arch brings Spring and Daylight Savings Time to the Tahoe Keys. The amazing snow pack for 2019 will certainly keep Lake Tahoe water levels high. Also, water temperatures in Tahoe may be lower this year which could help slow the growth of invasive water weeds in our lagoons. The Board of Directors has been working with Staff to fund, schedule and construct improvements to our aging infrastructure. At each monthly open Board meeting, a list of 2019 projects is presented. I encourage all Keys property owners to review the projects list to know what improvements are planned. Comments on the projects and other suggestions are encouraged. I used a continuous copper tube encased in polyvinyl chloride pipe to replace the leaking galvanized steel water service lateral. Other materials are also available. Water leaks cause increased pumping costs and

is a waste of water. We all need to do what we can to improve our water distribution system. Property owner dues for the first quarter were mailed and were due at the end of January. We all have an obligation to pay homeowner dues on time so that funding is available to effectively operate the Tahoe Keys Association and maintain the quality of the Community. Most Tahoe Keys Community members are conscientious regarding timely dues payments. Those members who are less responsible receive letters and can be directed to appear before a Board disciplinary committee to answer why the member has not paid their dues. The disciplinary committee was started by the past Board and continues with the current Board. The committee has been effective in collecting unpaid dues and limiting the amount of accounts sent to collections. Board executive sessions are getting shorter and monthly open Board meetings are longer. The Board is placing more discussion and decision items on the open meeting agendas. Your Board members will only discuss personnel, discipline, legal issues and contract development in executive session. All other matters are discussed and voted upon at open Board meetings. Community members raised concerns regarding open meeting discussion items and the Board has listened. Directors on the Tahoe Keys Board were elected to serve the Keys Community. We will always listen to your ideas, concerns and suggestions. Thank you for your support and input to the Board. We appreciate all of you in our Community. Teaming up and going pink to give cancer the boot.
Studies show that cancer patients participating in wellness programs have a higher quality of life and experience more energy and less depression. With the help of skiers, snowboarders and pink-clad supporters of all ages, the Barton Foundation is hoping to make BARTON FOUNDATION LAUNCHES PINK HEAVENLY more of these programs available to the community. TO FUND LOCAL CANCER SUPPORT SERVICES The Barton Foundation’s first annual Pink Heavenly event is making tracks to help patients in the South Lake Tahoe area who are fighting cancer. The slopeside fundraising event at Heavenly Mountain Resort on Saturday, March 23, will benefit cancer support services available through Barton Health. Registration is open at PinkHeavenly.com for skiers and snowboarders to form teams that will raise money before sporting outrageous pink outfits to the on-mountain party at Heavenly’s California Base Lodge. Similar to a cancer run or walk, Pink Heavenly participants can register as individuals, start a team or join a team and ask their friends and family to make a donation on their behalf. The $25 registration fee includes a family-friendly deck party with live music, costume contests, prizes, and an on-mountain Poker Run. Pink Heavenly participants will also have the opportunity to honor a friend or loved one by skiing or riding in the “Celebration of Life,” a symbolic run in the united fight against cancer. All ticket proceeds, donations and registration fees from Pink Heavenly will be donated to Barton Health's cancer support services to help patients in the greater South Lake Tahoe area living with all forms of cancer including movement classes, wellness and nutrition coaching, support groups, and acupuncture treatments. WATERWAYS USAGE COMMITTEE
Proposed Boat Sticker Program By The Waterways Usage Committee
A
Proposed Boat Sticker Program and Rules were published in the February Keys Breeze for a 30 day Membership Review and Comment Period. The Board will consider these proposed rules for approval at the April 20th, 2019 Board of Directors meeting. If you would like to provide any feedback to the Board, please email your comments to Jo Ann Wilson Administrative Assistant at JWilson@ tahoekeyspoa.org, or submit them in person at the TKPOA Pavilion Office prior to the April 20th, 2019 meeting. In early 2018, the TKPOA Board of Directors appointed an ad hoc Waterways Usage Committee (WUC) to review the possibility of charging a fee to boaters who are non-TKPOA members. This fee is for the use and maintenance of the TKPOA waterways. This is a cost-sharing proposal where boaters who are not TKPOA property owners help fund the rising costs of repair and maintenance of our expensive waterway infrastructure, and the costs of Tahoe Keys Water Quality (WQ) programs. This necessarily includes costs to manage boater behaviors during their use of TKPOA waterways. A Town Hall Forum was held on May 17th, 2018, during which more than 50 additional comments were received from the TKPOA participants. This prompted the WUC to conduct an opinion survey of TKPOA membership (property owners). The survey responses were tabulated on December 4th, 2018 and presented to the Keys Breeze

