ADVANCES in Knee + Hip Replacement

By Jeffrey A. Orr, MD THE NUMBER OF OUTPATIENT joint replacement surgeries has been steadily growing in the United

States. Between 2012 to 2015, there was a 47 percent increase in elective same-day joint replacements. With the advances in surgical procedures, and perioperative programs (patient care that happens before and after surgery), who wouldn’t want to recover from the comfort of home, instead of staying overnight at the hospital?

These advances in joint replacement services for knees or hips are now enabling qualified patients in our community to have surgery and leave the hospital the same day. While the surgical procedure, instruments, and medical joint implants are the same as with regular joint replacement surgery, there is more ground work before patients meet surgeons in the operating room for their outpatient procedure.

Pre-surgical programs have paved the way for qualifying patients to go through a step-by-step process with their surgeon and care team to optimize health before their procedure. Individualized health plans working up to the procedure make for better patient results with surgery and recovery from home. The successes these programs deliver makes same-day joint replacement surgeries favorable by patients and medical providers alike. In fact, the demand for these services is expected to grow 77 percent over the next 10 years, according to the American Academy of Orthopedic Surgeons.

It is important for patients considering same-day joint replacement to have medical clearance with their surgeon, and discuss any underlying health concerns. Not everyone is a candidate for outpatient knee and hip replacement, or going home the same day as their procedure.

Patients qualifying for same day joint replacement surgery are in good overall health and have a healthy body mass. The pre-operative program through Barton Health takes weight and other considerations in mind to optimize individuals for their procedure as well as their recovery. Age is another factor, and typically outpatient surgeries are provided to those younger than 65.

Home Health nursing and physical therapy visits support patients in their recovery; however, having continued care from friends and family is important. Accommodating for stairs, house pets, family members, and other personal factors are all things to be considered and discussed with an orthopedic surgeon. Just as the Barton Health team is here to support surgical success, it’s important to have a recovery team at home.

Barton is a designated Blue DistinctionÂŽ Center for Knee & Hip Replacement. This national certification recognizes the advanced medical services and better patient outcomes with knee and hip replacement surgeries that are available in our community.

2021 Budget Part Deux

increases in contributions to reserve accounts for 2021:

2021 budget and a breakdown of the $735 quarterly assessment that most members will see next year.

As a non-profit homeowner’s association, the primary goal of the budget is to balance the expected revenues from assessment fees, vacation rental permits, recreation passes, and other fees against our operating expenses and needed contributions to our various reserve accounts.

Ultimately, besides covering any increases in operating costs (all things being equal, costs tend to go up each year in line with inflation at a minimum), assessment fees have to make up for any expected shortfall in income from vacation rental permits, recreation passes, and the like.

As I had previously mentioned, going into the planning for 2021, we faced a shortfall in revenue from vacation rental permits and recreation passes (pool, tennis courts, and beach) due to Measure T going into full effect. The Board approved a Vacation Home Rental (VHR) permit fee of $525 for 2021 and agreed to prorate it monthly based on the expiration date of a homeowner’s City permit. Given we don’t know how many homeowners will choose to continue to vacation rent next year, the Board took a fairly conservative estimate for revenue from rental permits and recreation passes. Based on this estimate, we are expecting a $160,000 shortfall in income next year.

Also, the Board decided to reinstate the 50% reduction in Water Quality fees for 105 homeowners that do not reside on our waterways or Lake Tallac (and therefore do not receive weed harvesting services) and are not members of the Tahoe Keys Beach & Harbor Association. We felt that these homeowners truly do not benefit from our water quality efforts as much as other homeowners. The result of this was a $21,000 shortfall in Water Quality revenue for 2021 compared to 2020.

As you can see, before we even got started looking at any expense increases, we were already in a $181,000 hole, which would require over a 4% increase in assessment fees to offset.

On top of this, our 30-year reserve plans (approved as part of the 2020 budget) projected the following Keys Breeze

• 10% increase for Water Company, or about $46,000.

• And finally, a 50% increase for Water Quality, or about $101,000.

That’s another $268,000, which would require a 6.5% increase in assessment fees.

Without factoring in any increase in operating costs, we were faced with over a 10% jump in assessment fees for 2021 out of the gate unless we could find ways to eliminate or reduce costs.

