he Octoberfest-themed Mixer held at The Rock complex in Truckee was prime time for networking with some food and drink thrown in. The spread of treats was extensive, with sausages, sauerkraut, and pastries a nod to the Bavarian festival signaling the end of summer. A cardboard photo prop got some laughs in contrast to the bean bag toss where contenders looked pretty serious. The slew of raffle prizes kept everyone around as darkness set in. ll the hard work performed by CATT’s sister organization, C.A.T.T. Community Project, was recognized in a big way when the Truckee Donner Chamber of Commerce selected C.A.T.T. Community Project as the 2014 winner of the Chamber’s “Revitalization” award for small projects. Projects cited in the award description included the staining of Truckee’s Old Jail Museum; repair and painting of the McIver Dairy buildings; involvement with the Tahoe Pyramid Bikeway; building recycling containers for the School District; and design/construction of the base for the historic Victory Highway Eagle Monument. Congratulations to the C.A.T.T. ext month the new Board of Directors and Officers will take over and I would like to welcome all of them. Serving as your president over the past year has been a rewarding and enjoyable experience. I believe in the work that CATT does for its members and feel that it provides a needed and valuable liaison to the community at large. I would like to encourage all of you to get involved at whatever level you can. CATT functions best for its members when they are involved and have input into its matters. Plus, it is a great way to meet fellow contractors and associates that are part of our industry. There is a variety of committees and events with which to become associated and any amount of time is always greatly appreciated. I would also like to thank my fellow Board members and officers, committee chairpersons and members, and especially the office staff. Local Government Affairs Committee (LGAC) Meeting Information

he next CATT LGAC meeting is Monday, December 15, 4 pm, here at the CATT office. Guest Speaker is Johnny Goetz, Chief Building Official for the Town of Truckee. Johnny will give a recap of the online survey results, present 2014 accomplishments (there are a lot!), and give a glimpse of what to expect in 2015. Any CATT member is welcome to attend this meeting. The monthly LGAC meetings are usually held the 3rd Monday of the month, 4 pm, at the CATT office. TRUCKEE BUILDING & SAFETY DIVISION NEWS
I
just want to give everyone a quick update on our new software project being implemented town-wide provided by New World Systems (NWS). The first of our “go-live” is fast approaching through our Finance Department set to occur on January 5, 2015. The Finance team has been doing an amazing job getting all of the financial package set up including the general ledger, billing, cash receipts, accounts payable, purchase orders, etc. This team, led by Chrissy Earnhardt (Denton’s real boss), Paula Maiwald, Nikki Casey, and Kim Szczurek, has spent countless hours setting up this module. This module will allow all departments to interface directly with Finance on daily “real time” basis. The other side of this package is the Community Development (CD) module. Within this package is a complete revamp of the permit, inspection, and planning processes. We have been hard at work converting our fees, permit types, inspection types, etc. into the new format required by NWS. We believe that in the end this will be a far more efficient system then what we have today, and will allow some unique opportunities to occur. For example, online submittal, online inspection scheduling, and online viewing of real time inspection resulting, to name a few. This module will be rolled out over time but the “go live” date is set for April 1, 2015, which really is just around the corner. There will be some significant changes that will take some time getting used to in the short term. Specifically, the IVR scheduling system that is in place today will go away as we move to online scheduling and submittal. We will provide the opportunity to call in your inspection requests during the transition; however, we are hoping to follow the national trend of utilizing the online module for the majority of the requests. You will always have the availability of Town staff to manually schedule an inspection for you and submit your plans in hard copy form, so not to worry. This setup and implementation has taken a considerable amount of hours, patience, outside thinking, and team collaboration. We would not be where we are today without the true commitment of all of the staff, but I believe it is important to give credit where credit is due, and Laura Dabe and Pacita Ravey have been nothing short of miraculous with their efforts. We will continue to provide updates and at some point in the early months of 2015 have some training for all to attend and use. I
t might have been ‘either/or’ for our first contractor who will learn it’s really ‘neither/nor’ in his ‘General’ answer. An aspiring contractor discovers if his degree is experience enough for a license. We ‘renew’ the hopes of a contractor leaving the state that his license will ‘travel’ with him… Q: I currently have a “B” General Building license and I just hired a new employee that has an “A” General Engineering license. We want to form a new entity, in which I will be the majority owner. We specialize in concrete work, mainly driveways. Would you suggest that we use my “B” qualification for the new license or his “A” qualification? A: Actually neither. If you are only doing driveways you would want to apply for a “C-8” Concrete license. There are a few classifications in which you can request a Waiver of the Trade exam based on the current classification that you hold, and the “C-8” is closely related to both the General licenses, so either of you could apply to add that to your license and once added, apply for the new entity’s license. Let me know if you’d like assistance with this two-step process. Q: My son recently graduated from college with a degree in Construction Management and he eventually wants to take over my construction company. He worked for me while attending school but not full time. How much credit does the CSLB give him for his degree? A: The CSLB may grant up to three years of work experience toward the four years that are required. How much time they credit your son will depend

on the course work he took, so he will be required to submit official sealed transcripts. Since his degree is in the construction field, I would suggest that your son be prepared to show at least two years of practical experience in addition to his four year degree. Q: I am moving to Nevada at the beginning of the year and I plan on applying to get my contractor’s license. I have been licensed in California for over twenty years but the license expires on November 30th. I want to use my CA license to apply for Reciprocity but I don’t want to pay the renewal fee since I won’t be using it any longer. Will the couple month lapse disqualify me for Reciprocity? Also, I noticed that Nevada has a “B” and a “B-2” license; what’s the difference? A: The rule between California and Nevada with regards to Reciprocity is that you have to have been actively licensed for five out of the last seven years and you have to have passed the equivalent trade exam. So no, a couple month lapse shouldn’t affect your ability to qualify. Regarding your second question, the “B” classification in Nevada is equivalent to California’s General Building classification. The only difference in the “B-2” is that it limits you to structures under three stories. In order to qualify for the full “B” you have to have experience doing work on structures over three stories in height.