TKPOA Board of Directors at the December 2018 board meeting. The Board directed the WUC to continue its work on development of the Boat Sticker Program. The WUC met on January 8th, 2019 to review the survey responses and to formulate initial recommendations for the Board (subject of this memo). Survey responses may be viewed on the TKPOA website, www.tkpoa.com, under Documents>>Waterway Usage Committee>> Proposed Boat Sticker Program file. Justification: There are several potential benefits to a boat sticker program: z Cost-Sharing - Helps to share costs of maintaining waterway infrastructure and water quality programs. Non-TKPOA boaters would help fund the high costs of TKPOA waterway management, rather than just relying on ever increasing dues assessments to TKPOA Property Owners. z Accountability - Makes use of waterways by rotating tenants more accountable. One of the most persistent problems faced by TKPOA is communicating behavioral expectations to the constant turn-over of VHR and dock tenants. z Cost Reduction - Administrative and enforcement costs are likely reduced over-time. As we’ve learned with the CSLT VHR program, defined penalties coupled with certain enforcement will result in tenants/ visitors being voluntarily compliant with rules of behavior. that compliance is preferable to facing disciplinary hearings and fines. z Informs & Educates - Provides an avenue for direct contact to educate tenants and visitors. The sharing of rules and behavioral information is critical to managing the compliance with rules. How does the TKPOA Boat Sticker proposal differ from other fee programs for boating use of Lake Tahoe? The Tahoe Regional Planning Agency (TRPA) is implementing its Shoreline Plan, which includes a fee to cover certain costs related to management of the main-body of Lake Tahoe (the open lake). All motorized watercraft will be required to pay this fee. Motorized watercraft moored within the Tahoe Keys would be charged $43.00 each. None of the revenue derived from the TRPA fee would be available to fund waterway programs within the TKPOA. The proposed TKPOA Boat Sticker fee would be focused upon management of TKPOA issues mentioned in the summary and justification above. Examples of use of the TKPOA fees might include: dredging; maintenance of common infrastructure like bulkheads; AIS weed removal and control costs; AIS weed control planning and permitting; water quality testing; maintenance of the laminar flow, bubbler and sea-bin installations; investigation and clean-up of fuel spills. TKPOA revenues would also be used for behavioral education and enforcement issues. Examples might include: No Wake violations; on-water noise violations; compliance with use of the Boat back-up Stations; and compliance with the Boat Sticker Program. Existing TKPOA Boat Sticker Programs: At this time, current requirements for boat stickers within the Condo/Townhome docks will remain the same. Property Owners who own within a Condo/Townhome Cove must obtain an annual boat sticker (free of charge) from the TKPOA Office each year. Slips within a Condo/Townhome dock area may not be rented unless concurrent with the rental of the unit associated with the slip. A $25 fee will be charged to renters mooring within a Condo/Townhome dock area. The complete “Boat Dock Rules and Regulations for Townhouse Sub-

divisions and TKPOA Owned Community Docks” can be found on the TKPOA website, www.tkpoa.com. Implementation: The WUC has recommended a 2 year pilot program for the proposed Boat Sticker program with an annual review of cost effectiveness and enforcement. The use of revenues from the fees charged will be determined based upon the program’s annual review. An estimate of revenues is difficult to make at this time. No one has been able to produce a reliable count of the number of non-TKPOA owner boats that occupy moorages. During the 2 ear pilot program period, assumptions and suppositions of the program effectiveness and costs can be “fact-checked” for reality and will allow for more reliable revenue projections. The WUC’s goal is to have the program fully implemented by May 1st, 2019. This includes a member review and comment period, an informational Town Hall Forum for members, additional Keys Breeze articles, and time for Staff planning for rolling out the program. Other revenue producing programs: The WUC has also recommended that the Board look into seasonal boat/trailer storage for a fee, only for TKPOA members, located on TKPOA common area. This is not a fee proposal for storing boats on private parcels, which is prohibited by CC&Rs and ACC Rules.

