Community Project Softball Tournament Snowed Out!
T
he C.A.T.T. Community Project 2nd Annual Softball Tournament scheduled to take place Saturday, May 21 has been delayed. While most teams assembled at the field at 8:30 in the morning, a few were unable to get there due to weather. The captains conferred with CP Chairman Dave Rhoden and unanimously agreed that the field was too snowy, wet and sloppy for a fun, safe tournament. The event is postponed until late summer. Teams from Aegis Insurance Markets; Bobby Jones Concrete; Grateful Gardens; Mann, Urrutia, Nelson CPAs; Truckee-Tahoe Lumber; Western Nevada Supply; and Zachary Engineering were all excited to play, but Mother Nature had other plans.

Kristine was very influential during her tenure serving on the PAC Board and we are all glad she is back! CATTPAC is considering endorsing candidates for County Supervisors of both Placer and Nevada Counties. If you have any opinions on this issue (on the June ballot), please contact the CATT office. In my first column I had mentioned the desire to set up a committee to create a “professional standards to work by” guide. This guide could be used by contractors and clients to keep expectations in check on both sides of the contract. Clients have a clear understanding of acceptable work standards and contractors have an exact idea of the standards they are expected to meet. 10 Most Common Causes of Mold at Tahoe 1. Inadequate ventilation to an attic area. This results in elevated levels of water vapor from the living space entering the area. From this comes condensation and mold on the bottom of the roof plywood and framing. 2. Underfloor crawlspaces that have no moisture barrier present over the earth floor to reduce soil moisture evaporation. If left unchecked, evaporating moisture can significantly elevate levels of water vapor throughout a home causing mold. 3. Insulation that is installed in a manner that blocks attic freeze block venting. 4. Poorly designed roof systems that are unventilated or inadequately ventilated, resulting in condensation and mold on the roof sheathing. Many times water stains and/or damage to the ceiling finish are observed and at times mistaken as a roof leak. 5. Pipe bursts that go for a period of over 48 hours. Hot water discharges tend to propagate mold more quicker than cold water losses. 6. Having more than one vapor barrier in an exterior wall or ceiling cavity. 7. Small living space areas that are not regularly ventilated with open windows. As a result of occupants using the home, they generate water vapor that gets trapped inside. Elevated water vapor leads to condensation, typically in areas that are cold or have little air flow. Condensation is a common cause of mold. 8. Slow leaks will take longer and often go unnoticed. Any evidence of moisture should be addressed immediately before mold can grow. Most common are drains coming out of plastic shower pans and toilet seal leaks. 9. Houses that are left vacant and unheated for an extended period of time can allow water vapor to create dew when temperatures are reduced in the home. 10. Roof leaks and ice dams creating water intrusion above the ice and water shield if there is any.

At the May 16 LGAC meeting, CATT members decided to form a subcommittee focused on policy and requirements for fire hydrants within the jurisdiction of the North Tahoe Fire Protection District. The goal is to develop clear and easy to understand requirements explaining when a fire hydrant will be needed, who should pay for the fire hydrant, and how the “fair share” payment should be calculated. Job Fair and Workforce Meeting

Ryan at the Career Expo/Job Fair
ATT members were actively involved in two separate activities this past month where the “labor pool” was a main topic of conversation. On April 22, CATT Secretary Ryan Swenson (Simpson Strong-Tie) worked a CATT table at Sierra College for their Career Expo/Job Fair. Ryan distributed flyers explaining how to obtain a CA contractor’s license and also had handouts showing job openings posted by CATT member companies. Current job openings are displayed on the CATT website, go to the “I’m a Building Professional” page to see the postings (www.ca-tt.com/job-openings). Thank you Ryan for representing CATT members! On May 12, Tom Just (Mountain Home Center) and Dan Heller (Heller Construction) attended a “State of the Workforce” discussion as CATT reps along with local retailers, a ski resort, the Tahoe Truckee Community Foundation, and staff from the Alliance for Workforce Development (AFWD) and the Northern Rural Training and Employment Consortium (NoRTEC). AFWD and NoRTEC are regional nonprofits providing workforce development and human resource services for businesses, organizations, and job seekers and are funded under a federal grant. As a requirement for grant funding, NoRTEC is required to hold local strategy development workshops. AFWD is under the NoRTEC umbrella, covers six counties, and sponsors the One Stop Job Center in Truckee (aka Nevada County Business and Career Network). AFWD and NoRTEC hosted the May 12 meeting. The strategic development discussion covered significant economic opportunities and challenges impacting business; workforce and economic development priorities; and types of support needed to grow local business. Top strategies that got identified were: education/training; workforce housing; and the need for a central hub of job info. Unfortunately, some of the largest area employers were not present nor were the local Chambers or education providers part of this discussion. Feedback from attendees will be used to create a more comprehensive plan to address workforce challenges and strengthen efforts to respond to business needs. s we head into the summer and our busy construction season, the Town has some exciting news to share with everyone. Before I get to the news, however, I want to remind everyone to ensure that “prior” to breaking ground, you have all of your BMPs in place and inspected. BMPs are an essential part of the startup with any project as they ensure best practices for our storm water protection, rivers and trees, and assist in keeping the dirt on the project and not on our roads. Let’s have a great and safe construction season (though you all never really stop throughout the year) and work together to produce an amazing product as we are “The Leaders and The Best.” Back to the news: It is with great excitement that we have replaced an outstanding plans examiner who retired a few months back with an energetic, free-spirited, outgoing and team-oriented person. It is my pleasure to announce the hiring of Sarah Dorminy as the new plans examiner for The Town of Truckee. Over the next few months, Sarah will be engaging in and learning the “ins and outs” of being a plans examiner through an extensive training program that will benefit all of us for a long time to come. Sarah brings an extensive background that fits the “Truckee Vision” and especially the “Truckee Way,” and was the perfect fit for what we envisioned and were looking for. Sarah grew up in Dahlonega, Georgia. She and her brother and sister were raised by their parents, Rick and Jac. During the interview process, it was apparent that Sarah’s mother and father instilled a