Staff, the Finance Committee, and the Board went to work reviewing operating costs, staffing levels, and services to identify ways to save money. The Board approved the following savings as part of the 2021 budget:

pleasant surprise after significant increases for the last couple of years). $23,759 by reducing the days the outdoor pool is staffed (eliminating the outdoor pool attendant Monday to Thursday). $4,000 from expected electricity savings due to the installation of LED streetlights this year (kudos to Dan Larson from our Water Company for finding a way to save money). $8,717 thanks to the reduced usage of pool chemicals given less VHR guests. $6,359 from reduced front desk weekend hours (8 hours versus 16 hours currently). $2,956 by holding Board Meetings on a weekday, not on Saturday. $13,394 from starting security patrols at 10:00 am (versus 8:00 am currently). $47,337 by closing the indoor pool one day a week (Tuesday) for 32 weeks during the offseason. $52,047 from implementing a wage freeze for all TKPOA staff in 2021 except for State mandated minimum wage increases. $49,784 by not hiring an Administrative Clerk.

These savings and numerous other efficiencies identified by staff helped offset the expected reduction in revenues resulting in just a 6.1% increase for 2021.

Even though our assessment fees will increase next year, if you dig into the savings above, you’ll see that our Common operating expenses are budgeted to decrease by over $250,000 next year compared to the 2020 budget. That’s nearly an 11% decrease.

Our Water Company operating expenses, however, will increase by around $24,000, or 3.7%. While this is partially due to rising labor and material costs, the increase is more because we need to make up for cash deficits from previous years that have reduced our operating cash for the Water Company below the level recommended by our auditors. Our Water Company only had $28,000 in cash as of September, significantly below the recommended amount needed to pay monthly expenses that average $54,800 per month.

The Board decided to replenish our Water Company’s operating cash by $55,000 over the next two years to ensure we have sufficient funds month-to-month.

Water Quality sees the most significant increase of over $76,000, or 14.5%. Over $30,000 of this is due to an expected increase in legal fees resulting from actions taken by the TKM&YC. Around $88,000 is for increases in wages and benefits due to additional Water Quality staffing. This wage increase is partially offset for 2021 by a credit of $36,240 approved as part of the Water Quality Special Assessment 2nd Payment to fund two additional technicians year-round.

If we turn our attention to our reserves, you’ll see that the Common reserve contribution increases by 10%, adding an additional $34,000 next year and subsequent years. As a result of this increase (along with a review of necessary reserve projects), the 30-year reserve plan shows a low cash position of $698,000 in 2023 compared to a low cash position of $305,000 based on the 2020 reserve plan. Unfortunately, this plan doesn’t consider the expected cost increases related to our new Corporation Yard facilities. A Board subcommittee will be reviewing this project before it proceeds further.

Looking at our Water Company reserve, the contribution will increase by 4%, adding an additional $17,000 next year and in subsequent years. This increase, along with some project adjustments, results in a 30year reserve plan with a low cash position of $600,000 in 2022. A little better than the $500,000 that was projected back in the 2020 budget. Unfortunately, this doesn’t factor in costs associated with dealing with the PCE contamination endangering our wells. While, as per Keys Breeze

past Boards, the costs associated with dealing with this contamination have been viewed as requiring a special assessment, it is the opinion of this Board that the time has come to face this problem. Steps are underway to investigate, evaluate, and identify the best way forward so that our Water Company can start to take the necessary actions to deal with this issue.

Our Water Quality reserve contribution will stay relatively flat for next year, partially thanks to the Water Quality Special Assessment 2nd Payment that helped fund several reserve expenditures. Based on the 30-year reserve plan, the Water Quality low cash position is projected to be $342,000 in 2021. The plan does not consider the costs of the small-scale herbicide control methods tests that we hope to get approved early next year. These tests will be funded by the Water Quality Special Assessment 3rd Payment.

And finally, our Channels & Lagoons reserve contribution sees the most significant increase of nearly 25%, adding an additional $85,000 next year and in subsequent years. The Association set up this reserve account a few years ago to separate funding for bulkhead maintenance, repair, and replacement, along with the dredging of our channels from our Common reserve. As you may be aware, we are in the process of replacing one of the East Channel bulkheads, and we are expecting that we’ll need to dredge our west channel again in 2025. Even after this increase, based on our 30-year reserve plan, the Channels & Lagoons low cash position is projected to be $38,000 in 2025. Of course, this could change depending on the timing and costs of any dredging.