Notice of Change in Association Rules
TEXT OF PROPOSED CHANGES
The entire text of the Landscape Irrigation Rules to Protect Water Quality (except for the Enforcement Procedures) is included in the newly adopted TKPOA Rules and Regulations for Water Service. The Landscape Irrigation Rules to Protect Water Quality are now redundant and may be removed from the Association Operating Rules. The TKPOA Board of Directors approved to adopt the following changes to Association Operating Rules at the February 16th, 2019 Regular Board of Directors Meeting. These changes were noticed for a 30 day member review period in the December 2018 issue of the Keys Breeze. LANDSCAPE IRRIGATION RULES TO PROTECT LAGOON WATER QUALITY Members are required to maintain their landscaping in accordance with the Architectural Control Rules Brochure (ARCB). The mandatory Landscape Irrigation Rules are: • Irrigation shall be calibrated and scheduled to deliver no more than o Spring and Fall: 1.5 inches per week o July and August: 2.0 inches per week Landscape irrigation is permitted only on designated irrigation days: o Even Numbered Street Addresses: Monday, Wednesday, and Friday o Odd Numbered Street Addresses: Sunday, Tuesday, and Thursday o Landscape irrigation on Saturday is prohibited. Prohibited Activities: o Landscape irrigation between 6:00 am and 9:00 am. o Allowing water to flow over the ground surface or from sprinklers onto surfaces that are not able to absorb water, or on neighboring properties. o Use of hoses without an automatic shut-off nozzle. o Use of water to wash sidewalks, driveways, parking areas, tennis courts, decks, patios, or other improved areas. Exemptions from landscape irrigation days are: o Drip irrigation systems and hand watering with an automatic shut-off nozzle. o Newly planted sod will be exempt for twenty-one (21) days from date of installation. o Seeded lawns, whether by hydro seeding or other means, will be exempt for thirty (30) days from date of seeding. o Bedding plants, including annuals and perennials, will be exempt for fifteen (15) days from date of planting. Single Family Property Owner/Townhouse Subdivision Keys Breeze

Responsibility: Single Family Property owners and Townhouse Subdivisions, who fail to comply with the Landscape Irrigation Rules or the ban on the use of phosphorous-containing fertilizer, including those who contract for landscape maintenance, will be subject to fines for violation of TKPOA rules. ENFORCEMENT PROCEDURES General Approach (Voluntary Compliance): 1. The objective of these rules shall be to promote and seek voluntary compliance by owners and tenants with the standards and restrictions set forth by the CC&Rs and Board of Directors. 2. Under circumstances requiring immediate action, the Security Department and Architectural Control Department (ACD), as agents for the Association, will be authorized to undertake immediate corrective action. 3. Accordingly, in the event that the Association becomes aware of an infraction that does not necessitate immediate corrective action, the owner and/ or tenant responsible for the violation will receive written notice thereof and will be given a reasonable opportunity to comply voluntarily. Such notice will describe the non-complying condition, request that the owner and/or tenant correct the condition within a reasonable time specified in the notice. It will also advise the owner of their appeal rights. The owner is ultimately responsible for the achievement of compliance and will be responsible for any fines or litigation, administrative costs, legal actions and fees necessary for the resolution of the violation. NOTICE OF VIOLATIONS: 1. First Notification – A notice which states the nature of the violation and will be issued to the property owner by the Association. The notification issued to the property owner and/or tenant by the Association gives 5 to 14 days to correct the violation or to MARCH 2019

