MAKING LONG-DISTANCE LOVE LAST

Long-distance relationships create extra challenges and stressors. But couples can still cultivate a fulfilling and happy relationship. Here’s how. 1. View the distance as an opportunity. Orbuch encourages “couples to write down the advantages of a long-distance relationship, especially if it is only short term.” According to JF mag!

Orbuch, your list might include: extra time with family and friends; an opportunity to learn to communicate even better; the anticipation and thrill of weekend trips; maintaining your individuality; and spending more time on your own interests, goals and passions, such as “working on your next book, your art, your hobbies and exercising.”

5

2. Establish crystal-clear expectations. Couples want to make sure that they’re on the same page when it comes to their relationship, especially since distance can lead to many mixups. “These can be difficult and awkward questions to ask, but will save you great heartache and misunderstanding down the line,” Orbuch said. Get clear on things, like how often you’ll communicate each day and how and when you’ll visit each other. 3. Have an end goal. Orbuch strongly suggested couples talk about the future of their relationship and “when you’ll move back together again.” As she explained, this shows to both people that the “relationship is going somewhere” and your efforts are worthwhile. It helps to agree on a timeframe, but Orbuch said that at least trying to create one is a good start. And “be realistic in your assessment of this relationship timetable,” she added.

don’t enjoy talking on the phone; some find texting irritating; and others can’t stand technology in general. But keeping that emotional connection is key, Orbuch said. Of course, you don’t have to have long, heart-toheart talks every time. Orbuch suggested the following: “Telling each other about your little triumphs and tragedies, asking for advice and talking about your day.” Use your preferred mode of communication, whether that’s talking or texting on your phone, email or video chats. And don’t forget about oldschool approaches. “Also sending letters, notes and greeting cards are wonderful ways to surprise each other!” Orbuch said. Flowers and small gifts are great, too, she added.

LESSONS IN LONGDISTANCE LOVE 4. Communicate every day. Let’s face it: Many partners JF mag!

6

Your independence is still yours. Being previously stuck in a fiveyear codependent relationship left me feeling like a shell more than a complete person. I finally ended it, got in the car, and realized I could go anywhere and no one would change that. My life as an ex-Stepford Wife took flight. I swiftly explored hobbies, let the social butterfly in me fly free, renewed my passport, and even left the country for a while. When I came across people from my past, they were astonished that I wasn’t chin-deep in a pint of Ben & Jerry’s. Remarkably, freedom tasted far better than sorrow. I didn’t want to start a new relationship and lose this supreme sense of self I’d developed. Having a relationship miles away meant skipping the honeymoon phase—the 90-day vortex of being obsessed with spending time together. I surprised myself with how independent I was in my new relationship. If I checked in, it was to tell my boyfriend how my JF mag!

day was, not to give him a minute-by-minute transcript to prove my trust. My boyfriend helped me realize that achieving my independence wasn’t a pageant crown to pass along to the next victor—it was always going to be mine no matter what relationship I entered. 2. Listening becomes a vital skill. In a generation that thrives in virtual settings, you’d think longdistance relationships would be a simple feat. I can tweet, gram, pin, comment, and tumble my way through my 20s, but inperson interaction is still needed in a relationship. Calls drop, poor reception beckons, and WiFi wipes out. When I’m not cursing Skype or playing Hide-and-GoFind-Cell-Phone-Service, I’m doing my best to listen. I’m guilty of getting sidetracked and responding with an annoying “What did you say?” or even worse, a routine “Yeah.” Engage in a real conversation outside the emoji comfort zone—it’s worth it.

7

3. Try to be Pinteresting. Take a break from pinning your 100-day squat challenge—your opportunity to make your Pinterest boards a reality is now. When I signed up for a longdistance relationship, I unleashed the DIY Girlfriend inside me. From handwritten letters (my personal favorite) to care packages, I was given the opportunity to be as corny as I wanted—all rationally in the name of long-distance love. 4. There will be threesomes— and it’s OK. I frequently spoon with my iPhone and dreamily gaze into pixels while on Skype—I’m in a threesome with my boyfriend and an electronic device. While embracing technology without feeling like a scene out of Her, remember that even distant couples need space. Drowning your significant other with minute-by-minute messages can kill your personal productivity, feel like a task, and ultimately lessen the bittersweet feeling of missing someone you JF mag!

