C.A.T.T. Community Project Assists with Fencing at Truckee Bike Park CATT’s charitable sister organization, C.A.T.T. Community Project, got involved with the Truckee Bike Park in a big way! Not only did Caseywood donate materials for a new fence, but CP board members Mike Brown (Stoel Rives LLP) and Scott Peterson (Lamperti Construction) helped with the fence installation. CP Project Manager for the Truckee Bike Park was Mike Brown. A sign recognizing CP’s donation of labor and materials was installed in June. The Truckee Bike Park is located south of the Truckee River, adjacent to Riverview Sports Park.

Brand New CATT Sign at Park

T

hanks to the generosity of CATT members and friends, a brand new wooden sign was recently installed on the fence at the front ballfield of the Truckee River Regional Park. The previous sign had lasted many summers and was literally disintegrating from the elements. Project Manager coordinating all the different aspects of work was CATT Board Member Mike Nethersole with M.D. Construction & Consulting, Inc. Tahoe Print Shop donated the stencil for the sign and Caseywood donated the wooden board. The Sign Shop donated time and material to paint the board, create the decal, assemble together, and then install it. Looks sharp!

ave you been to Kings Beach lately? Lots of changes are occurring with the Kings Beach Commercial Core Improvement Project well underway. The project seeks to improve the roads, sidewalks, and bicycle paths and more importantly the aesthetics, safety and drainage. Work moved into the neighboring streets (Brook Ave., Fox St., Minnow Ave., and Coon St.) during the busy summer months, but will resume along State Highway 28 in September. This is a terrific improvement project for the area and will benefit local businesses, residents, and visitors alike. Additionally, it will help improve the clarity of the lake. If you would like to learn more, visit www.kingsbeachcore.info for updates, schedules, etc. Just a reminder that the 2nd Annual CATT Sporting Clay Shotgun Tournament is coming up on September 27, 2014 at the Capitol City Gun Club in Carson City— another fun CATT event and perfect opportunity to network and meet new people. AND it’s never too early to get your reservation in for the CATT Christmas Party. This party is always the event of the year and will be held at a different venue this year. We will be at the Hyatt Lake Tahoe in Incline Village on December 12th. Call Peg at the CATT office for more information.

Truckee Building & Safety Division News Over-the-Counter Thursdays in Truckee Effective the week of September 22, 2014, the Community Development Department is excited to offer a new element to the plan review process for smaller-sized projects. On every Thursday from 8:00 am to noon, the Community Development Department will now offer over-the-counter plan review for specific types of projects. This process will allow smaller projects the opportunity to gain approval from Planning, Building and Engineering without having the back-and-forth of correction lists being generated and returned (costing time and money) for resubmittal purposes. This will provide architects, engineers, contractors and staff the ability to make corrections in real time (redlining the plans) and approve as noted. This will be done on a first-come, first-serve basis between the hours noted, and will not generate any adverse effects on projects in the queue waiting for approval. In fact, the contrary will likely happen as fewer projects will be sent to the queue. We are providing this new service to partner with the building community and exceed our customer expectations. Smaller projects will have the ability to get in and get out, start work right away, put paychecks in pockets, etc., to name a few of the benefits that will result from this program. The types of projects to be included in the “Overthe-Counter Thursdays” rollout and implementation include, but are not limited, to the following: • Deck additions and retrofits • Additions on single-family residences (SFRs) up to 200 s.f. • Remodels with no structural work being performed CONTINUED ON PAGE 6

September 15 LGAC Will Feature First-ever “Annual meeting” with TDPUD Reps and Truckee CBO CATT’s Local Government Affairs Committee (LGAC) has a busy September! All CATT members are invited to attend LGAC’s “first-ever” annual meeting with reps from the Truckee Donner Public Utility District on Monday, September 15, 4 pm, at the CATT office. This annual meeting will be an easy way for LGAC and the District to share information on issues. The annual meeting idea was proposed as a solution after CATT complained about TDPUD agendizing certain items without sufficient advance notice or background information. For CATT, issues to be addressed at this inaugural session include the TDPUD Reserves (how much is in the bank and how does TDPUD compare with other agencies), Agendas and Minutes (how can more details be included in these documents), and Water Meter Boxes. Truckee Chief Building Official Johnny Goetz will follow the TDPUD reps, speaking at 5 pm. Johnny will cover the “Over-the-Counter Thursdays” program to be up and running the week of September 22, as well as other hot topics.

Affordable Housing Solutions Group to meet in September CATT and the Tahoe Sierra Board of Realtors have formed a joint committee to explore funding options for affordable housing. The group’s goal focuses on replacing the Town of Truckee’s mandates with broad-based, community-wide funding options to build or create affordable units. Current Town policy requires all residential and commercial development over a certain size to construct affordable units. The commercial development mandate (employee housing) was suspended on September 11, 2011 but the Town has commented that continuing the suspension may not be justifiable any longer. The CATT/TSBOR Solutions Group has two meetings scheduled for September, both start at 9 am and will be held at the CATT office. The first meeting is September 3. Purpose of this meeting will be to hear an overview of the Town’s affordable housing policies and programs, including the income categories as determined by the State of California for Nevada County and Truckee. At the second committee meeting September 9, effort will be focused on describing the affordable housing “problem” and identifying ways to address the problem. Any CATT member is welcome to attend CATT Local Government Affairs Committee (LGAC) meetings. The monthly LGAC meetings are held the 3rd Monday of the month, 4 pm, at the CATT office. The above list does not eliminate the typical over-the-counter permits that we will continue to process. For example, reroofs, water heaters, gas conversions, electrical upgrades and change-outs, etc., will continue to be issued by the front counter staff during this timeframe, as well as at any other time during the week. This is the start of what we can expect with the new software implementation, fast tracking the permit process through E-Suite and its online capabilities. We will promote the use of this function through New World Systems (NWS) for faster efficiencies, faster turnaround times, inspection scheduling and resulting, fewer visits to Town Hall, increased environmental friendliness, etc. We will make every effort to accommodate any requests during “Over-theCounter Thursdays,” but reserve the right to render a decision that the project is too complex for this program and will need to be placed in the queue at the discretion of the Chief Building Official and /or Community Development Director. We will also provide the necessary assistance for any of our other customers that need to submit, pick up or revise plans as on any other typical day at the Building Division counter. We will also, to the best of our ability, answer any code-related questions during “Over-the-Counter Thursdays,” but reserve the right to take the question at the counter, and provide feedback and answers in the afternoon to help facilitate the program. We will also work very closely with our partners from outside agencies to inform them of any issues that may arise during “Over the Counter Thursdays” that need their specific attention.
