it is not just a huge source of information it can be also used for simple communication with friends and family. Chatting with my friends and family living far away through internet has saved time and money. I can shop for

anything from food items to electronic devices through the internet. I can make new friends from all corners of the world. I can watch and download music and music videos through the internet. Gone are the days when people had to wait for the news, now because of the internet people can get news happening all over the world, sitting right at their home. Like here in Truman, almost all students now use the internet for doing researches and finding help for their assignments. More schools are providing the internet facilities to their students, faculties and staff so internet becoming so important n everywhere and everybody using it in everwhere.

There are a great number of people in the world who used Internet, but not many of them really know the definition of Internet itself. Internet is basically a connection between networks, whereby networks are connections between computers (Shelly, 2001). Therefore, Internet is similar to giant networks of computers. Internet is also considered as a source of information, communication, and entertainment. The Internet, also called the Net, links millions of businesses, government agencies, educational institutions, and individuals worldwide. Internet is widely used in many activities; virtually people can do shopping on-line, finding news or current weather report, checking stock prices, exchanging files, or even conducting net-conferences. Its capacity of information is unlimited because it consisted of data from computers all over the world.

Teenage depression Teenage depression is a growing problem in today's society and is often a major contributing factor for a multitude of adolescent problems. The statistics about teenage runaways, alcoholism, drug problems, pregnancy, eating disorders, and suicide are alarming. Even more startling are the individual stories behind these statistics because the young people involved come from all communities, all economic levels, all home situations-anyone's family. The common link is often depression. For the individuals experiencing this crisis, the statistics become relatively meaningless.

The difficult passage into adolescence and early adulthood can leave lasting scars on the lives and psyches of an entire generation of young men and women. There is growing realization that teenage depression can be life- changing, even life-threatening. (McCoy 21) Depression is a murky pool of feelings and actions scientists have been trying to understand since the days of Hippocrates, who called it a "black bile." It has been called "the common cold of mental illness and, like the cold, it's difficult to quantify." (Arbetter 1) If feelings of great sadness or agitation last for much more than two weeks, it may be depression. For a long time, people who were feeling depressed were told to "snap out of it." According to a study done by National Institute of Mental Health, half of all Americans still view depression as a personal weakness or character flaw. Depression, however, is

considered a medical disorder and can affect thoughts, feelings, physical health, and behaviors. It interferes with daily life such as school, friends, and family. "Clinical depression is the most incapacitating of all chronic conditions in terms of social functioning." (Salmans 11-12) Teenagers have always been vulnerable to depression for a variety of reasons. It's a confusing time of life because a teen's body is changing along with their relationships.

Computer crimes Times have changed and the world of technology is growing. These new times are also bringing new crimes. The crimes that I am talking about are crimes committed with computers.

Computer crimes started in the early 1970’s and have become more and more prevalent. The reason computer crimes have increased is because of the popularity of the internet and the fact that people are becoming more and more computer literate. Many types of crimes are done on the computer. The most common crimes committed on the Internet are: Forgery (of E-mail), assault (on your Web site, E-mail box, or computer system), fraud (cyber scams), and robbery (theft of valuable information). Computer crimes can be done against the government, companies, and even everyday people. In my paper I will discuss computer crimes dealing the government, computer stalking, and computer criminals.

When some commits a crime against the Goverment, it effects the whole country. In 1995, the Internal Revenue Service instituted new regulations on electronic tax filing and returns. The reason for this action was to stop a rash of fraud that cost tax payers million of dollars in 1994.

Returns that were filed using the computer turned out to be process by fictitious companies.

Terrorists are becoming more computer literate because they realize the amount of information regarding the government defense are stored and found on computers. Terrorists are also targeting technology and utility companies because they realize the damage caused would be wide spread and devastating. There are six common types of computer attacks: Military/Intelligence Attacks, Business Attacks, Financial Attacks, Terrorist Attacks, Grudge Attacks, and Reasonless Attacks. .

Our national security is at jeopardy simply because the military’s system is susceptible to computer crime just as is any network system.

Other crimes White-Collar crimes or Economic crimes have quite a broad scope and because this, it is hard to fit into a single definition other than saying it is a crime that involves business, fraud, money, or a combination, then it likely fits. One of the largest is known as identity theft, the stealing

of personal information to cause fraud. As business continues to grow so too will white-collar crimes, in my opinion.

Computer-Related crimes or cybercrimes is a crime that lacks a standard definition. There are no real statistics for it as it is rarely reported, but at their essence, cybercriminals use a computer to cause harm to another computer or computer records. This can be from an attack that shuts down an email server, to using a computer to change bank records and steal money. As computers become more and more a part of our lives, so too will cybercrimes.