I hope this deeper dive helps shed light on the makeup of the 2021 budget and how even after significant cost reductions in many areas, the quarterly assessment fees have increased. As I stated in my previous update, the Board and staff remain committed to finding additional efficiencies and savings from here on out; our efforts don’t stop just because the budget has been set. Water Conservation

IT'S THAT TIME OF YEAR. The fall months

are winding down and the TKPOA Water Company has cut-back on water production and shut down one of our wells for the winter. It is also that time of the year when temperatures drop below freezing on a regular basis and we should be winterizing our irrigation systems. It is the TKPOA Water Company’s recommendation that we all take the time to ensure our irrigation systems are winterized to prevent damage caused by frozen pipes. We have provided some simple to follow instruction for winterizing your irrigation systems.

Winterizing an Irrigation System • Shut off and drain the system.

Shut off the main water supply and remove the faucet assembly (timer, filter, pressure regulator, etc.).

• Blow out the lines. Another common method is to blow out the lines using compressed air.

• Seal off the open lines.

• Approved Chavez Plumbing for the Cove 3C Townhome Individual Gas Line Replacements Project for units 111, 124, 126, 128, 131, and 132 for $7,775 plus a $775 contingency for a total of $8,550 to be funded out of Cove 3C Reserves.

• Approved a June 4th, 2021 event request for a wedding ceremony at the Venice Drive park near the meadow.

• Denied a July 24th, 2021 event request due to the busy summer weekend use of TKPOA amenities.

• Approved a contract with Gilbert Associates Inc. to conduct the Annual Tax Return and Accounting Audit of the 2020 Financial Records.

• Approved the 2021 Keys Breeze publishing contract with Just Imagine Marketing & Design.

• Approved the 2020 TKPOA Membership Survey to be sent out the beginning of December for January 2021 follow up.

COVE ADVISORS NEEDED COVE ADVISORS NEEDED FOR BAVARIAN ISLE, ALOHA ISLE, ST. MORITZ, AND MOUNT TALLAC VILLAGE III It is important that all TKPOA subdivisions are represented by a property owner living within their subdivision. Per the Advisor rules, any owner in good standing may volunteer to serve as the Advisor to their Subdivision or Cove. Otherwise the property owners may nominate themselves or another owner within that subdivision, confirmed by a vote of the Board of Directors.

Each Cove Advisor is responsible for handling the general affairs of the cove including unit/ common area facilities; report maintenance, repair and other property owners issues to TKPOA management and follow-up in keeping those property owners up to date with current events, general affairs of projects happening within the Keys, and manage the cove’s budget.

Board of Directors 2019–2020: The Board of Directors are charged with the ultimate responsibility and authority for operation of the Tahoe Keys Property Owners Association (TKPOA) on behalf of the property owners. It is the role of the Board of Directors to guide the setting of the policies, standards, procedures, programs, and budgets for the Association. I would like to recognize some of these accomplishments that occurred during the September 2019 to September 2020 Board Term. The accomplishments listed below involved Board of Directors direction and support, and individual Board members efforts.

2019–2020 BOARD ACCOMPLISHMENTS • Completed 2020 Operating Budget Planning and Approval Process.

• Completed 2019 Annual Financial Audit with Gilbert & Associates, LLP CPAs to

complete full audit of TKPOA year end financial records for 2019.

• Continued seven days a week front desk staffing at the TKPOA Pavilion Office 8:30 am–4:30 pm for the fifth year.

ARCHITECTURAL CONTROL COMMITTEE (ACC) APPROVAL IS EVIDENCED BY THE ACC STAMPING AND SIGNING OF THE PLANS. NO OPINION OR ADVICE, WRITTEN OR ORAL, SHALL CONSTITUTE APPROVAL.

are provided for your information as required by State Law and are taken from Section 3 of the Architectural Control Rules.

All changes or upgrades to the exterior of your home requires prior Architectural Control Committee approval.

Section 3 – Plans, Applications and Plan Submittal Procedures

03.01 Plans: It is the responsibility of the owner of any property proposing new construction, remodeling, painting, construction of fences, boat dock, boat ramps, bulkheads, or any other improvements to the property or exterior of the structure to submit plans for the proposed construction or improvements to the ACC for approval prior to the start of any construction.

