Illegal Meat Imports Can Carry Viruses like African Swine Fever by Theodore Pigott, special correspondent

Normally, international commerce relies on the import and export of products from one country to another, and this system benefits the majority of people. However, in some cases, an incident in one country can upset this delicate balance in international trade. In fact, some countries may be forced to prohibit certain products from being imported into their lands, since these products could cause great harm to the health and safety of the nation’s citizens, or to the country’s economy. This is exactly what Taiwan has been facing recently. On August 3 of 2018, the first case of African swine fever was made known to the public. Experts now believe that it has spread to many regions and provinces in China. Why are people in Taiwan so worried about African swine fever in China? This viral pig disease is highly contagious and it can quickly and easily spread from pig to pig, contaminating large numbers of pigs. Although humans cannot catch African swine fever, pigs that are infected by it must be killed. Since Taiwan has a large pork industry, it would be devastating if this virus were ever to appear on the island. It only makes sense, then, that the Taiwan government had to respond to this threat swiftly and seriously. The government thus outlawed pork products from China. To stress the severity of this situation, people caught trying to illegally bring in meat products, especially pork from China, have been fined tens of thousands of New Taiwan dollars. Moreover, the president of Taiwan, Tsai Ing-wen, has called on China to be open about the spread of this disease there. In addition, a special emergency center has been set up in Taiwan to take steps to keep the disease from entering Taiwan.

An Increase in the Minimum Wage in Taiwan by Theodore Pigott, special correspondent

For the past few years in Taiwan, many people have talked about the rising cost of living, especially when it comes to the price of consumer goods. Others have talked about how real estate prices have skyrocketed, particularly in the big cities like Taipei, Kaohsiung, and Taichung, putting the dream of owning a home firmly out of reach for many young people. At the same time, __1__ salaries have seemed to stagnate for many people, with some earning nearly the same pay per month that they did many years ago. Now, the government in Taiwan has taken steps to address this situation. On January 1, 2019, new government regulations have come into effect to deliver mandatory increases in the monthly minimum wage. There has been a 5 percent increase in the monthly minimum wage, which means that the __2__ standard of NT$22,000 has increased to NT$23,100 on January 1. For the hourly minimum wage, a 7 percent increase, which also became effective on January 1, has raised this amount from NT$140 to NT$150. Altogether, more than 1.8 million workers in Taiwan benefit from these increases, according to the Ministry of Labor. Some estimate that more than a million Taiwanese workers and more than 400,000 __3__ workers benefit from the increase in monthly salaries. At the same time, more than 450,000 workers benefit from the required increase in hourly wages. Fortunately for Taiwan, these increases are not likely to affect the profits of the businesses on the island. Taiwan’s National Development Council (NDC) has reported that although the wage increases will drive up costs for business, most companies will be able to absorb these increases and still make a profit. In fact, these increased wages for workers may not only allow them to live better, but may also even cause them to consume more, which can be __4__ to companies in Taiwan. So, it seems that wages in Taiwan are __5__ increasing, at least when it comes to the minimum wage. Perhaps this is a good first step in raising salaries for everyone in Taiwan.

Carmen adapted by Kirill Ole Thompson from “Carmen” by Prosper Mérimée

I am a French archaeologist. I traveled in Spain in 1830 to search for Munda, the place where Julius Caesar defeated rival Roman armies in 45 B.C.E. I have figured out where the battle site is. But, before I reveal the spot, I want to tell you a little story. During my travel in Spain, I saw a man resting near a pond. The man looked strong and athletic. I thought he had the look of a smuggler or a robber. I had read about a local robber named Don José. This man matched his description: “blond hair, blue eyes, large mouth, and good teeth.” I shared my lunch with the man by the pond. Later, we went to an inn to spend the night. When we entered the inn, the innkeeper called the man, “Don José.” After supper, we went to bed. Soon, my guide awakened me; he wanted to get the police to arrest Don José. I let him go, but then I awakened Don José to warn him. When Don José was ready to leave, I gave him some cigars before he fled. Six horsemen arrived two hours later, and I told them that Don José was gone. A few months later, I met a lady by the river wall in Cordova, Spain. We started to talk. She told me she was Carmen, a gypsy, and she offered to tell me my fortune. She was pretty, so I asked her to take me to tell me my fortune. At her home, Carmen got a deck of tarot cards to read my fortune. Soon, a man entered the room; it was Don José. Don José looked unhappy and took me outside. He advised me to leave because Carmen would steal my money, wallet, and watch. Sadly, I returned to the inn, where I found out that my watch was missing.

