Christmas Holiday Party Beats All Time Attendance Record

H

undreds of CATT members and friends jammed the Grand Sierra Ballroom at the Resort at Squaw Creek for the December 6 party, setting a new attendance record. Beating the old record of 349 attendees in 2006, the 2013 party saw 365 people enjoy good food, good music, good prizes, and good news. As if on cue, snow started falling at 4:00 that afternoon to create a winter wonderland outside while inside, the Party Committee decorated every conceivable surface and set the tables with a variety of sponsored gifts. Appetizers were served, raffle tickets sellers were in high gear, the Photo Booth had a waiting list, and a powerpoint of all award nominees was shown in the time before everyone sat down to dinner. Master of Ceremonies Josh Root (Root of Design Electric) presided over the evening program, introducing board members, Party sponsors, and Party committee volunteers. CATT President Michael Forshee (Forshee Construction) recognized three board members who finished their board service in

A NOTE FROM THE

CATT Calendar

President

(All meetings at the CATT office unless otherwise noted)

T

he holiday season is over and the New Year is upon us. As your new CATT President, I would like to welcome you to 2014. I believe this year will be one of the best for the Association and its members. We have many events/projects planned for the next twelve months and hope that you will participate in as many as possible. The Association truly wishes to benefit you and your business. One of the most exciting projects is the possible donation of a parcel to CATT for a “shared sites” building in Truckee. This building will serve as a new office for CATT and will be available for other non-profits organizations. We ended the year with 337 members—our highest ever. Many thanks to all of you who recruited new members. We hope to add to that number in 2014 thereby increasing the recognition and influence of CATT within the Truckee Tahoe region. We added new staff in 2013 and I believe we now have a great team in Pat, Amanda, and Kim. They are working very hard for you and if you have not met them yet, I encourage you to stop by the CATT office and introduce yourself. I hope to see you at the Mixers, New Member Orientations, golf tournament, and especially at the Christmas Party. All are lots of fun and a great way to network and stay up to date with what is happening in the construction industry. Many thanks to Michael Forshee for his work as our 2013 President and to the Board of Directors. I look forward to serving you as the 2014 President and welcome your comments and ideas.

Gary Crosswhite, 2014 CATT PRESIDENT NEWS FROM THE

Executive Director

B

ig thanks to incoming President Gary Crosswhite for his donation of carpenter pencils for CATT promotional purposes. These pencils are excellent givea-ways at the Truckee Home Show and other similar events. The CATT name, logo, phone number, and website are displayed on the pencil. The pencils generate many positive responses and also some puzzled looks by those who ask “What is it?” Thanks Gary— one little pencil can do so many things… And big thanks are due to Gerald Wallace (Truckee Stone and Tile Cleaning) who came in on a weekend and cleaned the office carpets. Thanks Gerald for helping us shine as we start the New Year! We have already received more than 90 renewals and 2014 just got started! Thanks to all of you for your early bird renewals and remember the flat screen TV drawing is open to any member who renews by January 31—just in time for the Super Bowl February 2. Feel free to contact me (530-550-9999 or pat@ca-tt.com) if you have any questions or comments about CATT!

TRUCKEE COMMUNITY BUILDING

I

nterest is growing in the “Truckee Community Building (TCB),” prompted by the installation of two 4’ x 8’ signs on the proposed TCB site. The signs were installed December 16 by CATT members. The site is located in the Planned Community 3 (PC3) subdivision at the intersection of Brockway Road and Highway 267 in Truckee. The TCB will be made possible by a generous donation of a 6.33 acre parcel (Parcel 6), given by the Joerger family who owns the PC3 land. CATT’s charitable Left to Right: CATT sign installers/ board members Mitch Clarin and Paul Griggs (Mitch and Paul are also on the C.A.T.T. Community Project board)

sister organization, C.A.T.T. Community Project, will be the recipient of the donated parcel. The TCB is essentially a shared non-profit business center, similar to the Parasol Building in Incline Village where 19 non-profit organizations share meeting rooms, kitchen, office equipment, front receptionist, and more. CATT has taken the lead to make this concept become reality in Truckee. A number of local nonprofit organizations have already lent their support for the Truckee Community Building. Check out the TCB website for more info: www.TruckeeCommunityBuilding.com In September and October, the Town of Truckee asked for public comment related to the proposed subdivision of land for PC3. Thanks to Larry Young (Ward Young Architecture & Planning) for taking the time to formulate CATT comments on the PC3 Draft Environmental Impact Report and Specific Plan. Larry was assisted by fellow CATT members Doug Gadow (Linchpin Structural Engineering) and Mitch Clarin (Mitchell T. Clarin). CATT Executive Director Pat Davison submitted the CATT comments pertaining to Parcel 6 intended uses and mitigation measures. The Town will be responding to those comments in late winter/early spring of 2014 and then the Planning Commission will hold a public hearing to determine whether the PC3 subdivision should be approved. CATT believes that this piece of property is the right parcel for a shared non-profit facility. CATT envisions the Truckee Community Building as a flagship building standing on a signature corner. The CATT Board has given this project high priority and CATT members can take great pride in knowing that they are part of something “concrete” that will improve the community in numerous ways.

