would like to invite you to get involved in CATT. There are two great opportunities available for those who might be interested. The first is to serve as a Board Member. CATT is your organization and your involvement and participation at all levels is very valued. The Board of Directors oversees all of CATT’s activities, finances, personnel, etc., and provides the overall vision for the organization. It is very rewarding experience both professionally and personally. There are five seats available each year. Please contact Mitch Clarin, the Nominating Committee Chairman, if you are interested.

The second is the Awards Committee. This Committee reviews and updates the award criteria, award categories, and works with the judges. If you would like to have input in the types of categories (e.g. maybe a new High Tech category) or would like to refine or change some of the criteria of the awards, then I would encourage you to be a part of this committee. Recognition of all of our contractors, their trades and their exceptional work is important. New committee members and their ideas are always welcomed.

lease join me in welcoming Peg Friesen to the CATT family! Peg is CATT’s new Membership & Event Coordinator.

Peg is being trained by her predecessor, Kim Cross. Kim starts UNR in August for her BS in Accounting but will be at CATT on a part time basis as our bookkeeper! Peg is well known throughout the Truckee Tahoe area due to her 13-1/2 years of experience as the sales rep for Charter Media. In 2010, Peg, as the Charter Media contact, helped the CATT Remodel Committee produce a TV commercial promoting remodeling. Peg is also a Truckee Donner Chamber of Commerce “Ambassador,” and has held other volunteer positions with Civil Air Patrol and high school sports.

I’ll be speaking at Good Morning Truckee on Tuesday, July 8, to give a “Construction Update” covering the last 15 months of remodel and new construction activity in our area. Other speakers that morning include Ephraim Schwartz from O’Dette Mortgage Group and Kane Schaller, President of the Tahoe Sierra Board of Realtors. Good Morning Truckee (GMT) is a community forum to provide timely and relevant information on a variety of topics and create a networking opportunity.

GMT is held on the second Tuesday of every month at Truckee Tahoe Airport from 7–8:30 a.m. Price at the door for Chamber members is $10 per person or for the general public is $12. Price includes a continental breakfast and raffle.

GMT is presented by the Truckee Donner Chamber of Commerce in partnership with sponsors Tri Counties Bank, The Office BOSS, the Sierra Sun, 101.5FM Truckee Tahoe Radio, Truckee Tahoe Airport District, the Town of Truckee, and Chef Ron Allen. I am on the GMT speaker committee (we find the monthly speakers) but for the month of July, I am a speaker! My presentation will be posted to the CATT website after the breakfast.

ATT’s dream to have an office building is being led by a CATT committee under the capable leadership of Treasurer Paul Griggs (Griggs Custom Homes) and Board Member Mitch Clarin (Mitchell T. Clarin). The “Truckee Community Building” Committee includes: Doug Gadow (Linchpin Structural Engineering), Mike Nethersole (MD Construction & Consulting), Ted Owens (Owens Consulting Group), Josh Root (Root of Design Electric), Mike Brown (Stoel Rives), Larry Young (Ward-Young Architecture & Planning). Assisting the committee are Barry Lease (Incline Builders), Ken Foster (K.B. Foster Civil Engineering), and Rich Loverde (Loverde Builders).

The committee is performing due diligence on a parcel being offered by the owners of the PC3/Joerger Ranch subdivision. The donated parcel of 2.73 acres (Parcel 2) is on the south west side of the Brockway Road/Highway 267 intersection and bounded by Hope Court.

Once the PC3 subdivision is approved by the Town of Truckee, the “Truckee Community Building” must be submitted as a stand alone project. This process could take months but the committee is persistent and flexible. Stay tuned for more details as the planning process goes forward.

CATTPAC Recent Endorsements for the California June 3 Primary CATTPAC, the Contractors Association of Truckee Tahoe Political Action Committee, recently released endorsements for two more positions in Nevada County. Citing her approachability, communication skills, management style, and stewardship of tax dollars, the CATTPAC Board decided to endorse Tina Vernon for Nevada County Treasurer-Tax Collector even though she is running unopposed. The PAC Board was also impressed by her accessibility and outreach to educate the public on property tax issues. The Nevada County Treasurer-Tax Collector office has a 98% tax collection rate, which is the highest on record for the County.

Jeff Lake, candidate for Nevada County Superior Court, received high marks from the PAC Board for his pro-business advocacy and knowledge of the construction industry. He has extensive experience defending contractors, with one case going all the way to the California Supreme Court. That case, which he won, prevents plaintiffs from suing for speculative damages against contractors. In a prepared statement, CATTPAC said, “The CATTPAC Board believes Mr. Lake is a rare and important find for a county where construction is such an important economic driver.”

Issues and Local Government Affairs Committee (LGAC)

ecent topics of discussion at CATT LGAC meetings have included: PCWA-installed water meter boxes in Martis Camp, Placer County rules about fencing for pools and spas, TRPA Residential Allocations, and changes to Truckee’s solar permitting process and fees. Here are updates on two issues: • STREAMING OF GOVERNMENT MEETINGS: One initiative undertaken

by LGAC this year is a request to special districts to implement streaming of board meetings for public information. The CATT letter has been posted to the CATT website (www.ca-tt.com). Several districts have agendized the CATT request for board discussion.

• TRPA AFFORDABLE HOUSING: TRPA staff proposed two work programs be approved to increase the supply of affordable housing. The two programs are: evaluate the effects of allowing 2nd units on smaller lots within 1/4 mile of Town centers, and evaluate removing barriers to the conversion of Tourist Accommodation Units (TAUs) into low and moderate income housing.