Several months later, I was taken to see poor Don José in prison. I brought him some cigars, and he thanked me. Then, he told me about several sad incidents that had taken place since I last saw him. His full name was Don José Lizarrabengoa; he was Basque. The Basque are hard-working country folks in Spain with their own language and culture. In youth, Don José became friends with some soldiers. Admiring them, he joined their unit. He had the makings of a good soldier. Don José first saw Carmen when he was guarding a factory where she worked. She looked stunning in a short skirt, white silk socks, and red shoes, and she swayed her hips as she walked. The next time on guard duty, he saw her again. They exchanged glances, and she teased him. Don José began to love her. After Carmen had stabbed another female factory worker, Don José was ordered to take her to prison. On the way to the prison, she begged him to let her escape and told him a plan. Following the plan, she pushed him down and ran away. Don José could not catch her in the crowded alleys. Later, blaming and demoting him for her escape, his commander sent him to jail for one month. After Don José was released from prison, he spent the whole day with Carmen. They bought many fruits, candies, and a bottle of wine. They ate, drank, sang, and danced all day. When it was time for him to go back to the unit, she begged him to stay. He spent the night with her, and they parted the next morning. Some time later, Don José was sent to guard a town gate that was near a breach in the town wall. That evening, Carmen approached and said, “Some people will be coming with bundles. Let them pass through the breach.” At first, Don José refused, but Carmen begged him to let them pass. That night, he let five gypsies passed through the wall, carrying English goods. Don José didn’t see Carmen again for a while. One night at a friend’s place, he saw her walk in with a lieutenant from his unit. He and the lieutenant stared at each other, and then the lieutenant ordered him to get out. Don José hesitated, so the lieutenant shook him and they both drew their swords. The lieutenant swung his sword and cut Don José’s forehead. Then, he charged at Don José but ran straight into the tip of Don José’s sword, and he died. Carmen helped Don José escape from the city and join a band of gypsy smugglers. By smuggling, Don José started to have money, and Carmen became more affectionate. Still, she told Don José to keep their relationship secret from the gang members. It turned out that Carmen had a husband in prison. She helped him to get out and brought him to the gang. Don José was jealous because the man was married to Carmen, and he thought Carmen’s husband was a nasty person. So, Don José planned to kill him. One

night, playing innocent, he asked Carmen’s husband to play cards. In the second game, Don José accused him of cheating and threw the cards at his face to provoke a fight. They both rose and drew their knives. They fought, and Don José stabbed Carmen’s husband to death. Carmen knew a rich English lord and his friend in Gibraltar, and she persuaded Don José and another gypsy to steal their shirts, money and watches. Afterward, the gypsy said to Don José, “You lost your head over a pretty girl, and for her you killed a man and became a robber.” Carmen next met a rich Spanish merchant from Málaga, and she intended Don José to rob the merchant as he had robbed the English lord. Don José thought she was going too far and took her off before she could carry out her plan. She became enraged and quarreled with him. Finally, she told him, “I feel I don’t care for you like I did before.” Soon afterward, Don José was shot and seriously wounded when some soldiers attacked the gang. He sought shelter in the woods, and Carmen came to take care of him for two weeks. Then she sent him to a friend’s house in Granada, where he rested for over six weeks. He thought about his life and planned to change his ways. He suggested to Carmen that they start an honest life in America, but she was not interested and started making new plans for the next crime. Next, Carmen met a handsome picador named Lucas. She told Don José she wanted to befriend Lucas and then to steal money from him—or to enlist him in the gang. Don José got angry and told her not to speak to Lucas again. She got angry, and they quarreled; Don José lost control and hit Carmen. She cried bitterly. He felt sorry, but she was inconsolable and left. Later, she returned in a happy mood, and their love was rekindled. Finally, Don José saw Carmen with Lucas again, and he dragged her away. Feeling furious, Carmen told Don José that she didn’t love him anymore. Heartbroken, Don José offered to do anything she wanted if only she would love him again. In a fit of anger, she shouted, “That’s not possible!” Half crazy, he drew his knife to frighten her, but she boldly threw away the ring he’d given her. In a fury, he stabbed her twice. Suddenly silent, she fell to the ground. Her eyes grew dim and shut as she died. Sadly, Don José buried her in a grave and then went to the police to confess.

Did You Know? French writer Prosper Mérimée was born on September 28, 1803. His novella, Carmen, published in 1845, was the basis of the famous opera of the same title by Georges Bizet. Prosper Mérimée was also a noted historian and archaeologist. He studied law in college but had passion for literature. He often visited salons and made friends with a number of writers in Paris. Besides French, he mastered several foreign languages, including English, Spanish, and Russian. He had some long trips, which provided material for much of his writing. For example, his travel to Spain helped his writing of Carmen. Prosper Mérimée’s Carmen was adapted into an opera by Georges Bizet, and the opera was first performed in Paris on March 3, 1875. There are some differences between the opera and the novella. Based mainly on the third part of the novella, the opera omits many elements. For example, Carmen’s husband doesn’t appear in the opera. However, several female singing roles other than Carmen in the opera do not have counterparts in the novella. The following is a list of some related words:

Government Shutdown Hit the USA by Theodore Pigott, special correspondent

It all started with a wall. During Donald Trump’s campaign for the US presidency in 2016, Trump promised that he would build a wall along the US-Mexico border—and that Mexico would pay for it—if he were elected president. After winning the American presidency in a surprise victory, Trump carried on with his plan for a border wall. Mexico, however, refused to pay for this, and Trump’s original plan for the wall was eventually modified. Still, he remained committed to carrying out his campaign promise. Everything came to a head on December 22, 2018, when Trump and the US Congress failed to come to an agreement on the US$5.7 billion that Trump claimed was needed for this wall. As a result, nine departments of the US federal government were forced to shut down. This shutdown, which lasted from December 22, 2018 to January 25, 2019, for a total of 35 days, has become the longest government shutdown in US history. During the shutdown, up to 800,000 federal workers, including those in departments such as Homeland Security, Transportation, and Agriculture, among others, did not receive any pay. In fact, many federal workers who are considered to be “essential” were required to report to work and do their jobs, without receiving any pay at all. The US Congress, led by the Democrats, had hoped to work out a deal with Trump and his Republican supporters in the Senate and get the US government up and running again. After all, this type of government shutdown would not only be an embarrassment for America, but it could also be quite dangerous, since the federal government provides so many vital services, such as food inspection, air traffic control at airports, and the patrol of the country’s coasts. When it comes down to it, it certainly would be a shame if such devotion to a wall ended up compromising the safety of American citizens.