NOTICE of ANNUAL MEETING Monday, February 3, 2014, 5:00 PM CATT Office: 12313 Soaring Way, Suite 1G, Truckee

TOWN OF TRUCKEE BUILDING & SAFETY DIVISION

A

s the new year arrives and we look back on 2013, a few things come to mind that are important for our industry. First, the Building Division ended Fiscal Year (FY) 12/13 in the black for the first time in over five years. This is a good indicator that our economy appears to be headed in the right direction, which in turn will create jobs, opportunities, and growth for our industry. Nationally, home construction is on a fairly good upswing, with approximately a 17 percent (17%) increase in single-family housing starts, which the National Association of Home Builders (NAHB) stated “was not a statistical blip.” Further, the NAHB predicts strong growth for 2014 and 2015. The NAHB also predicts that the multifamily housing market will make strong gains this coming year, with roughly a 10 percent (10%) increase over 2013. Second, the Building Division expects to end FY 13/14 in a very good position to provide the service levels that we all want. This could mean the hiring of additional personnel as well as revamping how we do

things in order to become the most efficient we can. Efficiencies are very important to me, as this is how we are compared and judged by our citizens who deserve the very best. Working together with the stakeholders in Truckee, we will create a TEAM that will set the standard at its highest level while providing a safe environment for our citizens. It has been a pleasure getting to know all of the people in the Town that truly care about the product that is put out there, how we are perceived, and how we can work together. There is always more than one way to do things; the fun part is discussing the alternative, the intent of the code, and implementing the process. I look forward to a continued relationship with all of you. Should you have any questions, please feel free to come by my office or simply call me at 530582-2905. Happy New Year and best wishes and luck in 2014.

Johnny Goetz

CAPITOL CONNECTION

Q&A for Contractors

By Shauna Krause, President Capitol Services, Inc.

A

s we wrap up this year and look ahead to the next, we take a moment to reflect on some of our past ‘Q&A’. While some things change many never do… FROM OCTOBER 2001: Q: I am listed as an Officer on a corporation. I do not like the way things are going and want to get off this license as soon as possible. What do you suggest? A: There are two ways to remove your name from a contractor’s license. One is to file an official “Notice of Disassociation”. The second is to write a letter to the Contractors Board asking that your name be removed from the CSLB records. For a Responsible Managing Officer (RMO) the Disassociation notice is your only option. Any correspondence with the Board should include an original (not fax) signature; the date you’re leaving (or have left) the license; and the license name and number. It’s a very good idea to remove your name from the Board’s records. I have seen many instances where someone has left a company but never notified the CSLB. Months, or even years, down the road, when a problem has developed with the license, the State will go after all listed Officers (even those who are no longer with the corporation). (Readers note: This policy has changed and CSLB now wants a Disassociation Notice from everyone.) FROM FEBRUARY 2003: Q: My husband is a subcontractor. He has been hearing other subs

that have a contractor’s license in their wives name but the husbands run the business. I want to know if this is possible and how do I qualify for a license? Since my job is to keep the books, I really have no experience in construction. A: Over the years, I have heard of some contractors placing their wives as the President or owner of the business when in fact they run most or all of the field operation. Usually, this was done to help the company qualify as a Woman Business Enterprise (WBE). Being a WBE can be advantageous when bidding on specified public work projects. For the average contractor, being owned or run by a woman, whether real or illusionary offers few, if any, advantages. I have helped many women qualify for their contractors’ license. In most cases, they had supervisory field experience or directly worked in their chosen trade (painting, plumbing, landscaping, etc.). However, none to my knowledge simply “kept the books”. Since you state that “you have no experience”, the only way to qualify would be if your husband or another licensed contractor served as your Responsible Managing Employee /RME (or Responsible Managing Officer/RMO, if a corporation). To qualify for a license any contractor, male or female needs to show at least four years supervisory or practical field experience. FROM FEBRUARY 2012: Q: Is there a required exam for the “C-61”/”D-21”? A: Yes, the CSLB requires that you pass a law exam; however, there are no trade tests for any of the “C-61” categories. Once you become licensed as a “C-61/ D-21”(Machinery & Pumps) contractor, you should review the entire list of “C-61” categories to see which others you may qualify for. These additional trades would be issued without any further testing. While knowledge is power, knowing where to go for the answers is half the battle. Get expert assistance immediately when you call 866-443-0657, email info@cutredtape.com, or write us at Capitol Services, Inc., 1225 8th St. Ste. 580, Sacramento, CA 95814.
