BOARD ACTIONS SUMMARY By Heather Blumenthal, Operations Manager

MAY 16TH – EXECUTIVE SESSION BOARD ACTIONS • Reviewed seven personnel matters. • Reviewed five member disciplinary matters. • Reviewed six contracts, no new contracts were approved. • Reviewed nine legal matters, including ongoing issues with the Tahoe Keys Marina. • Appointed Robert Meyers, Sean Ward, and Steve Shepherd to a CTC Board Subcommittee. • Disbanded the CTC Land Exchange Board Subcommittee due to completion of the Land Exchange. • Approved renewal of the current Workers Compensation Insurance Policy with Benchmark Insurance Company for $37,753 with payment of a 9% deposit plus $5,142 for the 1st month billing and the remaining amount due to be split into 10 increments. This renewal represents a 16% decrease in the previous premium for the 2019–2020 term and four consecutive premium decreases for TKPOA’s Workers Compensation Insurance Policy.

MAY 16TH – BOARD OF DIRECTORS MEETING BOARD ACTIONS • Approved the final audited 2019 December Financial Statements. • Approved the February 2020 Financial Statements. • Approved MC Engineering and Montrose Environmental Solutions for the Well #2 Aeration Treatment Program Design for $29,940 to be expensed to the Water Company Reserves. • Approved Earth and Stone Landscaping for the Islanders I Concrete Walkway Curbs Replacement Project for $13,550 plus a $1,355 contingency for a total of $14,905 to be funded out of the Islanders I Reserve Fund. • Approved the purchase of one compressor and an eight diffuser Laminar Flow Aeration System for the West Channel for a total cost of $21,478 ($6,000 from the Special Assessment Funding and $15,278 paid by the 2020 League to Save Lake Tahoe Grant Funding). • Approved the Memorandum of Understanding (MOU) with the El Dorado Community Foundation – Tahoe Keys Waterways Restoration Fund 501(c)3 to provide Administrative, Communication, and Facilities service as outlined for a one year “in kind” donation. • Approved posting the Water Quality Operating Rule for a 28 day membership review period.

NO PHOSPHORUS FERTILIZERS

IN 2015, THE TAHOE KEYS PROPERTY OWNERS ASSOCIATION

(TKPOA) adopted new restrictions for the use of landscape fertilizers in the Keys. On December 18th, 2015, the Board of Directors voted to adopt these changes. The additional language was added in order to restrict the use of fertilizers that are phosphorous based as recommended by the Tahoe Keys Water Quality Committee. These fertilizers are partially responsible for the escalated growth of invasive aquatic weeds in our lagoons. Section 10 Item 10.15 of the Architectural Control Rules Brochure reads as follows: Do not over water or fertilize. Under no circumstances may phosphorous based fertilizers be used. (The middle number on bags of fertilizers must be zero.) Homeowners are responsible for the products used by their landscapers. The following are Tahoe Regional Planning Agency’s fertilizer guidelines. The Tahoe Regional Planning Agency (TRPA) recommends the use of phosphorus-free fertilizer except when establishing new turf from seed. Tahoe soils have adequate phosphorus for turf for many years. The label on a fertilizer bag shows the percentage of the primary plant nutrients as a string of three numbers. These numbers indicate the percent by weight of nitrogen (N), phosphorus (P) and potassium (K). Look for a fertilizer in which the middle number is 0. TRPA brochures clearly outlining the NO PHOSPHOROUS guidelines can be picked up at the TKPOA pavilion lobby or on the TRPA website, www.TRPA.com. for Outdoor Recreation. It’s okay to go outside to go for a walk, to exercise, and participate in healthy activities as long as you maintain a safe physical distance of six feet and gather only with members of your household. The TKPOA indoor and outdoor pools, and playground are closed until further notice. The TKPOA staffing and expenses haves been adjusted due to these closures. The TKPOA has implemented the following COVID-19 Prevention Plan in the Pavilion Office: • Paper Masks available at the front desk for TKPOA staff, guest and vendor. • Hand sanitizer stations have been installed in the Pavilion front desk and break room. • Plexiglass shield has been installed at the front desk guest reception. • Scheduled cleaning service on Tuesday, Thursday, and Saturday with additional cleaning requirements. • Sanitary facilities are always operational and stocked and provide additional soap, paper towels, and hand sanitizer when needed. • Air ionizer is located in the lobby and run nightly when the office is closed and unoccupied. • Front desk and administration staff will routinely disinfect between shifts or uses, whichever is more frequent, including the following: shared office equipment such as copiers, fax machines, printers, telephones, and entry door. • Office interior entry door to the front desk remains closed with security code entry required. The TKPOA staff has worked with our Information Technology contractor to enable those essential TKPOA staff members that can work remotely with the required technology. The TKPOA has trained those on-site essential staff on required COVID-19 guidelines which include social distancing, use of separate vehicles, use of gloves, masks, and sanitizers. Our TKPOA essential staff are still working behind the scenes, if they are working remotely and will be available by phone, email and online during regular business hours of 8:30 a.m.–4:30 p.m. Monday-Friday

