CATT Annual Meeting
T
he CATT Board held the Annual Meeting on February 1 at the Truckee Airport. CATT 2015 President Joshua Root gave each Committee Chair a thank you plaque recognizing their service to CATT under his tenure. Numerous Committee reports were provided by Committee Chairmen describing 2015 Accomplishments and Goals for 2016. The notebook
of annual reports is impressive! CATT 2016 President Mitch Clarin gave a thank you gift to Joshua Root for his term as 2015 President and then Mitch gave a thank you gift to longtime Board member and Past President Gary Crosswhite, who has resigned from the Board. All in all, it was a meeting filled with positive news and recognition for dedication and service to CATT. hank you all for being a part of your association, your most influential voice as contractors. CATT (Contractors Association of Truckee Tahoe) started in 1998 as a few members of your industry making sure our voice is heard. This includes the agencies that oversee us along with the general public, both as clients and adversaries. CATT has newly created a Marketing Committee to help in focusing on a number of fronts including our local industry’s appearance to the above mentioned agencies and general public. As this seems to be an easy task it is not. We all know that many hands make light work, hence creating this new committee. Currently the Committee chair is Greg Haupert (Sierra Integrated Systems, Inc.) ably assisted by Lisa Burns (Ward-Young Architecture & Planning) as vice chair. These two hardworking members are looking for more volunteers to build the Committee. Other Marketing Committee members include: Farrah Deprin (Heslin Construction), Meg Urie Rab (POND Collective), and Emily Vitas (TruckeeTahoe Lumber Company). The Committee oversees the Job to Bid program, selects ad buys to promote the use of CATT members for remodeling, and will be creating a Facebook protocol for a CATT Facebook page. They will also be involved with the newsletter, Guide, and website once more volunteers are found. As if that’s not enough, the Committee is organizing a new poker tournament to be held in April so they can buy more advertising. This ambitious committee is getting the word out about why consumers should use CATT members for any new construction or remodeling project. Other rather sad news, Amanda Bullard has tendered her resignation as Office Manager. Although sad, we wish her well in her next endeavors. This means we are looking for a new office manager. CATT is a great place to work, take it from me, I’ve been working with the Association since before the beginning (20 years now). Lastly I’d like to mention our next CATT mixer will be held on the best day to mix, St. Patty’s Day, March 17, 5 p.m., at Western Nevada Supply, 10990 Industrial Way at the Pioneer Center in Truckee. Should be a lot of fun, please watch your drinking and driving!

I
t is with great sadness we say goodbye to Amanda Bullard, our office manager for the last three years. Amanda is now working for a Reno-based non-profit, the Nevada Network Against Domestic Violence. Interviews are being held for a replacement and the April CATT-A-LOG will include detail about our new office manager. We are also saying goodbye to Bookkeeper Kim Cross. Kim is almost done with her Accounting and Business Administration studies at UNR and we wish her well as she enters the Accounting profession. Taking Kim’s place is Julie Skorheim. Welcome Julie! Last but not least, the March 7 CATT Board meeting also serves as the annual Summit of the three related organizations: CATT, the non-profit trade association; CATTPAC, the registered Political Action Committee; and C.A.T.T. Community Project, the charitable organization. The boards of the three groups will get together to share accomplishments and sign an MOU outlining how the groups interact with each other. This special meeting is not at the CATT office. The Summit will be held at the Truckee Donner Public Utility District, 11570 Donner Pass Road, near the Truckee High School. CATT Local Government Affairs Committee (LGAC) Meeting Dates and Speakers: March 21 April 18