love. Experiment to find a communicative balance that works best for both of you. 5. Be your own hot date. As someone who has skipped shaving my legs (because who else is going to be that close to me?), I know it’s mindlessly simple to resort to sweatpants and Netflix. Your exterior doesn’t contribute to your worth and it certainly isn’t a reflection of who you are, but pulling yourself together is a gigantic source of confidence. Make time for primping or hitting the gym because it’s a gift to you, not only your significant other. 6. Plan ahead. Having an indefinite amount of time between your next in-person interaction can be discouraging. Plan visits or video dates and give yourselves something to look forward to. 7. Have an end in sight. Education, career opportunities, and military deployments are only a few of the things keeping couples apart. It doesn’t have to

8

be three months from now or even three years from now, but relationships can’t survive on an indefinite current forever. If you’re serious, consider discussing personal goals and plans to merge your lives into the same place. Starting the conversation may even change your mind and justify whether this is what you want. 8. Love transcends latitude and longitude. A relationship doesn’t need a static set of geographic coordinates to make it worthwhile. If I had let the challenge of distance outweigh my gut feelings, I would have sold myself and my happiness LONG DISTANCE LOVE POEM

short. In the last year, I’ve grown more independent and thoughtful, become a better communicator, grown intellectually, sparked my creativity, and have learned to appreciate time spent with others more than ever before. My heart isn’t tied to a place, but to the idea that when you find love you hold onto it—it’s as simple as that.

9

No one truly knows or understands, You have my heart in your hands. My love is what you truly own, Come soon and make our house a home. Inside those walls you are doing your time, Not being here with me is your only true crime. Others in your life will come and go, But my love is true, and I'm sure you know. I may not be rich or the prettiest one, But I love you so much, you are my sun. You light up my life every time you call, When the time is up I begin to fall. You are my stars, you are my moon, Being with you will come very soon. So when you sleep, take this to heart, No one or nothing will keep us apart.

He's headed off to fight the war, And his time is drawing near. I have no words of wisdom, To ease our aching hearts. He'll be gone and I'll be here, A thousand miles apart. The danger that soldiers face, He knows it all too well. Still, he keeps our spirits up, As our throats begin to swell. The morning comes all too fast, I'm not prepared at all. Because I know there is a chance, My soldier won't come home. My soldier is a strong man, One that's brave and true. He's not afraid of dying, He fights for me and you. So if you see a soldier, Give him lots of praise. Tell him that you're thankful, You see the price we pay.

BEST TIPS ON MAKING A LONG DISTANCE RELATIONSHIP WORK 1. Avoid excessive communication. It is unwise to be overly “sticky” and possessive. You two don’t really have to communicate 12 hours a day to keep the relationship going. Many couples thought that they need to compensate for the distance by doing more. This is not true. And it might only make things worse. Soon you would get tired of “loving.” Remember: Less is more. It is not about spamming — you are only going to exhaust yourselves. It’s really about teasing at the right moments and tugging at the right spots.

2. See it as a opportunity. “If you want to live together, you first need to learn how to live apart.” – Anonymous View it as a learning journey for the both of you. See it as a test of your love for each other. As the Chinese saying goes, “Real gold is not afraid of the test of fire.” Instead of thinking that this long distance relationship is pulling you two apart, you should believe that through this experience, the both of you will be bound together even stronger. As Emma says it to Will in season four of Glee, “I would rather be here, far from you, but feeling really close, rather than close to you but

12

feeling really far away.” – Emma, Glee Season 4 3. Set some ground rules to manage your expectations. Both of you need to be clear with what you expect of with each other during this long distance relationship. Set some ground rules so that none of you will do things that will take the other party by surprise. For instance, are you two exclusive? Is it alright for the other person to go on dates? What is your commitment level? It’s better to be open with each other about all these things. 4. Try to communicate regularly, and creatively. Greet each other “good morning” and “good night” every day — this is a must. On top of that, try to update your partner on your life and its happening, however mundane some of the things may seem. To up the game, send each JF mag!

other pictures, audio clips and short videos from time to time. By putting in this kind of effort, you make the other person feel loved and attended to. 5. Talk dirty with each other. Sexual tension is undoubtedly one of the most important things between couples. Sexual desire is like a glue that keeps both parties from drifting apart. Not only is sex a biological need, it is an emotional one as well. Keep the flames burning by sending each other teasing texts filled with sexual innuendos and provocative descriptions. Sexy puns work pretty well too. Have a goal in mind. “What do we want to achieve at the end of the day?” “How long are we going to be apart?” “What about the future?” These are the questions you two need to ask yourselves. The truth is, no couple can be in a long distance

13

relationship for forever. Eventually we all need to settle down.

