s this year draws to a close I would like to say thank you for all your support. It’s been a great year for CATT, now up to 366 members, lots of political gains, lots of member benefits and now heading into our 20th year! It’s been a pleasure to serve as your President and I hope I have helped continue to steer CATT in a direction that is suitable for all our members’ needs. This has also been a great year for the industry. Most everybody I talk to seems to be very busy, a great sign of the times. Remember to go out and have some fun, too! All work and no play makes Mitch (or yourself) a grumpy bastard! Once again, I’d like to thank our great staff of Pat, Val, Peg, and Julie, whose enthusiasm and tireless work ethic have made CATT the great, respectable, important association that it is today. Going into the New Year there has been a shift of duties at the CATT office. Pat will continue on as Executive Director, however, will be more focused on politics and lobbying. Val continues on as Office Manager and will be in charge of day-to-day activities, also the monthly newsletter, yearly Guide, daily website updates, and Jobs to Bid emails. Peg will now be in charge of everything Membership, including recruiting new members and working on more benefits for our existing members. Julie will continue on as Bookkeeper extraordinaire! I look forward to meeting our fourth employee who will be in charge of all the wonderful events CATT puts on, most recently the CATT Christmas Holiday Party. Our new employee hopefully will be starting in March of 2017. As I write this message to all of you, after working a hellacious week of trying to get people into their homes before the holidays, I would like for all us to remember our friends and family this holiday season and to “do unto others as you would have them do unto you.”

he Truckee Chamber of Commerce announced the winners of their annual awards competition at a dinner on October 14. CATT member Porter Simon was named “Small Business of the Year.” Similarly, the Builders Association of Northern Nevada (BANN) recognized their 2016 BANN-ER award winners on November 4. CATT Secretary Ryan Swenson with Simpson Strong-Tie received the “Outstanding Supplier” award. Congrats to both winners! Our sympathies go to the family of Ken Womack. Ken passed away earlier this year. Ken was the contact person for CATT member Weyerhaeuser. Ken began his career with Diamond Lumber in Meyers in the mid 70’s. He was promoted within a couple years into management and worked there a couple more. He then moved to the Bay Area, working for several building materials giants like Sequoia Supply, Prime Source, and finally Weyerhaeuser. Ken served on many boards such as the West Coast Lumber and Building Material Association. Ken had a 42 year career in the building materials industry and was well known. Ken believed in CATT and was not shy about urging prospective members to join CATT. He will be missed!

CATT Local Government Affairs Committee (LGAC) Meeting Dates and Speakers December 12

he next LGAC meeting is Monday, December 12, 4:00 p.m., here at the CATT office. THIS IS A DATE CHANGE. The meeting was moved from the third Monday to the second Monday to avoid the Christmas holiday. Truckee CBO Johnny Goetz will provide a recap of 2016 and a heads up for 2017. The LGAC meeting will also include identifying Committee goals for 2017 as well as issues updates. Any CATT member is welcome to attend LGAC meetings. Truckee Gross Floor Area

Town staff has been in discussion with the CATT Gross Floor Area (GFA) Committee about a potential agenda item in front of the Truckee Planning Commission. Tentative date for Planning Commission review of the GFA calculation methodology is Tuesday, January 17, 2017. The Commission meeting starts at 6:00 p.m. CATT members will be sent more information about this issue as it gets closer to January 17.

Placer County News We Need Your Input to Improve Requirements for Structural Observation Reports to be reviewed

lacer County’s Community Development Resource Agency in Tahoe is truly committed to improving the quality of service you receive, and is busy making needed process improvements. As a critical stakeholder in how we do business, we would appreciate CATT’s input and feedback about those improvements. We will soon review our inspection checklist requirements and we invite CATT members to participate in this process. As a cooperative effort to improve the inspection process in 2009, Placer County and CATT developed the current inspection checklists. The checklists were rolled out in the beginning of the 2010 construction season as an informational guide to help applicants, owners, contractors and inspectors understand and identify all the various code requirements and expectations for each of the required inspections during a construction project. There is a checklist for each major phase of construction that should be completed by the contractor on site, checking the appropriate box when an item has been completed or is determined as not applicable. To avoid delays, the completed checklists should be given to the inspector at the beginning of each inspection.

