ATT’s 17th Annual Golf Tournament was held on Wednesday, June 11, at Gray’s Crossing Golf Course in Truckee. Thanks to our generous title sponsors, BMD and Johns Manville, for supporting CATT in a big way! In perfect Truckee weather, 148 golfers competed for prizes and awards, and later heard from BMD Sales Manager, Mike Martin, at the awards party. The 18 Tee Boxes featured a wide variety of great product and company information. The lunch and bar sponsors ensured no one would leave hungry or thirsty. The ever-popular Over the Wall Contest drew huge crowds and the Raffle-Mobile was back and brightly decorated. Logo golf balls were provided by Andersen Windows. C.A.T.T. Community Project Adds New Life to Old Jail Museum

.A.T.T. Community Project volunteers again showed their love of community with a project in historic downtown Truckee. C.A.T.T. Community Project Chairman Josh Root (Root of Design Electric) was the Project Manager for the re-staining of Truckee’s Old Jail Museum on May 31. Josh was assisted by Jim Easterbrook (Easterbrook Painting, Inc.), Robert Cattaneo (United Paint – Stain and Laquer), Ryan Swenson (Simpson Strong-Tie), and Nancy Bruton. F
irst of all, THANK YOU to all of the sponsors, volunteers, and participants in our annual Golf Tournament that was held on June 11th at Gray’s Crossing Golf Course. This event sells out very quickly and is always a huge success. It is one of our biggest fundraisers and we truly appreciate all who make it happen. I would like to remind you of another fundraiser which is coming up—the Shotgun Sporting Clay Tournament on September 27th at the Capital City Gun Club. Another terrific CATT event that gives members a chance to network while having a great time! This year is flying by and soon it will be time for national, state, and local elections in November. The upcoming elections remind me of CATT’s advocacy efforts on behalf of our industry. CATT members and staff consistently attend local government meetings to represent you and the construction trades. This includes the Town of Truckee, TRPA, Placer and Nevada Counties, and numerous Special Districts. CATTPAC interviews candidates to determine their positions on matters that are important to our businesses. I would like to invite you to talk with PAC or LGAC reps or our staff if you want more information on local government issues or particular candidates. As always, we welcome and need volunteers for these important committees.

ust a couple of quick dates to remember in the upcoming months for all to calendar. The first date to save is Monday August 4, 2014 from 8:30 am–Noon in Truckee’s Town Hall as we have scheduled the State Fire Marshal, Tonya Hoover to return to Truckee. Chief Hoover will be giving a presentation on WUI and other State requirements and the training is free and refreshments will be provided. This will be a very informative power point and everyone is encouraged to attend as there will be a Q & A period that will be specific to our region. The second item is the Building Working Group (BWG) and TTEA have decided to combine the meetings to attract more input from all interested parties. The meeting is still the second Tuesday of every month from 3–5 pm located in Truckee’s Town Hall East Wing Conference Room (second floor). We have three Building Officials (Truckee, Nevada County, and Placer County) in attendance at the meeting and it provides an opportunity to discuss inconsistencies between the agencies with the idea of reducing as many of them as possible. We are also reaching out to other jurisdictions in the region to join the group, which would be a benefit to all. Lastly, the September meeting for BWG & TTEA will be the third Tuesday and NOT the second due to CALBO Educational week in San Ramon. This educational week is open to non-members of CALBO and if anyone is interested in additional information please contact me or go online at www.calbo.org. I am looking forward to a great and busy summer and am grateful for the opportunity to work with all of you every day. Issues and Local Government Affairs Committee (LGAC) LGAC Discussion on Options to Fund Affordable Housing
At the June 16 LGAC meeting, CATT members were joined by Tahoe Sierra Board of Realtors President–Elect Mary Nell Hartnett and TSBOR Legislative Advocate John Falk in a discussion about various options to fund affordable housing in Truckee. Some of the options include: parcel charge, franchise fee, business tax, bed tax, sales tax, corkage fee, real estate transfer fee, golf round charge, and ski lift ticket charge. A universal goal of all attendees was to find an option that more evenly distributes the burden on the community as a whole rather than the current Town policy targeting new residential and commercial development. A CATT sub-committee was formed to focus on options and strategy. The first meeting of the sub-committee will be July 1.
TDPUD Proposed Annual Meeting with CATT
The Truckee Donner Public Utility District Board of Directors voted to increase the General Manager’s salary and extend the GM’s contract for five years, despite a CATT request to delay the vote so more information could be provided about the total cost of the salary package. The base salary was not mentioned in the staff report nor was the total increase with all add-ons included. Two weeks after the vote, TDPUD reps sat down with CATT reps and provided additional
information about the increase although the base salary amount was not part of the information. CATT Executive Director Pat Davison and LGAC Chairman Mitch Clarin emphasized our desire to receive advance notice for issues of interest to CATT (fees, codes, standards, etc). The TDPUD agreed to hold an annual meeting every summer with CATT to give a heads-up on issues. This is a great improvement to the existing procedure! Thanks to CATT members Don Leslie (Leslie Heating & Hydronics), Jim Smith (Mark Tanner Construction), and Tony Commendatore (Aegis Insurance Markets) for attending this important meeting with CATT LGAC Chair Mitch Clarin and TDPUD reps.

A Local Case Study - One Way to Meet CA Title 24 Regs by George Royce Jr., Electric Radiant Heat & More

ew CA requirements for increased energy efficiency for both residential and commercial construction kick in July 1, 2014. One local example takes a holistic approach by harvesting solar power which is then used for a radiant heating system. Truckee-based Kelly Brothers Painting opened their new headquarters in March. One building has the office and warehouse and the other is the shop to showcase more of the company’s services. On the top floor of the first build-

ing are two apartments. The two new buildings sit at an altitude of 6,400 feet. The buildings in total cover 5,376 SF and are powered with solar energy. The buildings are heated entirely by a radiant heating element system. The elements were installed under a variety of floor coverings, from tiles to nail down wood planks. Before the slab under the buildings was poured, 1-1/4” thick thermal insulation was installed on the base material. The heating element was taped to the thermal insulation and then covered with a 6 mil plastic sheeting before laying the rebar and pouring the concrete. “What makes this radiant heating system so unique is it is so versatile,” said CATT member and STEP Warmfloor distributor George Royce, Jr., president of Electric Radiant Heat & More. “It can be used for partial or whole building heating, in any size area, under any floor covering. Other advantages are its simplicity, the fact it is maintenance-free, self regulating, consumes little energy, and is easy to install.” Bill Kelly’s expectations were realized when he opened the 16’ door in the new shop. The heat escaped outside, but when the door closed, the room was comfortable again. “I was impressed.” Because the new buildings are in California, the solar energy system will offset more than 60 percent of the total energy use in order to comply with California Title 24.
