2016 CATT Christmas Holiday Party —The Best Yet!

C

ATT members and guests crowded the Regency Ballroom at the Hyatt Lake Tahoe in Incline Village, Nevada on December 9 for the 19th Annual CATT Christmas Holiday Party. The attendees enjoyed socializing, delectable food, great music and fabulous prizes. The Party Committee’s gold, white and black “Winter Wonder Glam” theme was carried out in all the decorations, adding an elegant touch. The Committee set the tables with a variety of sponsored gifts and handy tote bag. Appetizers were served, the Photo Booth was so popular there was a waiting list, and a PowerPoint slide show of all award nominees and party sponsors was shown in the time before everyone sat down to dinner. Master of Ceremonies Rich Molsby (Molsby & Bordner, LLP) presided over the evening program, introducing board members, Party Sponsors, and CATT staff. Rich thanked the hard working Party Committee members and volunteers. The Annual Award winners were announced by Awards Committee Chairman Greg Haupert (Sierra Integrated Systems) with CATT Secretary Ryan Swenson (Simpson Strong-Tie) giving the plaques to the winners. A

diversity of projects and individual entries marked CATT’s 2016 Awards competition. Also notable was the fact that some project nominations were jointly submitted and no nominations were received for two categories: Best Use of Technology and Sustainable Building Methods. 18 nominations were made in five project categories and a three-person panel of independent judges from Reno and the Sacramento area selected the winners. appy 2017 to CATT Members! My name is Mike Nethersole and I am your CATT President for 2017. I served as CATT President in 2005 and have been on the Board since 2003. I also sit on the Board of our sponsored charitable organization, C.A.T.T. Community Project. I am a general building contractor and owner of M.D. Construction and Consulting, based in Truckee. I have been in the construction business since 1976. I encourage all of you to attend the Annual Meeting on Monday, February 6, 5:00 p.m., at the Tahoe Truckee Airport Admin. Building. You will meet the Board of Directors plus chairmen from the committees. You will hear about committee accomplishments from 2016 and committee goals for 2017. It is a jam-packed meeting covering many CATT activities. CATT serves the construction industry by representing us with the different governmental entities and utilities. These entities and utilities affect all of us. We are doing a great job and have ambitious plans in 2017 to improve our relationships with these important partners. CATT Local Government Affairs Committee (LGAC) CATT Local Government Affairs Committee (LGAC) January 9 Meeting and Speaker The next LGAC meeting is Monday, January 9, 4:00 p.m., here at the CATT office. THIS IS A DATE CHANGE. The meeting was moved from the regular meeting date (third Monday of the month) to the second Monday to avoid the Martin Luther King holiday. Placer County CDRA Principal Management Analyst Shawna Brekke-Read is the guest speaker. Shawna will provide updates on Building and Planning activities. Shawna will also introduce Inspector Steve Adcock to help CATT members and Placer County staff get better acquainted. Any CATT member is welcome to attend LGAC meetings. Truckee Gross Floor Area

A CATT Committee has been working on the various ways the Town of Truckee calculates gross floor area (GFA). The Town Building Division does not include any square feet (SF) for the top floor of a stairway. For example, on a three story building, the stair area is only counted twice. It appears the Town Planning Division does include the stairway on the top floor (i.e. air). This additional SF has meant that some residential plans have been questioned or rejected by the Planning Division for exceeding allowed floor area. The Town’s Development Code contains this definition of Gross Floor Area (Section 18.220.G): Gross floor area. The floor area within the inside perimeter of the exterior walls of the building or area under consideration, exclusive of vent shafts and courts, without deduction for corridors, stairways, closets, the thickness of interior walls, columns or other features. The floor area of a building, or portion thereof, not provided with surrounding exterior walls shall be the usable area under the horizontal projection of the roof or floor above. The gross floor area shall be calculated or computed in accordance with the Title 15 (Building & Construction) of the Municipal Code. CATT’s Gross Floor Area (GFA) Committee prefers the Town’s Building Division methodology for counting stairways and has drafted some clarifying language for the Development Code to insure consistency: “Gross Floor Area: The floor area within the inside perimeter of the exterior walls of the building or area under consideration, as measured from the interior face of the exterior wall exclusive of vent shafts and courts, without deduction for corridors, closets, the thickness of interior walls, columns or other features. For stairways and elevators that connect multiple levels, floor area shall be counted on all levels as if it were a solid floor except that the area of the stairway or elevator shall not be counted as floor area on the top-most interior level served by the element. The floor area of a building, or portion thereof, not provided with surrounding exterior walls shall be the usable area under the horizontal projection of the roof or floor above.”