03.02 Any property owner seeking project approval from the ACC must be a member in good standing of the Association with all Association assessments and charges paid current. If Association assessments are in arrears, any such submittal will not be accepted and will be considered automatically denied.

03.03 When additional information is required for the ACC to evaluate any application, such information must be submitted within thirty (30) days of notification by the ACC. If no response is received, then the application will lapse. Plans, sample materials and deposit will be returned.

03.04 Denied plans shall indicate the reason(s) for such denial within thirty (30) days’ time from said disapproval. An owner may appeal to the ACC for review of any denial. An applicant must resubmit modified plans within ninety (90) days from the date of the disapproval letter or appeal hearing, whichever is later, or the application will lapse and all materials and deposits will be returned to the applicant.

03.05 Plan Submittal: Two sets of building plans must be submitted to the ACC for approval before any construction commences to include the breaking of ground for foundation. One set of plans must have the City of South Lake Tahoe Building and TRPA's approval stamp; the second set filed in the ACC's files. The submittal and the hold harmless document must be signed by the property owner, no exceptions.

Architectural Control Committee (ACC) approval is evidenced by the ACC stamping and signing of the plans. No opinion or advice, written or oral, shall constitute approval.

Approval of the submitted plans by the ACC is not to be construed as indication of the accuracy or structural integrity of the submitted plans.

03.06 NEW RESIDENTIAL PLANS are valid for two (2) years. OTHER APPROVED PROJECTS are valid for one (1) year, only. Unless the project is completed, new applications are required after the expiration of the permit.

03.07 Plans must include the following when submitted: • Plot plan showing setbacks and easements.

• Floor plans.

• Elevation plans, showing all sides of the structure. The drawings must indicate height of the building from the curb flow line at center of front property line to the roof ridge.

• Samples of exterior materials and colors.

• Landscaping including automatic irrigation system, sod, trees, shrubs, etc. It is required that all ground be covered with some variety of plant life cover. See Section 10.

03.08 The plot plan shall show all property lines including the front property line (the dedicated street line), the curb line, the approximate high waterline and any recorded easements, and all front, rear, and side setbacks as proposed on the property. Any incorrect data or omissions could invalidate ACC approval.

03.09 No plan changes will be made to any ACC approved plans without submitting changes to the ACC for approval. Requests for approval of changes must be submitted in writing and, if necessary, revised plot plans and elevation drawings must be submitted to the ACC for review and approval. Any deviations from the originally submitted and approved colors or materials must be resubmitted to the ACC for review and approval. All structures shall be built in conformity with the plans, as amended and approved. Changes need to include architectural design, chimneys, height variations, outside pipes, sheet metal, fences, decks, paint color, railings, bulkheads, docks, and shrubbery.

2020–2021 BOARD OF DIRECTORS—REGULAR OPEN BOARD MEETING SCHEDULE CONTINUED FROM PAGE 21

The Tahoe Keys Property Owners Association (TKPOA) Board of Directors will continue to hold the Regular Open Board Meetings as a web-hosted meeting using the GoToMeeting or Zoom application.

The Regular Open Board Meetings are scheduled for the third Wednesday of each month at 5:00 pm, and based on the current County and State guidelines for COVID-19–El Dorado County “Purple Tier” rating we are no longer are providing “in person” attendance to the meetings. Keep in mind this is subject to change, when conditions change. Any TKPOA property owners can attend the Regular Open Board Meetings, through the provided web hosted application. For each Regular Open Board Meeting the meeting agenda and the web-hosted meeting link and instructions are posted on the TKPOA website at www.tkpoa.com, seven days or more prior to the meeting. You can find this by using the website calendar which is located in the “CALENDAR” drop down menu, you can find the meeting date click on it and it will bring up the link the agenda and web hosted meeting instructions. The meeting agendas are also posted on the TKPOA Pavilion bulletin board seven days prior to the meeting as well.

On the TKPOA website the TKPOA staff has been posting the following items for each Regular Open Board Meeting: • The Agenda – Board Meeting Agenda is available, and you will need to use your member login and password to access it in the Documents/Board Meetings/2020/Agendas folder.

• Regular Open Board Packet – Board of Directors Meeting Packet is available and is located in the Documents/Board Meetings/2020/Board Packets folder. This is in a PDF format with bookmarks for each agenda item.