inform the Security Department and Architectural Control Committee (ACC) of a timeframe by which the violation will be corrected. In the body of the notice, the fine policy and the consequences of non-compliance will be clarified. The notification of violation will be mailed to absentee owners. It is the responsibility of the owner and/or his contractor to advise the Association when the violation has been corrected. A re-inspection of the property will be conducted to verify compliance and recorded in the property's file. 2. Second Notification -- Those violations that are not promptly corrected by the owner are subject to a fine as prescribed in the Fines and Charges for Violations Procedures and Fine Schedule of the Rules in the TKPOA Annual Disclosures. A second notification letter stating that the owner must comply within 72 hours after first attempt to deliver a certified letter or contact the Association informing them of the time period by which compliance will be achieved. 3. Recurrent Violations -- In the event the rule violations are recurrent, then the ACC at its discretion may start the enforcement process with the third
and final notification. 4. Third and Final Notification - A certified letter will be sent informing the property owner that the violation has not been resolved. The letter will inform the owner, at least 10 days before the meeting, that a hearing will be held before the ACC to consider imposing a fine. The owner has a right to appear and address the ACC at the hearing. If a fine is imposed, the owner shall be notified in writing of the decision within 15 days following the action. 5. Owner's Right to Appeal - The owner has the right to appeal to the Board of Directors if the owner is not satisfied with the decision. In those cases where an individual assessment (fine) has been imposed upon the property and the Board of Directors finds in favor of the property owner, a release will be issued after the violation has been appealed, heard, and deemed revoked by the Board. 6. Lien on Owner's Property - Individual Assessments imposed upon a property are due by the date set by the Board of Directors. If the payment is not made on or before this date, the Association, in accordance with its collection policy, may place a lien may be placed on the Owner's property.

NOTICE OF CHANGE IN ASSOCIATION RULES
TEXT OF PROPOSED CHANGES
The TKPOA Board of Directors approved to adopt the following changes to Association Operating Rules at the February 16th, 2019 Regular Board of Directors Meeting. These changes were noticed for a 30 day member review period in the December 2018 issue of the Keys Breeze. Purpose of Change: To add Enforcement Procedures to TKPOA’s Rules and Regulations for Water Service. The entire text of the adopted Rules and Regulations for Water Service are available on the TKPOA website, www.TKPOA.com, or upon request at the TKPOA Pavilion Office. ENFORCEMENT PROCEDURES General Approach (Voluntary Compliance): 1. The objective of these rules shall be to promote and seek voluntary compliance by owners and tenants with the standards and restrictions set forth by the CC&Rs and Board of Directors. 2. Under circumstances requiring immediate action, the Security Department and Architectural Control Department (ACD), as agents for the Association, will be authorized to undertake immediate corrective action. 3. Accordingly, in the event that the Association becomes aware of an infraction that does not necessitate immediate corrective action, the owner and/or tenant responsible for the violation will receive written notice thereof and will be given a reasonable opportunity to comply voluntarily. Such notice will describe the non-complying condition, request that the owner and/or tenant correct the condition within a reasonable time specified in the notice. It will also advise the owner of their appeal rights. The owner is ultimately responsible for the achievement of compliance and will be responsible for any fines or litigation, administrative costs, legal actions and fees necessary for the resolution of the violation. NOTICE OF VIOLATIONS: 1. First Notification – A notice which states the nature of the violation and will be issued to the property owner by the Association. The notification issued to the property owner and/or tenant by the Association gives 5 to 14 days to correct the violation or to inform the Security Department and Architectural Control Committee (ACC) of a timeframe by which the violation will be corrected. In the body of the notice, the fine policy and the consequences of non-compliance will be clarified. The notification of violation will be mailed to absentee owners. It is the responsibility of the owner and/or his contractor to advise the Association when the violation has been corrected. A re-inspection of the property will be conducted to verify compliance and recorded in the property's file. 2. Second Notification -- Those violations that are not promptly corrected by the owner are subject to a fine as prescribed in the Fines and Charges for Violations Procedures and Fine Schedule of the Rules in the TKPOA Annual Disclosures. A second notification letter stating that the owner must comply within 72 hours after first attempt to deliver a certified letter or contact the Association informing them of the time period by which compliance will be achieved. 3. Recurrent Violations -- In the event the rule violations are recurrent, then the ACC at its discretion may start the enforcement process with the third and final notification. 4. Third and Final Notification - A certified letter will be sent informing the property owner that the violation has not been resolved. The letter will inform the owner, at least 10 days before the meeting, that a hearing will be held before the ACC to consider imposing a fine. The owner has a right to appear and address the ACC at the hearing. If a fine is imposed, the owner shall be notified in writing of the decision within 15 days following the action. 5. Owner's Right to Appeal - The owner has the right to appeal to the Board of Directors if the owner is not satisfied with the decision. In those cases where an individual assessment (fine) has been imposed upon the property and the Board of Directors finds in favor of the property owner, a release will be issued after the violation has been appealed, heard, and deemed revoked by the Board. 6. Lien on Owner's Property - Individual Assessments imposed upon a property are due by the date set by the Board of Directors. If the payment is not made on or before this date, the Association, in accordance with its collection policy, may place a lien may be placed on the Owner's property. Keys Breeze