Are Carbs the Secret Behind the Longevity of Okinawans? by Theodore Pigott, special correspondent

These days, when it comes to diets and losing weight, carbohydrates, or “carbs” for short, have gained something of a bad reputation. The most popular diets of recent years, including the Atkins and Paleo diets, have all __1__ “high protein, low (or even no) carb” approaches. This is why recent studies of Okinawans have come across as a surprise, since this research has revealed that carbs actually play an important role in the Okinawan diet. Why has so much attention been paid to Okinawa and the food the people there eat? Simply put, Okinawans live for a __2__ time. These people are said to have the longest life expectancy out of any group currently living on this planet. Many live to be more than one hundred years old, and most enjoy good health to an old age. Because of this, researchers are keenly interested in finding the secret to this “fountain of youth,” and many have __3__ their efforts on understanding the Okinawan diet. In their research, they have discovered that Okinawans eat a lot more carbs, particularly in the form of sweet potatoes, than protein. Some researchers have even come up with what they call the “Okinawan ratio,” which is a ratio of ten parts carbohydrates for every one part protein, to describe this phenomenon. In addition, researchers have found that, traditionally, Okinawans have followed a “calorie restricted” diet. This simply means that they usually consume fewer calories than normal, which translates to up to eleven percent less than the __4__ person. So, why do Okinawans live for such a long time? Experts say that “high carb, low protein” Okinawan diet actually helps to delay or even prevent certain illnesses associated with old age, including cancer, heart disease, and Alzheimer’s. Eating fewer calories, as the Okinawans do, has been shown to assist in lowering blood pressure and cholesterol, as well. Perhaps it’s time to forget the protein-heavy diets. Instead, do as the Okinawans do and eat a “high carb, low protein” diet. Maybe you’ll also live to a __5__ old age. Fill in the Blanks (A) ripe

Elon Musk to Send Japanese Billionaire to Space by Theodore Pigott, special correspondent

What will Elon Musk do next? Many have begun to question the eccentric millionaire and his recent behavior, especially after Musk smoked marijuana on a live online show, sent out a Tweet that caused him to be fined millions of dollars by the Securities and Exchange Commission (SEC), and struggled to have Tesla meet production goals for electric cars. Despite all of these incidents and controversies, Musk has made one thing clear: he intends to continue his dream to lead travel into space. In fact, when asked about why space travel is so important, Musk replied, “We should take action and become a multi-planet civilization as soon as possible.” To realize this goal, Musk has come up with an ambitious plan to build a space station on the moon, which would eventually enable Mars to be colonized. Musk also wants to make it possible for people to travel anywhere on Earth in one hour or less. A big part of this plan involves Musk’s SpaceX company and its ability to build powerful enough rockets to realize these dreams. Yet, despite the fact that the Big Falcon Rocket (BFR) that will take passengers around the moon has yet to be built, Musk has already announced the rocket’s first traveler—the Japanese billionaire Yusaku Maezawa. This 43-year-old entrepreneur has stated it has always been his dream to go to the moon, and he plans to invite some artists along with him on the trip. Though the rocket will not actually land on the

moon, Maezawa and his traveling companions will be the first commercial passengers to orbit the moon, if all goes according to plan, in 2023. U.S. President Donald Trump Plans to Send Military to Space by Jason Grenier, special correspondent

Space is often described as the “final frontier” because most of its vast, dark reaches remain unexplored. This may soon change, however. U.S. President Donald Trump has announced his intention to create a new branch of the American military which he calls the “Space Force.” Its mission would be to protect American satellites (and satellites belonging to America’s allies) orbiting the Earth from attack. It would also be __1__ of shooting down enemy missiles flying high above the Earth’s atmosphere. Trump’s announcement came as a surprise to most, and was met with expressions of shock and even disbelief. For one thing, by signing the 1967 Outer Space Treaty, the U.S. pledged not to put weapons in space. Trump’s representatives insist the __2__ of a Space Force is intended only to defend American interests, and not to threaten any other country. Whether that’s true or not, the move would take the “arms race”—the name given to the __3__ between nations for military superiority—to the next level. Other countries like China and Russia would almost certainly follow America’s __4__. This would set the stage for space to become a battlefield for future international conflicts. Critics insist a Space Force is unnecessary, since America’s army, navy, and air force are already in place. What’s more, the costs would be huge. Even so, Trump is determined, and the time frame for his ambitious plan is a short one: the goal is to have the Space Force __5__ by 2020.

EVA Suffers from Bad Press by Theodore Pigott, special correspondent

For many years, EVA Air was considered one of the top airlines in Asia, if not the world. The Taiwan-based company routinely received top honors from organizations around the globe, including Best Business Class in Asia from TripAdvisor and Best Long-Haul Airline Asia/Pacific from AirlineRatings.com in 2018. In particular, EVA, which stands for “Evergreen Airways,” was known for its friendly service and hard-working cabin crew. Unfortunately, however, this sterling reputation has been tarnished after a series of incidents earlier this year. The first incident occurred in mid-January on EVA Air flight 15 from Los Angeles to Taipei. On this flight, a large passenger, who was reported to weigh more than 200 kilograms, was seated in economy class but demanded to use the business-class lavatory. To make matters worse, the passenger insisted that a female flight attendant not only help him go to the bathroom but also wipe his backside after he had finished. Reports of the incident soon made their way to social media, and at a press conference that followed, the flight attendant involved stated, “Now every time I’m forced to relive what happened in my mind, I feel traumatized.” Many on social media jumped to the flight attendant’s defense and criticized EVA Air for not doing enough to support its employees. Others criticized EVA for encouraging a “customer-is-always-right” attitude and for not hiring more male staff members. Then, at the end of January, a different female flight attendant reported that she had been interrogated for three hours by her EVA Air supervisors, as they investigated a claim that she had appeared in a pornographic video. The flight attendant maintained her innocence, but was shaken by the incident. She later said that EVA management was “very slow at solving problems, but quick to blame victims.” In February, Taiwan’s Office of Labor Inspection fined EVA NT$60,000 for failing to protect its employee in the January 19 incident on the Los Angeles to Taipei flight. Although some