SEX DRIVE: HOW DO MEN AND WOMEN COMPARE?

So make a plan with each other. Do up a timeline, marking down the estimated times apart and times together, and draw an end goal. It is important that you two are on the same page and have the same goals. So that even if you are not living in the same space and the same timezone, both of you are still working together in the same direction towards a future that includes one another. 6. Avoid “dangerous situations. If you already know that going to the club or going drinking with your group of friends late at night will displease your partner, then you should either 1. Not do it or 2. Tell your partner beforehand so as to

1. Men think more about sex. The majority of adult men under 60 think about sex at least once a day, reports Laumann. Only about one-quarter of women say they think about it that frequently. As men and women age, each fantasize less, but men still fantasize about twice as often. In a survey of studies comparing male and female sex drives, Roy Baumeister, a social psychologist at Florida State University, found that men reported more spontaneous sexual arousal and had more frequent and varied fantasies. 2. Men seek sex more avidly. "Men want sex more often than women at the start of a relationship, in the middle of it, and after many years of it," Baumeister concludes after reviewing several surveys of men

14

and women. This isn't just true of heterosexuals, he says; gay men also have sex more often than lesbians at all stages of the relationship. Men also say they want more sex partners in their lifetime, and are more interested in casual sex. Men are more likely to seek sex even when it's frowned upon or even outlawed: 





About two-thirds say they masturbate, even though about half also say they feel guilty about it, Laumann says. By contrast, about 40% of women say they masturbate, and the frequency of masturbation is smaller among women. Prostitution is still mostly a phenomenon of men seeking sex with women, rather than the other way around. Nuns do a better job of fulfilling their vows of chastity than priests. Baumeister cites a survey of several hundred clergy in which 62% of priests admitted to sexual activity, compared to 49% of nuns. The men reported more partners on average than the women.

3. Women's sexual turn-ons are more complicated than men's. What turns women on? Not even women always seem to know. Northwestern University researcher Meredith Chivers and colleagues showed erotic films to gay and straight men and women. They asked them about their level of sexual arousal, and also measured their actual level of arousal through devices attached to their genitals. For men, the results were predictable: Straight men said they were more turned on by depictions of male-female sex and female-female sex, and the measuring devices backed up their claims. Gay men said they were turned on by male-male sex, and again the devices backed them up. For women, the results were more surprising. Straight women, for example, said they were more turned on by malefemale sex. But genitally they showed about the same reaction to male-female, male-male, and female-female sex. "Men are very rigid and specific about who they become aroused by, who they want to have sex

15

with, who they fall in love with," says J. Michael Bailey. He is a Northwestern University sex researcher and co-author with Chivers on the study. By contrast, women may be more open to same-sex relationships thanks to their less-directed sex drives, Bailey says. "Women probably have the capacity to become sexually interested in and fall in love with their own sex more than men do," Bailey says. "They won't necessarily do it, but they have the capacity." Bailey's idea is backed up by studies showing that homosexuality is a more fluid state among women than men. In another broad review of studies, Baumeister found many more lesbians reported recent sex with men, when compared to gay men's reports of sex with women. Women were also more likely than men to call themselves bisexual, and to report their sexual orientation as a matter of choice.

JF mag!

4. Women's sex drives are more influenced by social and cultural factors. In his review, Baumeister found studies showing many ways in which women's sexual attitudes, practices, and desires were more influenced by their environment than men: 

Women's attitudes toward (and willingness to perform) various sexual practices are more likely than men's to change over time. Women who regularly attend church are less likely to have permissive attitudes about sex. Men do not show this connection between church attendance and sex attitudes. Women are more influenced by the attitudes of their peer group in their decisions about sex. Women with higher education levels were more likely to have performed a wider variety of sexual practices (such as oral sex); education made less of a difference with men. Women were more likely than men to show inconsistency between their expressed values about sexual activities such as premarital sex and their actual behavior.