These checklists are available on our Placer County website www.placer.ca.gov. Just enter ‘inspection checklist’ on the search bar of our home page. You can also pick up a copy in person at our office. We have recently heard some feedback from contractors about some of the checklist items. Specifically, CATT members have questioned the requirement for a structural observation by an engineer when the structural volume of a project exceeds 5,000 square feet, which includes living, garage, storage space areas, and covered decks or porches. While the checklist has required the structural observation report at the start of the foundation, shear and framing inspections since 2010, we are reviewing the requirements for structural observation reports on site for each of the inspections to respond to CATT member comments and concerns. s we move into the winter months and our construction season is slowing down a bit, I wanted to take a moment and make a few comments, reminders, and updates on staffing and remodel progress. First, you are all to be commended on the work you put out each and every day as it makes the inspectors’ job, plans examiners’ job, development services technicians’ job, and my job much easier. Your effort is truly appreciated and shows the willingness on your part, and ours, to adhere to the slogan “Building Tomorrow Together,” which can only grow into an amazing partnership. Second, just a reminder, as you prepare for winter and the weather that comes with the season, take a look at your job site and make any necessary corrective actions with your BMPs. You may find that you need to remove and replace some of the protective measures that have been in place all summer. Third, you will begin to see new and exciting changes whether it be walking into Town Hall, new Building Division staff, or the new Community Development Director, and it all will be GREAT! Specifically, within the Building Division we are in the process of hiring three new full time positions: one plans examiner, one building inspector/plans examiner, and one office assistant. This will assist us in continuing the

quest together to be the most efficient and best Building Division in the State. These positions will play a significant role in that quest, whether it is plan review, field inspections, or answering questions at the front counter. Your experience within the Building Division will be elevated to new heights of overall customer service and satisfaction. Lastly, you will also benefit from the new and improved layout at the front counter. Though this will not be fully complete until after the New Year, it will have greater counter space for plan layout, a new entrance for first point of contact, a functioning waiting area in the lobby, and a new public restroom. All of these changes—some small and some large—coupled with your assistance and cooperation will allow us together (public /private partnership) to become the most efficient Building Division in the State. Should you have any questions or just want to stop by and discuss construction options, code interpretations, etc., you know my door is always open, so please do not hesitate to come by or call me anytime.

Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.

ick Jagger couldn’t get it. However, our first contractor will find ‘satisfaction’ in my answer while our second contractor not so much. While I help find a way, another contractor gets advice just in time to save his ‘venture’… Q: My company has a “C-22” (Asbestos Abatement) Contractor’s License in California and we are going to be forming a Joint Venture with a company that has an “A” license. We plan to have both classifications associated with the new Joint Venture license. I remember we ran into issues when we obtained our “C-22” license earlier this year with regards to being registered with DOSH. Will the Joint Venture need to be registered with DOSH to obtain the license, or is the fact that one entity has a DOSH Registration enough? A: The fact that your entity is registered with DOSH satisfies the requirement. You do not need to register the Joint Venture with DOSH, and in fact, it is our understanding that DOSH will not issue a registration number to a Joint Venture. Q: I have an Inactive Contractor’s License in California (Class “A”, “B” General, and “C-10” Electrical). I recently moved to Arizona and have an opportunity to do a solar project at a single location. Is this possible for me to do without obtaining an Arizona Contractor’s license? If not, how long does it take to get a license in Arizona and will I qualify for reciprocity? A: Any contracting work done in Arizona over $750, even if it’s just one single project requires a Contractor’s License. As you stated, your California license is currently Inactive. To qualify for reciprocity which will grant you a Waiver of the Trade exam, you are required to show you passed the equivalent exam in the State you are licensed, and your license must have been Active within the previous five years.

Q: We have a General Building (“B”) classification and a Roofing (“C39”) classification on our company’s license. We have always run the business with a staff of all Officers of the corporation, so we don’t have any employees. As you probably know, roofing contractors are all required to have Worker’s Comp Insurance, regardless of whether they have employees. We are wanting to inactivate the license to avoid paying worker’s comp, however we have 20+ active contracts in all phases under a Joint Venture license with another entity, which only holds the “B” classification. Some of the contracts are signed but work has not started yet. Will inactivating our company license preserve the Joint Venture license and at the same time eliminate the need for worker’s comp? A: Absolutely not. Joint Venture licenses are made up of two entities, each of which must have a current active Contractor’s license. If you were to inactivate your company’s license, the Joint Venture license would in turn be suspended. If you are not using the “C-39” classification, and only require the General Building (“B”) I would suggest you submit an application to remove the Roofing classification from your license. Once it’s removed, you can submit an exemption from Worker’s Comp form and cancel your policy. While knowledge is power, knowing where to go for the answers is half the battle.
