ATT’s 18th Annual Golf Tournament was held on Wednesday, June 10, at Gray’s Crossing Golf Course in Truckee. Thanks to our generous Title Sponsors, BMD and Johns Manville, for supporting CATT in a big way! Despite a rainy start, the day improved to perfect Truckee weather. 152 golfers competed for prizes and awards, and later heard from BMD VP of Specialty Sales & Purchasing Chris Garlieb at the after-play party. The 18 Tee Boxes featured a wide variety of great product and company information. The lunch, appetizer and bar sponsors ensured no one would leave hungry or thirsty. The ever-popular Over the Wall Contest drew huge crowds and the RaffleMobile was back and brightly decorated. Logo golf balls were provided by Andersen Windows. Thanks to Jennifer Doss with PacWood, Ray Hernandez with BMD, and Kim English with Ferguson Enterprises, Inc. for all the photos now posted on the CATT webpage (www.ca-tt.com). ome groundbreaking news for your organization! CATT has members who participate in the function of two other organizations, C.A.T.T. Community Project and CATTPAC. These other organizations contribute in various ways to our community and industry. Please see the new CATT website for further details on the function of these organizations and how to get involved. I believe communication is a fundamental key for forward progress. For the first time in CATT history I’ve called for a CATT Summit. The three organizations will meet in July to discuss their goals, functions and strategies. With this open communication between them, I believe we can achieve new heights. How will CATT best serve the industry and community is always a central question. We look forward to further uniting these three great organizations in this first CATT Summit to help all our members continue to receive the best rewards from the best association. Truckee Home Show CATT MEMBERS GIVE PERSONAL ATTENTION TO HOMEOWNERS

members from diverse backgrounds did a terrific job representing CATT at the Truckee Home & Building Show on Memorial Day Weekend. Passers-by were enticed by chocolate candy and a continuous loop of photos showcasing the work of CATT members. Homeowners visiting the booth were given CATT bags for all their goodies, which included a new promo item, CATT magnetic business cards. During the two days of the show, approximately 230 CATT Building & Remodeling Guides and 43 Job to Bid forms were given to local homeowners. The personal touch makes a difference—many of the recent jobs to bid came in as a direct result of the Truckee Home & Building Show! Tackling the booth logistics, giveaways, and volunteer scheduling were Home Show Co-Chairs Gerald Wallace and Colette Fonseca. Gerald and Colette made sure everything ran smoothly!