CATT Executive Director Pat Davison reviewed sections of the draft Housing Needs Program Report and commented that while the two programs are fine for a first phase, the second phase should include reviewing moderate income housing policies to remove competition with market rate housing for the limited number of residential allocations. A moderate income household has income

TRPA says that the region contains approximately 22,000 households, 40% of which are low income, 21% are moderate income, and 39% are above moderate income. (Draft Report, pages v, viii, 20, 21)

TRUCKEE BUILDING & SAFETY DIVISION NEWS

T

he Town of Truckee Building Division has changes underway that I feel will be a benefit to the community of Truckee. First, it is with great sadness that one of our inspectors has moved on to work full time for Nevada County. Andreas Theisen has accepted the position of inspector with Nevada County and began working for them in late April. Andreas worked on and off for approximately eight years for the Building Division. His work ethic and the true passion he displayed will be missed. We wish him the best of luck with his future career.

With adversity comes opportunity, and the Town of Truckee has taken this resignation as a golden opportunity.

We have hired not one but two new inspectors within our Division. We feel that the new inspectors (well, one is not new) will continue to perform at the highest of levels that not only are we committed to, but feel that the community deserves.

I would like to welcome Dan West and Denton Earnhardt.

Dan returns to the Town of Truckee Building Division after working in the private industry for the past seven years. Dan was an inspector for the Town in the late 2000s and brings to our community over 40 years of construction experience.

Dan is married to his wife of 44 years, Cookie. They have two grown children and nine grandchildren to keep them busy. Dan enjoys just about everything and really enjoys just having a good time with friends and family.

Denton joins the Building Division with an eagerness to learn and assist in the growth in our industry. Denton has previously worked for Mountain Home Center in Truckee and has learned some of the industry trades by performing the field installation work for the past seven years, as well as his time spent in the U.S. Navy. Denton is married to his wife of six years, Chrissy (who has been a Town employee since 2007), and they have a two-year-old rock star daughter, Danika. When Denton has free time, he enjoys mountain biking, skiing, and his true passion: sailing.

These two new employees are a great addition to an already incredible staff. Kim Dalbol, my ace in the hole, is still churning out plan checks at a rate that is unmatched by any other in our industry. Pacita Ravey—what would I do without her? Pacita knows everything there is to know

about the permit process and her customer service is second to none. Justin Anderson is a real “go-getter” who brings an array of knowledge to our department. Justin’s duties have shifted from more planning to more building, and we are lucky to have such a motivated employee within our Division. Laura Dabe, who is as valuable as they come, can do everything from planning to permits, which includes a variety of duties from large to small. Laura does anything that is asked of her from all departments. I am especially grateful for her commitment to building and all the time she has spent archiving old county permits, the new software research (coming early 2015), and without a doubt the amount of time she spends correcting and reviewing my grammatical errors in the documents that I need assistance with. It would not be right to not mention our leader, John McLaughlin. John’s expertise in all facets of Planning & Development are truly amazing! His leadership skills provide our division with a resource that is not only relied on, but someone we can learn from day to day. All of these employees are incredible in what they do, committed to the Town of Truckee citizens, and make my job, day to day, fun and memorable.

The Contractors Association of Truckee Tahoe is constantly improving members’ exposure on the internet via the CATT website. The latest improvements are a free company bio and meta tag description for each member. Your company bio (300 words) is shown on the CATT website under your company’s listing. The meta tag description is picked up by search engines. It is 20 words describing your company and is listed in the background of the website—not seen by users.

Whether you have a website or not, being a member helps you stand out on the crowded internet. You can display your logo and a photo of your work for $35/year. These items are shown on your listing page and when the logo is clicked, it links directly to your webpage. Members that do not have a website can really benefit by not having to pay and maintain their own website but yet have a good presence on Google search. www.ca-tt.com

Q: I recently started working for a new company and they would like me to add my license HVAC (“C-20”) to their existing General Building (“B”) license. How will this affect my own personal license? Will I be required to disassociate from my license? I am the only Officer of my corporation.

A: If you have no ownership in the new company that you work for then you will be required to inactivate your own Corporate license. Since you are the only Officer listed on the license if you disassociated from the license there would be no one left with signing authority. Which means if you wanted to reactivate it at some point in the future you would need to “jump through a few hoops” first. My recommendation would be to inactivate the license instead of disassociating.

Q: I was previously a contractor in the State of California but about a year and a half ago I moved out of state. I noticed that my contractor’s license is currently expired, which is no big deal because I don’t plan to use it anytime soon. However, I do have family in California and there’s a possibility that I may move back at some point. Will I be able to just renew my license at that time? I don’t really want to pay fees for something that I’m not using…

to apply for a new license and re-take the exams. As long as you are within a 5-year window, you can renew without needing to take the exams again.

Q: I’ve had an Arizona electrical license for 20 years. When I applied for a Nevada license I was required to still take the trade exam because they didn’t recognize the electrical trade as a reciprocal classification. Is California the same way? I’d like to get my license there but would love to avoid taking the exams.

A: Nevada has determined that the electrical trade is not reciprocal, however it is reciprocal between California and Arizona. So as long as you’ve been licensed for five out of the last seven years in Arizona, you will be able to waive the trade exam in California. The Law exam is still required.

Q: We currently have a Joint Venture license with a General Engineering (“A”) classification. One of our new employees recently added the “B” license to our company’s corporate license, which is one of the entities that makes up the Joint Venture (JV). Can we add that classification to our JV license or are we required to apply for a brand new license?

A: You can add the General Building or “B” classification to the Joint Venture license. There are certain requirements that must be met for the application paperwork so please contact Capitol Services for assistance with the process.