[Closed Saturday and Sunday]. The TKPOA will continue to provide essential services as required from the water company, facilities, security, landscaping, and administration departments.

MEETINGS

The Board of Directors and Committee meetings will be held as web hosted conference calls, please look for the details on how to attend on the TKPOA website at www. tkpoa.com. Town Hall Forums have been suspended until further notice or will also be held as a web hosted conference call. The Architectural Control Department (ACD) of the TKPOA is still accepting Architectural Control Committee (ACC) application submittals for review. Please submit your applications by either dropping them off at the Pavilion located at 356 Ala Wai Blvd,, South Lake Tahoe or by mail via USPS or via email. Email applications to Lcallahan@tahoekeyspoa.org. ACD staff will get back to you with your application status and is available to answer questions based on their scheduling at the Pavilion office. Please do not forget to include the review fee with the application. The TKPOA Accounting Department is available via email or phone while this temporary closure is taking place. As a reminder the TKPOA staff would like to suggest a couple of ways you can pay your assessments online. • Use the TKPOA website, www.tkpoa.com, to pay online. —Registration is easy. Click on the blue “PAY ONLINE” button to get started. —Payments can be set up using checking accounts (free) or credit cards (3.5% fee). —If you need help, support from our 3rd party payment vendor is available 24/7 at (866) 729-5327 or contact Lisa in the TKPOA accounting office Monday through Friday, between 8:30 a.m.–4:00 p.m., at (530) 542-6444, ext. 222. —Make a one-time payment or set up recurring automatic payments.

Every bank is a little different, but most of them offer an “online bill pay” service that will send payments to which ever payees you choose. —This service is often free but check with your personal bank for details. —Make one-time payments or set up recurring automatic payments. —The bank will actually mail out a paper check, so schedule your payment with enough time for it to arrive at your selected payee by mail. With the current situation with COVID-19 and staff reductions, the existing TKPOA staff will make its best efforts to meet the needs of our TKPOA property owners. Reno Recovery Housing Project A PLACE TO CALL HOME

THE EMPOWERMENT CENTER (TEC) is compassionately dedicated to helping women who suffer from substance abuse to restore their dignity and quality of life. Our nonprofit organization empowers women to build a better future through treatment and workforce development in a safe living environment. We believe in the power of recovery to change outlooks, lives and ultimately our community. TEC was established in 2005 to provide recovery based transitional housing for women. In response to the growing need of the community, the organization purchased the facility at 7400 S. Virginia Street in Reno in 2010 and in 2012 became the first licensed halfway house in Northern Nevada, and maintains that role today debt free. TEC offers a four-month treatment program that provides a transitional alcohol and drug free living environment designed to support participants in their chemical dependency treatment and early recovery efforts. Our goal is to support these women as they work toward self- sufficiency.The Reno Recovery Project is the first of its kind in Northern Nevada. It will be modeled after recovery focused housing projects in other states, combined with The Empowerment Center’s significant experience with recovery, to create long-term success stories. This long- term housing option will ensure that women leaving any of our areas treatment centers never have to return to previous, toxic living environments where alcohol and drug abuse remain a part of daily Keys Breeze