2|News Messenger

have heralded this as a victory, others have said that the fine is too small. It can only be hoped that EVA will take steps to start treating its employees with as much care and respect as the employees are known for treating airline passengers. Only then can EVA be considered a truly world-class airline. Reading Comprehension (

(

(C) Most people on social media simply skipped this story because they found it too boring to follow. (D) Many people on social media quickly came to their own conclusions about the flight attendant’s story. ) 3. Which of the following recommendations would the author most likely support? (C) Shutting down EVA Air for at least one year so that the company could be reorganized. (D) Forcing EVA Air to stop flying for the next ten years, until an entire new staff can be hired.

What Does the Future Hold for Huawei? by Theodore Pigott, special correspondent

When Ren Zhengfei founded Huawei Technologies Co., Ltd. in 1987, he probably had no idea that it would become as successful as it is now. The company, which is __1__ in Shenzhen, China, got its start by making relatively low-tech phone switches. However, in the years that followed, Huawei quickly expanded into other increasingly high-tech areas, including consumer devices, telecommunications networks, and a variety of consulting and operational services. The company’s growth has been nothing short of remarkable. In 2018, Huawei passed Apple to become the second-largest manufacturer of smartphones on the planet—in 2012, it had already become the world’s largest manufacturer of telecommunications __2__. In 2018, the company reported annual revenue of US$108.5 billion. Yet, despite all of this success, Huawei may now be facing its biggest challenge yet. In particular, the U.S. government has accused Huawei of building “backdoors” into its equipment. Some say that this would enable Huawei to gather __3__ and share it with the Chinese government. Concerns about Huawei have increased as the debut of the new 5G wireless networks quickly approaches. Already, many vendors and wireless carriers in America have stopped selling Huawei products, and the U.S. government strictly forbids any of its organizations from using Huawei equipment. For its part, Huawei has claimed that it will simply leave the U.S. __4__. Tensions between Huawei and the U.S. government reached a boiling point in December of 2018, when Meng Wangzhou, the daughter of Huawei founder Ren, and vice-chair and CFO of the company, was arrested in Canada for violating U.S. sanctions against Iran. This __5__ the usually reclusive Ren to speak to the press, stating, “We never participate in espionage, and we do not allow any of our employees to do any act like that. And we absolutely never install backdoors.” What will the future bring for Huawei? Only time will tell if this company will be able to overcome these major challenges and continue to enjoy the level of success it has already achieved. Fill in the Blanks (A) market

The Rise of Robot Journalism by Jason Grenier, special correspondent

Technology has come a long way in the decades since the first slow and bulky computers found their way into our homes, offices, and daily lives. Artificial intelligence—commonly known as AI—has given machines the power to think much like humans. In fact, computers are capable of thinking and calculating much faster than people. What’s more, they never get distracted, nor do they need to rest. These features mean their awesome power can be harnessed to perform complex functions and process huge amounts of information. Automated computer programs called bots can quickly accomplish tasks that would take humans days, weeks, or even years. Bots are even changing the face of journalism by producing written articles for newspapers, magazines, online blogs, and websites. One bot called Tobi wrote an amazing 40,000 news articles about a recent election in Switzerland in only 5 minutes! Of course such a feat would be impossible, even for a team of ten thousand news reporters working together. Many media outlets—including major newspapers and television news channels—are now using bots to produce the content they provide to readers and viewers. These bots are able to imitate human writing so closely that audiences don’t know the difference. AI can even predict what topics will interest readers, based on big data analysis. Bots allow media outlets to easily meet deadlines and save money by paying fewer employees. Here’s a question: do you think this article was written by a human or a bot?

Childhood Killer Makes a Comeback as Measles Cases Rise by Jason Grenier, special correspondent

Measles is a serious—and sometimes fatal—infection caused by the virus of the same name. It affects children and is highly contagious, so it can easily spread from person to person in schools and other public places. Symptoms of measles usually last between one and two weeks and include a high fever, cough, sore throat, runny nose, and red eyes. Sufferers also develop a characteristic skin rash which covers their bodies in round, red spots and is very itchy. The condition can be __1__ with rest, drinking lots of fluids, and taking vitamins, but the infection must run its course before an infected patient will feel __2__. While there’s no known cure for measles, it can be prevented by injecting children with a vaccine. This isn’t expensive and has been proven safe. The vaccine is __3__ with saving millions of children’s lives since its discovery. Even so, the number of measles cases has exploded in the past year, and the United Nations Children’s Agency and World Health Organization are declaring it a global health crisis. With a cheap vaccine widely available, why is this happening? In some countries, war is to blame. When conflict throws countries into turmoil, medical resources are stretched __4__ and public health systems crumble. In countries that do have the necessary resources, some parents don’t want their kids injected with the vaccine because they believe it may have harmful side effects. Meanwhile, their choice to ignore the scientific evidence is placing their children at __5__ risk.

