CATT Community Project Gets Thank You from Blue Star Mothers
T
he Board of CATT Community Project, a separate but related sister organization to CATT, was given a Certificate of Appreciation by Cindy McVay, Sierra Nevada Chapter President of the Blue Star Mothers. Cindy and BSM member Kathy Atkinson attended the August 6 Community Project board meeting and presented the framed Certificate for the work done by Community Project manager Bill Kelly (Kelly Brothers Painting) on the installation of two bronze 12”x12” plaques at the Truckee Vets Hall on High Street. The plaques honor two Truckee soldiers who died in the Mideast conflict. CATT Community Project took on the project and Bill oversaw all aspects of the installation. Blue Star Mothers is a national, non-profit organization, with a purpose of perpetuating the memory of all the men and women who have served our country as members of the Armed Forces. The Sierra Nevada Chapter is based in Grass Valley and BSM members raised money through fundraisers to buy the plaques. The Mission of CATT Community Project is: To be a conduit for funds, materials, volunteerism and project coordination towards the restoration or construction of selected structures that are deemed beneficial to the community.

CATT History Is Made – Membership Reaches 300!!
It has been talked about before – that magic number of 300 members. Talk turned into reality in August at the Ferguson Enterprises pig roast as Viega LLC, a plumbing and radiant heat supplier, became CATT’s 300th member. Thanks to CATT Membership Committee Vice Chair Michael Ellis (Reno Truss) for posing the question to David. Members of the CATT Membership Committee Ryan Swenson (Simpson Strong-Tie), Sally Brinkerhoff (Front and Bridge), and Scott Ruzich (Epic AV Automation) kept up the “join CATT” drumbeat as they worked the table at the pig roast. Big thanks to Ferguson Enterprises for allowing CATT to set up a table and give out membership packets at their event.

Be looking for your registration forms and be sure to vote diligently for your favorites in all of the award categories. OTE! Yes, it’s that time again. Each CATT member company will receive a ballot with candidate statement for five seats on the CATT Board of Directors. The ballot will be mailed by 1st class mail in the first week of October. Voting ends October 29. New board members assume their roles at the annual meeting January 7, 2013. Please contact the CATT office if you do not receive your ballot by mid-month. That mailing will also include some Bylaw changes for your review before a Board vote in December. If adopted, one of the changes allows Suppliers and Professionals to serve as officers. November 6 is election day for the Presidential and other federal races, as well as state and local races. CATTPAC (CATT Political Action Committee) is doing local candidate interviews and sponsoring live TV candidate forums. CATTPAC is also reviewing the pros and cons of Measure J, the Truckee Donner Recreation and Park District bond measure for a performing arts center and aquatic facility. The right to vote is an important right – hard fought and the envy of citizens in other countries. Exercise your right to vote – make sure your voter registration is up to date and then VOTE! One vote does count – there are numerous instances where one vote did indeed change the course of history. Please let me know if you have any questions about your Association.

Residential Fire Sprinklers in Truckee
Placer County Building Department News
F
or all new dwellings and duplexes in Truckee that are initially submitted for building permit after January 1, 2011, the 2010 California Residential Code requires an automatic fire sprinkler system. An automatic fire sprinkler system needs to be designed and installed by a California licensed C-16 contractor. Plans and hydraulic calculations are required. Calculations will include consideration of the meter size, water lateral size, elevation changes, size and location of the home, and the required flow rate at individual sprinkler system heads. The Town Building and Safety Division reviews plans and issues permits for one and two family dwelling fire sprinkler systems. This permit is normally separate from the building permit for the new building. Before a permit for a new dwelling can be issued, the Town requires a copy of a water receipt from the PUD (Truckee Donner Public Utility District). In order to obtain a water receipt, the permit applicant must complete the PUD single family residence project data sheet. This includes fire sprinkler system water demand. Water demand is determined by the fire sprinkler contractor. Hence, an owner or builder is advised to contact a fire sprinkler contractor while the building is being designed. Effectively, a building permit cannot be issued until the fire sprinkler contractor has performed an initial system design. Another reason to contract with a fire sprinkler contractor early on in the design process is to assure that there is adequate room for the fire sprinkler system. If there is determined to be low water pressure, a tank and pump system may be required. Water pressure varies in Truckee from below 40 to over 150 psi when measured at the meter box. A tank and pump system can occupy up to 50 square feet of floor area. Caution is offered to prospective builders regarding water supply and system design. Water meters and laterals in existing subdivisions may or may not be adequate to supply both domestic and fire sprinkler demand. In some cases the lateral, the meter or both may need to be upgraded to provide an adequate supply of water. In most cases, a tank and pump system will mitigate having to upgrade the lateral or meter size. In any case, please be aware that there are potential costs associated with providing an adequate supply of water and these decisions should be made early in the design process. he mandatory CalGreen code sections 4.408 and 5.408 require recycle and/or salvage for reuse a minimum of fifty percent (50%) of the nonhazardous construction waste for applicable projects. Placer County has created new forms (titled Construction Waste Management Plan) that need to be completed at the time of plan check submittal. The Construction Waste Management (CWM) Plan documents are now available on the County’s website (www.placer. ca.gov) in several different places: the Building Division’s main webpage, the “Application & Forms” webpage, the “Plan Submittal Information” webpage, and the “What’s New” webpage. There is a one page CWM and a three page “Self Haul” form (Exhibit A). Tahoe Truckee Sierra Disposal is an approved waste hauler. Exhibit A also covers “Debris from jobsite office and meeting rooms,” noting that the disposal service company “will, at a minimum, recycle office paper, plastic, metal and cardboard.” These forms are applicable for: All newly constructed residential buildings or structures, all newly constructed nonresidential buildings or structures, existing non-residential buildings with additions of 2,000 sq. ft. and larger, and existing non-residential alterations when permit valuation or estimated construction cost of the alteration is $500,000 and greater. We polished a couple of seats at the latest Contractors State License Board Committee meeting on behalf of contractors out there getting the real work done. At the latest get together of decision-makers it was recommended that ‘retroactive’ fingerprinting be rubbed out; an hour added to the exam clock and the notion of ‘continuing education’ flunked! These and other important issues and a reminder that your chance to speak directly to the Board is coming up. We begin with a ‘good news/bad news’ statistic… The number of license applications filed by contractors continues to decrease on a year-to-year basis. There has roughly been a 40% decline in the number of applications received by the CSLB over the past 6 years. The decrease for total applications received for FY 2011–12 alone, as compared with 2010–11, is down 14%. These and other topics were discussed at the Contractor Board’s Licensing Committee meeting in Sacramento on August 28th. One benefit however, of the application decrease, is processing times. On average, most applications are currently processed in 2 to 3 weeks from the day they’re received at CSLB headquarters. One thing that hasn’t changed much over the past 30 years is the number of applications rejected due to errors in completing the forms. It was reported that, on average, 45% of all applications (Original License, adding a class or replacing the Qualifier) are returned for corrections. Just as trained professionals often complete state tax forms, successfully preparing contractor license applications may require input from an expert to reduce the chance of it being rejected. This is especially true when time is of the essence in obtaining your number. While knowledge is power, knowing where to go for the answers is half the battle.