The GFA Committee is working on further refinements to the clarifying language. The Town Planning Commission will review this issue on Tuesday, January 17, 2017. The Commission meeting starts at 6:00 p.m. CATT members are urged to attend this Planning Commission meeting in support of the CATT Committee efforts for a consistent approach.

At their December meeting, LGAC members changed the name of the “Legal Defense Fund” to the “Issues Action Fund.” This name change reflects the broader use of the funds i.e. it is not solely for legal defense. Past use of the Fund was to hire consultants to scrutinize Truckee Traffic Mitigation Fees and North Tahoe Fire Mitigation Fees. The Issues Action Fund is a dedicated fund—it is not used for CATT general operations. Members can contribute to the Fund as part of their dues renewal payment or by going onto the CATT website www.ca-tt.com. The donation form is always on the CATT home page. A donation form is also accessible on the Issues LGAC webpage.

Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.

F

irst, an answer for ‘HIS’ question on call. Next, a NV contractor is finding a ‘marathon’ course in seeking his application approval before I help ‘line up’ the hurdles to overcome. Finally, an electrical contractor discovers he’s already ‘wired in’ to a new class… Q: I was wondering if you are able help with HIS (Home Improvement Salesperson) registrations. If our company, a Nevada LLC, has employees selling solar systems over the phone to CA homeowners, do their employees need to have their HIS registrations? A: No, if the employees are selling solar systems over the phone, then HIS registration is not required. A Home Improvement Salesperson is defined as an individual who is employed by a licensed contractor to solicit, sell, negotiate, or execute contracts for home improvements, outside the contractor’s normal place of business. Q: You are helping us with our Nevada Contractor’s license and we are almost to the finish line of issuance. I reached out to City of North Las Vegas to get my City Business License started. However, they say I need to provide my NV State Contractors License number first. My question is, on the letter I received from NV, called the Contingent Letter of Approval, at the bottom it states I will need my Business License before they will issue me a Contractor’s License number. So in other words, if I am reading this correctly, I will be running in circles. Can you explain how this will work? A: You are not alone as we are often called to help! It is easy to feel as though you are running in circles when dealing with the bureaucratic authorities. Here’s the deal: you are required to have a State business license number (issued by the Nevada Secretary of State) before your Contractor’s License number can be issued. Similarly, you must have a Contractor’s License number to obtain a City business license number. So, the order is to first obtain your State business license number (which we have already completed), and second, obtain the

Contractor’s License number (which is near completion), and lastly you can start the process of obtaining a City business license in each city that you plan to conduct business in. Easy. Q: Our Company is licensed with the “B” (General Building) and the “C10” (Electrical) classifications. My brother has Qualified both classifications since the 1990’s. We have had several projects where the project owners are requiring “C-7” (Low Voltage) licenses. We have an employee who has worked for a Low Voltage company in the past, and he can have his former employer sign to verify his experience, and he also should have no trouble passing the required exams. Does he need to get his own license first and then we add him to our license, or how does that work? A: No, it is not necessary for him to obtain his own license first before adding the “C-7” to your Company license. You can avoid that step and apply to add a classification to your Company license. Just FYI, since your brother has held the “C-10” classification since the 90’s, he can also apply to add the “C-7” classification to your license and request to Waive the exam. Based on B&P Code section 7065.3, a Qualifying individual can request to Waive the exam if the classification being added is closely related to the classification currently listed on the license (that is the case in your situation). Your brother will need to show that low voltage work has been a significant part of the work being done with your “C-10”. While knowledge is power, knowing where to go for the answers is half the battle.