7. Women's libidos seem to be less responsive to drugs. With men's sex drives seemingly more directly tied to biology when compared to women, it may be no surprise that low desire may be more easily treated through medication in men. Men have embraced drugs as a cure not only for erectile dysfunction but also for a shrinking libido. With women, though, the search for a drug to boost sex drive has proved more elusive. Testosterone has been linked to sex drive in both men and women. But testosterone works much faster in men with low libidos than women, says Glenn Braunstein, MD. He is past-chair of the department of medicine at Cedars-Sinai Medical Center in Los Angeles and a leading researcher on testosterone treatments in women. While the treatments are effective, they're not as effective in women as in men. "There is a hormonal factor in [sex drive], but it is much more important in men than women," Braunstein says.

18

A testosterone patch for women called Intrinsa has been approved in Europe but was rejected by the FDA due to concerns about longterm safety. But the drug has sparked a backlash from some medical and psychiatric professionals who question whether low sex drive in women should even be considered a condition best treated with drugs. They point to the results of a large survey in which about 40%

of women reported some sort of sexual problem -- most commonly low sexual desire -but only 12% said they felt distressed about it. With all the factors that go into the stew that piques sexual desire in women, some doctors say a drug should be the last ingredient to consider, rather than the first.

As the most common cancer in the United States, cancer attracts lots of media exposure, especially during the sun-kissed summer months. But here's a fact that often escapes notice:Melanoma can surface in some of the most unusual places. Like under your toenails. Or behind your ears. Many of us know that cancerous spots can appear in areas that get direct sun, like the face, arms and neck. But body parts that aren't so visible, or as closely inspected, can also harbor unseen spots that may go undetected and, therefore, escape early intervention. "Under the nails is a very concerning area, especially with the common use of gel manicures," which use a product that hardens by curing under ultraviolet lamps, says Dr. Laura Farrington, Medical Oncologist at our hospital outside Chicago. "The direct exposure of UV rays to the hands and nails, especially regularly, may increase the risk of melanoma and other skin cancers in those areas." Even the bottoms of your feet, palms of your hands and your eyelids can be vulnerable to skin cancer. Likewise, your scalp,

underarms and groin may not see much of the sun, but cancer can develop there, too. Routine checkups are key to early intervention, Dr. Farrington says. "The scalp is actually a common site for melanomas," she says. "It is also important to have regular gynecological exams, because even though the pelvic area does not have much exposure to the sun, melanoma can still occur, and it may be difficult to check yourself." For hard-to-see body parts, try using a hand mirror or asking your loved ones for help. Your hairdresser can also prove instrumental in checking your scalp and behind your ears during your regular visits. If you get massages, ask your therapist to look for unusual moles, spots or patches, especially on your back. See your doctor if anything changes or looks suspicious. Skin cancer affects people of all demographics, regardless of their skin color or pigmentation. That's why it is important that everyone wears sunscreen, including African-Americans, who "can still get melanoma, although the risk is lower," says Dr. Laurence Altshuler , Director of Oncology

20

Intake Services at our hospital in Tulsa. While you're slathering on the sunscreen, remember the bottoms of your feet and hands, and take care to cover the beds of your toenails and fingernails, too. "Most people don't think to put sunscreen there," says Dr. Altshuler. And don't assume that tattoos will serve as sun protection. "You still have to wear sunscreen," he adds. "Tattoos do not protect against skin cancer. But they can hide skin cancers, so they should not be placed over moles." To help protect yourself and your loved ones, remember thesesunsafety tips: Wear broad-spectrum sunblock with a minimum sun protection factor (SPF) of 15, and reapply every two hours, as all sunscreens deteriorate after that time. If you are swimming, reapply more often. Don't forget your lips, eyelids, between your fingers and toes and behind your ears. Help your kids apply and reapply the sunblock, "because even one sunburn as a child can increase the risk for skin cancer," says Dr. Farrington. JF mag!

  

Avoid the sun between the hours of 10 a.m. and 3 p.m., when rays are strongest. Stay in the shade. If you have to be out in the sun during highintensity hours, seek the cover of trees or other protective sun barriers. Wear protective clothing such as wide-brim hats, sunglasses, long-sleeve shirts and pants. Get yearly skin exams by a physician, especially if your family has a history of skin cancer. Know the ABCs of skin cancer: Asymmetry: Half of the mole is different than the other half. Border: Edges are notched, uneven or blurred. Color: The mole is uneven in color, or has shades of brown, tan and black. Diameter: Diameter is greater than 6 mm, or the size of a pencil eraser. Elevation and evolution: The mole is raised or changes over time.

