TDPUD Now Offering FREE LEDs with Residential Energy Survey Program

T

ruckee Donner Public Utility District customers who sign up for a free Residential Energy Survey will receive two free LED light bulbs as part of the deal. Light Emitting Diode (LED) technology is really taking off in residential and commercial lighting applications. Not only do LEDs save more energy and money than other light bulbs, LEDs are cool and look great. Gone is that stark blue-white color. LEDs are now available in a variety of hues including a popular warm/soft-white. Truckee Donner Public Utility District (TDPUD) has been helping their commercial customers transition to LEDs and improve their bottom line for years. In 2013, TDPUD introduced a $5 per bulb residential electric customer LED rebate and demand for this program has risen over 300 percent in one year. “The performance of LED light bulbs has really improved and the cost has dropped significantly,” said Trisha Ruby, Truckee Donner PUD conservation program administrator. “LED bulbs provide a great opportunity for customers to save energy, save money and have a comfortable lighting environment.” To get the free LED light bulbs, TDPUD customers can call the Conservation Department at 530-582-3931 for an appointment which will be scheduled for a certain day and time. Only current TDPUD customers qualify for this program. An energy surveyor will visit the customer’s home and conduct a visual survey. Based on what is needed, the customer will be provided with free energy and water saving products, including installation of up to 24 energy-efficient light bulbs (including the two LEDs) and two shower heads. The survey typically takes 90 minutes, from start to finish.

ongrats to new dad (and CATT Past President) Tillio Olcese, owner of Olcese Construction. Tillio and mom Marta Deleon welcomed daughter Gabriela Joyce Olcese on March 10. As if that’s not enough, Olcese Construction was featured in an April 16 Reno Gazette-Journal full color photo and article about the demolition of Famous Murphy’s restaurant in Reno. Way to go Tillio! New member CORE Construction Management was recognized by the Nevada Chapter of the Associated General Contractors at their annual PINNACLE Awards luncheon. The award was given in the “Building Construction Over $5 Million—Meeting the Challenge of a Difficult Job” category for the demolition and utility relocation last year of the Getchell Library at UNR. A time lapse video on CORE Construction Management’s website (www.coreconstruction.com) is pretty amazing—bite by bite, the building disappears and the site cleaned of debris. And longtime supporter Wally Auerbach (Auerbach Engineering) received the “Distinguished Community Service” award from the North Lake Tahoe Chamber/ CVB/Resort Association at the Chamber’s recent awards dinner. Wally was lauded because he has made “significant contributions over a period of many years” and has served not only on the North Lake Tahoe Chamber/CVB/Resort Association Board of Directors but also on the board of the Tahoe Truckee Community Foundation. Congrats to both award winners! MHD Studio Design & Construction is pleased to announce the launch of their redesigned website: www.mhdstudio.com. The website is easy to navigate and full of project photos and client testimonials. MHD Studio Design & Construction owner Michael Bernard is no stranger to CATT. The next LGAC meeting is Monday, May 18, 4:00 p.m., here at the CATT office. Guest speaker is John Pang, Director of the Tahoe City Public Utility District. John was elected in November 2014. The Tahoe City Public Utility District was founded in 1938 and is the oldest local government in the Tahoe Basin. It was formed initially to provide public water service to the local community. Sewer collection, parks facilities, and recreation services are also provided for the entire area of the District. There are 7,540 sewer customers. There are 4,188 water customers in five separate systems. The District has 40 full time employees and 30 seasonal employees. Come meet John and learn about the TCPUD on May 18. Asbestos Cement Pipe Safety

W

ith May 1st and the start of construction season getting close, the Tahoe City Public Utility District would like to share some useful information regarding Asbestos Cement Pipe (ACP) Safety. ACP is commonly found in the Tahoe-Truckee area and is used for both water distribution and sewer collection pipes. While ACP does not pose a health threat when left undisturbed in the ground, it can pose a serious health threat to construction workers, inspectors and the public when it is removed or repaired. New ACP installation is no longer allowed and the health threat posed by working with existing ACP is strictly regulated by the California Division of Occupational Safety and Health (Cal/OSHA) regulations under Title 8 California Code of Regulations (8 CCR) Sections 1529 and 5208. Cal/OSHA requires that all workers in contact with ACP must receive four hours of initial training and two hour annual refresher training. Inhalation of Asbestos dust has proven to increase the risk of getting lung cancer by five times compared to having no Asbestos exposure. If you smoke, the risk increases, to 50 to 90 times higher than having no Asbestos exposure. When existing ACP is removed or repaired, proper construction methods and Personal Protective Equipment (PPE) must be used to prevent the material from becoming airborne, and in a dust form, which could then be inhaled by people in the area. ACP should only be cut using snap cutters. Any material not cleanly removed by the snap cut, should be cut using wet methods only. A cutoff saw with a dry blade or a grinder should never be used, because it can create very large amounts of Asbestos dust which then poses a risk to both the workers and the public. PPE in the form of respirators and protective clothing should be used by all workers. Any removed ACP should be double wrapped using 6 mil plastic, labeled and properly disposed of. Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.

