ho wants to know what benefits are in store for them with CATT? With a great start to 2015 and the combined efforts of your peers, it’s quite a lot! We have our annual board meeting February 2nd where the rubber meets the road we’ve paved. Our committees will give their reports on what goals are set and how they will be achieved. We will look at the solidarity of our operations and how our resources will provide what’s needed this year. The list is extensive and well prepared. A good portion of my time has been spent looking at our various committees in further depth, and trying to see where more support could be used. I can tell you that every CATT member has skills and abilities that can be utilized. I encourage anyone who is interested in maximizing their membership to contact a committee of interest, our office staff, or myself (rootski@sbcglobal.net or 530-307-0717). Being involved is an excellent way to improve your contact base, resources, and even to develop your own businesses.

And I would be remiss to not mention The Office Boss and acknowledge Marylee and Brian’s excellent service every month for the inserts, which will also be produced in house. We are lucky to have both companies as dedicated CATT members! Another potential change could be growing the newsletter to 12 pages. That growth is related to more ad sales. The CATT newsletter is your direct member-to-member communication piece. The CATT Board took action at their January 5 meeting to name Mitch Clarin (Mitchell T. Clarin) as CATT Vice President for 2015. Mitch’s selection left a vacancy on the Board, which was filled by Scott Eckard with Eckard Roofing. Scott’s term is for one year. Scott was the Chairman of the 2014 Christmas Holiday Party. Welcome Scott!

n December 17, 2014, the Governing Board of the Tahoe Regional Planning Agency approved the last set of needed changes to the residential allocation program. Their action was the culmination of more than a year’s worth of meetings to address problematic features of the program. Fixing this system had been a high priority for CATT. Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.

I

f you think the same thing as our Arizona solar contractor about new TPT rules, you could also be stuck between a ‘ROC and a hard place.’ Sometimes vague statutes written into law can be subject to misinterpretation or implications never intended. Time has run out for another contractor, so don’t let this happen to you… Q: We have several Home Improvement Salespeople (HIS) registered on our license. I am the Responsible Managing Employee (RME) on the license and my boss recently suggested that I should register as a Home Improvement Salesperson since I sell and negotiate products as well. Is this required even though I’m the RME on the license? A: No, you are not required to register as a Home Improvement Salesperson. The official personnel listed in the CSLB’s records for the contractor’s license are exempt from the requirement to be registered. This includes individual contractors, Qualifying individuals, Partners, Officers of a corporation, and Responsible Managing Employees (RME’s). Q: You helped us get our Arizona license last year and I received a renewal form from the AZ Department of Revenue for our Transaction Privilege Tax (TPT) number and noticed that there is a new rule for contractors effective 1/1/15. It states: “If you are a contractor whose only business is to enter into contracts with the owner of real property for the maintenance, repair, replacement or alteration of existing property, beginning January 1, 2015, you do not need to have a TPT license.” We only do solar sales and installation, so does that mean that we do not need to renew?

A: While the notice certainly implies that you do not need to renew your TPT license, that notice is misleading. The Arizona Registrar of Contractors (ROC) still has a statute in place that requires all applicants and licensees to provide them with a TPT to obtain or renew a contractor’s license. According to the ROC’s website “the ROC has asked the legislature to make these laws more consistent by removing this TPT requirement. Until this change is made, contractors should maintain their state TPT license.” Q: Our Qualifier left the company some time ago and just recently notified the CSLB by disassociating from the license. Because he left over 90 days ago, our license was automatically suspended. We have an application in progress with a new Qualifier but he hasn’t even been scheduled for an exam yet. Is there any way to get an extension? If yes, how do we go about requesting that? A: In many cases the CSLB will grant you a one-time 90-day extension to replace your Qualifier. However, it is unlikely that you will be approved for this request due to the fact that your license is already suspended. If, for instance, you were within your initial 90 days and you submitted your new Qualifier application along with a request for a 90-day extension, the CSLB would likely approve it. Q: We are making a company banner and want to know if there is a size violation if the contractor number is too small on the banner? A: While the CSLB does have regulations about font size when displaying your name and license number on company vehicles, I am not aware of any regulation for font size on banners. ___________________________________________________________ While knowledge is power, knowing where to go for the answers is half the battle. I

n the spirit of the new year and the changes that lie in front of us with the new software program, online submittal, online inspection scheduling, etc., I wanted to share two additional changes with you that are either in effect as of now or will be in effect within a few weeks. The first change is a direct result of the successful implementation of “Over the Counter Thursdays” and the momentum that is being generated now. To proactively address the future of this program, we have added another type of permit to “Over the Counter Thursdays.” Specifically, additions less than 200 s.f. in size stay the same, and we will now accept additions from 201 s.f. to 600 s.f. This will also include detached garages; however, for other detached structures in this new square footage range, it shall be based on Chief Building Official approval applying a number of different factors. The caveat for the expanded program type (additions of 201 s.f. to 600 s.f.) is that the design professional must be present at submittal. This added program feature generated a great discussion with members of CATT, TTEA, and others at the January 13 Building Working Group meeting, enabling everyone’s input and voices to be heard. The second change is huge! The Town of Truckee Building & Safety Division is actively in the process of going paperless. We will be scanning the submittal and related documents into our retention system (Laserfische), which will allow the staff to view the file from tablets in the field or desktops in the office. We will become more efficient with our time—doing this at the beginning of a project and not at the end, where backlog can be insurmountable at times. We will encourage electronic submittal, as this would allow for a drag and drop and no scanning required directly into Laserfische. You can submit on CD, email PDF, flashdrive, etc. as we will not be keeping the hard copies submitted—they will be placed in the recycle bin. The date for this roll out is still a few weeks away with the anticipation it will occur during the week of January 26, 2015. Look for more efficiency to come in 2015 and beyond as we want to carry on our successes from 2014.
