angar 1 at the Truckee Tahoe Airport was rocking with dance music October 27 as a costumed Whitney Myer belted out the tunes in front of an assortment of other costumed characters looking for a good time—and they got it! Even the Tourist Club portable bar was decorated with bartenders serving in costume! DJ Silver Boombox Thief provided music before and after the live show and the Red Truck and Tacos Jalisco supplied good eats! The raffle prizes weren’t too shabby either – a flat screen TV, Google tablet, iPhone stereo dock, Passport to Dining tickets, ski lift tickets, food certificates, specialty cigars, and more. Thanks to Keith Thomas with 101.5 KTKE radio for helping as announcer for the all important Costume Contest and raffle drawing.

She managed programs for more than 4700 members. hanks to CATT member Dr. Mark Brown (Truckee Drug, Alcohol Testing & Chiropractic) for providing a sample of a “Reasonable Suspicion” form to be used by employers when unusual behavior prompts a substance abuse test. Mark said we can share the form with CATT members who may need this for a company Employee Handbook. Please contact me if you would like a copy of the form. For more than a year, your CATT Board of Directors has been working with CATT member Larry Peyton (Tahoe Insurance Group) and ProGroup Management to collect insurance information from members to evaluate the feasibility of a Self Insured Group (SIG) for worker’s compensation insurance. Called CATT SIG, this group could offer lower rates for Californiabased companies as compared to State Fund and other insurance carriers and be a tangible member benefit with a definite return on investment (offering lower rates and dividends back to you)! The CATT SIG program could also generate some income for CATT (giving us more income for all kinds of activities including events, CATTPAC, staff, building etc). CATT SIG could offer savings of 20– 60% for some companies, and by being a member of the CATT SIG your dues could be paid for with your savings! Only members of CATT can be in the CATT SIG. The preliminary work was done without a lot of fanfare. We are now launching into a very public phase of the feasibility study. You will see an email broadcast go out and may also receive a phone call about the study and survey. You will see a letter, article, Q&A, and survey form inserted into this newsletter. Members ready to fill out the survey form are encouraged to do so by the November 21 deadline. A special meeting will be held Tuesday, November 20, 4 pm, to answer member questions. Fall & Winter Erosion Prevention in Truckee

ctober 15 is the excavation and grading deadline for commercial and multifamily projects in Truckee. As of this date, grading and excavation work should cease and sites should be protected against rain and snow effects with erosion prevention methods. Bare soil should be protected in accordance with an erosion prevention plan, stockpiles should be covered and runoff from all construction sites should be controlled. Exceptions to the October 15 deadline will be considered on a case by case basis. Please contact Senior Engineer Mike Vaughan at 582-2923 with questions or extension requests on commercial and multifamily projects. While Truckee allows grading and excavating on single family dwelling sites year round, the same efforts as above should be made to assure that these sites too are protected against erosion. All grading or excavation that does occur during fall and winter on single family dwelling sites needs to be done in a manner that protects against erosion. Please note that non-wire backed silt fences are not approved in Truckee for winter use. They do not hold up to snow. They collapse. Fiber rolls or wire backed silt fences are the preferred temporary erosion prevention methods during the winter. If you are planning to obtain a final inspection on a project during the winter or spring, you are encouraged to complete all grading and final erosion prevention and obtain a final grading inspection prior to the arrival of snow. Final grading can be done immediately after stripping foundation forms, and final erosion prevention methods can be installed anytime thereafter. Inspectors will be assuring that all projects are protected against erosion during the fall and winter months. For details on specific erosion prevention methods, see the approved erosion prevention plan for your specific project. Additionally, the Town has general guidelines available at townoftruckee.com/building and safety/ erosion prevention standards. Contractors on the list will receive a “Notice Inviting Bids” for public projects between $30,000 and $175,000 in their qualified work category. Q&A Resource for Contractors

With more than 30 years assisting contractors you might think we have heard it all, but that’s not likely to happen. Our first question is a good example of why we never rest on our reputation but always look for changes in practice or interpretation of contractor’s regulation. Like France has a different word for everything, each state has it’s own rules for contracting… Q: I’ve recently read an article at your cutredtape.com website which stated in part: “…According to the Board, the practice of paying “inducements” or what are often called, ‘finder’s fees’ is apparently prevalent in several industries…The Board’s Enforcement staff held a sting operation in Riverside in March and all 9 contractors (licensed and unlicensed) who showed up to bid clearly stated that referral fees would be paid once the “homeowner” signed a contract…” I was interested in finding out more about this as I have couple friends who are interested in having me help them find leads for construction. They have licenses but I don’t know if the above applies, as I would only be handling the leads sort of like what a national Service company does. Any information or direction that I can take to find out more would really be appreciated. A: We cannot tell you how this national “service” company handles referrals or “leads”; however, our guess is that their business model has been reviewed by the CSLB and deemed to be proper (i.e. not involving “inducements”). That said, if you enter into a home improvement contract with a homeowner that involves kickbacks or inducements with other contractors, you might be subject to a fine. If you have not already done so, I would suggest checking out the CSLB web site link on this subject (http://www.cslb.ca.gov/Newsletter/2010-Fall/page3.htm). You also want to be careful that you’re not operating as a “home improvement

salesperson” for these contractors. If “finding these leads” involves visiting a person’s home and or negotiating the work to be performed, this could trigger the HIS rules and require you to be registered with one or more of these licensed contractors. If you have any further questions, I would suggest contacting the CSLB and asking them for a second opinion. You’ll want to tell the Board exactly what you intend on doing to gather these leads and how you will be compensated for locating them. Good luck in your endeavor. Q: You helped me get my Nevada license about a year ago. I’m not sure if you remember but I had some difficulty with the application process specifically because I was a new start-up company with little financial strength and as you know, Nevada has very strict financial requirements. I was able to get the license with a minimal bid limit, but I have had a difficult first year financially. My problem is that the Nevada Contractors Board sent me a request to review my financial information again even though I’m not up for renewal until next year. Is this normal? Will they pull my license if my financials aren’t as strong as they were a year ago when I originally applied? A: You are not alone in having difficulty with the financial requirement in Nevada, we hear from contractors every day in the same predicament! Nevada requires that all residential contractors in which the qualifying party has been a qualifier for less than two years in Nevada provide financial information on an annual basis. If your financial statement and bank forms do not support the bid limit you currently have, you have the option to lower your bid limit or possibly have a financial review hearing. The financial review hearing officer will give you some other options such as indemnification, or he/she may even just accept your information as it stands. Good luck! SENIORS BREAKFAST NEEDS VOLUNTEERS CATT members are needed for various jobs as part of the Sierra Senior Services monthly fundraiser breakfast on Sunday, December 2, at the Truckee Senior Center by the Rodeo Grounds. Volunteer chefs will be flipping pancakes and frying eggs and volunteer servers will set the tables and bring the plates to the breakfast diners. First shift is from 7–9:30 am and the second shift is from 9 am to noon. The breakfast is open to the public for a nominal fee. The seniors collect the fee at the door and use the money to support the “Meals on Wheels” program. Different organizations provide this help to the seniors during the year—December is CATT’s month to cook and serve.