life. Our Reno Recovery Project will ensure all women in recovery will have real options for a better future. The Reno Recovery Project involves the construction of a 42-unit affordable housing development for lowincome individuals. Ten units will receive project-based rental assistance for people with extremely low incomes. The remaining 32 units will also be affordable and may be eligible for Section 8 Housing Choice Vouchers, and other types of rental support. In addition to providing shelter, the facility will provide on-site services, including 12-Step meetings, job training, life skills coaching and related supportive services, as well as referrals to local service organizations to help tenants maintain housing and focus on recovery and selfsufficiency. The total budget for this project is 14.2 million. We fully anticipate the continued support from numerous public sources, including the federal low-income housing tax credit program (LIHTC), Federal Home Loan Bank (AHP), HOME funds, and the Nevada Housing Division will provide 11.4 million. A gift to this Campaign is an opportunity to help shape and elevate the living environment for so many individuals and their families in need. LIGHTHOUSE SHORES Pedestrian Gate + Beach Access

the use of the pedestrian gate at Lighthouse Shores (LHS) Lot C and Lot A. Through recent TKPOA Security Patrols and reviewed Security Camera footage, there have been violations of the Superior Court Case SV-92-0066 Judgement by TKPOA property owners and their guests in violation of the following:

There are no dogs or bicycles allowed, no exceptions. This is clearly posted on the gate and there are bike racks inside the gate.

• Bringing dogs into LHS on or off leash. • Allowing guests or vacation renters to use their TKPOA member photo ID card for access to LHS Lot C without the immediate presence of the TKPOA member. • Trespassing on the adjacent LHS properties.

THE RULES

The rules are straightforward. TKPOA members should observe the following provisions pursuant to Superior Court Case SV-92-0066: • TKPOA members with a valid TKPOA member photo ID card and guests in the immediate presence of their sponsoring member will be permitted access. Access is only permitted to TKPOA property owners using their photo member access card issued by TKPOA. This card is not transferrable; it is not to be loaned or used by anyone other than the property owner to whom it is issued. If you have lost your card or wish to have another one issued, please visit the Pavilion office. • There are no dogs or bicycles allowed, no exceptions. This is clearly posted on the gate and there are bike racks inside the gate. • Access through this gate is allowed from 7:00 a.m.–9:00 p.m. except during the summer, during which time the hours will be extend to 10:00 p.m.

No dogs or other pets allowed in LHS. Please remember dogs must be on leashes throughout the TKPOA per El Dorado County Ordinance Title 6 – Animals, Chapter 6.04. General Provisions, Section 9.46.600. For the safety of your dog, TKPOA members and their guests please keep your dog on a leash. Dogs are welcome on their leash at the Pavilion Beach area.

