ATT was the host for the June 24 Mixer where an anniversary cake and vendor booths were featured in addition to the regular mixer activities. The CATT parking lot took on a festival appearance as popup canopies, a bean bag toss (with multiple decorated boards), traffic cones embellished with balloons, and a self-contained hot dog cart occupied portions of the asphalt. The Mixer date was significant—it was CATT’s 17th Anniversary. On June 24, 1998, 10 brave people signed CATT’s Articles of Incorporation to create CATT. hat an amazing year for CATT. Seeing the natural progression of our association from the hard work of our dedicated members is astounding. Our first CATT Summit on July 6th brought together three Organizations (CATT, CATT PAC, and C.A.T.T. Community Project). The Summit resulted in communication that not only outlined the current relationships, but produced questions and comments we hadn’t previously considered. The discussion led to new operating procedures, fundraising opportunities, and the building of each organization’s board. I am somewhat humbled as President to see the effectiveness of such a gathering and the combined wisdom of our membership. CATT committees, boards, staff, and our other organizations that work together are an experience not to be missed. Our June 24th CATT Vendor mixer was a hit. I met new members and spoke at great length with a CATT founder, Ted Owens, about the inception of CATT. What a privilege to stand amongst pioneers for our industry within the Truckee Tahoe area. Ted followed up the invitation to our CATT Summit and provided some very pertinent insight on our issues at hand. I’d like to personally thank all who attended for such a great contribution to our future. Also, my thanks to a successful new Truckee Home Show Committee and Co-Chairs Colette Fonseca and Gerald Wallace. Way to represent!

NEVADA COUNTY “OVER-THE-COUNTER WEDNESDAY” PLAN REVIEW PROGRAM

n an effort to improve customer service and help County citizens, the Nevada County Community Development Agency has developed the “Over-the-Counter Wednesday” Plan Review Program. The program was created to allow customers, contractors and their design professionals to schedule appointments with appropriate Community Development Agency staff to review plans for minor and moderate commercial tenant improvements, residential remodels, residential additions, demolitions, etc. Some examples of projects that may qualify for the program are: 6 Interior commercial tenant improvements (nonstructural) less than 1,500 SF for retail or business occupancies 6 Interior residential kitchen and/or bathroom remodels 6 Residential swimming pools 6 Residential storage sheds, barns and/or garages less than 600 SF 6 Residential additions less than 600 SF Select sample projects were tested prior to the release of the program to test the program viability. The testing proved that the program improves efficiency, has the potential to reduce permitting costs, and turns a 2–4 week review process into a single day. The next LGAC meeting is Monday, August 17, 4:00 p.m., here at the CATT office. The agenda will have something for everyone! The first speaker is Johnny Goetz, CBO with the Town. Johnny will cover updates on Town programs and services. The second speaker is Eric Martin with Northstar Community Services District. Eric will provide a summary of the annexation process and changeover from PCWA to NCSD for Martis Valley water customers. The last speaker is Todd Rivera with the Tahoe Truckee Unified School District. Todd will recap the Mitigation Fee Study currently underway. The TTUSD Mitigation Fee is paid by new development outside certain zones covered by a special agreement. The current fee is $2.63 per SF for SFR/MFR; $0.42 per SF for Commercial/Industrial; and $0.21 per SF for storage facilities. The fee has not been increased since 2006 but legally could go as high as $3.36 per SF for SFR/MFR and $0.54 per SF for Commercial/Industrial. CATT has already requested that TTUSD consider a phased approach to any significant increase (more than 10%) and the fee structure should include an annual inflationary adjustment to avoid large hikes. C.A.T.T. Community Project Update

10/30 HOUR RENEWAL REQUIREMENTS CHANGED

.A.T.T. Community Project, or CP for short, has been honored to be involved with many great projects around the Truckee area over the past year. We also are looking forward to many more in the coming months. I would also like to thank the bright members of the CP Board for their continued work and dedication to the local community through these great projects. Our projects range in terms of subject matter. We helped with donated volunteer labor and materials for the Truckee Bike Park, Slow Food Demonstration Garden, the Old Truckee Jailhouse Museum, and the custom recycle containers at Truckee High School. We are excited to continue working on the building of the Railroad Society Snow Shed project at Regional Park, Town of Truckee sign, and the renovations needed at the Sierra Senior Services Building. We are also helping to promote needed materials and services for the Truckee Rodeo Grounds and the construction of the Trout Creek Pocket Park in downtown. Thanks to the dedication of Paul Griggs and Mitch Clarin, we are also thrilled to be moving closer to the construction of the COMMUNITY BUILDING, which will house non profit organizations from around the community. I cannot fail to mention the great success (despite the rain) of our inaugural C.A.T.T. CP CoEd Softball Tournament. We were able to raise funds through our tournament to help further broaden the scope of what CP can do for the community. This event was enjoyed by all who participated and we look forward to this annual event next spring 2016. In addition to our on going projects, CP looks forward to the future projects that come before us as well. This work is only possible through the GREAT ideas and ethics being offered by our CP Board members, who truly bring the soul to our organization.