There are many groups associated with organized crime, and each has their own similarities and differences, but each is generally the same. From the Italian mob, to Japanese Yakuza, to Korean Soulpa rings, they are businesses designed around using violence and crime to turn a profit.

The fastest growing threat is Russian organized crime, who seem to be the most sophisticated yet, using computers to make catching them harder. Organized crime has always been on the rise, and seems to be continuing that trend in recent years.

Bias crime, whether racially, sexually, or religiously motivated is quite simply the same thing; committing a crime against someone because of their actual or perceived membership in a particular group. The KKK and Neo-Nazis are perfect examples of this and studies show that Bias crimes are increasing in recent years.

Alcohol and crime As discovered in the text, there seems to be a relative relationship between alcohol and crime. Several studies have indicated that the amount of alcohol people consume in an area has a relationship to the areas crime rate. To come up with the Per Capita Alcohol Consumption, you must divide the revenue of alcohol sales by the number of the legal drinking population of the area.

Since alcohol is legally sold, and taxed throughout the world, it is easy to calculate the revenue.

Some studies have found that gender and age have a factor in alcohol related crimes. Most notably, young males have unusually high crime rates and are more likely to visit bars than females of the same age. The pros of a national effort to curb violent crime by outlawing the possession of alcohol, of males under 30 would be a lower crime rate. Another pro of a national band would be that there would be a lower rate of property damage. Some cons of an outlawing alcohol would be, that it would violate an individuals rights and freedoms. It could have an effect on the national economy.

These are only some of the pros and cons of a outlawing of alcohol to curb violent crimes in an area.

Per Capita Alcohol consumption has to deal with alcohol sold in an area, and the amount of population that is of the legal drinking age. An ecological variable that is closely related to per capita alcohol consumption is one called alcohol outlet density. This refers to the number of taverns or bars, and including liquor stores in an area. Studies that have been discussed in the chapter of our text indicate that areas with a high outlet density are the areas with the highest crime.

Some studies have indicated that alcohol related crime deal with the population under the age of 30. In 1995 the Department of Justice did a study on an Analysis of National Data on the Prevalence of Alcohol involvement on crime.

The role of media violence in violent behavior One of the notable changes in our social environment in the twentieth century is the advent and saturation of mass media. In this new environment, radio, television, movies, videos, video games, and computer networks have assumed central roles in our daily lives. For better or for worse, the mass media are having an enormous impact on our values, beliefs, and behaviors.

Unfortunately, the consequences of one particular element of the mass media exposure has particularly detrimental effects on viewers’ and others’ health. Research evidence has accumulated over many years that exposure to violence on television and in video games increases the risk of violent behavior on the viewer’s part just as growing up in an environment filled with real violence increases the risk of violent behavior. In this review, we critically assess the research evidence that leads us to this conclusion, and we lay out the psychological theory that explains why exposure to violence has detrimental effects for both the short term and long term. the media violence effect with some other well-known threats to public health to estimate how important a threat it should be considered.

Media violence poses a threat to public health inasmuch as it leads to an increase in realworld violence and aggression. Research clearly shows that fictional television and film violence contribute to an increase in aggression and violence, The relative strength of known public health threats. both in the short term and across the life span. Television news violence also contributes to increased violence, principally in the form of imitative suicides and acts of aggression. Video games are clearly capable of producing an increase in aggression and violence in the short term, although no long-term longitudinal studies capable of demonstrating long-term effects have been conducted.

The relationship between media violence and real-world violence and aggression is moderated by the nature of the media content and characteristics of and social influences on the individual

SWEDEN Best practice BIG - Crime preventers in Gävle

We chose the Crime preventers in Gävle – because BIG works: with preventing ideas among adults who meet children and young people; developing and strengthening skills and create venues for collaboration; by education, cooperation, information, consultation and coaching.

The work is close linked to pree schools, compulsory schools and the upper secondary schools, to leisure activities and organizations, to involved municipal departments and politicians.

BIG role is primarily to support the adults in Gävle who meet children and young people aged 0-18 years. The overall objectives with the BIGs achievements is to satisfy the needs of children and young people to be seen and confirmed, but also to be in a context and meet limits.

The short-term objectives are formulated on the basis of the various interventions BIG do. BIG is part of the national Crime Prevention Advice. The ambition is to imbed activities with a gender perspective. BIG:s efforts can target parents, staff from the pre-school, school, youth leisure centers, police, social services, leaders from the sporting community, adult walking groups and others.