W

hat work, outside your specialty, can you do? Our first contractor finds himself ‘fenced out’ on a job he can rightly do. A demolition contractor helps us ‘break down’ the new ‘asbestos licensing’, and we must ‘demolish’ the ideas of a partnership hoping to maintain the ‘status quo’ in their current license… Q: We currently have a “C-27” (Landscaping) license. We gave a bid to an insurance company for fencing but they said that we could not do the job since we are not a ‘C-13’ (fencing) contractor. Aren’t we permitted to perform fence installation if it’s part of a landscape? A: The key to your question is “if it’s part of a landscape”. Board Rule 832.27 states that a landscaping contractor may undertake any single trade contract as long as the work is a part of “…landscape systems and facilities… which are designed to aesthetically, architecturally, horticulturally, or functionally improve the grounds within or surrounding a structure or a tract or plot of land…” You may want to refer the Insurance Company to the CSLB web site, which has a “Building Official Information Guide”. One FAQ is “Can a landscaping contractor build a perimeter wall? The answer is they may, “only if the perimeter wall is part of a total landscaping project.” Further, in the Board’s publication, “Hiring the Right Landscaper”, one of the listed “Common Landscape Projects requiring a contractor’s license” is fencing. Of course, a “C-13” contractor can perform this work; however, as in your case, this is one instance when more than one classification can be suitable for a particular project. Q: We are a demolition contractor and we frequently do asbestos abatement. We have the asbestos certification on our license and we are also registered with DOSH. I see that the CSLB now has a “C-22” Asbestos

Abatement classification. Are we required to add that to our license in order to continue providing the asbestos abatement services? Will I need to take an exam? A: The “C-22” classification is not a replacement for the asbestos certification, which still continues to exist. The asbestos certification that you currently have allows you to perform asbestos abatement work in the trade(s) in which you are licensed and as allowed by your DOSH registration. The “C22” is required if you plan to expand the scope of your asbestos abatement beyond work associated with your demolition classification. As with all other classifications, the “C-22” requires that you document at least four years of full time journeymen (or above) experience, within the last ten, performing asbestos abatement work. A trade exam is also required. You may be granted a Waiver of the exam if you have held the asbestos certification, active and in good standing, for at least four years within the last ten. In order to qualify for the waiver you must have also been registered with DOSH for that period of time. Q: I currently have a construction company with two other Partners, one of them being my husband. The third Partner is retiring. My husband and I would like to keep the business and the license in place but just re-structure the Partnership and change the business name. How do I go about notifying the CSLB of the change? A: Unfortunately when a General Partner leaves the Partnership, the license must be canceled. You will be required to apply for a new license for the new structure of your entity. If you use the same Qualifier, he/she would not be required to re-take the exams. T

he Town’s new eSuite system is up and running—please use the system for inspection requests, permit requests, payments, etc. You can access eSuite through our webpage at www. townoftruckee.com by navigating to the Building & Safety homepage, then clicking on the “E PERMITS” link. Or you can navigate straight to eSuite using the second web address provided below (tip: you MUST be careful to start with “https” vs. “http” if typing the web address manually). You will need to activate an account to access all of your permits and have the ability to schedule inspections. If you have pulled permits in the past using our old system, you are likely to be able to do so in the new system as well—it should be fairly easy to follow the steps to activate your account. I will be happy to assist and train everyone with the “how-to’s,” the “don’ts,” the features, the functionality, etc. I am also willing to hold additional demo sessions for everyone if we have enough interest and enough folks to attend (contractors, architects, engineers, designers, homeowners, etc.). You can still call the IVR phone system as of now, but this feature will be turned off on June 30, 2015. I suggest that users start exploring the eSuite portal sooner rather than later to start getting used to the changes. It is lightningfast, efficient, and will help everyone achieve a more productive work day, but you may have to play with your browsers if it seems to be giving you trouble.

There are a few additional key points that everyone needs to be aware of. First, a contractor, architect, engineer, or designer (company) can only have one user name and password. This means that if there are multiple superintendents running multiple projects or multiple architects within one firm, the user name MUST be shared within the company. Second, homeowners can also access permit information through eSuite, although homeowner steps to request a permit are different from those of contractors and design professionals. Homeowners should follow the instructions below the “Resident Access” heading on the left side of the page. An Assessor’s Parcel Number (APN) will be needed, which can be found using the Nevada County Assessor’s website (this has been provided directly in the “Resident Access” search instructions—homeowners can paste this link into their browser for easier navigation). Third, to simply search for permits in our system, you can use the “Public Information Search” to look up information by address, permit number, or permit type. This will be a great search tool for realtors to use, as it will potentially eliminate a step in the process for everyone.