Mass Shootings at Mosques in New Zealand by Theodore Pigott, special correspondent

By and large, New Zealand is seen as one of the safest places in the world, and it is perhaps best known for its stunning natural scenery. Sadly, the island nation has made headlines more recently for a different reason. On March 15, the world—and New Zealand itself—was shocked to learn that a lone gunman had carried out mass shootings at two mosques in Christchurch, the largest city on New Zealand’s South Island. It was later learned that the shooter, who acted alone, was not even from New Zealand. Instead, the twenty-eight-year-old man was actually from neighboring Australia. In recent months, his views had been becoming increasingly political, and he often posted rants online about white supremacy. In fact, before the attack, the shooter had published an online manifesto that highlighted his hatred of Islam. Perhaps even more disturbingly, the shooter had posted his plans for the attack online beforehand, and he even live-streamed the event on Facebook Live before he was eventually caught. The attack began at the Al Noor Mosque, where the shooter, dressed in military-style clothing and armed with five guns, fired indiscriminately into the crowd of an estimated 500 worshippers. The shooter then drove to the Linwood Islamic Centre and continued his murderous rampage. It was only after a worshipper threw a credit card machine at the shooter that he finally decided to flee the scene. Not long after, he was arrested by the police. It appeard that the shooter was on his way to a third mosque, where he no doubt would have attempted to kill even more worshippers.

Altogether, at least 50 people were killed in the shootings, and many others were injured. Among those killed were people who had fled their war-torn home countries for the safety of New Zealand. In response to the shootings, New Zealand’s prime minister has pledged to change New Zealand’s gun laws. Admissions Scandal Hits Universities, Celebrities in the US by Theodore Pigott, special correspondent

America has some of the top universities in the world, and for some, getting admitted to an elite school has become an important goal. Recently, however, it has been revealed that some parents may have taken this ambition too far. In fact, many of these parents are now facing criminal __1__ and could end up in jail. In an investigation called “Operation Varsity Blues,” law enforcement officials in America discovered that parents had paid large sums of money to a man named William Singer in order to ensure that their children would be __2__ to certain high-level schools. Altogether, 50 people have been charged in the scheme, including Hollywood celebrities, wealthy CEOs, and college coaches. Singer, who ran a college-admissions consulting service, was said to have promised a “side door” into a good college. Instead of going through the “front door” (by gaining entrance based on good grades and a solid application) or the “back door” (by being admitted because of a large donation or family connections to a university), Singer’s “side door” enabled students to get into a school through a variety of different __3__. These included claiming to be good at playing certain sports, since the coaches at some schools could make exceptions for __4__ they needed for their teams. In one example, Singer was able to get a student admitted to a school to be on the rowing team, even though the student did not know how to row. Singer reportedly earned more than US$25 million for his services, with parents paying tens and even hundreds of thousands of dollars to him. Though it still remains to be seen what will happen to the parents, students, and universities involved in this scandal, the actions of all those involved in this scheme have certainly __5__ higher education in America.

India’s Government Once Bans Popular Mobile Game by Jason Grenier, special correspondent

A popular online game is causing serious social concern in India. While violent computer games are nothing new, few have proved as controversial as PlayerUnknown’s Battlegrounds. PUBG, as it’s often called, in each round pits a hundred players against each other as they navigate a virtual environment. While searching for weapons and supplies, gamers must shoot to kill all the opponents they encounter. The winner is the so-called “last man standing”—the sole survivor when the bloodshed ends. Among traditionally-minded Indians, there’s a public perception that playing the multiplayer battle game is harmful to the psychological health of gamers. Even the government appeared worried PUBG might be breeding a society of mentally unbalanced “psychopaths” due to its extremely violent content. PUBG is free to play on mobile phones, making it easy for youths to become addicted. While they spend endless hours every day slaughtering each other online, parents and educators worry about the trade-off, since this diversion typically comes at the expense of their studies. With large numbers of students skipping classes, neglecting their reading, and even dropping out of school, some local governments have been forced to take action. Some city governments took the unusual step of banning PUBG, and a number of university students were arrested for violating the ban. According to critics of the game, however, children are the ones at greatest risk. Only recently have developments in technology made smartphones and

Wi-Fi affordable to the masses in India. As a result, neither the Internet nor online gaming is tightly regulated there. Poisonous Jellyfish Force Australian Beaches to Close by Jason Grenier, special correspondent

The coastline of Australia is a beach paradise that attracts sun worshippers from around the world in search of sand and sea. This January, however, swimmers and __1__ alike were forced out of the water by an invasion of jellyfish. The species in question is called the Portuguese man-of-war, which is not “true” jellyfish. Also known as bluebottles because of their colorful appearance, each man-of-war is __2__ a colony of smaller organisms that cling together to form a soft, transparent mass. A man-of-war’s body trails long, thin strands behind it through the water. These strands, called tentacles, pack a powerful sting. In fact, the species is among the most venomous sea creatures in the world. A sting from a man-of-war is extremely painful. The area where a person is stung will immediately swell up and turn an angry red color. He or she may vomit and feel generally weak and unwell. These __3__ can last a long time after a person is stung. Some stings can even be life-threatening. Thousands of people have been stung in the northeastern state of Queensland. This situation was thus treated as an emergency and prompted government officials to order beaches to be closed until the __4__ of bluebottles decreases to safe levels. The Portuguese man-of-war is not uncommon in waters off Australia. However, larger-than-usual numbers of the blue sea creature have resulted from summer weather conditions. Warm weather is keeping ocean waters at temperatures that are ideal for the man-of-war to reproduce, and strong winds have brought them drifting close to shore on ocean currents. The situation is __5__ to change until the weather conditions do. In the meantime, beach-lovers can still enjoy tanning and other seaside activities like kite-flying and volleyball, but the water will remain a no-go zone.

