Community Project Softball Tournament Hits Home Run!
T
he C.A.T.T. Community Project Inaugural Softball Tournament took place Sunday, May 17 at Truckee River Regional Park in Truckee. Although a bit wet, the Tournament was a big HIT! Bobby Jones Concrete and Spirit Tahoe Interior Design & Gallery squared off in the Championship Game. Spirit Tahoe Interior Design & Gallery walked away with the Win (despite one player suffering a torn calf muscle), but much fun was had by all five teams that day. Darrin with Selleck BBQ grilled up scrumptious hamburgers and hotdogs for lunch, generously sponsored by Bobby Jones Concrete. The Concession Stand, sponsored by Shakertown Cedar Shingle Panels, offered all kinds of snacks. Community Project Board members manned the bar where everything bar-related, including the alcoholic beverages, were donated by Fifty Fifty Brewing Co. Due to the event being a success, C.A.T.T. Community Project looks forward to making this an annual tournament. Tom was a general contractor and GLA Morris was one of the founding members of CATT. In Tom’s memory, CATT made a donation to the Truckee Tahoe chapter of the American Cancer Society for the Relay for Life public awareness event. The local Relay for Life is Saturday, July 25, at Riverview Sports Park in Truckee. he Northern Sierra Air Quality Management District (NSAQMD) is requesting screening proposals for projects in Nevada, Plumas, or Sierra Counties. Project proposals must result in reduced motor vehicle emissions or reduced vehicle miles traveled from autos, trucks, or buses. Projects funded in the past include: employee trip reduction incentives, teleconferencing systems, compressed natural gas vehicles, hybrid electric vehicles, and heavy-duty diesel engine repowering/retrofitting. $165,718 is available for grants in Nevada County and $5,217 is available for grants in Sierra County. Monies are to be used or work completed by December 31, 2016. Interested parties are required to submit a two page (maximum) screening proposal by June 1 at 5:00 p.m. Proposals that are selected from the screening will be go through a more detailed selection process with NSAQMD Board approval in September– October. Local Government Affairs Committee (LGAC) Truckee Traffic Fees
T
he Town of Truckee is updating the AB 1600 Traffic Impact Fee (TIF) Program. AB 1600 fees are paid by all kinds of new development usually at time of building permit, not during the land use entitlement or approval process. The fees are based on a “dwelling unit equivalent” or DUE. The current fee is $5,926 per DUE. The fees are designed to pay for the expansion of roadways and intersections necessary for new growth. The intent behind the fees is that the existing community (the Town’s General Fund) should not have to pay for traffic improvements to maintain a desired Level of Service that would otherwise become degraded with new growth. The fees cannot be used for personnel or to remedy existing deficiencies. The current list of roadways and intersections charged to/funded through AB 1600 fees totals about $78 million for 24 improvements. Of that $78 million, about $24 million is allocated to one improvement, the 3rd Tahoe Donner connector, now renamed the Pioneer Trail/ Bridge Street Extensions. The Pioneer Trail/Bridge Street Extensions would be needed when Donner Pass Road between the Highway 89 South/Frates Lane signal (by Safeway/Mountain Hardware) and the Northwoods Boulevard signal fails as a result of new growth. This failure is expected to occur 10–15 years from now. AB 1600 fees have been collected for the Pioneer Trail/Bridge Street Extensions since 1999. CATT has questioned the appropriateness of placing 100% of the cost for this one improvement on new development since there are known and predictable deficiencies. This summer, the Town’s TIF Working Group will be discussing what roadways or intersection improvements will be needed from now to buildout. The TIF Working Group is composed of reps from the Tahoe Truckee Unified School District, Tahoe Sierra Board of Realtors, Tahoe Donner Association, Truckee Trails Foundation, Tahoe Forest Health Systems, Mountain Area Preservation, and CATT, plus a developer rep, at-large community member, Town Council Member, and Planning Commissioner. The Working Group recommendations will go to the Town Council for final action.

Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.