Notice of Change in Association Rules

The TKPOA Board of Directors approved to adopt the following changes to Association Operating Rules at the February 16th, 2019 Regular Board of Directors Meeting. These changes were noticed for a 30 day member review period in the January 2019 issue of the Keys Breeze. Purpose of Change: To update language of current Architectural Control Rules for clarification or requirements and standards. Brochure: The word “brochure” has been deleted out of the Architectural Rules. The document is now called the Architectural Control Rules. To view these complete changes a copy of the Architectural Control Rules can be requested from the TKPOA Pavilion Office. Section 13 Boat Docks and Over-Water Platforms 13.09 All applicants must comply with the Dock Rules below and as specified within the Form 13 Boat Dock application. DOCK RULES Dock Dimensions: New docks: Any construction of a new dock (either where there is no existing dock on the property or, where an existing dock is relocated) shall not exceed 225 sq. feet. Replacement in Kind: Applications for “replacement in kind” of an existing dock in the same location and of the same design and configuration shall not be considered a new dock, and shall not be subject to the 225 sq. foot limit for new docks; however, the size of the new replacement in kind dock shall be not exceed the square footage of the existing dock. Any application to change the location, design and/or configuration of an existing dock will be deemed a “new dock” application subject to the 225 sq. foot limit. Dimensions Applicable to All Docks: Height: 18 inches above water level or high water mark. Fascia will extend from decking to not less than 8 inches above the water line. All pilings must be contained within the dock. The height of all pilings must not exceed 3 feet above the high water line (HWL). Dock pilings must be a minimum of 2 ½ inches in diameter. 13.10a Plastic Floating Motorized Personal Water Craft docks are prohibited. 13.10c Plastic floating docks are prohibited. Non-motorized Kayak/Standup paddleboard ports may be considered. • One per dock • Color to match dock • Only for facilitating ingress and egress (no storage or moorage) • Must conform to setback requirements 13.17 Over Water Platforms (OWPs) - The maximum width, parallel to the high waterline, is limited to 25% of that measurement. Under no circumstances can the width, as measured parallel to the high waterline, be more than twenty feet (20'). Height limitations not to exceed twelve inches (12”) above the bulkhead and no more than three feet (3’) above high water where there is riprap. Keys Breeze

Architectural Control Committee Application Submittal Process All exterior improvements to your property must be submitted to the Architectural Control Committee (ACC) in the form of an application for review. Work cannot commence until you have received approval for your project from the ACC. The following is an outline of the submittal process. 1. Application is submitted to the ACC for consideration. 2. TKPOA Front Desk Staff collects all necessary review fees and compliance deposits and confirms that all necessary documents are signed by the property owner. 3. Architectural Control Department (ACD) Staff conducts a field inspection and photographic records are taken to include with the submittal. 4. The proposed project is then added to the ACC meeting agenda. 5. After ACC has reviewed the application during a regularly scheduled meeting, staff generates an approval/ denial letter. 6. A digital copy of the processed application is recorded and the original application including all related documents is then filed in the owner’s property lot file. The City of South Lake Tahoe (CSLT) Building Department requires approval from TKPOA for issuance of a building permit. ACC applications are available at the TKPOA pavilion front desk located at 356 Ala Wai Blvd., South Lake Tahoe, California or on the TKPOA website: www.tkpoa.com. Meetings and Approvals
At the February 16th, 2018 Board of Directors open meeting, the TKPOA Board of Directors reviewed and approved the December 2018 Financial Statements. The December Financial Statements are posted on the TKPOA website. Please note that these are unaudited and once the audit is completed by Gilbert Associates, Inc., then audited financial statements will be posted as an update. The Board also reviewed homeowner delinquent accounts and directed staff to send out Disciplinary Hearing notices to 14 homeowners to appear at a Disciplinary hearing on April 20, 2019.

