n Saturday, September 28, the CATT Remodel Committee held, what will be the first of many, a Sporting Clays Shotgun Tournament at Capitol City Gun Club in Carson City. The day could have not been better. The weather was beautiful, the food was good, and the sporting clays did not stand a chance against the field of 33 shooters. Get Involved and Change the Future!

CATT BOARD MEETINGS

K

udos to Jim Smith (Mark Tanner Construction) and Jamie Brimer (Brimer Construction and Plumbing) for once again showing you can change the future if you are willing to get involved. Jim had a problem with requirements for the installation of under floor forced air units. So he brought the issue to CATT LGAC, received committee support to pursue the issue with the Town of Truckee, and then presented the issue to the Town. A couple of weeks later, Jim learned the Town is changing policy to address those very real concerns. Similarly, Jamie had a problem with fire pit requirements being proposed as part of the new Northstar Fire Code. Jamie attended the CATT meeting with the Northstar Fire Chief and ended up re-drawing a diagram to clarify the fire pit specs. The Fire Chief agreed. The diagram was revised for official publication. What are the steps to success (aka how did these guys do it)? Be well informed, speak up, and be persistent. REMEMBER: The world is run by those who show up! Here are upcoming CATT LGAC meetings and guest speakers. All meetings are 4:00 PM at the CATT office. Nov. 18 Dec. 16 Jan. 13 Feb. 10

TRUCKEE BUILDING & SAFETY DIVISION NEWS New Policy Regarding Timing of Inspection of Forced Air Units (FAU) Located in Crawl Spaces BACKGROUND: The Town of Truckee has historically required the installation of FAU units to be in place prior to covering the subfloor in crawl spaces with less than five feet (5’) of clear headroom. This policy has required contractors to protect the unit from the environment and elements that are unique to Truckee. Recent discussions with the Building Working Group have indicated that this has caused an undue hardship, and in some cases resulted in the unit being damaged. The Town of Truckee has determined that this requirement may cause unwarranted damage to the unit, excess labor cost to the contractor, and possible delay in covering the subfloor due to lead time of the unit arriving onsite.

PROCEDURE: The FAU may be placed in a crawl space with less than five feet (5’) of headroom after the covering of the subfloor, provided that the www.ca-tt.com

|

installation is in compliance with the California Mechanical Code (CMC), including but not limited to, the following: the unit shall be accessible and removable from the crawl space, the unit shall not be located more than twenty feet (20’) from the access point, and the crawl space shall have a minimum access of not less than thirty by thirty inches (30” X 30”). Lastly, the Building Official or his designee may require that a path to the unit be suitable for the inspection, which may include, but not necessarily be limited to, the following: visqueen being laid on soil, plywood being laid on soil, or any other agreed-upon method. This procedure does not eliminate the requirement to call for subfloor inspection(s) prior to sheathing the floor when the space is provided with less than five feet (5’) of clear headroom. This policy is effective immediately. For more information, please contact Truckee CBO Johnny Goetz 530-582-2905 or jgoetz@ townoftruckee.com.

CAPITOL CONNECTION

Q&A for Contractors

By Shauna Krause, President Capitol Services, Inc.

W

hile the range of experience you bring to the table determines what you might do as a contractor everything starts with getting your first license. Once you have a license in any state you can likely get one elsewhere, as a Nevada contractor hopes to. A corporate partnership learns that when it comes to their license it’s ‘one for all, all for one’… Q: I’m going to be applying for my General Building license and I want to also get my electrical and plumbing license so I can act as a subcontractor when I’m first starting out. Can I apply and take the exams for all three licenses at the same time? Will I have just one license number or three separate numbers? A: You can only apply for one classification at a time. Once the license is issued, you can then apply to add the electrical and plumbing classifications to your license. Keep in mind that you will be required to show at least four years of full time work experience in each trade that you are applying for. You can apply for three separate licenses if you wish however it is more common to have all of your classifications on one license. Capitol Services is familiar with ‘reciprocity’ between states and can help anyone if you’d like assistance with the licensing process in AZ, CA or NV. Q: You helped me get my Nevada license years ago and I’d like to be able to do work in California too. I have had my Nevada license for just over five years so I’m pretty sure I’ll qualify for reciprocity. But, my concern

CLASSIFIED ADS FOR SALE Reclaimed Wood. 5000+ bd ft of a resawn pine/fir mix from a historic saloon in Tonopah rumored to have been owned by Wyatt Earp himself. This wood is clean, dry and straight, making it an ideal material for higher end interior applications. Sizes range from 2”x4”, 2”x6”, 2”x8”, 2”x10”, 2”x12”, 6”x6”, 8”x8”. We are letting this wood go for $5/bd ft with free delivery anywhere in the basin. We can also resaw this wood and mill it into T&G pattern. is that when I applied for my Nevada license I had to provide them with a financial statement and show that I had some financial strength. Last year wasn’t a good one for me financially so I’m wondering if California has the same requirement. Will I need to have a CPA prepare a financial statement and show that I have a positive operating balance? A: The CSLB doesn’t require that you supply them with a financial statement in order to obtain a new license, however B&P Code Section 7067.5 requires that all new businesses applying for a license have an operating capital in excess of $2500. You will be required to answer a question on the license application stating that your current operating capital exceeds that minimum amount. Q: We currently have a General Partnership license made up of three corporations. One of the entities was bought out last year and we neglected to inform the CSLB. We recently received our renewal notice and it requires the signature of an individual from each of the corporate entities. I looked on the CSLB’s website and was able to find a Disassociation Notice; is this what we fill out in order to remove that partner from that license, or how do we handle the renewal? A: Unfortunately it’s not going to be as easy as completing a disassociation notice. When a General Partner “leaves” the license for any reason, the license is cancelled. Therefore, you will need to apply for a new contractor’s license reflecting the newly structured entity. This new Partnership will receive a new license number. The downside of having a Partnership license is that it’s not as easy to make structural changes with the CSLB without need for a new license. While knowledge is power, knowing where to go for the answers is half the battle.
