we close out 2018 and begin a new year, three items come to mind. (CCR, Goals, and Historical or Hysterical findings). CCR: - Not Covenants, Conditions, and Restrictions this time; but Community, Courtesy, and Respect. Tahoe Keys is our Community and we all have a responsibility to do what we can to maintain good relations with our neighbors, and Tahoe Keys Staff. If adopted, the Board of Directors will have a new Code of Conduct to follow in 2019. Proposed Rules governing conduct of Board members and meetings are intended to improve communications, efficiency, and Board & Community member decorum. The proposed Code of Conduct rules are printed on pages 12 & 13 of the November Keys Breeze. The Code of Conduct rules will be considered for adoption at the January 19, "COURTESY AND RESPECT 2019 Board meeting. Lukins Water regarding monitoring and data to help define a course of action for all the water purveyors so that our drinking water can continue to be safe. Information on monitoring and testing can be found on the Keys and STPUD websites. The Tahoe Keys Water Quality Committee is working diligently to convince regulatory agencies to approve effective, efficient, and environmentally safe methods to control aquatic invasive water weeds. The Committee, under the direction of Chairman Dr. Andy Kopania, is working tirelessly; attending meetings with regulatory agencies, environmental groups, facilitators, environmental impact specialists, and opposition groups. We are fortunate to have very active and dedicated Water Quality Committee members who are looking out for the best interests of the Tahoe Keys Community. Gregory Hoover heads Keys staff in the Water Quality Department to maintain lagoons and support the Water Quality Committee. Greg and his staff monitor lagoon water quality, harvest invasive water weeds and keep the Water Quality Committee, Keys Management, and the Board informed on all aspects of the Tahoe Keys lagoons. Greg & his staff perform important and excellent work to benefit our Tahoe Keys Community. Resolution of legal issues: I cannot go into specifics regarding legal issues; however, the Board is working with legal counsel to resolve litigation involving the Tahoe Keys Community. There have been some recent legal victories for the Tahoe Keys, thanks to our legal team, our General Manager, staff, and Community members. In addition, resolution of other litigation appears to be closer to reality. The Board closely monitors legal matters to keep costs at a minimum and when possible, seeks injunctive relief for payment of legal fees spent by Tahoe Keys. Community Improvement: Board members and staff are considering how to beautify the entrance to Tahoe Keys (Ala Wai Boulevard). Past Board Member Pat Disney initiated efforts to coordinate with the City of South Lake Tahoe to improve the roadway median. Re-planting the median with low water use plants using the existing drip system may be a good way to beautify the Keys entry road. Historical or hysterical findings: As many of you know, I have been a Tahoe Keys property owner and resident for almost 44 years. I recently found my Tahoe Keys member card dated 1977. The card (with photo) is shown below. As you can tell, 42 years has brought on more weight and grey thinning hair. I also found Tahoe Keys dues billing for that year. WINTER SAFETY By Jesse Isaacson, Security Supervisor
T
he Tahoe Keys Property Owners Association (TKPOA) Security Department would like to share some words of advice for travelers this winter. Roads will be full of cars, high winds and heavy snow storms that can create issues for those not prepared on the road. Every year, families travel to South Lake Tahoe for the winter months, leading to congested roadways and an increase in pedestrian traffic. Many of these travelers are foreign to winter weather and do not have much experience driving in icy conditions. TKPOA would like to remind owners and guests to be alert and courteous so that everyone can arrive at their destination and enjoy the season with their friends and loved ones. Many accidents occur every year due to unsafe driving in snow, ice and other wet conditions, such as driving too fast for conditions, following too closely, or failing to maintain a lane and over-correcting. In winter weather, motorists are reminded to drive slowly for conditions and leave space between their vehicle and others. Wearing a seat belt and focusing on the road are other important driving tips for any type of weather. WINTER DRIVING TIPS

Buckle up! z Only travel in winter weather when necessary, leave enough time to safely reach your destination and plan your route to help avoid snowy/icy areas and steep hills. z Remove snow and ice from all vehicle windows, mirrors, lights, turn signals and license plates. z Check your brakes, lights, and windshield wipers to make sure they are functioning properly. z Warm up your vehicle and make sure your windshield is clear of ice and snow before driving.

