CATT Members Push the Job to Bid Program at the Truckee Home Show

A

new CATT booth location didn’t slow down CATT members who talked with hundreds of homeowners during the two day Truckee Home & Building Show on Memorial Day Weekend. Surpassing last year’s numbers, the 2016 CATT crew gave out 302 CATT Building & Remodeling Guides, 59 Job to Bid forms (plus 15 forms were filled out by homeowners at the CATT booth), 106 CATT carpenter pencils, 119 CATT magnets, 4 Prospective Member packets, and 100 CATT bags to carry show swag. While the conversations were ongoing, so was a continuous powerpoint loop of all project photos from the 2015 Awards Competition. There was a lot to see and hear at the CATT Booth! The personal touch does make a difference—many of the recent jobs to bid came in as a direct result of CATT member efforts at the Truckee Home & Building Show!

A

t their July 13th meeting, the Glenshire Devonshire Residents Association Board of Directors appointed Jamie Brimer (Brimer Construction and Plumbing) to sit on the GDRA Board. Jamie is filling a seat held by Dan Engler who is stepping down from the Board. The term runs through September of 2017. Jamie has been a Glenshire resident since 2004. Responsibilities of Directors include: overseeing the Annual Budget, hiring the General Manager, and making decisions on policies and programs affecting 1,357 parcels under GDRA’s jurisdiction. Congrats Jamie! Congratulations are also in order for Tally Meek (Sierra Insurance Associates, Inc.) for being named to the Board of Directors for the Truckee Chamber of Commerce. Tally will serve a three-year term. Tally joins other CATT members who serve on the Chamber Board: Ted Owens (represents Tahoe Forest Health System/is a CATT founder and owner of Owens Consulting Group), John Manocchio (Waddell & Reed), and Aimee Schaller (Tri Counties Bank). August CATT Calendar

A NOTE FROM THE

President

All activities are at the CATT office unless otherwise noted.

I

t’s been eighteen (18) years since CATT’s inception! WOW! Having been with CATT since before it existed I have to say it’s been quite a pleasure to be a part of this growing association and watch it bloom and blossom into what has become an important political and membership-based power house. As you may or may not know, CATT incorporators signed the Articles of Incorporation as a nonprofit organization on June 24, 1998. However, there was almost a year and a half of gatherings and preparation before the Articles were signed. It all started at a conversation I had with then Truckee Tahoe Lumber President and Truckee Mayor Breeze Cross about the decisions being made on the town level that affected the building industry. Those decisions were being made with no builder representation. Breeze insisted that some kind representation was needed to help protect our businesses and lifestyles. Immediately after this conversation I ran into now Town Councilman Patrick Flora at the Town Building Department counter (which at the time was located in the TDPUD building) and repeated the conversation I had with Breeze. Then Community Development Director (now Town Manager) Tony Lashbrook overheard some of the conversation and agreed the building industry should have representation at the town level. He directed then Chief Building Official Bill Miller to help set up the first gathering of interested contractors in the conference room of the TDPUD. An ad was placed in the local newspaper (Sierra Sun) and on a snowy February evening in what I believe was 1997, over 20 interested contractors showed up for that initial meeting. Breeze played a leadership role supporting some type of organization. The assembled group discussed the importance of banding together for a collective voice on such matters as professionalism within the industry and being more civil to each other. Most importantly, though, the group wanted a watchdog association that oversees how the regulatory agencies regulate the building industry, from fees to actual rules, regulations, and laws. After this initial meeting, it was decided to form a “Steering Committee” of maybe 10 people to sit down and steer the concept of an association. What would this association look like? What are its goals, mission statement, and even name? I think we had three meetings on the name alone. We would usually meet upstairs at Truckee Tahoe Lumber and occasionally at Truckee North Tahoe Materials where the first CATT office was eventually set up. The steering committee changed as the vision of what your association would ultimately look like. The first public meeting took place at the Truckee River Regional Park where we asked for support and membership. It was around this time that the Articles of Incorporation were signed by Mitch Clarin, Embree “Breeze” Cross, Patrick Flora, Robert “Doc” Gelso, Richard Loverde, Brian Marsh, Ted Owens, Eric Reamer, Dennis Schlumpf, and Matt Williams. The Mission Statement became: “To promote a positive business environment for the building and housing industry and enhance opportunities for its members and the community”. So what did CATT do in year one? I’ll share more memories in the September newsletter.

he Research and Development (R&D) Tax Credit is a government sponsored tax credit available to help reduce both Federal and State income tax. The R&D credit is available for business of all sizes, not only large companies. The credit allows companies to reduce their tax burden, dollar to dollar, by the amount of the credit, thereby freeing up cash flow for future investment in research activities. Often times the reason the credit is overlooked is because the complexity of its calculation. Calculating the research tax credit is one of the more complex calculations in the tax code. Just as common though are business owners and taxpayers who are not aware they may qualify. What we often see are people in the Construction, Engineering, and Architectural fields who are just not aware they may have activities that qualify. It’s not that they do not want to take the time to see if they may qualify; it’s just that they either don’t know about the credit altogether, or they just aren’t sure how to apply the complex rules to their own businesses. Many times the best question is to ask “are we investing money and our employee’s time in the development, design, or improvement of a product, process, technique, formula, or certain software?” If so, there are basically three categories of costs that can qualify. These qualifying costs are: wages paid to employees involved in research activities, supplies used during the research, and costs incurred with outside vendors and contractors paid to assist with qualifying activities. Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.

W

hile a contractor can build almost anything time machines remain fiction and you don’t have a ‘license’ to go back to ‘when’ you used to be. Anyone can claim almost anything in our social media world, but the ‘truth’ is out there on file at CSLB for contractors who want to learn it… Q: We are an Oregon Limited Liability Company (LLC) and when we originally obtained our California Contractor’s License (in 1995) we had to form a corporation because California didn’t allow LLC’s to have a license. In 2012, when the CSLB started licensing LLC’s, we registered our Oregon LLC in California and transferred our license number over to the LLC. For tax purposes, our CPA has recommended that we convert back to a corporation. I assume we can just transfer the number back to the corporation? A: Actually, while a corporation (under certain circumstances) can transfer their license number to an LLC, an LLC cannot transfer a license number to a corporation. I believe the statute that allows for a corporation to transfer a license number to an LLC was only established due to the fact that the CSLB didn’t previously license LLC’s. Your corporation will be required to obtain a new license number. Contact our office if you’d like assistance with the process. Q: We have a competitor that is “claiming” that our license was suspended for a period of time when we were working. We have been in good standing since inception, and I’m wondering if there is anything we can get from the CSLB to prove this. Is there anything we can get from

them, some kind of certification stating that we are, and always have been, in good standing with the Contractor’s State License Board? A: You can request a Certified License History from the CSLB that will show your current status, classification, issuance date, expiration date, personnel listed on the license, and all history including suspension dates and the reason(s) for suspension. Q: We recently applied for a Contractor’s License for our LLC. The CSLB is requesting a “$100,000 LLC/Worker Bond”. Our bonding company is requesting all kinds of financial information in order to obtain this Bond. Is there any way around this requirement? And if not, what is this Bond for? A: There is no way around this, all LLC’s are required to have a $100,000 surety bond (in addition to the $15,000 contractor bond). According to B&P Code Section 7071.6.5, the $100,000 LLC/Worker bond is for the benefit of employees or workers who are damaged by the LLC’s failure to pay wages, interest on wages, or fringe benefits, as well as other contributions.
