DIAGNOSED WITH HIGH CHOLESTEROL
WHAT DOES THAT MEAN? Cholesterol is a fat-like, waxy substance found in all parts of your body; it helps your body make cell membranes, many hormones, and vitamin D. The cholesterol in your blood comes from two sources: your liver, which makes all the cholesterol your body needs, and the food you eat (from animal sources such as meat and dairy). Cholesterol isn’t entirely bad. Cholesterol and other fats are carried in your bloodstream as spherical particles called lipoproteins. The two most commonly known lipoproteins are low-density lipoproteins (LDL) and high-density lipoproteins (HDL). The trouble starts when you have too much LDL, or “bad,” cholesterol, which causes a substance called plaque to collect in your blood vessels. This buildup puts you at risk for heart attack and stroke. You want your LDL to be low, and if you’ve been told you have high cholesterol, you need to take steps to decrease your LDL, including: • Dont eat foods that are high in saturated fat and trans fat, such as red meat, fried foods, cheese, or butter • Eat a heart-healthy diet that includes vegetables, fruits, whole grains, poultry, fish, nuts, and nontropical vegetable oils • Exercise regularly • Maintain a healthy weight • Stop smoking, if you smoke Keys Breeze

If you’re struggling to lower your LDL, there may be other factors at play: • If you have family members with high cholesterol, you’re more prone to unhealthy levels. Your genetics may make it harder for your body to remove LDL cholesterol from your blood or break it down in your liver. • Your body’s metabolism changes with age. While normal, these changes make it more difficult for your liver to get rid of LDL cholesterol. This helps explain why high cholesterol is often diagnosed between ages 40 and 59. • Women have a lower risk for high cholesterol than men — until menopause. Menopause lowers hormones that may protect against high cholesterol. • Sitting a lot and not getting a lot of exercise lowers HDL cholesterol. This “good” cholesterol carries LDL cholesterol away from arteries. With less HDL, it’s easier for LDL to build up in your blood vessels. • Some prescriptions, such as steroids used to treat inflammatory diseases, can unintentionally cause unhealthy cholesterol levels. If you’ve been told to lower your cholesterol, talk to your health team about sustainable lifestyle changes, or other strategies including medication, to help reduce your LDL. Together, with your provider, you can personalize your approach for cholesterol success.

Winter Season Suggestions

The TKPOA Architectural Control and Security Departments would like to remind you of a few tips for keeping your home and family protected now that the cold weather has arrived. • • •
When you are not at your home, keep your thermostat on 55 degrees. Broken pipes are quite common this time of year. Sprinklers and any landscape irrigation should be shut off for the season once the nightly temperature consistently dips below 30 degrees. Carefully check all windows and doors before leaving your home, even if you’re just running Keys Breeze

errands. High winds can cause a window to blow open. Be sure your crawl space is sealed off and secure. Bears are looking for a cozy spot under your house to hibernate. Pine Sol is the best deterrent. Please keep your friends, family, and pets off the ice in the lagoons. It may seem thick enough to walk on, but with fluctuating temperatures it is not. If you are leaving a boat in the water all winter, please winterize and adequately secure your boat to the dock. Sinking and/or drifting boats are not uncommon this time of year. Also, only white shrink-wrap is allowed if the boats are to remain docked.

PRESIDENT’S MESSAGE Thank You Michelle. Michelle Pandori had to resign from the board for personal reasons, but I’d like to open my briefing to you all with a sincere thanks for all that she has done during her tenure. She has been a passionate and driving force in fiscal matters, and in matters involving the coves. But that understates her contributions. She has been an engaged and important member of our 7-person board of directors, providing critical viewpoints, logic, and discussion on all issues before the board. She was a gracious team player, and the whole board will miss her.
The Waterways Year 3 Control Methods Test special assessment passed late last year and was invoiced to you the last week of January.
The board has called for self-nominations and will use those in deliberating the appointment of someone to serve the remainder of Michelle’s term. That will happen at the February board meeting.
Vacancy Tax. A city-wide voter initiative is in the works to put a vacancy tax on the November ballot. The $6,000 per year tax would be assessed on all homeowners not dwelling in their properties for the majority of the year. Homeowners would self-certify each year, but city staff would be tasked with developing an audit process if the measure passes. The measure would affect a majority of TKPOA members, so the board voted unanimously at the January meeting to oppose the measure. You will be seeing more information as this develops. One thing to consider over the next 10 months is whether it is time to declare your domicile in Tahoe Keys as your voting address, because measures like this one and Measure T before it are things that you should have a voice on.
Special Assessments. The special assessment vote for Cove 3A was extended to try to get to a quorum. Members had been asking for information from the Bulkheads. Well, that’s enough for now. I could go on, of course. There are so many things that are important. I didn’t talk about the new Cove oversight process because it is in flux. Members are providing feedback, and we’ve got work to do before we zero in on something that works for all. So I’ll talk about that next month or the month after. But I do appreciate the effort, expertise, and passion that members and staff bring to the Keys. We are solving some old, festering problems, and although that can be a smelly process, it is the only way to heal and move forward toward our vision of a world-class waterfront community. And I appreciate all who come to help us get there!