Be alert. Constantly scan the road for hazards and give yourself enough room to react safely. Turn on headlights to see and be seen. Avoid quick starts, stops, and fast turns. Accelerate, brake and steer smoothly and gradually. Reduce speed. Speed limits are based on normal road and weather conditions, not winter road conditions. Do not slam on brakes. Apply steady pressure on ABSequipped vehicles and pump the brakes if necessary on non-ABS vehicles. Keep additional distance from other vehicles. Watch carefully for snow removal equipment. Do not pass without good distance and sight clearance. Use extra caution on bridges, ramps, overpasses and shaded areas- they may freeze first. If the vehicle begins to skid, steer in direction of the slide and slowly remove foot from accelerator. Be aware of black ice.

EVERY WINTER, TAHOE KEYS PROPERTY OWNERS ASSOCIATION (TKPOA) HOMEOWNERS FACE THE POTENTIAL DAMAGE AND EXPENSE OF FROZEN WATER PIPES. PLEASE REMEMBER TO WINTERIZE YOUR PROPERTY BEFORE THE COLD WEATHER SETS IN. Here are a few tips and reminders on winterization:
1. When leaving town, shut off your water at your
Shut-off Valve unless you have hydronic heat or other unusual conditions. If you do not have a Shut-Off Valve, seasonal water turn off requests can be made by calling the Tahoe Keys Water Company Office to schedule a shut off at 530-542-6451. There is no service charge for turning the water off during normal business hours between 8:00AM and 4:00PM however this type of request requires 48 hours’ notice. It is the homeowner’s responsibility to make sure the Shut-Off Value is accessible and cleared of any landscaping that prevents access or charges may be incurred to obtain access to this valve.
2. It is also important to leave the thermostat at a
recommended 55 degrees or above when you are away to prevent freezing of internal pipes. Don’t run the water in order to keep pipes from freezing. This is a costly waste of water and can cause water damage in certain circumstances.
3. Close vents and other openings that allow cold air to reach plumbing under the house.
4. Detach hoses and sprinklers from hose bibs.

5. Shut off, drain and remove backflow devices on
irrigation systems. Store backflow devices inside to prevent damage.
6. Post written directions for water shutoff in home
for emergency situations. Post emergency contact information for property management or our TKPOA Water Company personnel.
The TKPOA Water Company responds 24 hours a day, 7 days a week for water emergencies. Call 530-318-4268 if you have a water emergency. When the Water Company responds to an emergency after business hours there is a charge of $75 per hour with a 2 hour minimum for the work performed. The TKPOA Water Department or TKPOA Office will attempt to contact the Homeowner if the water is turned off or requires additional work. Be sure we can reach you by keeping your contact information current with the Association. Shoreline Plan By Kirk Wooldridge, General Manager
On Wednesday October 24th, 2018, the Tahoe Regional Planning Agency (TRPA) Governing Board approved the new Shoreline Plan for Lake Tahoe. This plan was approved after several years of collaboration with a wide range of planning partners and will take effect January 2019. The Shoreline Plan was developed through a collaborative process that included TRPA, Lake Tahoe Marina Association, Tahoe Lakefront Owners’ Association, League to Save Lake Tahoe, Lahontan Regional Water Quality Control Board (LRWQCB), Nevada Division of State Lands, and California State Lands Commission. The plan sets development caps and regulations for new shoreline structures such as piers, buoys, and public boat ramps and creates a framework for marinas to enhance their facilities if they incorporate environmental improvements into the project. The Shoreline Plan also creates new programs to ensure shoreline structures and boating activity do not harm the environment, scenery, or recreation experiences at Lake Tahoe. The cost of these programs will be paid for through new fees fairly apportioned to various shoreline users and structures, including mooring registration fees, an increase in boat sticker fees, and boat rental concession fees that will take effect before the 2019 boating season. New shoreline programs will include stronger boater education and enforcement of the 600-foot no-wake zone at Lake Tahoe, expansion of the no-wake zone to all Emerald Bay, and new no-wake zone buffers around swimmers, paddlers, and shoreline structures at Tahoe to prevent unsafe boating near the shoreline where motor boats, paddlers, and swimmers interact. Other programs provide coordinated enforcement against illegal boat moorings on the lake; more projects to prevent the spread of harmful aquatic invasive species; enhanced monitoring for noise and scenic impacts from boating activity and shoreline structures; and provisions to keep boats with aftermarket exhaust systems that exceed TRPA, California, and Nevada noise limits from operating on the lake. Tahoe Keys Property Owners Association (TKPOA) Property Owners are encouraged to visit www.shorelineplan.org to learn more about the plan and new programs, permitting processes and phases, and fees. At the website, people can read a Shoreline Implementation Program Report that details how the Shoreline Plan will take effect in coming months and sign up for email newsletters about upcoming implementation actions. TKPOA - Tahoe Keys Permitting & Registration Administration The Shoreline Plan will require that all new and existing moorings on Lake Tahoe be permitted and registered. Moorings include buoys, boat lifts, and boat slips. There are currently an estimated 8,731 existing moorings on Lake Tahoe (including slips in the Tahoe Keys). Keys Breeze

