he July 15 CATT mixer was hosted by Ferguson Enterprises at their Truckee showroom in the Pioneer Commerce Center. The Viking Company sent “Viking Range” Chef John Rouloph to oversee the grilling activities. The “celebration” theme captured the mood of attendees who were treated to awesome food and drink, followed by awesome raffle prizes! he beautiful weather on Memorial Day Weekend might have kept some people away from the Truckee Home Show but the CATT booth was plenty busy! During the two days of the show, approximately 300 CATT Building & Remodeling Guides were given out and a new record was hit—60 Job to Bid forms were given to local homeowners seriously thinking about a remodeling project! Big thanks to JD Hoss (JD Hoss Hardwoods and Carpet) for interviewing CATT Executive Director Pat Davison on live radio at the show. JD owns KTKE 101.5, a Truckee FM radio station, and was very generous with the airtime for CATT. Pat talked about the importance of using CATT members for construction or remodel projects and also described some upcoming CATT activities. And thanks are also due to Meridian Concrete for providing CATT carpenter pencils— these pencils are always a curiosity to those who don’t know what they are and eagerly sought by those who do.

A NOTE FROM THE
President CATT Calendar

T
he National Association of Home Builders (NAHB) estimates that for every 100 single family homes built in a typical metro area over a one-year period, the economic impact includes $21.1 million in local income, $2.2 million in taxes and other revenue for local governments, and 324 jobs. There are many benefits to the community when income earned through construction jobs is spent and recycled through the local economy. The typically good wages enable residents to buy homes, purchase local goods and services, and generally add to their community. All businesses are affected by this positive economic activity. In 2013, sources estimate that Truckee had 1585 businesses. Of that total, 339 or 21.4% were in the construction industry—the single largest group. And, construction materials continues to be the #1 source of taxable sales for the Town of Truckee. Please see CATT Executive Director Pat Davison’s presentation to Good Morning Truckee (posted on CATT’s website) for additional information on construction’s local effect. We, as an industry, have a tremendous impact on our communities. So, stand proud when representing our businesses—we are one of the main drivers of the economy.

Follow-up from July TDPUD General Manager Salary and Annual Meeting
he Truckee Donner Public Utility District has provided information regarding the compensation package for the General Manager: “July 1, 2015 his salary will be $234,122 not including COLA. His additional duties benefit for the Water Utility Manager will be that amount times 5%. We won’t know the COLA number until later this year.” The first “Annual Meeting” with TDPUD reps will be the September 15 LGAC meeting.
—A few words from CATT LGAC Chairman Mitch Clarin— CATT & Placer County together lower fees 40%! Once again CATT’s participation has led directly to a 40% reduction in certain permit fees. Effective immediately, Placer County is lowering the cost of permitting needing outside plan check by 40% in response to a request from CATT’s Local Government Affairs Committee (LGAC). The request questioned the double cost charged by Placer County for citizens using an outside third party plan checker. Use of an outside plan checker helps keep the permitting process moving forward in a timely manner, so important to us up here in the mountains. Most submitters were not taking advantage of the third party offer due to the substantial increase in the cost, now alleviated. Kudos go out to Placer County Chief Building Official Tim Wegner for heading up the effort & CATT’s own Pat Davison for continuing to question the cost nexus. LGAC meets the third Monday of EVERY month, 4:00 PM at the CATT office: 12313 Soaring Way, Suite 1G, Truckee. TRUCKEE BUILDING & SAFETY DIVISION NEWS TANKLESS WATER HEATERS In an effort to clarify some of the confusion with tankless water heaters (such as whether a drainage pan is required and locations where they are required), I will try and point out some of the facts. The Town of Truckee will only enforce the locations listed below per the 2013 California Plumbing Code (CPC) and will continue to educate our industry to the best of our abilities. After recent conversations with some local contractors about the fact that drainage pans are sometimes required and enforced for tankless water heaters and sometimes not, I feel it is important to be consistent across the board. These conversations led me and others to reach out to the International Association of Plumbing and Mechanical Officials (IAPMO) for an opinion of the requirement. IAPMO did not waiver from the fact that even though a tankless water heater is basically an “on demand” flow of water, a drainage pan is required per the code. Even though a tankless water heater typically does not hold water (some units do have a holding tank for a recirculation system), a drainage pan can and will help prevent water damage as well as be the first line of protection. In the event that the pipes and connections to the tankless water heater should sustain a leak, or if the unit itself has an internal leak, a drainage pan is your safety net. A drainage pan is required (2013 CPC) and should be used with the manufacturer’s recommendation and placed appropriately to contain any water damage that may occur. A drainage pan is required per the 2013 CPC, Chapter 5, Section 507.4 “Drainage Pan”—Where a water heater is located in an attic, attic-ceiling assembly, floor-ceiling assembly, or floor-subfloor assembly where damage results from a leaking water heater, a watertight pan of corrosion-resistant material shall be installed beneath the water heater with not less than 3/4 of an inch (20mm) diameter drain to an approved location. “I have personally experienced the importance of a pan when a leak happened on a tankless water heater. The pan captured all the dripping water and avoided damage to the floor area below, saving me and the homeowner time and money. The cost is minimal and they are available here in town. In my professional opinion, a pan should be part of a normal installation as is with a traditional water heater and required by the code.” —JAMIE BRIMER, BRIMER CONSTRUCTION & PLUMBING

ike holidays we get good feelings about and enjoy coming back on the calendar, it’s always a pleasure to hear from a contractor we’ve helped before. Especially when we can offer good news in response to the question. Another contractor wants to “C” about adding some class to his Inactive number, but first we dispel a mistaken notion about “handyman licensing”. Q: My license is currently suspended because my bond expired. I attempted to renew it but the bonding company wants close to $1000 to renew it for one more year! I have no complaints or claims filed on my bond so I don’t understand why the premium is so high. Can I get just a Handyman License since most of my projects have been small lately? A: Just FYI, even when there are no claims/judgments against the bond, the cost of the bond is determined based on your credit. I have to tell you there is no such thing as a Handyman License. You mentioned that most of your projects are small; if they are under $500 (including time and materials) you can do them without a Contractor’s License. You may also consider shopping around for a bond. Perhaps you might find one less expensive or even one that allows you to make payments. Q: Last year you helped us with the license holder move between two of our qualifying individuals. Our license dates show a gap between March 15, 2013 and April 11, 2013 and one of our prime contractors is, we believe mistakenly, denying payment of work performed during this period. I do not
recall a gap during the transition. Can you help me understand the license rules when you have a Disassociation and Reinstatement? Please advise. A: Once a qualifier disassociates from a license, you have 90 days to replace them. The license still remains active and in good standing during that 90 day period. So unless there were other circumstances associated with the license you have not shared, it’s not an issue to have no qualifying individual for that month of time. The license stands. Q: I want to add some of the “C” classifications to my license but it’s currently Inactive. Do I need to re-activate the license first before I can add the classifications? A: No, as long as the status of license is “Inactive” and not “Expired” you can add classifications to the license. Let us know if we can help speed up the process. Q: I had called your company a few months ago regarding my GC license that is expired. I am ready to get my license back now but it’s currently under my former corporation. I formed a new corporation and I want to reassign this license to my newly registered California entity. What is the process to accomplish this? A: A license number cannot be transferred from one corporation to another. You will be required to obtain a new license number. Assuming it has not been over five years since your previous license expired, no exams would be required. While knowledge is power, knowing where to go for the answers is half the battle.
