CATT Members Meet with New Washoe County Commissioner
O
n March 7, a dozen CATT members met in Incline Village with new Washoe County Commissioner Marsha Berkbigler. Commissioner Berkbigler represents District 1, which includes part of West Reno (Caughlin Ranch, Lakeridge) and the Tahoe Basin portion of Washoe County. Commissioner Berkbigler was elected in November 2012 and took office in January 2013. CATT attendees gave some background information about themselves and then heard about Commissioner Berkbigler’s background and her opinion on TRPA, the Regional Plan and Area Plans, future improvements in county services, and more. Commissioner Berkbigler was very interested in the construction BMPs being developed by TRPA with local government and stated she wants to hear the industry’s perspective as those new regulations are being drafted. Other issues brought up during the meeting were affordable housing, green roofs, a bike path around the north shore, the Sierra Club lawsuit to stop the TRPA Regional Plan, Nevada’s future with TRPA, and mixed use zoning. At the conclusion of the meeting, Commissioner Berkbigler urged members to participate in the Area Plan process and communicate to her when issues arise.

DiNallo Designs has a new home! The company has moved to Dennis Zirbel’s building at 10056 Spring Street in historic downtown Truckee. Elisa DiNallo reports that they have a new employee also, Darsie White. Mike Horn with Truckee Rents was named “Male Citizen of the Year” by Truckee Interclub. Mike received the award at the Sierra Senior Services Spaghetti Dinner & Bingo Night at the end of January. Mike has been instrumental in the annual wood cutting project that benefits seniors every winter, and is a generous donors to many local non-profits. The work of Tahoe City architecture and engineering firm Gary Davis Group was recently featured as the cover story in Residential Design + Build, a nationally distributed design and construction magazine. The article focuses on the collaborative efforts of the architect, general contractor Michael Buffington, and property owner Brian Casey. The article describes how the team conquered the many topographical and regulatory challenges of building a home on an exceptional slope in Tahoe City.

Municipal Stormwater Permit Update and BMP Workshop (Truckee and Placer County)
T
he Town of Truckee and Placer County are required to comply with the State Water Board’s Municipal General Stormwater Permit under the National Pollutant Discharge Elimination System (NPDES). The State Permit requires the Town and County to prohibit polluted water from entering our storm drain systems and waterways within the jurisdictions. In order to do this, the State’s permit provides performance criteria for education and outreach, illicit discharge detection, municipal activities, and pre and post construction activities. On February 5, 2013, the State Water Board adopted a new municipal permit that ultimately increases the requirements of the permit. While the Town and County have been implementing this permit for the last 4 years, the new permit is much more prescriptive and increases the Town and County oversight and requirements of our own activities as well as businesses, contractors, and all related building professionals. Some of the proposed changes include: • Requirements for projects of 2,500 to 5,000 square feet of impermeable area: —Use of State Water Board post construction calculator to estimate runoff reduction of implementing site design measures. —Requirements for projects of 5,000 square feet or more of impermeable area —New numeric sizing criteria for post construction BMPs —LID requirements —Operation and maintenance verification and condition assessment program for post construction BMPs • Business inventory and inspections for: —Vehicle related business (maintenance, salvage, repair, cleaning) www.ca-tt.com

Therefore, there is time for education and public involvement for establishing the new requirements. First, the Town and County submit our guidance documents and fees to the State by July 1, 2013. This is when Year 1 of the permit term starts. Soon after this, the Town and County will hold meetings discuss the details of upcoming changes to permit submittals, inspections, design guidelines, ordinances, permanent BMP requirements, and business programs. We are encouraging public participation in developing the new standards required of this permit. If you are interested in providing input and staying updated on the upcoming changes and notifications for these meetings, please sign up on the Town of Truckee’s E-Notification for Stormwater Projects and Information at www.TownofTruckee.com. As part of our current permit efforts, the Town of Truckee in cooperation with the Placer County will be hosting a storm water workshop on April 17th in the Town of Truckee offices from 9 to 11:30 a.m. The workshop is intended to provide business owners, contractors, engineers, and local agency staff(s) with an update on the New Municipal Permit requirements and the process for the permit term. Q&A Resource for Contractors

As our first aspiring contractor will learn having a ‘paper trail’ is an issue that may make or break his dream of getting licensed. We help clear the air obscuring an opportunity for solar work across the border before sharing a tip on reducing costs in becoming an LLC in California… Q: I called the Contractors Board and was told that I might not be able to get a license since I was paid “under the table”. Is this true? I have the required four years experience. A: The person at CSLB likely told you that a random percentage of applications are sent out for investigation. All applications are evaluated to determine if the applicant has the required years of experience. However, in determining if an application is sent out for a more formal investigation, the Board may look at a number of factors including your age; how many years experience you have; and whether your background is self-employed or as owner-builder. Also, a small percentage of applicants are selected totally at random. If for any reason your application is flagged, you’ll likely be asked to provide proof of your contracting background beyond the required Certification of Work Experience. This ‘trail’ of proof can be through pay-stubs, tax returns, or other means showing how much you were paid and for how long. If you were paid “under the table” it may be difficult to produce documentation showing that in fact you performed the work you claim. Q: My Company does solar electrical work. and we have a “B” General Building license here. We are interested in doing the same type of work in Arizona but are unsure what the proper classification would be. Is it the same as California? Can we do solar work with a General Building license? A: There are several classifications in Arizona that allow you to do solar work, unfortunately I have to tell you the General Building license is not one of them. For solar electrical you would be required to obtain an “L11” Commercial Electrical, a “C-11” Residential Electrical, or a “K-11” Dual Electrical classification. Fortunately, we have assisted contractors with Arizona licensing for many year and if you’d like our assistance with this process give us a call. Q: I am in the process of obtaining a Contractors License for my Limited Liability Company (LLC). As you probably know, an additional bond is needed for a CA LLC in the amount of $100,000. My bonding company is asking that we get an Irrevocable Letter of Credit in order to obtain this bond. Is this standard? A: According to the bonding company resource we consulted, the Irrevocable Letter of Credit (ILOC) is an option for an LLC that may not want to be submitted for credit consideration. It is also a way to reduce the fee for the bond. From what we’ve heard from many of our LLC applicants, the LLC/ Worker bond has a minimum premium of $5000, so if you are able to secure an ILOC then that fee is greatly reduced. You can apply for an ILOC with your bank, but please note that the bank must first be approved through the bonding company. Tax or other legal issues aren’t addressed here so a call to your tax advisor is always a good thought in making important business decisions.