TKPOA COVID-19

OPERATIONS UPDATE

By Kirk Wooldridge, General Manager AS OF NOVEMBER 16TH, 2020, California Governor Gavin Newsom announced immediate actions to slow the spread of the COVID-19 Virus. Effective November 17th, 2020, Purple Tier restrictions are in place for El Dorado County including the closure of indoor pools.

As a precaution to prevent the spread of COVID-19, and to protect the health and safety of our residents and staff, the TKPOA Pavilion Office has also been closed on the weekends to the TKPOA property owners and the public.

As of December 4th, 2020 the TKPOA Pavilion Office is closed to the public.

As of November 17th, 2020, the TKPOA indoor pool facility has been closed.

When conditions improve, we will plan to reopen the indoor swimming pool and weekend front desk at that time. Updates will be posted on the TKPOA website at www.TKPOA.com.

Based on the current safety precautions, amenity closure and workload the TKPOA has adjusted its staffing levels through staff layoffs as follows:

• One part time front desk staff member (without pay).

• Eight part time pool attendants (without pay).

• One full time pool supervisor (without pay)

The TKPOA Board of Directors has not approved any additional severance pay for any laid off positions. The TKPOA will continue to monitor the staffing levels of the onsite and remote staff to determine if additional layoffs are required due to safety precautions and current workload.

Our TKPOA essential staff are still working and are available in-person at the Pavilion Office, by phone, and online during regular business hours of 8:30 am– 4:30 pm, Monday through Friday (Closed Saturday and Sunday).

Mask requirements have been in effect since March 20th, 2020 when visiting the Pavilion Office in person.

The TKPOA will continue to provide essential services as required from the Water Company, facilities, security and administration departments. The TKPOA facility maintenance staff, Water Company staff and security patrol officers have been instructed to take extra precautionary steps when responding to calls for service to maintain social distancing while responding to property owners.

All Board of Directors, Committee, and Town Hall Forum meetings will be held as a web-hosted conference call. No in-person attendance will be permitted for these meetings at this time aside from essential staff members with proper social distancing. Information on how to join meetings via web-hosted conference call is posted on the TKPOA website under the Events–Calendar page or can be requested from the front desk, (530) 542-6444 or info@tahoekeyspoa.org.

Meetings and Approvals

At the November 18th, 2020 Regular Board Meeting, the TKPOA Board of Directors, approved the September Financial Statements, reviewed homeowner delinquent accounts and scheduled disciplinary hearings on delinquent accounts. There were no approvals for lien notices for delinquent homeowners

to review. Disciplinary hearings are generally held when a homeowner is delinquent on two quarterly assessments.

At the November 17th, 2020 Finance Committee meeting, the Committee reviewed and approved the September Financial Statements, reviewed and recommended a possible credit to TKPOA members due to the surplus from the sale of the lot on Lake Tallac and a surplus in the Common operating funds due to savings from COVID-19 restrictions. The Finance Committee also recommended the auditing firm of Gilbert Associates, Inc. be approved by the board of directors for the 2020 Audit that will be conducted next March.

The next meeting for the Finance Committee is scheduled for Tuesday, December 15th. As a reminder, the Budget Meetings, the Board Meetings, and the Finance Committee Meetings, and are open to members of the TKPOA (meeting dates are subject to change).

We will continue to closely monitor emerging information from the CDC and California Department of Health and evaluate future operations as we have more information and will make adjustments to our overall operation and staffing.

Various cities in California have included the following in their definition of essential businesses: Plumbers, electricians, exterminators, custodial/ janitorial workers, handyman services, funeral home workers and morticians, moving services, HVAC installers, carpenters, landscapers, gardeners, property managers, private security personnel and other service providers who provide services to maintain the safety, sanitation, and essential operation to properties.

Community Associations and their management companies should continue to operate.

The Architectural Control Department (ACD) of the TKPOA is still accepting Architectural Control Committee (ACC) application submittals for review.

Please submit your applications by either dropping them off at the Pavilion located at 356 Ala Wai Blvd, South Lake Tahoe through the mail slot next to the front door, by mail via USPS or via email. Email applications to Lcallahan@tahoekeyspoa.org. ACD staff will get back to you with your application status. Please don’t forget to include the review fee with the application.

The TKPOA Accounting Department would like to remind members of a couple of ways you can pay your assessments online: Visit www.tkpoa.com to pay online.

• Payments can be set up using checking accounts (free) or credit cards (3.5% fee).
