Dear Sirs, Thank you for your letter (reference). Based on the updated technical characteristics of the IRAZU satellite network, we wish to advise you as follows. There is a frequency overlap between the IRAZU satellite network and the frequency assignments to the ARMAVIR Russian radar station recorded by the ITU Radiocommunication Bureau (Part II-S IFIC 2605/16.10.2007, terrestrial services) in the downlink frequency band 436.4925 MHz-436.5075 MHz. However, if the IRAZU satellite network only operates when in view of its Earth stations in Costa Rica and Japan, no unacceptable interference to the ARMAVIR station is expected. When the IRAZU satellite network operates in the constant emission mode (ID beacon mode), it may cause unacceptable interference to the ARMAVIR station, with the permitted interference level exceeded by 70 dB. The IRAZU satellite network must operate in compliance with RR 5.29 and RR 5.30 and not cause harmful interference to other services operating in accordance with RR Table of Frequency Allocations, and not claim protection from harmful interference that may be caused by such services. In order to avoid interference to the ARMAVIR station, we are requesting you to make sure that the IRAZU space station does not transmit in the frequency band 436.4925 MHz-436.5075 MHz when in view of the ARMAVIR station, as shown in Figure 1 (see the attachment).