At the February 26th, 2019 Finance Committee meeting, the January 2019 Financial Statements were reviewed along with the 2018 Legal Expense Analysis through December 2018. The Committee also reviewed all delinquent homeowner accounts and homeowner accounts in collections and denied one homeowner request for a late fee abatement as that homeowner had previous late payments over the past 2 years. As a reminder, the Budget meetings, the Board meetings, and the Finance Committee meetings and are open to members of the TKPOA (meeting dates are subject to change).

his article is intended to keep Tahoe Keys Property Owners Association (TKPOA) Property Owners informed of the current status of the various Common Area, Channels & Lagoons, Water Company, Water Quality and Townhome projects completed and in development for the 2019 fiscal year and construction season. TKPOA APPROVED PROJECTS: [All approvals are also published in Keys Breeze Monthly “Board Actions Summary” and Board Minutes available on the TKPOA Website] 1. Well #3 - Engineering Planning and Design of new Emergency Back-up Generator- [WATER COMPANY] awarded to Far West Engineering 100% plans completed for $20,540. The generator cost $45,787 and site installation by Thomas Haen Company for $83,987. 2. Pavilion Beach Shoreline Protection- [COMMON AREA] This project is to protect Pavilion Beach to reduce loss of property due to ongoing erosion during periods of high lake levels. Contracted with Marvin Davis and Associates Inc. (MDA) for design and Susan Simon Environmental Planning for permitting. TKPOA Membership voted their approval. Contract Awarded to Thomas Haen Company for $315,000 with construction completed. Additional railing to be installed awarded to Alpine Metals for $7,487. 3. Street Light Replacement with LED Fixtures– [COMMON AREA] Phase 2 included 30 Contempo LED Street light fixtures 3000K LED 240V at $750.00 per light for $22,500. 4. Islanders 2– Siding Repairs and Staining Project Building 1 & 2 awarded to Kaczmar Painting for $89,780. 5. Bavarian Isle Bulkhead Emergency Repairs/Replacement Project- Plans and analysis for collapsed bulkhead at 1975, 1979 Garmish Court and TKPOA Water Quality ramp at 1981 Garmish Court, awarded to Noble Consultants-G.E.C., Inc. Project awarded to Tahoe Marine and Excavating for estimated Total 209.8 ft. at $2,161/ft. =$453,440. Project is 90% completed railing and landscaping to be finished in May 2019. PROPOSAL - REQUEST FOR PROPOSAL (RFP) [BID PHASE]: 6. Pavilion Parcel - Best Management Practices (BMP’s)– [COMMON AREA] Design for new storm water infiltration “Rain Garden” basins in the vicinity of the Pavilion parking lot and pickle ball court as required by Tahoe Regional Planning Agency

PROJECTS IN PLANNING: 10. East Channel Bulkhead Replacement- [COMMON AREA] Design for the replacement of the East Channel East Bulkhead. The project coordination is anticipated to take two years: 2019 - final design and permitting, 2020 –Working to coordinate with California Tahoe Conservancy (CTC) with their planned Truckee Marsh Wetland Restoration Project at the Cove sailing lagoon which is also

planned for 2020. Noble Consultants – G.E.C., Inc. has been contracted for the design, the same firm that completed the 2015 Bulkhead Assessment Study. Susan Simon Environmental contracted for permitting. Under the 1991 Stipulation for Entry of Judgment the TKPOA has the authority to proceed as the lead agency and is working with the Tahoe Keys Marina and Yacht Club (TKM&YC) and Tahoe Keys Beach and Harbor Association (TKB&HA) on design. Per the Judgment: z TKPOA is responsible for 30% of replacement costs. z TKB&HA is responsible for 30% of replacement costs. z TKM&YC is responsible for 40% of replacement costs. 11. Light House Shores - (LHS) Asphalt Roadway Replacement- RFP’s sent and bids received, now proposed for Spring 2019. Under Board review. 12. Pinestone 3 East Community Dock ReplacementThis project is a required special assessment vote of the Five Property Owners at this time due to the current condition of the Pinestone 3 Community Dock after more than 20 years of use, and the need for a new dock with improved dock materials. 13. Cove 3A Bulkhead Replacement Reaches 8 & 9Design for the replacement of the 3A Bulkhead is moving forward in conjunction with East Channel Bulkhead Project work performed by Noble Consultants – G.E.C., Inc. Susan Simon Environmental contracted for permitting. 14. Corporation Yard Project- [COMMON AREA] Contracted David Goldman Environmental Architecture to develop conceptual plans and analysis of land usage. z Mechanical, Electrical, and Plumbing Engineered drawings awarded to Sugarpine Engineering.

