e hope you all had a great holiday season. We also wish you a prosperous and healthy year 2015. Board director elections: This year, three seats were up for re-election. The incumbents all re-upped and there was no new candidate submission. In the end, no election was required and the same Board members of 2014 will represent you this year. I must admit that this result tickles me pink: we work well together; have become familiar to the same level with the challenges in our community; plus we roll up the sleeves to get things done. We also elected officers with the following results in alphabetic order: Marilyn Brainard Secretary plus prime for governance affairs and documents Ray Case Treasurer prime for all aspects of financials plus help in landscaping Lou Dauria Vice-President plus prime for landscaping and security Bob Denis President plus help for irrigation and security plus prime for management interface Rick Jones Director prime for irrigation plus help for financials 2015 will be significant on several fronts for you and your Board of Directors. • New home construction: This will more than likely commence in the remaining open space villages of our community plus for the remaining open amenity lots; I encourage you to visit the City of Sparks website to familiarize yourselves with the master plan for Wingfield Springs. All this activity is healthy for us and we (Board plus partners) need to ensure it is performed in a safe and orderly manner. We will be very active in this realm. • Legislature 2015: A key decision forum for Community Associations in general. We are fortunate to have Director Brainard on our Board. Marilyn is very active in preparing for and participating in this most important effort. With some volatility after the November election, we remain positive this time around since CAI’s legislative committee has received funding from multiple community associations (including us) to engage a lobbyist to voice our concerns and shape our requests for better living in organized communities. We look forward to positive results from this strategy. We will update our community website with pertinent information during the entire time and as related news develops. • Landscape: We have an aging landscape design that needs to be upgraded to these times we live in. This means water efficient and colorful plant material. Specifically we will rejuvenate Wingfield Springs Road medians, complete the Singing Hills project, plus begin to cut back on turf in areas where it is difficult to water efficiently. • Security: We will complete the installation of our “Electronically Gated Community” system. This is a major assist to our patrol and SPD for several types of crime reports. • Board meetings: We strongly encourage you to attend. 2014 was a banner year for homeowner attendance and we sincerely thank all of you who took the time to join us. The Board puts in a lot of effort to make these meetings productive and informative to our owners. What happens during the meetings? • Keynote speakers from the City and County are often invited. • Landscape and security patrol activity for the quarter past and ahead is reviewed. • Polite dialogue with present owners often takes place as appropriate. • Our financial status gets presented. • Business resolutions are discussed and adopted that positively impact this community. In brief, we cover most aspects of how we spend your monthly fees. I hope to see you all during the year. In closing, your Board of Directors and service partners look forward to another great year of serving you.