Members are the Municipality director, Security Device, Education director, Social Services, Culture and Leisure director, Police Department and the BIG group leader. This is also a reason for the choice of best practice.

Why did BIG start and when?

BIG started 1 okt 1992 . The reason was the damage in Gävle for a cost of almost 12 million SEK (1,1 millon €) The damage was regarded as youth crime and resources should be put in to that group. The Police, Social service, Schools, Leisure Care, the local Insurance company and the local business became partners in the work.

After a couple of years BIG started to educate friend supporters among the students in compulsory schools with the aim of having an eye on what´s happened in schools Due to increasing mobbing there is no longer any friends supporters. But BIG has also medling at crimes, Proud and Sober, Night Wanderes, Talent hunting. The main effort is to help the schools to be a safe place for the students.

BIG's Drug prevention –a follow up 2013 BIG has had regular follow-up meetings with the municipality's drug Coordinator.

BIG has arranged 'I burn'. A day of inspiration for young people in junior high and high school, with the aim to arouse concern in the fight against alcohol and other drugs. The day featured lectures and seminars, as well as a theatrical performance. This year's theme was Cannabis. About 400 people from primary and secondary schools participated.

BIG has participated at an all-day meeting on 'co-ordinated drugs work in Gävle municipality'. We have along with collaborative partners organized a lecture on the theme 'every five children'. The lecturer was a representative from 'Dandelion children'-a nonprofit organization that supports young people with parents who abuse or are mentally ill.

Invited were, among other things. school staff and staff from social services. The lecture was fully booked.

BIG has participated at a Conference on cannabis, which was arranged by the provincial government, CAN, Cannabis network and Gävleborg Region.

BIG has sent out information to all head teachers with tips on good material to use in school drug prevention.

'Effect' is a further development of the 'OPEN' Örebro prevention programmes. It is a parental meeting method which caters to parents with children in high school. The purpose

of the method is to prevent early drinking of alcohol, binge drinking, and norm crime among young people.

'Tobacco-free Duo' is a scientific evaluated contract method aimed at preventing tobacco use among young people. Currently, involved four schools from G채vle municipality BIG is part of a workgroup, which seems to more schools will join method. BIG has participated at the Conference 'tobacco-free Duo 20 years' in Stockholm.

BIG has represented Leeds at a network meeting for the prevention against tobacco use.

BIG is represented in the Steering Group for the project 'what IF'. The aim of the project is to reduce the availability of alcohol to teenagers by helping teenage parents to understand the risks of early drinking onset.

Lecture series in cooperation with G채vle Youth Center and a voluntary Study non formal organization arranged a lecture evening on the theme 'how to talk to your child about alcohol and drugs'. The lecture turned to parents, school staff and staff from social services.

Proud and Sober Proud and Sober is arranged by the Leisure department with close connection to BIG and surrounding municipalities. The event is in the local Amusement park in order to give the students in secondary schools and high school a semester ending feast in June before the summer vacation. It started in 2001 by a Leisure farm to get rid of the youth drunkenness and damage in the center of G채vle every school ending in June. Proud and Sober event is open for students from grade seven to high school students and has become a success.. Thousands of

students come from fifteen

municipalities and served by at least a hundred leisure leaders.

The Last April day is classed as a risk weekend by police and social services. – Last year it was a lot of young people in a shelter in the woods, 'said Johan Bast, the youth police in Gavle. It will be nice weather on Tuesday, it could mean feast and getting drunk for many young people. But Gävle municipality has for several years now a solid organization started at weekends.

Criminal preventers in Gävle (BIG) is open all night. at the head office. Field assistants, adult walkers, staff from Gävle playgroups, staff from BIG and volunteers coordinate their efforts.

We have a well-established concept if it would go wrong, says police Eva-Lena Nordin, considering last year's day Eve as calm. It was no trouble, relatively clean and quiet — it depends a little on the weather, but maybe that young people are doing other things. I don't think it's cool to be drunk and wasted anymore, says Eva-Lena Nordin, to some extent, she has the support from the statistics.

The proportion of young people who drink alcohol has decreased slightly in recent years, both in grade 9 and in the second year of high school. It is visible in the drug activities regularly carried out by the Swedish school pupils. Although the proportion of heavy drinkers, drinking at least a bottle of wine or four cans of strong beer every time has been reduced.

BIG will contribute by creating positive relations with adults and equally ages. Our aims are a common basis of valuation, cooperation, comprehensive long range view. We work with support and information to schools and parents to increase their knowledge of alcohol and drugs.