work ethic that far exceeds the norm. Sarah graduated with a Master of Science degree in Engineering from Mercer University in Macon, Georgia. After graduation, she moved to Denver, Colorado, to work as an industrial wastewater engineer for CH2M Hill, and to follow her passion for the mountains and the outdoors. Her career ultimately brought her to California to help build the Davis Woodland Regional Water Treatment Plant in Woodland. Not long after moving to California, Sarah visited and immediately fell in love with Truckee, and knew she wanted to someday be a permanent part of our community. She enjoys mountain biking, backpacking, skiing and being outdoors as much as possible. She recently hand-built a self-sustainable Mercedes Sprinter van conversion to live out of and explore California in. Next time you are in Town Hall, feel free to reach out and introduce yourself to Sarah, as she is fun, witty and outgoing. Sarah will in time bring an enormous resource to all of the building community here in Truckee that we will all benefit from. M
isconception, rumor, misunderstanding or what we don’t know we don’t know can detour your route to obtaining a contractor’s license fast. The relatively new rules for LLC licensing are still a learning curve for many, so a mistaken assumption isn’t a surprise. We also ‘double down’ on questions relating to asbestos… Q: We are going to be applying for a Limited Liability Company (LLC) license using an individual who was previously licensed three years ago. Will the license only show her name, or will all the partners’ names also show on the license? A: First of all, the license is issued in the name of the LLC as registered with the California Secretary of State. In order to obtain an LLC Contractor’s License, you will be required to register the LLC with the CA Secretary of State. In addition, you must file a Statement of Information with the Secretary of State within 90 days of your Registration. The Statement of Information must list any Manager(s) appointed, or if no Managers have been elected or appointed, each member of the LLC. The personnel you list on the Statement of Information is the same personnel you must list on your contractor’s license application, which in turn will be reflected as personnel on your Contractor’s License. So, as long as the Partners are listed on the Statement of Information, they will also be listed, and have signing authority, for the LLC Contractor’s License. Q: My husband is an asbestos abatement Contractor from Oregon and he has many residential projects coming up in California, which they need him to start in the beginning of June. I called Cal/OSHA last month to find out the requirements and they said that he would need to take a course, complete a DOSH registration form, and pay a fee. Now that we
are in the process of completing the registration application, it appears that we also need to be licensed with the CSLB in order to complete the DOSH registration. What are the requirements for the CSLB and how long will that take? A: In order to obtain an unrestricted DOSH registration, you are required to have a “C-22” (Asbestos Abatement) Contractor’s License. Your husband will be required to document at least four years of full-time work experience doing asbestos abatement work and take and pass the law and trade exams. The CSLB also requires that he is in process of registering with DOSH in order to qualify, which it sounds like he has covered. Contact our office if you’d like assistance with the licensing process. Q: We are a restoration contractor out of Arizona and we just recently obtained our California General Building (“B”) Contractor’s License. Occasionally when doing our demo work we come across asbestos. What is the restriction for how much asbestos we can remove without having that specialty license/certification? A: Asbestos abatement or removal does not require an asbestos certification if the total area is less than 100 square feet. Cal/OSHA regulates all asbestos handling, regardless of setting, and you can contact the asbestos unit at ACRU@dir.ca.gov.