In the Shoreline Implementation Program – on Page 13 it states: Approximately one-fifth of the moorings serving boats that use Lake Tahoe are in the Tahoe Keys Lagoons. Under the Shoreline Plan, all existing Tahoe Keys motorized boat moorings must register and pay the annual mooring fee to offset the identified environmental effects of motorized boating on Lake Tahoe. For decades, the Tahoe Keys Property Owners Association (TKPOA) has administered its own architectural and design criteria for structures within the lagoons of the Keys. Once the Shoreline Plan is approved and implemented for the lake proper, TRPA and TKPOA will enter into a separate and updated agreement (MOU) delegating the administration of moorings and lagoon structures to the POA’s Architecture and Review Committee. Mooring registration and fee payment will be required but may or may not be accepted as a delegated responsibility under the MOU. On Page 30 – Table 10. Shoreline Program Fee Overview – TKPOA Property Owners would be responsible to pay the “Mooring Registration Fee” of $43.00, (Per Mooring/Year). Julie Regan, APR Chief, External Affairs/Deputy Director – TRPA has clarified this fee for the TKPOA on October 19th, 2018 as follows: “The Shoreline Plan mooring fee will apply to each motorized boat on a Keys dock. For example, if a homeowner has a dock with four moorings but only one power boat is tied up, the homeowner would only pay for one mooring -- $43/year”. During the past two years of the Shoreline Plan development process, the TKPOA has participated in select meetings, with a Board of Directors delegate. Most recently the TKPOA has participated in the following meetings with the TRPA Staff on the Shoreline Plan: • June 16th, 2017– Presentation at TKPOA Board of Directors - Regular Board Meeting by TRPA Staff • June 20th, 2018 – Workshop Meeting for HOAs at TMCC – attended by TKPOA Staff, TKPOA Board Members and TKPOA Property Owners • June 26th, 2018 – Meeting with our Board TKPOA Board Subcommittee with TRPA Staff • July 21st, 2018 – Presentation at TKPOA Board of Directors - TKPOA Regular Board Meeting by Joanne Marchetta and TRPA Staff • September 15th, 2018 – Presentation at TKPOA Board of Directors - TKPOA Regular Board Meeting by Joanne Marchetta and TRPA Staff • October 8th, 2018 – Meeting with our Board TKPOA Board Subcommittee with Joanne Marchetta and TRPA Staff • October 24th, 2018 – TRPA Governing Board Meeting – TKPOA Staff, and TKPOA Property Owners The TKPOA has also published two articles on the Shoreline Plan in the monthly Keys Breeze Magazine that goes out to all of our Property Owners, and has resent the email eblasts sent by the TRPA to our Property Owner Email database, to encourage member participation. For decades, the TKPOA has administered its own architectural and design criteria for lagoons structures to include docks and over water platform structures within the lagoons of the Keys. Now that the Shoreline Plan is approved and implementation is underway for the lake proper, the TRPA and TKPOA plan to enter into a separate Memorandum of Understanding (MOU) delegating the administration and approval of the ongoing maintenance, replacement, and construction of lagoon structures and moorings to the TKPOA Architectural Control Committee (ACC). TEXT OF PROPOSED CHANGES The entire text of the Landscape Irrigation Rules to Protect Water Quality (except for the Enforcement Procedures) is included in the newly adopted TKPOA Rules and Regulations for Water Service. The Landscape Irrigation Rules to Protect Water Quality are now redundant and may be removed from the Association Operating Rules.