Guest speakers are Paul Warmerdam, Director on the Truckee Donner Public Utility District Board, and Becky Bucar with the Town of Truckee Engineering Department. Paul will share a little bit about himself as a relative newcomer to the TDPUD Board. Becky will give an update on the Pioneer Trail/Bridge Street Extension as part of the AB 1600 Traffic Fee program. Any CATT member is welcome to attend LGAC meetings. Update on Truckee fire Protection District and Placer County Property Tax Distribution Truckee Fire Protection District (TFPD) does not receive a property tax share from Placer County for a wide swath of TFPD’s service territory. This area includes three miles of the Truckee River corridor south of the Mousehole and most of Martis Valley. Those taxpayers pay their taxes to the County but the County does not disburse a share to TFPD. CATT LGAC has been closely involved with this issue since 2011. More focused research has recently revealed some interesting historical notes about how Truckee Fire Protection District annexed the area back in 1973–74 and the significant impact the 1978 passage of Prop 13 had on those property tax collection and disbursement procedures. Actions from 40 years ago do impact residents and businesses today! CATT LGAC members are working with other community stakeholders to finish the information-gathering phase of this issue and will then move into the “Options” discussion. More details will be presented in future issues of the CATT-A-LOG.
CATT/TSBOR Affordable Housing Solutions Group meeting Topics for 2015 The CATT and Tahoe Sierra Board of Realtors joint group looking for community-wide funding sources for affordable housing in Truckee have been meeting monthly, listening to various speakers cover different topics. Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.
S
ome jokes are always funny, some only funny once. Waiver requests are much the same. Adding specialty classes is a process that begins with one step at a time, despite a contractor’s desire to get it all done now! But first, what name do you display on your work or company vehicles? There is a ‘fine’ line between what is acceptable and what’s not… Q: We have hundreds of work trucks throughout California and the business name on the trucks is a shortened version of our full business name. We were recently cited by the CSLB for not having our full business name on one of our trucks. We have no problem paying the fine, but without having to update our hundreds of trucks, how do we make sure this doesn’t happen in the future? A: The business name that you have on your company vehicles is considered “advertising” so yes it must match the business name on your license. Since you don’t want to change all of your existing trucks, I would suggest adding the shortened version of your company name that you have on your trucks as a DBA on your license. That would require a name change form with the CSLB. Q: Last year we had to replace our Responsible Managing Employee (RME) with one of our Officers. Because he had been with the company for so long as an Officer, the CSLB granted him a Waiver of the exams. He is going to be retiring soon so we need to put another person in the Responsible Managing Officer (RMO) spot. We plan to use another Officer who has been with the company for over 10 years, so that he too can request a waiver of the exams. Can you help us with this? A: While we do assist with the process of replacing your Qualifier and Waiver requests, your new RMO will not be able to request a Waiver of the exams. Once your company is granted one for a particular Qualifying
individual, you are required to wait five years before you can make that request again for a different individual. Q: We need to add several specialty classifications to our license. We have an employee who has an Inactive Sole Owner license that holds the electrical, plumbing, and HVAC classifications that we need. How do we go about transferring those to our company license? A: You will need to add the specialty classifications one at a time as the CSLB will only allow you to have one application in process at a time. Since your employee has an Inactive license holding these classifications, he/she will not have to re-test or show their experience background. Q: We are a General Building contractor and we do restoration work. We sub-contract all asbestos abatement work to contractors who have the asbestos certification. We want to add the new “C-22” (Asbestos Abatement) classification to our license so we can start self-performing the work. What are the requirements for that? A: Your “C-22” Qualifier will be required to show at least four years of experience doing asbestos abatement work, take and pass the trade exam (and law exam if they are not previously licensed), and your company will need to show proof of registration with DOSH. If you are not yet registered with DOSH, you will be required to provide the CSLB with proof of registration within 90 days of the “C-22” classification being added to your license. s we roll into the construction season I wanted to give everyone a quick reminder regarding some of the more common issues we see in the field regarding the BMPs. Below is a list of helpful hints and reminders to avoid any unwanted attention and or correction notices. 1.

Final or permanent erosion protection is not shown adequately on plans. Protect all disturbed soil with appropriate installation of straw or fabric blankets, loose straw or pine needles, re-vegetation or other methods that are appropriate for the site. Fiber rolls (wattles) are not installed perpendicular to the flow line. Install fiber rolls parallel to or on contour lines. Fiber rolls installed on top of grade and not secured in place. Install them in trenches three to five inches deep with minimum one inch stakes between three and five feet on center to prevent floating or movement. Piles of backfill material and /or sand are not covered. Provide tarp over piles, properly weighted down, with fiber roll or silt fence around pile where subject to erosion off the site. Erosion from the driveway and mud has been tracked into the street by vehicles accessing the site. Provide 1 ½ inch gravel three inches in depth. The silt fence is falling down. Provide stake supports at not more than ten feet on center.

The silt fence is sitting on top of the soil allowing sediment to pass underneath. Reinstall the silt fence such that the bottom is buried in a trench a minimum of four inches deep and eight inches wide. 8. Sediment is being carried into and being deposited around the street drainage inlet. Correct the on site BMPs to prevent sediment from leaving the site and provide a sediment barrier around the drainage inlet. The barrier may be sand bags, staked hay bails or staked fiber rolls depending upon flow volume and site conditions. 9. Mud and silt runoff has accumulated in the street. Provide a proper temporary sediment dam to trap the silt. This requires maintenance on a dally basis to remove accumulated silt at the dam until the site is stabilized and silt runoff is stopped. 10. The drainage course and/or discharge location of runoff has been concentrated and/or relocated and is adversely affecting the adjacent parcel. Correct the drainage course or discharge location to comply with the approved plan and mitigate the adverse impact to the neighbor.