in violation of the LHS Gate Access as specified in the Superior Court Case Judgement. The TKPOA Board of Directors will continue to utilize the member discipline process in accordance with Civil Code Section 5855 and TKPOA Bylaws Article VI, Membership Rights Section 5, Article IX, Duties and Powers of the Board Section 1(r), and TKPOA Declaration of Covenants, Conditions and Restrictions (CC&R’s) Article XII, Breach or Default, Section 6 (a-f), to enforce this Superior Court Case SV-92-0066 Judgement, related governing documents, and rules. The LHS pedestrian and vehicle gates are under continuous surveillance and all TKPOA member photo ID card access is recorded so it is easy to track any violations. Once the violations are identified with the responsible property owners through the member discipline hearing process, TKPOA property owners could face their individual and property member photo ID card access privileges suspended, member photo ID cards confiscated, and potential fines. The TKPOA is requesting that all property owners please respect these rules so that we can all continue to enjoy this privilege of accessing Lot C and Lot A. Continued violations and flagrant abuse of these rules could result in legal claims against the TKPOA and potential gate closures. When entering through the LHS pedestrian gate, you are on Lot C which is a narrow lot with Pope Marsh on the left and private residences on the right. TKPOA does not own the properties to the right of Lot C. This is private property and the No Trespassing law per California Penal Code 602PC applies. The City of South Lake Tahoe Police Department will be called for trespassing on these properties. The TKPOA has clearly marked the property lines on the right of the lot. The left side of the lot has a chain link fence all the way down to the beach on the Pope Marsh side. Lot C can be used to access Pope Marsh on the left, however access to the beach on the right is prohibited as this is private property and to do so is considered trespassing (CA 602PC). Access to the right is also a dead end at the West Channel Bulkhead. During Lake Tahoe high water events there is typically no Public Trust beach access. To access Lot A at the end of the LHS roadway at the West Channel Bulkhead, you should walk down the LHS paved roadway. Pursuant to the Superior Court Case SV-92-0066 Judgement the TKPOA is responsible for the maintenance and security obligations in enforcing this judgement, and at this time the enforcement of these violations including trespassing violations on the adjacent LHS property will be pursued. IN MEMORIAM OF

Jim Jones By TKPOA Staff ON BEHALF OF TAHOE KEYS PROPERTY OWNERS ASSOCIATION (TKPOA) we would like to

take moment to recognize longtime resident James “Jim” Jones, who resided on Capri Drive since 1979. Jim was longtime advocate for safe, clean drinking water and reliable wastewater services in South Lake Tahoe, died on May 7. Jim had served as a volunteer on the TKPOA Board of Directors in 2004–2005 as Board President, and a Board Director 2005–2006 and currently was a member of the TKPOA Water Quality Committee (WQC) going on 10 years. Jim was a local engineer, avid sailor and served on South Lake Tahoe Public Utility District (STPUD) Board of Directors from 1977–1989 and from 1993–2020. When Jim started at the district in the late 1970s, the sewer system was in dire straits. Sewer spills were a common occurrence and serious investments were needed to protect Lake Tahoe. Jim spearheaded efforts to secure grant funding to re-assess wastewater treatment options. This initiative led to upgrading the treatment plant and eventually led to the District’s recognition by the Environmental Protection Agency as wastewater treatment plant of the year in both 1994 and 2001. Prior to owning his own engineering firm in South Lake Tahoe, Jim fought fires with the U.S. Forest Service, inspected wastewater treatment plants for the Environmental Protection Agency and Bureau of Reclamation, and was a self-professed ski bum for a few years. Through his past experiences, Jim had a unique understanding of the link between forest management, water quality, and fire suppression. Prior to his death, Jim was working on a statewide initiative highlighting the importance of headwater issues on California’s water supply. As a SLTPUD Director Jim made frequent trips to Sacramento and Washington, D.C., to lobby for infrastructure funding. During his tenure on the STPUD Board, the District successfully lobbied for millions in grant funds to build a recycled water system, upgrade the wastewater treatment, drill new wells, and increase South Lake Tahoe’s ability to fight wildfire. He worked closely with the Association of California Water Agencies, California Association of Sanitation Agencies, and El Dorado County Water District and his loss will be felt by industry partners statewide.