GINGER: A SUPER FOOD FOR YOUR BODY

Meet ginger! Ginger will help you become healthier! Be like ginger! Putting jokes aside we would like to talk a little bit more about this plant that originally grew in China but later on spread worldwide. It is commonly used as a really popular spice with your favourite sushi. Some may associate this plant with chilled ginger ale drink, or those delicious ginger biscuits and gingerbreads. In the majority of countries it is frequently used as JF mag!

a medicine too. Listed are some of the positive effects ginger has on your body: Alleviation of Sore Throat or Cough It has has been one of the most famous homemade cures for cough and sore throat for ages. Prevents and Stops Acid Reflux

Ginger is a herb that is widely used to calm your rumbling stomach. To treat an upset stomach, you should boil several slices of ginger and mix it up only with raw honey. To deal with flatulence, doctors most often prescribe doses of 250 to 500mg 3 times daily.

According to Molecular Research and Food Nutrition, a case study was presented where a group of researchers compared ginger molecular compounds to those found in acid blocker drugs and came to a conclusion that this plant’s compounds actually showed better 6 times better results than the drug. The danger of using acid blocker drug is in that it capable of destroying your stomach’s acid barrier thus increasing the risk of getting stomach cancer or ulcers.

Morning Sickness Prevention If you are a woman it is a common sense to consult with your doctor before using any types of herb or medication. A few reports showed that ginger can help expecting women to reduce nausea and vomiting. A typical dosage would be in tablets of 200mg every four hours.

Blood Circulation Stimulation Use around 50 grams of grated ginger by putting it in a cloth and then squeezing it out into a basin containing approximately five litres of hot water. When done apply to the desired area. How this works is it’s giving you a highly effective ginger compress to get rid of toxic matter. Fighting Cancer Cells Research conducted by doctors at the University of Michigan Comprehensive Cancer Center (UMCCC) discovered that this plant could effectively fight ovarian cancer cells. The speed with which ginger tackles cancer cell is more rapid and can be compared to incredibly expensive chemotherapy prescription drugs that are

usually given to ovarian cancer patients. Reports concluded that those who consume ginger rhizomes have decreased levels of a colon and intestine inflammation which in turn reduces the danger of acquiring colon cancer.

Inflammation Reduction Ginger contains a very important compound called gingerols, this makes it an incredible tool in handling health conditions connected to cell inflammation. Research conducted on patients who suffer from muscular pains and arthritis both showed significant improvement in muscle swelling reduction and pain relief. This plant is also highly beneficial for anyone suffering from cell inflammation such as Alzheimer’s disease, obesity and diabetes.

Leonardo DiCaprio finally wins best actor Host Chris Rock lets fly with jokes about race "Mad Max: Fury Road" may have won more honors at the 88th Academy Awards, leading all films with six. "The Revenant" won some major prizes, including the first Oscar for actor Leonardo DiCaprio. But when the last award of the evening was read, it was the little film about Boston Globe investigative reporters digging into a sex abuse scandal involving Catholic priests that was left standing. "This film gave a voice to survivors," producer Michael Sugar said. "And this film amplifies that voice, which we hope will become a choir that will resonate all the way to the Vatican." The film's Emmanuel Lubezki also kept a streak going, winning his third straight Oscar for cinematography. But the big story was DiCaprio, who finally won an Oscar with his fifth acting nomination. After taking some time to thank Iñárritu, co-star Tom Hardy and director Martin Scorsese, among others, DiCaprio put in a plug for environmentalism. "Climate change is real. It is happening right now; we needed to go to the tip of South America to find snow. ... It is the most urgent threat facing our entire species," he said. finally won an Oscar, his first in six nominations. It was for Quentin Tarantino's "The Hateful Eight." And, in perhaps the biggest shock of all, the show was rather brisk, lasting just over 3½ hours. That's actually longer than some shows of recent years, including the 2011 show with James Franco and Anne Hathaway, but given the program's propensity for pushing four hours, it's not something to be taken for granted. Rock comes out hard Perhaps that was at least partly due to the host, the no-holdsbarred Chris Rock. Rock wasted no time in taking on #OscarsSoWhite and diversity issues that had been in the news since the nominations were announced in mid-January. After the obligatory montage of the year's movies, Rock came out and said he'd counted at least 15 black people in the video -- and, just like that, he was off. Chris Rock: 'You're damn right Hollywood is racist'