hank you to all of those who attended this year’s holiday parties at the Red Hawk Event Center. There was a good turn out at both parties and a good time was had by all! The guests enjoyed great food and the cookie table for the kids was also a success again. We had a few new surprises this year to include Karaoke amongst the guests and a photo booth with holiday props for families to take pictures together. Both of these new additions to the event were a lot of fun! The events came to an end with a special visit from Santa Clause who took time to sit with the children while the parents were able to take memorable photos. Many owners donated items for the Food Bank of Northern Nevada; the barrels were full by the end of the day; thank you all! Thank you to the entire Red Hawk staff for all of the help in making this event a success and so special to many people. The Association is always working to improve enforcement of the governing documents. It has been noticed that parking violations are becoming more frequent in the community. With the help of ESI Security, the City of Sparks and Sparks PD, we are working together to bring the community into compliance and make owners and tenants aware of both the rules and City code regulations. As a reminder, the Wingfield Springs CC&Rs require that RVs/boats/trailers etc. be removed within 48 hours. They also prohibit parking in cul-de-sacs that have center islands, in front of fire hydrants, mail boxes and any other zones painted red or designated a No Parking zone by the CC&Rs and/or the City of Sparks regulation. Failure to adhere by the rules of the Association may result in a fine(s). Please note that the Association will be working closely with the City and Sparks PD to ensure parking violations are being addressed. Any vehicle that does not move in a 72 hour period is in violation of the City of Sparks code and subject to citation and towing by the City. Any vehicle parked in a designated No Parking zone is also subject to a citation and towing. Homeowners are encouraged to contact ESI Security at 775-722-6270 to report parking violations. The City of Sparks plays a big role within the Wingfield Springs community. It is important to the Association to show support and build a good standing relationship with the city. Last November, the Association sponsored a hole for the Mayor’s Cup Golf Tournament. The Mayor’s Cup Golf Tournament raised approximately $8,000 for the Sparks Youth Scholarship Fund which helps at-risk children take part in educational and recreational programming. The money raised will assist community access to more than 200 classes and activities in the coming year. The City of Sparks sent a thank you letter to the Association for its generous support! We are happy to be a part of it! As you know, the Association’s irrigation system has been shut off for the winter months. We would like to mention that homeowners are welcome and encouraged to water the common area trees/mow strips using their own irrigation should it be felt that the trees and mow strips are not receiving adequate water during the winter months. As much as 10–15 minutes of watering a day could make quite a difference. Please note that you are not required to provide water to the common area trees/mow strips, but it is the only option available during the winter months. It was brought to the Association’s attention that there have been children playing/fishing in the Red Hawk ponds. Although these ponds are owned and maintained by the Red Hawk Golf Course, we ask that you please ensure your children are not accessing the ponds for any reason. Any playing, fishing, or use of the ponds in any way is strictly prohibited and is considered a safety hazard. Please help the community by contacting ESI Security immediately at 775-722-6270 should you observe any persons in the pond.

Rick’s Observations

A

s we all know, water in the high desert is like “liquid gold.” Although this is winter, it’s not too early to think of the coming spring and what the WSCA will consume for all our common areas starting in May. President Bob has wrestled the “water beast” for over seven years and has asked me to take the lead. As a team we are already preparing for a “what-if” based on our water allocation from RedHawk, the Orr Ditch, and potential use of effluent (tertiary recycled) water from the City of Sparks. We are working closely with Reno Green to conserve and become more efficient with common area watering. This includes new and better technology, and proactively monitoring meters and other aspects of our water consumption and related problem areas. All

A

Nevada community association decided enough was enough when a mortgage banker—like many others—kept dragging its feet on finalizing a home foreclosure after it was clear that a loan modification was not an option. The association filed a lien and foreclosed to collect the money it was owed by the delinquent owner. The lender challenged the community association in court. And the association won—in the Nevada Supreme Court, no less— affirming that community associations can indeed exercise their right of foreclosure as permitted by law in Nevada, 21 other states and the District of Columbia. Importantly, the lender could have foreclosed before the homeowners association took the action, but it chose not to.

I moved to Sparks when I was 4 and grew up on Logan Way as the oldest of six children. My Dad was transferred to the Bay Area where I went to high school. I returned to attend UNR, graduating in 1976 with a Bachelors Degree in Spanish. Upon graduation I was hired by American Airlines as a Flight Attendant, a career I still have 38 years later. I have been married for 34 years to an Ely boy and have two sons. I have 30 years of volunteerism- in schools, United Way, Junior League, Pack PAAWS, unpaid Citizen Lobbyist and Sparks Charter Committee.

AMCIB is the organization board that oversees the CMCA certification program; the acronym stands for Community Association Managers International Certification Board. The board’s purpose is to ensure that community association managers practice with professionalism, integrity and knowledge. To do so, the board administers the Certified Manager of Community Associations certification program. It is the only internationally accredited, professional certification program in the field. This certification offers a level of protection to homeowners and their communities by offering a trusted credential awarded only to professional managers who have demonstrated competency of the defined body of knowledge of a community association manager. WSCA Board member Marilyn Brainard has been invited to serve in the Public Member category as a commissioner for a three year term beginning on 1-12015. Reminder! Please sign up for the Wingfield Springs Community Association website at www. wingfieldspringshoa.org to find the most up to date information and news pertaining to the community! We are also accepting tenant information and emails so your tenants may also utilize the website. The Tenant Information form was included in the Fall HawkTalk and to date, has received very low response. We strongly encourage all homeowners to submit their tenant information and email addresses so the Association can achieve strong tenant and homeowner communication. Please contact the management company at 775-626-7333 if you need assistance. The latest version of the Design Review Guidelines, recently approved at the October 23, 2014 Board of Directors meeting, have been uploaded to the website under Document, Main, Design Review Processes, Guidelines. The new guidelines include a brand new “DRC Form” now called the Standard Plan Submittal Checklist. This is found on page 36 of the Design Review Guidelines and will be used for all projects such as new construction, remodels, painting, landscape, patio/shade structures, sheds, swimming pools, and other/minor project submittals.