Fire at Notre-Dame Cathedral by Theodore Pigott, special correspondent

On April 15, at around 6:20 p.m., a disaster struck Paris when a fire broke out in the world-famous Notre-Dame Cathedral. The local fire department was quickly notified, and the Île de la Cité, the island in the Seine where the cathedral is located, was evacuated not long after. Horrified onlookers, some in tears, could only watch and pray as the fire spread across Notre-Dame’s wooden roof. Videos and live streams of the fire quickly appeared on social media sites and in TV news reports, and people around the world tuned in to witness the terrible fire in Paris in real time. More than 400 French firefighters battled the blaze for hours while a hundred others scrambled to remove precious religious objects and valuables from the cathedral, including the crown of thorns from the crucifixion of Jesus, among other relics. Fortunately, most of the cathedral’s treasures were moved to safety before the fire could reach them. Perhaps even more fortunately, the cathedral had been undergoing renovation work, so a number of other valuable objects have already been moved out. By the time the fire was finally extinguished, the cathedral’s famous spire had been completely destroyed and its upper walls severely damaged. Yet, the French president Emmanuel Macron promised to rebuild the cathedral, and he has appealed to citizens and corporations alike for donations. Shortly, more than €1 billion has been pledged to reconstruct this UNESCO World Heritage Site. Some people, however, have suggested that this money might be better used to feed and house the poor. At the end of April, the exact cause of the fire has yet to be determined, but officials have said that they believe it was not set intentionally. According to some initial speculation, something

(C) They do not think that this amount of money will cover all of the expenses required to repair the cathedral. Deadly Easter Bombings in Sri Lanka by Theodore Pigott, special correspondent

On April 21, Sri Lanka was hit by a series of bombings that killed hundreds and injured even more. Tragically, the bombings occurred on Easter Sunday, a day when many __1__ had gathered in churches and high-end resorts to celebrate this holy day in the Christian religion. In fact, the terrorists who carried out these bombings purposely chose this day to execute their heinous plan, in order to __2__ the amount of death and destruction they could cause. The other attacks targeted luxury hotels, including the Shangri-La, Cinnamon Grand, Kingsbury, and Tropical Inn, during the busy holiday breakfast meal. Suicide bombers were used in all of these attacks, which experts have called highly coordinated. Though the international terrorist group ISIS has claimed responsibility for the attack, Sri Lankan officials say that all of the suicide bombers were Sri Lankan citizens. Furthermore, they were all part of a local Islamist group known as National Thowheeth Jama’ath, which had attacked Buddhists in the past. Some have speculated that the attacks may have been in response to the mass shootings at two mosques in New Zealand, but a definitive link between the two __3__ has not yet been confirmed till the end of April. Altogether, more than 250 people were killed in the bombings. Many were Christians from Sri Lanka, but several international visitors were also killed, including citizens from the United States of America, China, Denmark, England, Australia, and India, among other __4__.

Japan Begins the Reiwa Era with a New Emperor by Jason Grenier, special correspondent

The page of history has turned, marking the beginning of a new era in the Land of the Rising Sun. The elderly Emperor Akihito, who had ruled Japan since 1989, has stepped down. In his place, his son—Crown Prince Naruhito—has taken the throne. The change of emperors marks the end of the Heisei era and the start of one bearing the name Reiwa. The Japanese choose the names for each emperor’s reign very carefully, since it is believed the words have the potential to influence the fortunes of the country. Heisei means “peace everywhere,” while Reiwa translates as “beautiful harmony.” Like the other rulers of the country before him, Prince Naruhito was installed as Japan’s new emperor at the Imperial Palace in Tokyo. The distinguished guests in attendance included other members of the royal family, but Naruhito’s wife, Masako, was not there. Although it might seem strange to outsiders, a tradition barring women from attending the event meant even the empress herself was excluded. The solemn ceremony to transfer power to a new emperor involves traditions and rituals that have existed in Japan since ancient times. The emperor of Japan does not wear a crown. Instead, Naruhito received a beautiful sword and a jewel. Both are sacred objects to the Japanese and considered national treasures. Naruhito also took possession of two large seals. These are used to stamp official documents and are symbols of the emperor’s power. Following the installation ceremony, the smiling new emperor, dressed in an elegant western style suit, met with the heads of the elected government. The coming months will see Naruhito make a number of appearances to receive the well wishes of the Japanese public. As he carries out the duties of his new office, he will begin meeting with foreign heads of state as well.

Taiwan Becomes First Nation in Asia to Legalize Same-Sex Marriage by Theodore Pigott, special correspondent

It certainly has been a roller-coaster ride for those in favor of same-sex marriage in Taiwan. For years, proponents of equal marriage rights fought for marriage equality. Then, in May of 2017, Taiwan’s Constitutional Court passed a ruling that stated that under the Constitution of the Republic of China, same-sex couples have the right to get married in Taiwan. Taiwan’s Legislative Yuan was then given two years to update the country’s marriage laws to bring them in line with the ruling. Not everyone was pleased with these developments, however. Some Christian groups and conservatives held rallies to oppose same-sex marriage in Taiwan. At the same time, the government seemed to be slow to take any steps forward. The fight for same-sex marriage in Taiwan reached its nadir in November of 2018, when voters in Taiwan overwhelmingly supported referendums that objected to same-sex marriage as well as LGBTQ education in schools. Without a doubt, the results of these referendums shocked many people. After all, Taiwan has the largest gay pride parade in Asia, and the LGBTQ community appeared to enjoy widespread support in many parts of Taiwan, in particular Taipei. Yet, the 2018 referendums seemed to indicate that perhaps the general population in Taiwan may have been more conservative and less supportive of same-sex marriage than many had believed. Nevertheless, the government in Taiwan decided to go forward with updating the country’s marriage laws, in accordance with the Constitutional Court’s ruling. In February of 2019, a bill giving equal rights to same-sex married couples was passed by the Executive Yuan. A few months later, on May 17, this bill was passed by the Legislative Yuan, to the cheers of the thousands of same-sex marriage supporters who had gathered in the rain to celebrate the historic moment.