F
or unlicensed contractors, or anyone who tries to play ‘fast and loose’ with rules that protect workers or consumers justice will prevail. From the SWIFT Investigators seeking to ‘sting’ the unlicensed to local prosecutors protecting their consumers, contractors must beware breaking the law… According to the Davis Enterprise Newspaper, a Vacaville Contractor was recently sentenced to three years probation after being convicted of Worker’s Compensation Insurance fraud. This according to the Yolo County District Attorney’s Office. Contractors licensed by the CSLB are required to carry Worker’s Compensation Insurance for their employees. Treating actual employees as “independent contractors” to avoid this requirement can get you into very hot water. If you have employees, make sure the proper coverage is being claimed and that ALL employees are covered. Only covering some, but not all, employees can be just as problematic as avoiding coverage altogether. This case originated from the Yolo County District Attorney’s Information and Resource Sharing Group (DAIRS). This is a group comprised of representatives from the Department of Industrial Relations, The Contractors Board and local building and code inspectors. According to a recent News Release from the CSLB, Contractor Boards in CA and NV teamed up on April 27th in a simultaneous sting operation. This “Boarder Blitz” was the fourth such operation conducted by the Contractors State License Board and Nevada State Contractors Board. According to the media release, “Five unlicensed contractors were cited at a home in South Lake Tahoe, CA while 12 were snared at a Stateline, NV Condominium, including one contractor who holds a CA license and two who had a suspended CA contractor’s license.”
At each sting location, investigators from CSLB’s Statewide Investigative Fraud Team (SWIFT) and NSCB posed as homeowners seeking bids for construction improvements. Using leads developed mostly from Craigslist and local bulletin board ads, investigators developed a list of suspected illegal contractors and asked for bids on exterior painting, paver installation, demolition, and decking. The CSLB and NSCB are working to level the playing field for contractors who are licensed and carry the proper bonding and Worker’s Compensation coverage. If you’re playing by the rules, it is downright annoying and costly to be underbid by those who are cutting costs by skirting the law. Q: I recently moved my business and in the process, forgot to notify the Contractors Board. This caused my renewal to be sent back to the CSLB by the Post Office and now my license has expired. I called the Board and they are sending me another renewal; but in the meantime, I’m out of business. Anything you can suggest or do to help? A: We can speed up getting the renewal to you for signature by picking it up for you in person. Waiting for the CSLB to send it to you can take up to two weeks. We can pick it up same day and email it to you. You can then send the signed renewal along with the required fee to our office and we will hand deliver it back to the Board. The CSLB is taking about 10 business days to process renewal applications, so unfortunately you are out of business until it is processed. The renewal form also allows for you to change your address so you can fill two needs with one deed! Parasol – Inspiration for the Truckee Community Building
N
onprofit groups across the nation have been recognizing and embracing the many benefits of shared business centers. One of the West’s leading models of how these facilities work is located in our own back yard—The Parasol Tahoe Community Foundation in Incline Village, which bills itself as the region’s philanthropic center. Founded almost twenty years ago by North Lake Tahoe community leaders, Parasol Foundation is a nonprofit public charity housed in its own office building, with additional space provided for many other local groups. The Parasol’s building, formally called the “Donald W. Reynolds Community Nonprofit Center” is 32,000 SF in size and was completed in August 2002. The Parasol Foundation’s goal is to encourage a more prosperous community by supporting quality programs provided by local nonprofits. The Foundation’s mission is fulfilled by providing a place where staff and board members of a number of local organizations can focus their fundraising dollars on services and goals rather than administration details. The many organizations that have set up shop in this complex reap the benefits of working together under one roof, as they share resources ranging from office supplies to marketing and fundraising. As many of you already know, CATT is well on its way to securing land generously donated by the Joerger family to build a similar nonprofit center on a triangular parcel between Highway 267 and Hope Court in the PC3 subdivision. The planned Truckee Community Building will house a number of local nonprofit organizations, who will share resources such as parking, a conference room, office equipment and more. CATT and our sponsored charitable organization, C.A.T.T. Community Project, are proud to be spear-heading this effort. The Truckee Town Council approved the overall subdivision zoning for PC3 in March. Site specific approval will be needed for the Truckee Community Building.