BIG is financed by the Municipality of Gävle and its House Holding Company, The County Insurance Company, the Insurance Company attached to the Swedish Municipality Association and the Swedish Theft Insurance Association Ninni is the head of the municipal department Culture and Leisure. The department is responsible for the project Proud and Sober with a project leader employee and also responsible for the eight Leisure farms run by different associations. Their work in the different districts are important contributors to BIG´s work. As a member of the managing group we really get a broad eye on activities for our young citizens. The collaboration within the BIG managing group is essential both to react on abuse and crime and to improve all our municipal activities. BIG is close

Simonas Dailidė, Head of VAROM VAROM says that parties for young people should be created by youth.

Members who found sober parties as attractive way to spend time should infect first of all Lithuanian and later all Europe youth to live sober lifestyle. As young people better know the things, which are popular among the youth, they can make more attractive and more popular sober parties and festivals. Of course adults experience is very useful and it is used in our organization.

“Sober entertainment” has two persons older than 25 years old. The manager is 27 years old; his main goal is to make every young member to feel important in organization. The manager looks for young people talents. He helps people to find and develop their strong characteristics. He always motivates and encourages young people to take challenges and improve their skills.

Target group. The main problem the project VAROM! focuses on is growing usage of alcohol and other intoxicating substances among youth. There are the main target group in VAROM!: young people (16-24 years old).

According to interests of people, the VAROM includes a big variety of activities attracting form and content as well as promoting to choose leisure time without drugs and improving the quality of life. A lot of interactive, energetic and fashionable activities are organized for young people including dance and sport classes, music workshops, swimming by kayaks, bathing in mud and others. Various activities are organized for young families in the “VAROM!” festival as well, where all the family can participate - thus parents show good example for children of healthy and sober life-style without drugs. VAROM also consists of art and handcraft workshops, games and competitions, theatre and fire shows. Main activities. 4-5 times in a year there are organized “VAROM!” festivals with live music, dance lessons and discotheques in various cities of Lithuania seeking to give a personal experience of spending leisure time and having fun without drugs. Once in a year there is organized summer “VAROM!” festival. This festival offers more than 100 activities and 20 live music concerts in three days. “VAROM!” is also collaborating with municipalities and health offices.

In “VAROM!“ events were participating over 7000 persons, most of them young people ( 2013 ). There were 4 events in Vilnius (in the capital of the Lithuania) and 2 events in other smaller cities (Marijampolė, Vilkaviškis) and one big summer festival.

Festival was prepared for youth from all the country, it was 3 days duration.

In “VAROM!“ project youngsters can participate in different areas: Organizers (8 young people); Volunteers (about 80 youngsters); Artists & Performers (over 200 people); Visitors (over 6000 youth).

These branches have different responsibilities and all of them are interesting for young people. For example, volunteers can make decorations, manage the environment, checking tickets, work in info center, help visitors, take pictures, filming the clip, etc. Participating in this project helps people to create friendly atmosphere, where their talents are revealed. Young people can see an example having sober lifestyle, they can make sure that there are many people living soberly. All people are satisfied that they can relax and celebrate without alcohol, drugs and tobacco. All organizers do not use drugs, do not smoke and live absolutely sober for several years. It is strongly

prohibited to use drugs, drink alcohol or smoke in “VAROM!” events because this is a good example for young people.

First “VAROM!“ Summer Festival in 2013 became the biggest festival without drugs in Lithuania. There were more than 2000 visitors – most of them young people and young families, celebrating and having fun three days and two nights without any drugs.

“VAROM!“ Summer Festival in 2013 was recognized by governmental level (Ministry of Health of the Republic of Lithuania). The project participated in health activities competition and was one of the winner.

“VAROM!” project has more acknowledgements.

“VAROM!“ became a reason to speak about sober lifestyle, this is an example of living without drugs in the public space. The organizers of the Project are often invited to mass media to interviews or discussions, concerning the prevention of drugs.

To sum up, “VAROM!” activity is interesting for young people because they want not only to participate but also to be a part of this project.

CONCLUSIONS THINK BEFORE DRINK To sum up, society suffers from alcohol consumption and every year it cost billions to each country. The tendency is that more and more adults prefer equal drinking rather than weekend drinking and the age of the youngsters using alcohol also tends to be much younger. In order to prevent the damage caused by alcohol consumption there must be a huge response to society. For example, social and medical support should be widespread and education system should be more involved into prevention actions. It is highly important to teach the youth about positive drinking habits and responsible drinking, especially in a childhood along with an image of alcohol as a beneficent and controllable force that offers pleasure and positive social experiences.

The project “Think before drink” could be a good step to forward collaboration between different institutions and countries. Moreover, the products which were created during it should be used in many various ways in order to spread the message to the world.