n November 17th, 2018 the TKPOA Board of Directors approved the following changes to the Landscape Irrigation Rules to Protect Water Quality for a 30 day membership review period. Removing these rules from the Association Operating Rules will be considered at the January 19th, 2018 Board of Directors Meeting. LANDSCAPE IRRIGATION RULES TO PROTECT LAGOON WATER QUALITY Members are required to maintain their landscaping in accordance with the Architectural Control Rules Brochure (ARCB). The mandatory Landscape Irrigation Rules are: Irrigation shall be calibrated and scheduled to deliver no more than • Spring and Fall: 1.5 inches per week

• July and August: 2.0 inches per week Landscape irrigation is permitted only on designated irrigation days: • Even Numbered Street Addresses: Monday, Wednesday, and Friday • Odd Numbered Street Addresses: Sunday, Tuesday, and Thursday • Landscape irrigation on Saturday is prohibited. Prohibited Activities: • Landscape irrigation between 6:00 am and 9:00 am. • Allowing water to flow over the ground surface or from sprinklers onto surfaces that are not able to absorb water, or on neighboring properties. • Use of hoses without an automatic shut-off nozzle. • Use of water to wash sidewalks, driveways, parking areas, tennis courts, decks, patios, or other improved areas. Exemptions from landscape irrigation days are: • Drip irrigation systems and hand watering with an automatic shut-off nozzle.