ACC RULE OF THE MONTH –
12.02 No lot accessory may be placed in any set-back area nor can they be placed anywhere on the street-side of the lot (side set-back -5 feet, rear set-back -15 feet from high water line (HWL). 12.03 Motorized or noise emitting installations (like pumps, filters or other equipment) will require soundproofing or a decibel rating low enough so as not to disturb neighbors. 12.04 All Saunas, Jacuzzis and Hot Tubs must be outfitted with a locked, secure childproof cover. 12.05 City of South Lake Tahoe requires permits for some lot accessories. Any required permits must be obtained from the CSLT prior to installation. 12.06 No lot accessories may be installed upon Over Water Platforms (OWPs), landings or any other over-water structure.

Be mindful of TRPA coverage considerations when planning the placement of the Sauna, Jacuzzi, Spa or Hot Tub. General land use requirements and building codes are established and enforced by CSLT and other agencies.

The streets within the Tahoe Keys are owned by the City of South Lake Tahoe; all city ordinances and traffic laws apply. Parking enforcement on city streets is the responsibility of the South Lake Tahoe Police Department however TKPOA Security Officers are responsible for enforcing TKPOA parking rules and regulations throughout the Tahoe Keys. TKPOA assumes no responsibility for damage, theft, vandalism, or liability done to a vehicle visiting or parked on TKPOA grounds. All vehicles are subject to tow-away for violation of these rules. Vehicles parked in the fire lanes will be towed away without notice. All vehicles, motorcycles, ATVs, mopeds, etc., operated or parked on the private streets and alleyways of Tahoe Keys shall display current licenses

and be maintained in a proper, legal operating condition so as not to be a hazard or nuisance by noise, exhaust emissions, or appearance. Not more than one motor vehicle per property bearing advertising or otherwise pertaining to this use is allowed unless parked within an enclosed garage. shall be parked on or about the above described premises. Vehicles bearing an advertising sign, commercial trucks, commercial vans, all such vehicles of more than 2 ½ tons, or of such length to inhibit safe parking, are prohibited from parking in the unassigned parking spaces of TKPOA except in performing their commercial duty and function requiring limited timeperiod parking. City parking ordinances on street parking apply. House trailers, motor homes, boats, campers, and recreational vehicles may only be parked or stored within the TKPOA within an enclosed garage, except for the purposes of loading and unloading. Pickup trucks with campers installed in the truck bed and class B vehicles, and camper vans with a maximum length of 23 feet may be parked within a property’s driveway, however, may not be parked along the street, other than for brief periods of loading and unloading, in order to prevent blocking of roadways and views of pedestrians and bicyclists. Truck bed campers and sprinter vans must reasonably fit within the driveway and may not be utilized for overnight accommodation and may not be stored (i.e. must be utilized as a frequent driver vehicle). Major vehicle repair, auto repair and maintenance for pay, or extraordinary vehicle maintenance shall not be carried out on Association property. Vehicles shall not be in a state of disrepair or severe damage, nor be allowed to drip excessive amounts of engine or transmission fluids on the streets or alleyways of TKPOA.

Each resident’s single family home is considered to have parking spaces in the garage, driveways, and in immediate street parking areas near their properties. Additional vehicles shall not be stored, kept, or parked in TKPOA common or townhome parking areas.

Townhouses with a garage shall utilize the garage for parking of passenger vehicles only. Each townhouse unit may have only two (2) vehicles in its designated parking area at a time. Each vehicle parked within townhome subdivision lots must have either a TKPOA parking sticker or hangtag displayed.

