2012 Annual Awards
T
he winners of the CATT 2012 Annual Awards Competition were announced at the December 7 Christmas Holiday Party. 18 nominations were made in 5 “project” categories and 35 nominations were made in 6 “individual achievement” categories. CATT members voted on the CATT website for the individual achievement awards while project evaluation was done via the use of an independent panel of judges. Project Judges were: Brian Whitmore of Williams + Paddon, Jean Henning with the West Coast Lumber & Building Photo ID of winners (L to R): Andrew Cross (Truckee-Tahoe Lumber Company), Paul Griggs (Griggs Custom Material Association, and David Peterson with Fine Line Homes), Mark Tanner (Mark Tanner Construction) with Greg Pasquali of Holliday Development, Larry Young Construction. s a builder of luxury estate homes subcontractor selection is a crucial part of the construction process. With most of our business being in the bay area, and our firm being located in the bay area, selecting local subcontractors was a daunting process. The estate we are building this year in Sunnyside had a difficult window spec for a product that we have a 17 year relationship with (Loewen). Damian did a great job of not only educating us on the Marvin product, but on California Craftsman and what they have to offer. We were NOT disappointed. t was good seeing many of you at the Christmas Party and speaking with some of you about the exciting things you are doing. It has been my distinct honor to serve as your President. So many of you, in my opinion, would do a great service to this association by serving as board members or committee members, or even as executive officers. With so many great undertakings being explored, now is the time to step forward and make your voice heard. Now that the self-insured group venture is “out of the closet,” do yourself a favor and take full advantage of this historic opportunity. As well, consider the new fundraising events our committees and directors have concocted, which are sure to bring CATT squarely into the light of the community’s attention once again. Looking ahead, we will be celebrating 15 years of industry excellence and involvement. You might be surprised to find out what’s in store for this coming year. So, get in the mix and make your association strong. As I step down to take my next seat of office, I offer my gratitude once again to the staff and officers, directors and committees of CATT for being so very professional, and pleasant to work with. I also humbly offer Mike Forshee, your incoming President, every good fortune and a hearty “God Speed” to all he will be overseeing and negotiating in the months to come. Good News - Placer County Listens to CATT CATT Members thought a change was needed on Placer’s County’s policy regarding the use of pressure treated wood. CATT LGAC (Local Government Affairs Committee) member Eric Bacon (Shelton & Bacon) drafted a letter that caught the attention of the Tahoe Truckee Engineer’s Association. TTEA rep Doug Gadow (Gary Davis Group), who is also a CATT Board member, signed on to the letter sent to Placer County. The letter explains why the County’s interpretation deserves review. And the County agreed! Thank you Eric for taking the time to write the letter and thanks to TTEA for their collaboration and support.

Dear Mr. Wegner, Thank you for attending the CATT Local Government Affairs Committee meeting July 16. This letter is a followup to the July 16 discussion about code changes and your interpretation of those codes. Please note that this letter reflects the views of both CATT and TTEA, the Tahoe Truckee Engineer’s Association. Recently the Placer County Building Division has begun requiring pressure treated framing or naturally decay resistant species for exposed exterior decks in the Tahoe/Truckee area. This requirement has been extended to ledgers, joists, girders, and posts. Until this point in time, deck framing was typically non-pressure treated Douglas-Fir in 2x through 6x sizes. In general, non-pressure treated framing has performed well and there haven’t been widespread issues that justify the expense and special hardware that accompany the switch to pressure treated framing. Naturally decay resistant species are not practical for structural use in this area due to their low design values. Based on conversations with the Tahoe office, the code section that requires pressure treated framing is CRC R317.1, item 6, which requires P.T. framing for “wood structural members supporting moisture permeable floors or roof… such as concrete or masonry slabs”. This same exact wording also appears in CBC 2304.11.4.2. Both of these code sections are meant to address wood members in contact with, or close proximity to, the ground, or address specific situations where framing is not in contact with circulating fresh air. This same provision appears in previous editions of the CBC and has never been interpreted as being applicable to decks. This code provision is clearly meant to address lumber in contact or close proximity with soil or concrete, and should not be applied to wood decks that are open to circulating fresh air, regardless of whether the deck is exposed to moisture. Other code sections that address this issue are CRC R317.1.3 and CBC 2304.11.5 which require pressure treated framing for decks where there is a demonstrated and specific need. Based on the long and successful history of framing decks in Tahoe/Truckee without pressure treated lumber, the finding of a demonstrated need cannot be made. There have been isolated cases of deck failure in this area, which can normally be attributed to a failed ledger. Two leading causes of ledger failure are an inadequate ledger-to-wall mechanical connection, or improper flashing details that lead to ledger and/or wall rot. Wall-to-ledger flashing is already required by CRC R703.8 item 5, and the application of this provision will eliminate the leading cause of deck failure in this area. It is the recommendation of CATT and TTEA that deck ledgers are required to be flashed per the above code section, but all other deck framing is allowed to be non-pressure treated, unless areas of specific need are identified by the registered design professional. Furthermore, in areas above 5,000 ft elevation, non-pressure treated lumber should be allowed in all cases without having to make a specific case-by-case request. Thank you for the opportunity to review your letter dated September 12, 2012, regarding preservative treated wood requirements in Placer County’s High Country. After reviewing the above mentioned CATT And TTEA letter requesting clarification of CRC code section R317.1(6) and CBC section 2304.11.4.2, requiring preservative treatment of supporting structural components for wood supported decks, please know the County agrees with your assessment. For the reasons stated in your letter, the Placer County Building Services Division will not require the structural supporting members of the wood decks to be preservative treated wood for elevations 5000 feet above sea level in unincorporated Placer County. This may apply to currently permitted projects where plans demonstrate preservative treatment; solely at the permit holder’s discretion as both methods are code compliant. Both the Field and Office set of approved plans will need to be amended to reflect the desired method for any of these projects that have been approved previously; please help us share this information ensuring permit holders are aware of this potential adjustment. In any case, the code requires flashing at the ledger locations in maintaining the structural integrity at the connection point. From this point forward, the County will rely upon the designer’s code compliant preference, as it relates to the stated code sections above, ensuring the proper protection of exterior exposed wood members. CATT Members Giving Back to the Community
S
unday, December 2, was the day when CATT members were scheduled to host the Sierra Senior Services breakfast in Truckee as a fundraiser for the “Meals on Wheels” program. Members helped in every function needed for the breakfast fundraiser – cooking, serving, and cleanup. As a bonus, Kevin Davis and Samantha Smith played the piano for background music – what a nice touch! December 2 was also the day when weather forecasters predicted the Truckee River might flood not only in Truckee but also in parts of Reno and Sparks. Did that dire prediction stop CATT members? No! They all showed up! Even members from the Reno-Sparks area drove up to donate their time giving back to the community. CATT is very lucky to have such dedicated and fearless members.