“Jim was a strong advocate to ensure the integrity of our water and sewer delivery systems,” says Randy Vogelgesang, Board President, STPUD [Tahoe Daily Tribune May 15th, 2020] “He passionately served the District and his guidance helped build the reliable system that we have today.” Director Jones was instrumental in protecting South Lake Tahoe’s water quality when gas stations contaminated groundwater with MTBE in the late 1990s. During a lawsuit against big oil companies, Jim testified for the District, met with Congress, and served on the Environmental Protection Agency’s Blue-Ribbon Committee to ensure MTBE polluters paid to clean up the mess. Through his efforts, the District received more than $70 million dollars in lawsuits and settlements, which set a precedent nationwide for oil companies to fund clean-up measures. “Prior to private practice work as a civil engineer, Jim worked for the U.S. Bureau of Reclamation, EPA, and the National Science Foundation. Given his background and length of time in the area, he was always a great resource for historical perspective on the technical issues we are dealing with. As recently as a few months ago, Jim had provided me with documents that detailed actions and issues the WQC was addressing more than 20 years ago, to provide perspective on past actions. Jim approached the challenges we are facing with no personal agenda, only with a solid commitment to do what is scientifically defensible and was in the best interests of TKPOA. Jim also served our members in his role as a STPUD Board Member for many years. He kept their board focused on their infrastructure with the intent of keeping long term costs down. Resolution No.3139-20 in tribute of STPUD Director Jim Jones for his 39 years of service was adopted during the District’s Board Meeting on May 21st, 2020. Jim served for 39 years on the STPUD Board of Directors. During his time on the District Board, Jim put a high priority on replacing old, aging pipes, and would bring rusty pipes to meetings to show as examples. He focused on the future, instead of ‘kicking the can down the road. “No one can rival Jim’s dedication to the district, both in length of service and depth of engagement on water and wastewater issues,” said John Thiel, STPUD General Manager [Tahoe Daily Tribune May 15th, 2020]. “Jim’s unwavering commitment to replace aging infrastructure and increase the reliability of our water and sewer systems will benefit our community for decades to come.”

Workers Compensation Savings

PER CALIFORNIA EMPLOYMENT LAW the Tahoe Keys Property Owners Association (TKPOA provides the required California Workers Compensation Insurance that provides coverage to employees who are injured during the course of employment. The TKPOA has seen a reduction in insurance premium cost, which is determined based our Experience Modification Rate that results from the amount and severity of Workers Compensation claims filed in a 5 to 7 year period. TKPOA has been successful in decreasing the number of claims filed through improved monthly and ongoing safety programs and communication with staff.

• For the June 1st, 2020–May 31st, 2021 renewal period, TKPOA’s Experience Modification rate has decreased by 0.17 (0.98 to 0.81) resulting in a -16% decrease in our renewal premium offered by our current carrier, Benchmark Insurance Company. • For the June 1st, 2019–May 31st, 2020 renewal period, TKPOA’s Experience Modification rate has decreased by 0.23 (1.21 to 0.98) resulting in a 25% decrease in our renewal premium offered by our current carrier, Benchmark Insurance Company. • TKPOA’s premium for the 2019–2020 term was $45,065 compared to the new term 2020–2021 renewal premium of $37,753.

• TKPOA’s premium for the 2018-2019 term was $60,264 compared to the new term 2019–2020 renewal premium of $45,065. The TKPOA’s has been working with Hays Companies – Insurance Broker since 2016 and they have continual delivered on improved coverages at lower costs for our workers compensation package. Hays Companies went out to a total of 8 carriers to obtain bids for the 2020–2021 TKPOA’s Workers Compensation Insurance Policy, with Benchmark Insurance remaining the most competitive. Based on working with Hays Companies they have assisted in reviewing and responding to all and any claims, and offer recommendations to improve safe work practices. Operations. Also since 2015, TKPOA staff’s “Work SAFE” Program has consistently keep employees trained monthly on safe work practices. Through these efforts we have been able to collectively save $87,850 dollars since 2015, and achieve the lowest Workers Compensation expense and MOD Experience rating to date since 2014. The credit goes to the TKPOA staff for their ongoing commitment to safe work practices and continually creating a safe work environment. Since 2015, the TKPOA management staff implemented the “Work SAFE” monthly safety program with employee incentives for each quarterly milestone passed each year without an accident resulting in lost workdays. The Board of Directors has supported and approved this “Work SAFE” program each year since 2016 and the managers and supervisors have implemented it with the monthly safety meetings and additional tailgate safety meetings in the summer months. In the end it has resulted in a substantial cost savings for the TKPOA, employee reward and recognition and a of course a safe working environment.