"If they nominated hosts, I wouldn't even get this job," he said. "You'd be watching Neil Patrick Harris right now." Noting the lack of black nominees through most of Oscar history, he pointed out that in the '60s, "black people did not protest because we had real things to protest at the time. We were too busy being raped and lynched to worry about best cinematography." And "In Memoriam," the yearly segment of people who had passed away in the previous year, would get an addition, Rock said. "In the In Memoriam package, it's just going to be black people shot by the cops on the way to the movies." Some of his lines earned gasps from the audience, and the New York Daily News believed he had gone too far. Uganda: Besigye Turns to Court to Seek His Freedom By Anthony Wesaka

Kampala — Forum for Democratic Change (FDC) presidential candidate Dr Kizza Besigye has petitioned court to seek orders to evict police officers and other security personnel who have laid siege at his home since election day. Dr Besigye's lawyers last Friday petitioned Kasangati Magistrates' Court in Wakiso District protesting the continued presence of police who they say their JF mag!

client wants withdrawn from his residence with immediate effect. However, by press time yesterday, it was not clear when the court will convene to hear the application. "What I can confirm to you is that there is an application filed before Kasangati court seeking to free Dr Besigye... The application is seeking similar orders like the earlier ones we

45

filed before the same court in 2011," said Mr Ernest Kalibala, one of Dr Besigye's lawyers in a phone interview. Police have camped at Dr Besigye's home in Kasangati, Wakiso district since election day. He has been blocked from leaving and whenever he tries, he is promptly arrested only to be returned in the wee hours of the morning. Yesterday, he left his home to attend a church service at All Saints Cathedral in Nakasero but was arrested again after he and police disagreed on what route to use after the service. The police chief, Gen Kale Kayihura, has defended the police action saying it's a direct response to Dr Besigye's declared "defiance campaign." The confinement of Dr Besigye at his home by police started a day before the Electoral Commission announced the official presidential results in which Dr Besigye participated and was returned as the runner up with 35 per cent of the total votes cast against the incumbent JF mag!

President Museveni who was declared winner with 60.7 per cent of the total votes cast. In the past A similar application was filed after the 2011 general election after police pitched camp at Besigye's residence for one week also under the disguise of 'preventive arrest'. The police led by the then Kampala North metropolitan regional police commander Stephen Tanui, had arrested Dr Besigye for attempting to participate in the second phase of Walk to Work protests that rocked the city in protest of Museveni's victory in 2011 presidential elections in which Dr Besigye participated and was also declared a runner-up. Dr Besigye had in the previous application, sought court orders to be immediately and unconditionally released from detention. He was also seeking compensation for the damages caused during his detention, claiming he had incurred losses in his businesses since he was not

46

allowed to leave his house to check on them. To that effect, court then presided over by Grade One Magistrate Jessica Chemeri, in her ruling in 2011, held that it was unlawful for the police to confine Besigye at his residence on grounds that his home is not a gazetted detention centre in the law. "His detention was unlawful as he was not kept in a lawful detention centre and this was beyond the constitutional 48hour period," ruled Magistrate Chemeri. Further in her ruling, Magistrate Chemeri criticised the police for infringing on people's rights and freedoms.

"In my view, the police officers in carrying out their duties, must uphold the rights and freedoms of others. If they don't know what to do, they should seek advice," she ruled. While the court was making its orders to have the police withdrawn from Dr Besigye's residence, the police acted ahead of the court ruling and withdrew their officers. After the ruling, Dr Besigye walked back home in the company of his jubilating supporters and commenced his normal life without police blocking or restricting his movements.

After considering the Conclusions of the preparatory meeting at Ministerial level, the Summit: Notes the commitments made by the Federal Government of Somalia (FGS) towards an inclusive electoral process within the constitutional mandated timeline of 2016, especially the efforts made in reaching a consensus agreement on a model for the 2016 elections and stresses the need for the Government to build on this important foundation, in order to fully achieve an inclusive and credible electoral outcome, representative of all Federal Member States. In this respect, welcomes the efforts made by IGAD in its establishment of a Ministerial team to support the FGS engagement with Puntland in order to ensure the smooth and timely implementation of the agreed electoral model.