s of June 10, 2015, OSHA 10/30 hour construction refresher training is no longer required. The Nevada State legislature passed SB 233, which removes the requirement for a 10/30 hour Refresher Course for those holding 10 or 30 hour construction cards. The Governor signed this bill, and it became law as of June 10, 2015. This means that if a person has the 10 or 30 hour OSHA construction card, Nevada no longer requires that they have refresher training, and the card is considered valid regardless of the date of issue. It is still required that a person have an OSHA construction card in order to work on a construction site in the state of Nevada. If a person loses their card, they can get a replacement card if the card is less than three years old by contacting the trainer that issued the card originally. If a card is lost and is over three years old, the OSHA Training Institute will not replace it, and the person must retake the class to obtain a new one. All SCATS 10/30 hour construction refresher training classes have been canceled. We begin in Arizona and will proceed ‘one step at a time’ because it’s important to get it right wherever you work… Q: You helped our corporation obtain a second General Building license in California. We had to attach a ‘dba’ (doing business as) name since it was the same corporation with the same classification. We are also licensed in Arizona and we want to get a second General Building license there with a different Qualifier since you can’t have multiple Qualifiers on the same license. Does Arizona also require that we attach a dba to the second license? A: Actually, no. Arizona allows you to have as many licenses as you want under the same corporate name, so you will not be required to have the dba attached. Q: I want to get my contractor’s license for painting, drywall, cabinetry, and other types of finish work. I was told I wouldn’t qualify for a General Building license because I don’t have experience framing. Can I apply for all the classifications that I need at the same time? A: No, you would need to start with one classification and then once issued, add the additional classifications, step by step, one at a time. Remember that you are required to show at least four years of full time work experience, within the last ten years, in each trade that you are applying for. Call if you need assistance.

Q: I am a “C-27” (Landscaping) contractor. With the current drought that we are experiencing in California, I’ve had a few people contact me regarding installing synthetic turf to replace their grass since they aren’t watering as much. Can I do that with my landscaping license? A: Yes you sure can. Installing synthetic turf requires either a “C-27” (Landscaping) license or a “C-61”/”D12” (Synthetic Products) license. Q: We just received our renewal notice and one of the Officers the CSLB has listed on here is no longer with the company. We updated our Officers with the Secretary of State as soon as he left, but obviously the CSLB was not notified. How do we go about getting his name off of the license? A: It’s good that you updated the Secretary of State (SOS), but that doesn’t automatically update the contractor’s license or CSLB. You will need to file a Disassociation Notice to remove him. If he has been replaced you will also want to submit an application to add the new Officer. Contractor Note: In a recent newsletter, the CSLB reminds public works contractors that prime contractors are required to submit the contractor license number of each subcontractor they plan to hire when bidding a job. This requirement took effect in July 2014 and the goal of this legislation is to “stop prime contractors from knowingly or unknowingly hiring unlicensed subcontractors to work on public works projects.” _________________________________________________________________________________________ While knowledge is power, knowing where to go for the answers is half the battle. CA LEGISLATURE AMENDS NEW PAID SICK LEAVE LAW

A Governor Jerry Brown signed Assembly Bill 304 on Monday July 13, 2015, amending the Healthy Workplaces, Healthy Families Act of 2014 (AB 1522). The Labor Commissioner is currently revising the frequently asked questions to reflect those changes, and will post an update soon. AB 1522 has numerous provisions. Here are a few major elements: •

An employee who, on or after July 1, 2015, works in California for 30 or more days within a year from the beginning of employment, is entitled to paid sick leave. Exceptions: Employees covered by qualifying collective bargaining agreements, In-Home Supportive Services providers, and certain employees of air carriers are not covered by this law. Employees, including part-time and temporary employees, will earn at least one hour of paid leave for every 30 hours worked. Accrual begins on the first day of employment or July 1, 2015, whichever is later. An employer may limit the amount of paid sick leave an employee can use in one year to 24 hours or three days. Accrued paid sick leave may be carried over to the next year, but it may be capped at 48 hours or six days.

ATTPAC (CATT Political Action Committee) is getting ready for a busy election season in 2016. We are expecting a large voter turnout for the presidential election. Large voter turnout adds to the emotional intensity of a presidential election, especially when the incumbent can NOT run for a third term, a tradition started by our first president George Washington and carried forth until Franklin Roosevelt ran and was elected for four consecutive terms during World War II. After that, Congress restricted the president to two four year terms with the 22nd Amendment ratified in 1951. In anticipation of a large turnout, some political pundits purposely campaign propositions knowing a large voter turnout helps the outcome of passing a particular proposition in their favor. These propositions are right now unknown to us, however will be out there just the same once election time nears. CATTPAC is here to research and analyze such propositions by holding interviews with the proposition’s authors or representatives, conducting internet research, interviewing opposing views, and requesting input from current CATT members, amongst other methods of information gathering. This current and important input helps CATTPAC make intelligent and informed decisions to either support, stay neutral, or oppose propositions at the local and state level. Take Control of your future. The world is run by those who show up, get involved. The time spent in alliance with fellow CATT members could very well save you money in reduced fees and regulations by watching the myriad of authoritarian figures that rule over our industry and lives and keeping them in line.