Resilience Fund – Tahoe launched with a $100,000 match from City of South Lake Tahoe

T

he City of South Lake Tahoe today unanimously approved $100,000 for the expansion of the Resilience Fund-Tahoe. This successful revolving loan fund, managed by Sierra Business Council, has already received more than 120 applications and funded 14 business loans in the North Lake Tahoe and Truckee community with micro-loans to help them reopen. In the three weeks since the initial Resilience Fund – Sierra launched, more than 130 jobs have been saved. The city’s matching fund now enables this fund to begin loaning to businesses in our community. The Council also hopes the community will come together to match their $100,000 contribution. The Resilience Fund-Tahoe has a short-term goal of raising $1 million from the local community and a long-term goal of establishing a permanent $5 million fund. “The beauty of the Resilience Fund is that it is locals supporting locals. The money stays here in Lake Tahoe and helps keep our favorite restaurants, shops and small businesses open,” states Steve Frisch, CEO of the Sierra Business Council. The Core Planning Team of the Resilience Fund – Tahoe is made up of: Mobo Law, LLP, Tahoe Chamber, South Tahoe Chamber of Commerce, South Lake Tahoe Tourism Improvement District, CoWork Tahoe and the Tahoe Prosperity Center. This team has spent the past month working to fundraise for the fund so that money can immediately get out into the community—keeping businesses open during this time of coronavirus. Rich Molsby, managing partner of MOBO Law, LLP (“MOBO”), adds: “Small businesses are the backbone of our amazing Lake Tahoe community. They provide jobs for families and infrastructure that makes our tourism and local economy thrive. Meetings and Approvals

At the May 16th, 2020 Board of Directors Meeting, the TKPOA Board of Directors approved the 2019 Financial Statements that coincide with the Annual Audit Report that was approved the prior month and the Febraury 2020 Financial Statements. The January Financial Statements can now be located on the TKPOA website. The Board of Directors also reviewed homeowner delinquent accounts and scheduled disciplinary hearings on delinquent accounts. There were no approvals for lien notices for delinquent homeowners to review. Disciplinary hearings are generally held when a homeowner is delinquent on two quarterly assessments.

2020–2022 Board of Directors Election

there are four board positions up for election. For this election we have sixteen candidates that will be placed on the voting ballot: Kelci Binau, Albert Chandler, Pat Disney, John Eshelman, Bonnie Halleran, Keiron McCammon, Michael Keller, Robert Meyers, Dave Peterson, Stuart Roberson, Kelly Shanahan, Steve Shepherd, Rich Walton, Bryan Welsh, Ken Williams, and Peter Wolcott. The Voting and Election Rules that were adopted by the Board of Directors of Tahoe Keys Property Owners’ Association on May 22nd, 2015 comply with the requirements of the Davis Stirling Civil Code section 5105(a). Section 2. Qualifications for Candidacy and Election to the Board: Candidates for the Board must be Members in Good Standing and must meet any other qualification or restrictions set forth in the Bylaws. “Member” means a person who holds legal title to the property (i.e., is named in the deed for the property). Voting ballots will be mailed out no later than July 17th, 2020. You can view each candidates’ self-nomination form “Statement of Candidacy” on the TKPOA website at www.tkpoa.com, and they will be included in the ballot package you receive. There will also be a “Meet the Candidates Forum” held on July 23rd, 2020 at 6:00 p.m. as a scheduled Town Hall Forum. Candidates will answer a variety of write in questions from members in attendance and formatted questions specific to the Association and how they plan on

