Three “sheriffs” were on- site in case the crowd got rowdy! Old West themed-costumes, hay bales and mason jars, a jail photo prop, and Truckee trivia gameboards were the big attention getters at this event. Another twist with this mixer was that all raffle prizes were wrapped up so the winners didn’t know what they won until they unwrapped the prizes! What fun! Thank you to our Raffle Donors! I
am sure most of you have heard the news from Reno…Tesla Motors selected the Tahoe-Reno Industrial Center (TRIC) as the site to build their 5 million square foot battery gigafactory. This is exciting stuff for Reno and for the surrounding communities. As part of the development, there will also be a new highway from Highway 50 in Silver Springs to the TRIC, improving access from Carson City, Dayton, etc. This will surely impact Truckee and the Tahoe region positively. Many of Truckee and Tahoe’s property owners are Bay area or Reno area residents that own as second-home owners. Tesla’s corporate base is in Palo Alto and RenoTahoe International Airport officials hope that the factory will increase demand for flights between Reno and the Bay area. The airport is actively notifying airlines and drone businesses across the world that Tesla is coming. In addition, the airport hopes to boost Reno’s already booming cargo business and believes the gigafactory will do that. All of this economic actively should generate interest and related activity in Truckee and Tahoe from increased tourist traffic to increased desire for second homes, etc. If completed as planned, the factory should be operating in 2017.

A
s many of you have heard by now, the Town of Truckee’s Building Division has launched a new and exciting program —“Over the Counter Thursdays.” September 25, 2014 was our first day of the new program. “Over the Counter Thursdays” provides a unique opportunity to our industry, enabling customers to submit and obtain a permit within hours for certain types of projects that would normally go into the queue. That means people are working at jobsites quicker too! The Town is committed to providing and expanding the most efficient ways of doing business. The hope is that we will grow this program and continue to explore other options and programs that would contribute to becoming the most efficient Building Department in the State of California. Our first customers of the new program arrived before we opened our doors at 0800 and were well prepared with their applications and submittals. CATT member Bob Archer (Genesis Builders) was the very first customer and had this to offer after having his kitchen and bath remodel reviewed and the permit issued: “This program is a tremendous time saver; take advantage of it.” Truckee Mayor Patrick Flora (Summit Valley Construction) also took advantage of the program with a new deck permit and had this to say: “I hope this gains momentum as it is a great program for the industry. My experience was fantastic and greatly appreciated.” Robert Coombs submitted a small addition which was reviewed and the permit issued. like to commend you and your staff for a very organized and professional experience. This saved my clients many weeks of waiting for a small addition permit, which may mean the difference of getting it built this year or not. Many thanks for providing this service to the community for small projects!” The Town appreciates any and all feedback as this provides us the avenue to improve, become more efficient, and understand our customers’ needs. Whether it is good or bad, everyone should know by now that my door is always open to discuss any matter. I challenge you to make us perform at the highest and most efficient levels. We embrace a “challenge and change” that could benefit so many by working together. As you can see from the comments above, people are already taking advantage of the program. Over the next few months, as the word continues to spread, I expect this to become some type of event that frankly everyone looks forward to on a weekly basis. A big “thank you” is in order to the Town staff that made this happen, in particular Kim Dalbol and Pacita Ravey—awesome job! Should you have any questions, please feel free to give me a call or simply come by my office to discuss any matter or suggestions you may have. Reminder: the next Building Working Group and TTEA meeting is scheduled for October 14, 2014 at 1500 in the East Wing Conference Room in Town Hall.

Q&A for Contractors By Shauna Krause, President, Capitol Services, Inc.
W
hile we are the experts on contractor’s licensing, even I can’t explain some of the rules on the book. I “sign” on this time with a “specialized” question that has no answer! Q: What makes plumbers, electrical sign contractors and well drillers so special that they require additional license displays (name, address, license, bigger lettering) when advertising than a “normal” contractor? Also, why are contractors not allowed to advertise about being bonded? That seems to be something that a customer would want to know. A: Thank you for contacting Capitol Services. I don’t know that you will ever find an answer for your first question regarding Plumbers (“C-36”), Electrical Signs (“C-45”), and Well drillers (“C-57”). The CSLB has some rules and regulations that are not easily explained, but still the law of the land. Regarding your second question, the CSLB prohibits contractors from advertising that they are bonded because it could lead the public to believe there is a higher level of protection than might actually be the case. Hope this helps. Q: How long after a job is complete does a person have to file a complaint? A: The CSLB has jurisdiction for up to four years from the date of an illegal act for patent defects and up to 10 years for latent “structural” defects. For unlicensed contractors, the CSLB has jurisdiction for up to four years from the date of the illegal act.

Q: I am an attorney and one of my clients who is licensed in many States is going to be applying for a California contractor’s license (and yes, I will be sending him to you!) I know each State is different with regards to dba or ‘doing business as’ names and whether or not they can have a corporate ending such as “Inc” or “Incorporated”. What is the rule for that in CA? For example, can his company name be ABC Contracting Services Inc. dba John Smith Contracting Services Inc.? A: The CSLB’s rule for corporate endings on a dba name is that if the dba name is registered with the county then he can have a corporate ending on it. If it is not registered with the county, then he is not permitted to include a corporate ending on the dba name.