• Newly planted sod will be exempt for twenty-one (21) days from date of installation. • Seeded lawns, whether by hydro seeding or other means, will be exempt for thirty (30) days from date of seeding. • Bedding plants, including annuals and perennials, will be exempt for fifteen (15) days from date of planting. Single Family Property Owner/Townhouse Subdivision Responsibility: Single Family Property owners and Townhouse Subdivisions, who fail to comply with the Landscape Irrigation Rules or the ban on the use of phosphorous-containing fertilizer, including those who contract for landscape maintenance, will be subject to fines for violation of TKPOA rules. Accordingly, in the event that the Association becomes aware of an infraction that does not necessitate immediate corrective action, the owner and/or tenant responsible for the violation will receive written notice thereof and will be given a reasonable opportunity to comply voluntarily. Such notice will describe the non-complying condition, request that the owner and/or tenant correct the condition within a reasonable time specified in the notice. It will also advise the owner of their appeal rights. The owner is ultimately responsible for the achievement of compliance and will be responsible for any fines or litigation, administrative costs, legal actions and fees necessary for the resolution of the violation. NOTICE OF VIOLATIONS: 1. First Notification – A notice which states the nature of the violation and will be issued to the property owner by the Association. Second Notification -- Those violations that are not promptly corrected by the owner are subject to a fine as prescribed in the Fines and Charges for Violations Procedures and Fine Schedule of the Rules in the TKPOA Annual Disclosures. A second notification letter stating that the owner must comply within 72 hours after first attempt to deliver a certified letter or contact the Association informing them of the time period by which compliance will be achieved. 3. Recurrent Violations -- In the event the rule violations are recurrent, then the ACC at its discretion may start the enforcement process with the third and final notification. 4. The letter will inform the owner, at least 10 days before the meeting, that a hearing will be held before the ACC to consider imposing a fine. n November 17th, 2018 the TKPOA Board of Directors approved the following additions to the newly adopted TKPOA Rules and Regulations for Water Service for a 30 day membership review period. These changes will be considered for adoption at the January 19th, 2018 Board of Directors Meeting. irector Jim Woller submitted his resignation from the Board of Directors on November 30th, 2018. Director Woller served a total of 15 months on the Board and, during his tenure; he provided useful solutions and insight to ongoing TKPOA issues. On behalf of the Tahoe Keys Property Owners Association (TPPOA) I would like to thank him for his volunteer time and effort on the Board of Directors. This Director’s resignation leaves one vacancy on the seven-member volunteer Board of Directors, for the remaining Board Term of 9 months. The Board intends to make an appointment to fill the vacant director position, as allowed under Article VII, Section 6 (e) of the TKPOA Bylaws: ARTICLE VII Board of Directors Section 6.Vacancies on Board of Directors. (e) Filling of Vacancies: Vacancies on the Board of Directors shall be filled by a majority vote of the remaining directors though less than a quorum, or by a sole remaining director unless the vacancy is created through removal of a director in which case the vacancy shall be filled by the affirmative vote of a majority of the Members represented in person or by proxy at a duly held meeting of the Members or by written ballot in accordance with Article IV, Section 5 hereof. The Board intends to appoint a replacement Board Member at the regular meeting of the Board of Directors to be held on February 16th, 2019, at 2:00 PM, at 356 Ala Wai Boulevard, South Lake Tahoe, CA 96150. Anyone interested in becoming a Board Member must be a TKPOA member in good standing. Interested applicants are requested to submit a Nomination Form and a resume showing their relevant experience not later than 4:30 pm on January 18th, 2019 in order to be considered. UPDATE CTC – TKPOA Corporation Yard Relocation Project By Kirk Wooldridge, General Manager
T
he Tahoe Keys Property Owners Association (TKPOA) Board of Directors and TKPOA Staff have been moving forward on the California Tahoe Conservancy (CTC) “Land Exchange” since the Membership majority “FOR” vote on November 18th, 2017. The TKPOA has received the necessary approvals for the “NEW” TKPOA Corporation Yard proposed project on the new parcel located at 2421 Venice Drive [APN: 022210-41-100]. The TKPOA became the new owner of this parcel on November 9th, 2018. On August 9th, 2018 the City of South Lake Tahoe (CSLT) Planning Commission unanimously approved the project, for Special Use and Design Review Permit - File #18-125. On August 23rd, 2018, Mr. Thomas M. Papez, Attorney at Law, representing the Tahoe Keys Marina and Yacht Club (TKM&YC), filed an appeal in accordance with City Code Chapter 2.35 with the City Clerk of this August 9th, 2018 Planning Commission decision. Mr. Papez stated that the basis of his appeal is that "The decision for the approval of the Special Use Permit adversely affects the operations of the Tahoe Keys Marina and Yacht Club, LLC and is contrary to the recommendation of the Tahoe Regional Planning Association and the master plan." On November 13th, 2018 the CSLT – City Council Meeting held the Appeal of Planning Commission Approval of a Special Use and Major Design Review Application (File #18-125), New TKPOA Corporation Yard (Published 10/26/2018) [Agenda Item – Public Hearings #15] The City Council is the final decision maker on this appeal under City Code section 2.35.070. The CSLT Planning