serving the Tahoe Keys. More information will be provided prior to the Town Hall Forum on location and COVID-19 procedures. The Board of Directors two-year terms that are ending this year are Robert Meyers, Vice President; Jim Siegfried, Treasurer; Michael Keller, Director; and Steve Shepherd, Director. Their terms end on September 12th, 2020. These Board members are eligible to rerun for the Board for another term and Director’s Robert Meyers, Michael Keller, and Steve Shepherd, have submitted a Self-Nomination forms for reelection for the 2020–2022 term. Board members who still have one year left on their two-year term are Joe Sherry, President; Sean Ward, Secretary; and Mel Meyers, Director. Their terms end in 2021. The record date for this annual election will be set by Board Motion for July 6th, any TKPOA members with suspended voting rights on this date will not be eligible to vote in this election. The balloting period for this election will close at 3:00 p.m. on Thursday, September 9th, 2020 if you elect to return this secret ballot by mail. If you elect to return this ballot in person at the Pavilion office, the secret ballot must be inserted into the ballot box prior to 3:00 p.m. on Thursday, September 9th, 2020. If you elect to return this ballot at the Board Meeting, it must be turned into the Inspector of Elections no later than 9:05 a.m. on Saturday, September 12th, 2020. have not been received to establish a quorum. Four Board of Directors seats are up for election. Please do not vote for more than four candidates. If you vote for more than four candidates, none of your votes in the director election will be counted. Once your secret ballot is cast, it cannot be revoked. A secret ballot is "cast" when it is received at the location designated by the Inspector of Elections. The 57th Annual Membership Meeting will be held Saturday September 12th, 2020 at 9:00 a.m. at the TKPOA Pavilion located at 356 Ala Wai Blvd, South Lake Tahoe, CA. The election ballots will be opened and counted at this board meeting by the Inspector of Elections and designated volunteers. The Director Election Results will be announced and during this Board meeting, Directors will be seated. At the April 18th, 2020 Board of Directors Regular Open meeting the Board appointed Tania Green – California Notary Public to serve as the Inspector of Elections for this Director Annual Election, mailed ballot will be addressed to the Inspector of Elections, TKPOA Board of Directors Annual Election 1034 Emerald Bay Road, South Lake Tahoe, CA 96150. The Board also approved a motion to set the record date for the TKPOA property owner voting list for “2020–2022 Annual Board of Directors Election” as July 6th, 2020. Currently the TKPOA is still seeking TKPOA volunteers to assist the Inspector of Elections for this ballot count on September 12th, 2020. We believe Resilience Fund-Tahoe is that perfect opportunity for donors and investors to contribute to something that will make a meaningful and immediate difference for our community. This is an incredible and timely example of neighbors helping neighbors.” Funds in this revolving loan program continually help local businesses. They can apply for loans between $5,000 and $25,000 with favorable terms (5-year repayment at 2% interest) and can use the funds to restock their restaurant pantry after a long closure, hire back employees to begin to reopen, or purchase needed items to ensure social distancing and continued revenue generation. The Resilience FundTahoe is initially designed to help businesses that have been impacted by COVID-19 forced closures—not for businesses who are still fully operational or who have already received significant relief funds from federal programs. The loan is designed for small businesses with fewer than 25 employees and priority will be given to businesses with employees who have brickand-mortar retail, restaurant or storefront operations. The program is not intended to supplement personal expenses or for home-based businesses without significant overhead or for second home rental businesses such as Airbnb. A core feature of the Resilience Fund-Tahoe is that businesses receive free technical assistance from the SBDC that can improve business models and systems to leverage productivity during suspended operations. Businesses will receive the counseling they need to carefully plan operating cash flow, giving them the best chance of long-term success. Donations or investments can be made directly to the Resilience Fund-Tahoe and important details can be found here (insert website link when ready). Donations are tax-deductible and donors will receive tax information from the Sierra Business Council, a 501(c)3 private nonprofit organization. On the other side of the current economic crisis, the fund will serve as permanent loan infrastructure for the small business community with fewer restrictions to help them grow, expand and thrive. In the past five weeks, the Tahoe Truckee region raised more than $1 million. With this $100,000 contribution from the City of South Lake Tahoe, the hope is that others in the Lake Tahoe community will also contribute to this fund.