No vehicle shall be parked except within their garage or paint-designated parking space. No parking on landscaped areas or off pavement. All townhouse streets and alleyways are fire lanes and are so marked. Parking in these areas is prohibited at all times, except for 15 minutes loading and unloading, while the vehicle is attended. No vehicle shall be left in an unassigned-designated parking space in a non-operative condition or with an expired registration. Any vehicle not moved for a period of two weeks is considered a stored vehicle. Vehicles will be towed away at owners’ expense.

Now that winter has arrived and the Tahoe Keys lagoons Rental (VHR) Properties Please inform your renters that the ice within our and waterways are covered with ice and snow, it is important to think about ice safety. TKPOA Water Quality community is unsafe. Renters and their families should refrain from walking on it for their own safety. Refrain and Security Departments along with the South Lake from throwing rocks, trash and other items on the ice. Tahoe Fire and Rescue recommend you don’t venture out on our frozen lagoons and waterways, as they are considered unsafe. Please keep in mind: Never allow children or pets to venture onto the ice In the event they fall through the ice, there is a high probability of injury or death. TKPOA rules pertaining to pets and City of South Lake Tahoe Animal Control Codes do not allow an unleased pet to run or play on the ice. Recognize that ice will never be completely safe Conditions, and unseen or unknown factors, can render seemingly safe ice suddenly dangerous. Take all care and precautions to avoid mishaps and make sure you have a rescue plan in place, i.e.; throw able floatation device with an attached rope, for those who live on the water. Having a safety plan in place, should you see an ice incident, can save lives. Understand that ice strength is not the same everywhere, not even on the same body of water It is difficult to judge the strength of ice based on appearance alone. Other factors including snow cover, currents, bubblers to prevent ice around boats, distribution of the load on the ice, schools of fish, and other factors affect the thickness and safety.
Laminar Flow Aeration (LFA) Project Area In the spring to 2019, the Water Quality Department introduced a new project in the TKPOA waterways. This project consists of 10 diffuser and over 8,000 feet of high pressure hose which covers approximately six acres of waterways operates nonstop throughout the year. One of the project goals is to have a continuous circulation of the water column. This will reduce the water’s ability to freeze and if it does freeze the ice will be thin and ununiform which makes this area extremely dangerous. The LFA project is located in the waterways that are north of Venice Drive and between Christie Drive and Lucerne Way (refer to picture to the right).

THE EFFECTS OF BEAR URBANIZATION AND WHAT WE CAN DO By: Toogee Sielsch “Tahoe Toogee” What does the term "urbanized" mean in relation to black bears? Well, black bears are extremely intelligent omnivorous/ opportunistic feeders that can survive on a broad range of calorie sources, and we lazy humans have been more than obliging in providing them with the easiest calorie sources they have ever obtained. Not only have we provided them access to endless calories easily obtained in minutes, as opposed to foraging for natural calorie sources for hours upon hours in their natural wildland environment, we're also providing that calorie source 52 weeks a year! So the lure of easy calories has
enticed them in, and their high level of intelligence has helped them to thrive in this urban environment. It also didn't take them long to figure out that under decks or poorly secured/unsecured crawl spaces make wonderful protected and safe summer day bedding or over winter denning sites. It's been my experience that once one bear has used one of those spaces for bedding or denning, others will also use it and it becomes what I call a "Bear B&B". We have multiple generations of local black bear sows that only den and give birth in crawl spaces and under protected decks.

What have been the physiological and behavioral effects of the urbanization of black bears? Physiologically our local urbanized black bear population tend to be 25%-35% larger/heavier than their wildland cousins, often give birth to 3 cubs as opposed to wildland bears birthing 1 or maybe 2, and due to easy calorie access 52 weeks a year, many of our urbanized black bears forego full torpor (proper term for how black bears hibernate over winter) and actively feed throughout the winter. Urbanized black bear behavior is a very important factor because a behavior is not only learned, but |

then taught to the future generation who then teaches it to theirs, and so on. Behaviorally urbanized black bears have come to rely on unnatural food sources as a primary calorie source, have condensed their normal ranging areas, have become far more comfortable in the presence of humans, they routinely and comfortably cross roads and highways, some actively moving through neighborhoods checking for unlocked car doors seeking out attractants, others checking for unlocked or open doors/windows/sliders of homes for attractants, and even a few that have ratcheted it up a level and are bashing locked front doors in to gain access (sometimes with humans present) to those houses and their attractants.

The biggest factor affecting us here in South Lake Tahoe, and Lake Tahoe in general, is that we have an unnaturally high black bear population density never before seen, and far higher than the natural holding capacity of a wildland black bear's natural habitat.