Manager provided the following recommendation to the City Council: Recommendation: Conduct a Public Hearing and upon conclusion Pass a Resolution denying the appeal of Planning Commission approval of a Special Use and Major Design Review Application (File #18-125), New Tahoe Keys Property Owners Association Corporation Yard, 2421 Venice Drive, El Dorado County APN 022-210-41, and adopting Negative Declaration for the Tahoe Keys Property Owner's Association Corporation Yard Relocation Project (State Clearing House #2018062019) Issues and Discussion from the CSLT Planning Managers Report: City staff had reviewed the master plan and finds that the proposed project is consistent with the Tahoe Keys Master Plan adopted by the TRPA Governing Board in June 2001 (TRPA Adopting Ordinance #2001-12). The master plan contemplated the relocation of the corporation yard to the proposed location. City staff is also unaware of the approval being contrary to any TRPA recommendations. City staff has communicated with TRPA staff on this project approval and has not been informed of any inconsistencies or concerns with the project. Moreover, as noted above, the TRPA Governing Board considered this project at a duly noticed public hearing and found the project to be consistent with all applicable zoning standards, design standards, the 2012 Regional Plan, and the Environmental Threshold Carrying Capacities and approved and issued TRPA Permit ERSP 2018-0806 for the proposed project.

Developing a plan for the $50,000 Best Management Practices (BMP) operating costs to install and main-
tain over the “New” lease period at the current TKPOA Corporation Yard. 3. Coordinating with the CTC via the “New” lease for the CTC to use the current TKPOA Corporation Yard for staging or other management activities associated with the Upper Truckee Marsh Project. REQUIRE ACC APPROVAL By Linda Callahan, ACD Manager If you are considering the placement of a hot tub on your property, several requirements need to be addressed prior to installation. First, you must submit a Form 12 application to ACC for review. This form can be found on our website www.TKPOA.com or at the front desk of the TKPOA pavilion. We will also be happy to email you the application.
All saunas, Jacuzzis, spas, portable spas, and hot tubs must be approved prior to installation or construction. Failure to do so will result in a fine. Requirements for Hot Tubs are outlined in Section 12 of the Architectural Control Rules Brochure. 12.01 All accessory structures or equipment must be approved by the ACC prior to installation. 12.02 No lot accessory may be placed in any set-back area nor can they be placed anywhere on the street-side of the lot (side set-back -5 feet, rear set-back -15 feet from high water line (HWL).

Motorized or noise emitting installations (like pumps, filters or other equipment) will require soundproofing or a decibel rating low enough so as not to disturb neighbors. All Saunas, Jacuzzis and Hot Tubs must be outfitted with a locked, secure childproof cover. City of South Lake Tahoe requires permits for some lot accessories. Any required permits must be obtained from the CSLT before ACC review. No lot accessories may be installed upon OWPs, landings or other over-water structure.
Be mindful of TRPA coverage considerations when planning the placement of the sauna, Jacuzzi, spa or hot tub. Also, general land use requirements and building codes are established and enforced by the City of South Lake Tahoe and other agencies.

Upon applying for a hot tub, keep these things in mind: • A City of South Lake Tahoe electrical permit must be obtained after ACC approval. • A backflow preventative device must be installed, if appropriate for the unit. • Hot Tubs must never be placed within the property’s 5’ side setback. • Preferably, the unit should be centered within the property to avoid disturbing neighbors. Sounds of pumps kicking on and off all night can be a nuisance to your neighbors. This is especially true if the property is being used as a vacation rental.

Meetings and Approvals
Due to the Thanksgiving Holiday, the November 20th Finance Committee monthly meeting was postponed until December 11th, 2018. This meeting will also replace the Finance Committee meeting that was scheduled for December 18th, 2018. The first Finance Committee meeting in 2019 will be on January 22nd, 2019. The Finance Committee reviewed and approved the 2019 Operating and Reserve Budgets for Common, Water Co., and Water Quality on October 15th, 2018 and the Board of Directors approved these as well on October 20th, 2019. The 2019 Annual Disclosure includes the 2019 Operating and Reserve Budgets for Common, Water Co., and Water Quality, as well as all of the Townhouses’, Keys Breeze