(TRPA) and the Lahontan Regional Water Quality Control Board (LRWQCB) Waste Discharge Requirements (WDR). Worked with Marvin Davis and Associates Inc. (MDA) for design and engineering as part of the Pavilion Shoreline Protection Project RFP for construction in process. 7. Ala Wai Tennis Court Bathroom- [COMMON AREA] Plans completed and land coverage approved with building permit approved. RFP and bidding process conducted with RFP’s sent to 15 contractors. Received four (4) bids for project. Project is currently on hold with for Board of Directors consideration. 8. Water Lateral Replacement Phase I- [WATER COMPANY] Design for this project on Danube, Morrow, for the replacement of 23 double water service laterals from the street mains to 52 homes has been completed. The Association owned portion of the water service laterals that have galvanized pipe are slated for replacement due to age, condition and current leak repairs. Request for Proposals (RFP) and Bidding Process being conducted. 9. Water Quality Ramp Replacements- [WATER QUALITY] TRPA permit approved, approvals from other agencies pending. LRWQCB has required lake bed mitigation conditions for approval of this project. Project on hold due to current high lake level.

Laminar Flow Aeration- [WATER QUALITY] (LFA) is a technology used for improving water quality in waterbodies where there is consistently low dissolved oxygen and buildup of fine organic sediment. The technology uses microporous ceramic disks that are placed throughout the area to be aerated. These disks are connected by self-sinking hoses connected to an air compressor. Air is pumped through the system creating an abundance of bubbles that rise and create laminar flow and provide oxygenation to the bottom of the water column where dissolved oxygen is typically the lowest. The LFA system will be installed and monitored to determine the ability of the system to do the following: z Increase the dissolved oxygen (DO) levels at the sediment/water interface. z Reduce the percent Organic Matter (OM) in the sediments under which the LFA system is deployed. z Promote circulation in the water column and decrease the amount of algae present, potentially preventing Harmful Algal Blooms (HAB). z Increase bottom hardness by reducing OM content. This project will begin at the end of March and the equipment installation will occur during the month April. 16. Sea Bins- [WATER QUALITY] The Seabin is a floating collection bin that will be located in the West Channel and be used in conjunction with the Bubble Curtain. The Seabin moves up and down with the range of tide collecting all floating debris. Water is sucked in from the surface and passes through a catch bag inside the Seabin, with a submersible water pump capable of displacing 25.000 LPH (liters per hour), plugged directly into 110/220 V outlet. The water is then pumped back into the lagoons leaving litter and
debris trapped in the catch bag to be disposed of properly. The Seabin also has the potential to collect a percentage of oils and pollutants floating on the water surface. 17. Water Quality Harvesters Boat Repairs- [WATER QUALITY] The WQ Department has ordered all of the required parts needed to have three fully functional harvesters for the upcoming 2019 Harvesting Season. 18. Tahoe Keys Lagoon Restoration Project– [WATER QUALITY] an Application for Approval to Reduce Aquatic Invasive and Nuisance Plant Species - Tahoe Regional Planning Agency (TRPA) Project Description and Application for the Environmental Impact Report (EIR) for California Environmental Quality Act, (CEQA) or Environmental Impact Statement (EIS) for National Environmental Policy Act (NEPA) is required for any action that is taken by the government or that gets governmental funding. When projects require approvals under both CEQA and NEPA, a joint EIR/EIS is prepared. Application has been submitted and EIS/EIR Stakeholder Committee and Stakeholder Consultation Circle meetings are being held. Process is funded through grants obtained by the TRPA through the U.S. Army Corp of Engineers. COMPLETED PROJECTS 1. Security Truck Replacement- [COMMON AREA] During a snowstorm on January 6th, 2019, a tree fell on top of the Security GMC truck while it was parked at the Pavilion Office parking lot. TKPOA's insurance company deemed the vehicle a total loss. A used 2010 Chevrolet Silverado 1500 4x4 Truck was approved for purchase for $25,437.