Strongly condemns the recent attacks perpetuated by Al Shaabab in Mogadishu, Leggo, Janaale, and El Adde and, the continued asymmetrical warfare by this terrorist group against the FGS, the Interim Regional Administrations, Somalia security institutions, AMISOM, the UN and the civilian population and urges all relevant stakeholders especially the international community to intensify efforts in support of AMISOM and Somali National Security Forces (SNSF) operations to significantly degrade the growing threats posed by Al Shabaab. Welcomes the efforts made by the AU Commission and other stakeholders in the re-vitalisation of AMISOM operations and endorses the outcomes of the 17th meeting of the Military Operations Coordination Committee (MOCC) of 8 February 2016 in Nairobi, Kenya as well as the meeting of the AU Commissioner for Peace and Security with external partners, held in Addis Ababa on 18 February 2016, which discussed enhanced support to AMISOM JF mag!

and SNSF and exchanged views on the areas of support, including bilateral assistance to Somalia, in order to promote resource optimisation, greater coordination and avoid duplication of efforts. Stresses the need for effective AMISOM Command and Control in order to achieve synergy of the Mission’s efforts against Al Shaabab and therefore directs AMISOM contingents to fully support the Force Commander in his exercise of effective and accountable command of all Military units and equipment assigned to the Mission, under the overall leadership of the Special Representative of the Chairperson of the AU Commission and AMISOM Head of Mission. In addition, the Summit emphasises the need for better coordination of operations and logistics through the establishment of enhanced mechanisms and structures, as appropriate, between AMISOM, SNSF and UNSOS. Furthermore, calls for the provision of technical experts to be embedded within SNSF structures for the

52

purposes of mentoring and capacity building. Directs full and urgent deployment in all AMISOM Sectors of operations especially in the Gedo region in order to enhance the efficiency of AMISOM operations and consolidate security gains across Somalia. Recalls the recommendations of the 2015 Joint AU-UN Benchmarking Mission on Somalia relating to a gradual shift to policing, including to strengthen the rule of law, at the right time and the subsequent 2015 CONOPs, which calls for an imminent draw-down of AMISOM military strength to allow for an increase in AMISOM policing activities and based on the current security assessment in Somalia decides for an immediate suspension of the implementation of this recommendation and further directs the AU Commission with other relevant stakeholders to undertake a comprehensive review of AMISOM mandate and CONOPs.

JF mag!

Notes with serious concern the decision by the EU to reduce financial support to AMISOM troop allowance by 20% especially during this critical phase of AMISOM operations and decides to call upon the UN to utilize assessed contributions to bridge this financial gap either through the UNSOS logistical support package or directly to the AU within the framework of Chapter VIII of the UN Charter and relevant constituent instruments, bearing in mind that AMISOM is acting on behalf of the United Nations Security Council (UNSC), whose primary responsibility is the promotion of international peace and security. The Summit further reiterates the earlier AU position that the UN fully support AMISOM at levels commensurate with similar UN peace enforcement missions or consider timely modalities for a transition from AMISOM to a UN mission failing which, the AU would have to reconsider the AMISOM mission. Emphasises the need to undertake a review of immediate requirements for AMISOM and SNSF operational effectiveness

53

with a view to implementing remedial actions aimed at improving offensive operations against Al Shaabab and directs UNSOS to provide the identified support requirements as agreed with AMISOM and SNSF leadership. Underscores the critical importance of enhanced support to AMISOM and specifically reiterates the need for the generation and deployment of operational enablers and force multipliers, including pledged helicopters from Ethiopia, Kenya and Uganda and, therefore requests the UN to expedite the finalisation of Letters of Assist in order to allow for their deployment as Mission assets, taking due consideration of the high-intensity nature of AMISOM operations. In addition, the AU Commission should report back to the Summit on the progress made in the authorisation and deployment of these Mission assets, not later than 30 days from the adoption of this Declaration. Commends all T/PCCs and other AU Member States for their JF mag!

various contributions to AMISOM operations and encourages other international partners to contribute and deploy air assets in order to facilitate AMISOM operations. Requests FGS, AMISOM, T/PCCs and relevant partners to enhance coordination especially in information sharing and communications as part of efforts to revitalise offensive operations in Somalia against Al Shaabab. with the relevant provisions of International Humanitarian Law and in full compliance with the UN Human Rights Due Diligence Policy. Recognises the importance of the effective implementation of stabilisation efforts in liberated areas through improved local governance by the FGS with the support of the International Community, establishment of social infrastructure including through Quick Impact Projects (QIPs) and by encouraging procurement of local commodities by UNSOS and AMISOM in order to promote local economies as part of efforts towards winning the hearts and minds of local communities. Requests for concerted efforts by AU Commission and the International community to identify and disable channels utilised to finance Al Shabaab and other terrorist groups and the recruitment and training of foreign fighters in Somalia. RPT-UPDATE 2-MERKEL DEFENDS OPEN BORDERS FOR MIGRANTS AMID GERMAN RIFT

JF mag!