It’s the beginning of a new year and spring will be fast approaching! There are multiple homes in the community that are in serious need of painting (trim, body or both) and this is the perfect time to get your paint submittal into the Design Review Committee should you decide to change the color scheme of your home. If you wish to re-paint your home with the exact same colors, approval is not needed. All homes that need exterior painting must have this completed no later than May 1, 2015. A representative will inspect the property on this date to ensure all homes are in compliance with community standards for exterior painting. Please note that if you wish to submit a request to the DRC (Design Review Committee) to change your paint scheme, you will need to fill out the Standard Plan Submittal Checklist along with a $25.00 check for the design review fee. Holiday Decoration Reminder Holiday decorations may be installed fourteen (14) days before a holiday, and shall be taken down within fourteen (14) days after the holiday. December holiday decorations are permitted to be installed starting November 15th, but not illuminated until Thanksgiving week, at the earliest. December holiday lighting and exterior lawn displays are to be removed by February 1st.

Be sure to mark your calendars for the weekend of May 16th & 17th. Residents may set up in your yard and/ or driveway from 7 am–7 pm. The Association will post one Community Garage Sale sign at the entrance of the Community and will also place an ad in the “Neighborhoods” section of the Reno Gazette Journal. This year, the Association is allowing individual signs to be placed at intersections and in front yards beginning Saturday morning. The signs can go up at 7 am Saturday and should be removed no later than 7 pm on Sunday.

HawkTalk Article–Vacant Lot Reminder! Reminder for vacant lot owners! This is a reminder that vacant lot clearing will be enforced throughout the entire year. The Association will conduct a property inspection twice per month to ensure vacant lots are kept in compliance. Please note the Association will conduct additional Hearings throughout the year for lot owners who fail to keep their lots free of weeds, vegetation, debris, etc. This could result in possible fines and/or the Association moving forward to clear the vacant lot and billing back the owner. As a reminder, ALL portions of the lot must be entirely cleared, including edges, sides and the front of the property. It is recommended that a weed controller be used to prevent the weeds from growing back so quickly. Fence line, Vacant Lot and Yard Maintenance Resolution #9: Each owner is required to keep their vacant lot free of weeds, debris, and vegetation/ shrubbery throughout all portions of the lot. Lots are required to be completely cleared within the entire property line throughout the year. This includes, but is not limited to, sagebrush, tumbleweeds, and all native/ natural vegetation growing in the front, middle, rear and edges of the lot.”

Bird Feeding Reminder This is an important reminder that all hand tossing and ground feeding of bird seed is strictly prohibited.

ird feeders are limited to two per residence, one liquid feeder and one non-liquid feeder. Bird feeders may not be placed or mounted on any fence and they may not be placed on any Wingfield Springs Common Areas or Red Hawk Golf Course Property. Owners are responsible to employ good practices regarding the use of bird feeders. This includes, but is not limited to, regular cleaning of the bird feeder and the surrounding area especially underneath the feeders. It is strongly recommended that at least annually, the bird feeder is moved to a different location, cleaned thoroughly and the soil beneath the original bird feeder location refreshed. Any owner that is deemed to have violated these rules shall be deemed to have created a nuisance per Article XI, Section 11.4 and will be subject to the general rules violation process as outlined in the Wingfield Springs Association Rules, Regulations and Fines Policy. If you observe any person(s) hand tossing, ground feeding or any violation of the rules as outlined in the Bird Feeding Resolution, please notify the Association immediately.