Working Anytime, Anywhere: Digital Nomad by Theodore Pigott, special correspondent

What if you could work anywhere in the world? Would you like to spend part of the year in Bali, part in Peru, and part in Paris, all while continuing to complete work projects and earn money? Though this may sound like a far-fetched dream, the spread of high-speed Internet networks and the development of increasingly powerful laptop computers and mobile devices have __1__ this dream into a reality. Today, thousands of people around the world are actively involved in what some have called “location-independent work.” That is, these people are able to work and earn money no matter where they are, which has __2__ them to travel the world and settle down wherever they want, for as long they would like. Welcome to the world of the digital nomad, the increasingly popular lifestyle of those who work remotely via the Internet while traveling from place to place, without a fixed __3__. Studies have shown that there are now almost 5 million U.S. citizens who could be considered digital nomads, and this number continues to grow. Digital nomads take part in all kinds of work, such as coding, content marketing, social media management, web design, writing, and editing, to name just a few. Many digital nomads are in their twenties and thirties, and they usually focus on freelance work, though some may have long-term contracts with clients. Digital nomads usually like to go to places that are interesting or inexpensive. However, access to stable, high-speed Internet services is a __4__. Though they can be found almost anywhere in the world, most end up in cities like Ho Chi Minh City in Vietnam or Chiang Mai in Thailand. Of course, being a digital nomad does have its downside, including loneliness, a __5__ of long-term friendships, and feelings of impermanence. Nevertheless, if you want to travel and see the world, and you’d like to keep working while you do, then the life of a digital nomad may be just for you.

Hong Kong’s Government Forced to Back Down by Popular Protests by Jason Grenier, special correspondent

Huge crowds of Hong Kong citizens have taken to downtown city streets to protest a change to the Chinese-controlled territory’s laws. The proposed change would allow individuals accused of crimes to be sent from Hong Kong to China to face trial and punishment there. Many see this as unfair and unjust. They fear it would spell the end of freedom in Hong Kong. Feeling pressure to protect their human and legal rights, citizens mobilized to organize demonstrations and voice their opposition. To maintain law and order, the government deployed police forces. Since the British handed Hong Kong over to China in 1997, the territory’s citizens have demonstrated whenever they felt their freedom and democracy were threatened. For the most part, police have kept the peace while allowing legal protests to take place. This time, however, police responded with surprising force. Violent clashes saw protesters seriously injured. Widespread public outcry has resulted from Hong Kong’s police officers using violence against fellow citizens. Police beat the protesters with batons, fired rubber bullets, and used tear gas as well as pepper spray to disperse them. In response to the civil unrest, Hong Kong’s chief executive, Carrie Lam, has announced the government’s decision on June 15 to suspend passing the controversial law. However, protesters say a temporary delay leaves the door open to restart the process once public opposition dies down. Instead, they insist the proposed law be withdrawn altogether. Although Carrie Lam has apologized for the government’s poor handling of the crisis, protesters are angrily demanding her resignation. Moreover, some protesters broke into Hong Kong’s Legislative Council building on July 1.

University Students Struggling with Mental Health Issues by Jason Grenier, special correspondent

Growing evidence suggests universities need to develop new strategies to help students struggling with emotional issues and psychological illness. Experts warn that if they fail to do so, a public mental health __1__ is looming. College students face multiple stresses. Financial pressure affects students from lower-income families hardest. Without financial aid, they must juggle studying with working to pay for books, tuition, and food. Living away from home, whether in dormitories or in private accommodations, adds considerably to the __2__ of education. Students labor under constant pressure to keep up with assigned reading, complete lab work and assignments, and pass exams. Although they are adults, many still bear the weight of parental expectations to succeed and excel in their courses. For others, the pressure comes from competition with peers, striving to meet program admission requirements, or even self-imposed standards. Schools may place __3__ burdens on students, too, with paperwork to complete and deadlines to meet. For many students, university is an unfamiliar environment filled with uncertainty. There is pressure to make friends and fit in socially, but not everyone is outgoing by nature. Many students attend classes far from their hometowns, families, and personal support networks. Although they are physically surrounded by peers, feelings of loneliness and isolation are common. Unfortunately, social media and online friendships are not always enough to fill the void. In the absence of real, meaningful connections with others, young adults may feel sad, confused, and __4__. If feelings of homesickness, frustration, or unhappiness persist, they can develop into clinical depression. Without medical treatment, symptoms of depression may worsen, causing students to withdraw from social and academic activities. In extreme cases, they may think about suicide. Many universities already provide psychological counseling services, but traditional approaches are not __5__. Schools should harness the power of emerging technologies and rethink ways to help students cope with pressure. Fill in the Blanks (A) cost

The Fall Armyworm— An Unwanted Pest in Taiwan by Theodore Pigott, special correspondent

Taiwan is, without a doubt, one of the friendliest places in the world, and in 2018, the country welcomed a record 11.1 million foreign visitors to the island. Recently, however, another kind of foreign visitor has arrived in Taiwan, and this “guest” has most definitely not been welcomed with open arms. On June 8, on a farm in Miaoli County, the first fall armyworm was sighted in Taiwan, and the alarm was immediately sounded to alert the Council of Agriculture (COA) in Taiwan about this foreign pest. Why is this small creature so feared and so widely considered to be dangerous? These pests, which originate from the Americas and had never been found in Taiwan before this year, are reported to destroy large numbers of crops wherever they go. In Taiwan, the fall armyworm would likely devour some of the nation’s most important crops, including rice and sweet corn, as well as the wheat and sorghum that are grown in Kinmen. Experts say that the fall armyworm would probably cause over NT$3 billion in crop losses, if it ever successfully invaded Taiwan. COA officials have responded quickly to the threat, hoping to wipe out all traces of the foreign pest before it establishes itself on the island. However, this crop-eating pest has spread quickly. In the month of June alone, more than 180 sightings of the fall armyworm in the larval stage were reported in Taiwan, and more than 180 adult moths were caught by special pheromone traps. Defense measures against the pest have entered the next phase shortly after the first case had been found, with steps that have included spraying pesticide, and giving cash rewards to those who make confirmed reports of the pest during a certain time.