and other subdivisions with separate financial reporting, 2019 Operating and Reserve Budgets. The 2019 Annual Disclosure was mailed to all members. It can also be found on the TKPOA website under Documents>Budgets>Budget 2019. See page 13 for a summary of the 2019 Assessment rates that begin with the January 1, 2019 billing. The September and October financial statements have been submitted to the TKPOA Finance Committee and Board of Directors. T
he Board of Directors continues to explore ways of improving our ability to communicate with our members and keep our members informed of important matters affecting the community.
The Association’s official communication is The Keys Breeze, our monthly newsletter. It contains important information about the Association, its governance, and day to day operations. We will continue to have The Breeze mailed to all members. We distribute many other communications to the membership, including TKPOA’s annual budget, summary of reserves and our policies, all as required by law. It costs several thousands of dollars to mail this information; however, the law allows us to distribute certain communications electronically to those who are willing to receive our disclosures that way. If you would like to receive Association communications electronically, please fill out and return the “Consent to Receive Disclosures via Electronic Delivery.” Once you have agreed to electronic delivery you will no longer receive mailed hard-copies of certain disclosures, however, you may request a paper copy of any document sent to you electronically at any time.

Notice of Change in Association Rules

The TKPOA Board of Directors approved to adopt the following changes to Association Operating Rules at the November 17th, 2018 Board of Directors meeting. These changes were noticed for a 30 day member review period in the September issue of the Keys Breeze. Purpose and Effect of Proposed Rule Change To further clarify Architectural Control Rules 04.10 Height Limits: The maximum ridge line of the structure cannot be higher than twenty-five feet (25') from the top of the curb measured at the center of the front property line nor can the chimney extend above twenty-seven feet (27') measured from the same point. No additional structural components may exceed 25’(feet) in height. 10.06 It is required that all areas be landscaped. A timed automatic sprinkler system with a backflow preventive device is mandatory. Planting is to be done with native or readily adaptable sod, plants, shrubs, ground cover, and trees that require minimal soil fertilization and watering. Refer to TKPOA approved Plant list. 10.07 Plant materials (shrubbery) must be maintained at a height of no more than four Keys Breeze

feet (4') in front of the house or four feet (4') in the rear of the house. Left intentionally blank 10.08 No fruiting trees are to be planted as to not attract wildlife. For existing fruit trees; fruit must be removed as soon as it ripens and cannot remain on the tree. 10.09 Boulders, rocks, and earth mounds, shredded bark (gorilla hair) and decomposed granite (DG) are to be utilized used in moderation. Decorative rock material should not exceed 30% of total landscaped coverage. 10.10 Boulders, earth mounds, rocks, and large plantings (trees), and shrubs cannot be placed within any utility easement. Snow removal and access to buried utilities must be provided for at all times. 10.13 Trees cannot be planted closer than ten (10’) feet to the front property line, five feet (5’) to the side property lines or fifteen (15’) to the high water line. All trees must be approved by ACC.

14.03 Accent decorative and landscape lighting should be soft, low intensity and not offensive to neighbors or to traffic. All exterior lighting must be extinguished after 10:00 p.m. No rope or string lights except as provided in section 15.14. (holiday lights) 14.04 Dock, Ramp and Over water Platform (OWP) lighting must be low intensity and must be positioned as to not create reflective glare or be offensive. Light fixtures may not be placed closer than 12 feet apart on dock and OWP corners. Lights on top of dock piling must be low intensity. 14.05 Solar lights must be low voltage, low intensity and may be used to enhance landscaping and identify pathways and other features. Must be positioned as to not create reflective glare or
be offensive. 15.02 Free Standing temporary storage structures (including Bear Boxes) of any type are not permitted. Permanent storage structures integrated into the design of the residence structure may be considered on a case-by-case basis. 15.06 The operation of snowmobiles is prohibited within the City limits of South Lake Tahoe or the Tahoe Keys. 15.07 The operation of off-street vehicles is prohibited in Tahoe Keys Common areas. 19.07 Boats can only be moored to a dock, not to another boat. (No rafting)