The next LGAC meeting is Monday, March 21, 4:00 p.m., here at the CATT office. Guest speaker is Johnny Goetz, Truckee’s Chief Building Official. Also on the LGAC agenda is an update to the Truckee Sanitary District (TSD) Codebook. LGAC has created a Subcommittee to review the current TSD Codebook and identify needed changes. This Subcommittee will be presenting their recommendations to LGAC on March 21. Any CATT member is welcome to attend LGAC meetings. North Tahoe Truckee Regional Housing Study and Employer/Employee Survey
The Town of Truckee requires many new residential and commercial projects to build affordable/workforce housing units as part of the project. Although projects must provide the housing, there has not been any recent quantification of the actual housing need. That data gap will be addressed through a North Tahoe Truckee Regional Housing Study now underway to evaluate the current housing picture, quantify the need, and propose solutions. CATT had requested a quantification of the actual housing need to the Town’s Planning Commission in 2014. The Tahoe Truckee Community Foundation (TTCF) got involved in 2015, with the end result that Placer County, Nevada County, and the Town of Truckee paid for most of the costs of the Study and TTCF is overseeing the Study. Consultants were hired to design surveys, collect data on other jurisdictions, and create a public awareness campaign. Public forums were held in January and another round will be held in late April/early May. Long story short, CATT is part of the Technical Advisory Group working with the TTCF to “Provide direction, modification, and review of the Regional Housing Study’s goals, scope, and final recommendations.” A key component of the Study is a survey designed to provide usable information about the current workforce housing picture and future need. There are two survey forms—one for employers and one for employees. About 700 surveys have been completed as of press time. The survey end date is April 1. Truckee Traffic Impact Fees
The Truckee Town Council held a public hearing February 9 to adopt a new Traffic Impact Fee (TIF) study and fee amount. Big thanks to these CATT members for attending the meeting: CATT President Mitch Clarin, Vice President Mike Nethersole, Secretary Ryan Swenson, Board members Andrew Cross, Scott Eckard, Greg Haupert, Rich Loverde; Board member and LGAC Chair Michael Forshee, LGAC member Rich Molsby, and CATT founder Ted Owens. The new fee will be $5,651 for a single family residence. This is a 5% reduction from the current fee amount of $5,926 for a SFR. The Council did not support any change of the cost share for the third Tahoe Donner connector, also called the Pioneer Trail/Bridge Street Extensions. The connector is a remedy for the expected failure of Donner Pass Road in the Gateway area when the Town reaches Buildout, projected to be 10–15 years from now. hile we have previously mentioned that contractor’s law in written in black and white, as readers know, there is a middle ground. This is one reason expert opinions are required, as the ‘gray’ areas can be loopholes or quicksand for contractors! These ‘spaces’ in the written law also are exploited by some who just want your money… Q: I read your column in the North Coast Builder’s Exchange newsletter and we used your company to help us get a license for a new division of ours. We are a construction manager for an owner in Oregon and we are not the entity that contracts with subcontractors. Are there any licenses, besides the applicable local business licenses, that we need to have? A: Thank you for contacting Capitol Services and following our column in the North Coast Builder’s Exchange newsletter. The answer to your question has ‘historically’ always been somewhat of a ‘gray’ area. Some might say that it depends on exactly what type of work you are doing. However, there was a bill that passed in 2013 that specified the term “Contractor” to include consultants who provide or oversee bids, or arrange for and set up work schedules and maintain oversight of a home improvement project. That being said, if you are doing these duties you should hold a contractor’s license. Q: Capitol Services is currently helping me obtain my license and I received the Annual Minutes Requirement Notice from the Corporate Compliance Center that is due by the end of the month. I assume we are to mail it back and pay the fee?

$20 million price tag and new development is paying 100% of the cost for the Pioneer Trail/Bridge Street Extensions. Getting any change of the cost share percentage was a high priority for CATT. CATT believes there is an existing deficiency with Donner Pass Road from a traffic congestion, fire access, and community character/quality of life perspective. That existing deficiency justifies some General Fund or other monies being used to pay a partial cost of the connector, in CATT’s view. Unfortunately, the Town Council did not agree. Some of the other significant TIF issues raised by CATT were regional in nature and may be addressed in the future (adding adjacent parcels in Nevada County to the Town fee program, paying for shoulders on Glenshire Drive down to Hirschdale and I-80, and the Placer County Traffic Impact Fee sharing agreement).