2|News Messenger

Clearly, these steps all make sense, since the fall armyworm has been causing terrible economic losses to crops in America, Africa, and Asia since 2016. It can only be hoped that government officials in Taiwan have acted quickly and thoroughly enough to stop the fall armyworm from becoming an unwanted—and unwelcome— “permanent resident” of Taiwan. Social Media Users Turn Blue For Sudan by Theodore Pigott, special correspondent

For many of us, Sudan is a remote country in Africa that we do not know much about. The things we do know about Sudan, unfortunately, are usually negative, with stories of violence and even genocide in places like Darfur, the __1__ region in western Sudan. In fact, the country, which had been ruled by a dictator named Omar al-Bashir for thirty years, experienced a major upheaval this past April when Bashir was removed from office in a coup. On April 11, the country’s military leaders forced Bashir to step down and placed him under house arrest. In the chaos and continued protests that followed, it was widely reported that some soldiers had begun to use a terrible tactic—the rape of protesters. Reports of violence against protesters were also widespread. Then, at a peaceful sit-in protest in Khartoum, the capital of Sudan, more than 100 protesters were killed by the military. Some have __2__ the attack a “massacre.” One of those killed in the brutal military action was Mohamed Hashim Mattar, a 26-year-old Sudanese man. At the time of his __3__, Mattar had used the color blue for his profile picture on social media. Soon, people around the world began to change their social media profile photos to the same color blue in order to raise awareness about the atrocities in Sudan. Celebrities, including Rihanna, Naomi Campbell, Ne-Yo, and Demi Lovato, also took part in this “Blue for Sudan” __4__. It’s clear that Sudan still faces several challenges ahead, including recovering from the protests and chaos that caused the country’s long-time __5__ to step down and all of the violence that followed not long after. However, thanks to social media campaigns like “Blue for Sudan,” the rest of the world may finally pay closer attention to this problematic part of Africa.

Social Media Is Making Girls Depressed by Jason Grenier, special correspondent

It has become a common sight: teenagers staring at the glowing screens of smartphones and tablets, endlessly swiping and tapping furiously on keypads as they navigate the complex world of online social media. There is a dark side to all this web surfing, however, especially when young people spend the bulk of their waking hours on social websites and communication platforms. The problem might be especially acute for girls. Studies have shown that girls tend to spend more time using social media than boys do. This puts girls more at risk of developing depression, according to researchers. For one thing, it increases the chances that girls will become victims of online bullying. These behaviors can fall anywhere along a spectrum ranging from relatively mild to severe. Examples of mild bullying might include posting mean-spirited or hurtful comments about someone’s photos. Severe bullying, in contrast, might consist of making threats against her physical safety, spreading false rumors to harm her reputation, or sharing private photos or information without her consent. Another factor contributing to depression in teenage girls is a lack of sleep. If girls spend hours on social media every day, it might interfere with getting enough rest. When electronic devices are used in dark environments, the light from screens can trick bodies and brains into thinking it’s daytime, causing people to stay awake. Science points to a direct link between rates of depression in teenage girls and the amount of time they spend on social media.

2|News Messenger

A recent study found girls who reported using social media the most had low levels of self-esteem and commonly felt dissatisfied with their personal appearance. This may result from constantly comparing themselves to their peers, with social media being like an endless competition where girls only present themselves publicly in the best possible light. Reading Comprehension (

(

(A) By giving a definition. (B) By mentioning a phenomenon. (C) By providing statistics. (D) By comparing people’s responses. ) 3. Which of the following can be inferred from the passage? (B) Cutting down on the amount of time they spend on social media might improve the mental health of teenage girls. Greenhouse Gases from Rice Farms Are a Growing Concern by Jason Grenier, special correspondent

Much of the world’s population relies on rice for survival. Traditionally, when it’s time to plant their crops, farmers flood __1__—known as paddies—with shallow water. During the growing period, the paddies remain full. Only when the plants are mature is the water drained out, so the stalks can be cut and the rice grains harvested. The leftover plant stalks are then usually burned in the fields, and the paddies are left dry until the next planting season arrives. This means huge areas of farmland __2__ endless cycles of alternating between wet and dry. There is scientific evidence, however, that this traditional way of growing rice is contributing to global warming. The repeating __3__ of flooding and drying make paddies perfect environments for tiny creatures called microbes to inhabit. A single gram of dry soil can contain billions of microbes. These microbes produce a lot of nitrous oxide—one of the greenhouse gases that make the Earth hotter. Paddy fields take up vast areas of fertile land around the globe, so all those microbes in the soil release a huge volume of nitrous oxide into the atmosphere. There is another rice-farming method that keeps paddies flooded all year round. However, even under these constantly wet __4__, different kinds of microbes thrive. They don’t produce nitrous oxide, but they __5__ another greenhouse gas called methane. Although greenhouse gases from cultivating rice are usually overlooked, scientists warn that the impact of agriculture is increasing as Earth’s population grows.