56

FRANKFURT, Feb 28 German Chancellor Angela Merkel on Sunday defended her open-door policy for migrants, rejecting any limit on the number of refugees allowed into her country despite divisions within her government. Merkel said there was no 'Plan B' for her aim of reducing the flow of migrants through cooperation with Turkey, efforts she said could unravel were Germany to cap the number of refugees it accepts. "Sometimes, I also despair. Some things go too slow. There are JF mag!

many conflicting interests in Europe," Merkel told state broadcaster ARD. "But it is my damn duty to do everything I can so that Europe finds a collective way." Merkel spelled out her motivation to keep Germany's borders open without limits on refugees, a goal many in her own country and coalition government openly disagree with. "There is so much violence and hardship on our doorstep," she said. "What's right for Germany

57

in the long term? There, I think it is to keep Europe together and to show humanity." Merkel, once highly popular, has seen her ratings plummet because of her handling of the migrants issue. The majority of those surveyed by public broadcaster ARD earlier in February were dissatisfied with her. Germany attracted 1.1 million asylum seekers last year, leading to calls from across the political spectrum for a change in its handling of refugees coming to Europe to escape war and poverty in Syria, Afghanistan and elsewhere. Merkel now faces what she said on Sunday was the biggest challenge of her decade in office. She is struggling to secure a Europe-wide plan for dealing with the migrants. She is pinning her hopes on talks between European Union leaders and Turkey on March 7 and a migration summit on March 18 and 19.

JF mag!

After many failed attempts, the two meetings look like the final chance to agree on a joint response before warmer weather encourages more arrivals across the Mediterranean. But Merkel said she would fight on for a European solution even were the March 7 meeting to fall short. The migrants question has not only divided Europe. There is also strong dissent within Germany and the governing coalition. Politicians from the state of Bavaria's Christian Social Union, the sister party to Merkel's CDU, have been critical of her stance. They want a limit on the number of migrants, similar to that imposed in Austria. So too does the majority of Germans in the ARD survey. Austria, the last stop on the way to Germany for hundreds of thousands of migrants, recently imposed restrictions on its borders, setting off a domino effect in Europe in limiting the

58

flow of people, and leaving hundreds stranded in Greece. Merkel dismissed such a "rigid limit", saying: "There is no point in believing that I can solve the problem through the unilateral closure of borders." GERMAN DIVIDE Merkel made her comments as the rift widened in her governing coalition over how to cope with an influx of refugees. Leading German Social Democrats, part of the country's governing coalition, earlier accused Merkel's conservative finance minister of being too thrifty in dealing with the migrant crisis. The criticism came after Finance Minister Wolfgang Schaeuble labelled Social Democrat proposals for wider social spending on housing and public services to complement the integration of migrants as "pitiful". Stephan Weil, the Social Democrat premier of the state of JF mag!

Lower Saxony, hit back on Sunday, calling for a bigger social services budget as the country accommodates over a million migrants. Merkel said she did not support such an idea. "The finance minister obviously just doesn't get it," Weil told the Sueddeutsche Zeitung newspaper. Pointing to the high cost of integrating migrants, Weil said: "We cannot create the impression that this is happening at the expense of the weaker members of our society." Heiko Maas, justice minister and a Social Democrat, was similarly critical and made a renewed call for more spending. "What's more important? The people in the country or balancing the budget?" Schaeuble, a long-standing proponent of prudence, wants to prevent Germany from spending more than it earns and is unlikely to be easily moved.

59

If spending were to spiral, it could further weaken Merkel's fading support. She has warned about the consequences for Europe of border closure. But a poor showing by the Christian Democrats in state elections in March would pressure her to reverse course. "The international financial crisis was a big challenge. We managed that well. The euro crisis was a huge challenge," said Merkel. "This crisis is different because people are coming to us, people with a different cultural background ... where people ask what is this doing to our country." She said, however, that she saw nothing that would prompt her to change course. Commenting on her plan, Merkel, a trained scientist, said: "It's all well thought through. It's logical."
