BOARD MESSAGE Taking Somersett to the Next Level

It’s election season and already you’re hearing a constant barrage of how you deserve more services, more security, and more entitlements. And lower taxes to boot. Were it not for unrestrained deficit spending, the math would vex even Einstein. Here in your neighborhood, we have an SOA election coming up and I’m not going to tell you anything of the sort.

The fact is that we’re in a good place. We are keenly aware of how valuable your assessment dollars are and employ them wisely and prudently. Broad improvements to this organization over the last 2 years have paid off nicely. Right now, we have efficient operations, an optimized staff, and the use of funds is well managed with constant oversight. The Wildfire Grant supplements our efforts. We’ve also captured significant income from internally managing home sales. We’ve onboarded expensive external contracts. It all makes for assessments that are as low as possible. Every dollar we collect is efficiently used for your benefit within a balanced budget as required by the State. What this means is that if you want more, it will cost more.

SOA Assessments in Somersett including the TCTC are $203 per month, and this includes landscaping, park maintenance, the TCTC and pool amenities, wildfire mitigation, community events, and the Canyon Nine Golf Course. If you live in a subassociation or on a private street there are other assessments such that your monthly total is $250 to $381 per month depending on location (some areas include home painting and roof maintenance). Considering what you receive, this is an incredible bargain. Other local premium HOA’s by comparison charge $467 at Caughlin Ranch (more in some areas), $453 at Arrow Creek (private street average), $750 at Montreux, and $872 at Incline Village. Obviously, each of these communities have different levels of services and amenities which define their unique character. Yet the weighted average assessment in Somersett is $268 which is hundreds less each month than other premium communities in our general area. (1)

You might decide that the status quo in Somersett is pretty good and we don’t need to pay more, other than what is needed to offset increasing costs for current budget items. Then again you might want to see additional services or amenities and frankly we can offer whatever you want to pay for. Which begs the question: what expansion of services would you like and what would you be willing to pay? Let’s look at some “back of the napkin” hypotheticals of what these extras might cost.

Clearing the brush and grass annually behind every home in Somersett.

This is not recommended as an added measure of fire

protection since there are more important and effective control measures, many of which are already addressed by our CWPP and specified in the Grant objectives. Canyons, wind-chimneys, fire breaks, and even defensible space within five feet of your home are many times more important. Nevertheless, if we were to spend the money to clear 30 feet of grass and brush behind every home in Somersett this cost would add about $32.50 to your monthly assessment. (2)

Adding a Third Pool at the TCTC for Lap swimming

This cost estimate is for an outdoor pool and would only pertain to those who pay into the TCTC. One downside to any pool is that it only has good utilization for a few months out of the year since most of us do not visit the pool in colder weather. The estimated cost would require a special assessment of $527 per household, plus an increased monthly assessment of $1.81 to pay for operations. (3)

Removing Snow from all sidewalks on Private Streets:

Most of the time in Somersett snow melts from sidewalks within 2-3 days so the benefit of clearing sidewalks is only a couple of days for a typical storm. Another consideration in Somersett is that once cleared, these surfaces are subject to morning ice, which is more hazardous than compacted snow. The cost of this service for those on a private street would be just over $10/month of additional assessment. (4)

Maintaining staffing levels that permit quick response.

Our staff struggles to handle hundreds of calls and demands each day and we maintain a maximum response time of 3 days. To improve this to either an instant response, or a response within a couple of hours would require roughly doubling the current staff. This would cost a minimum of $4.00 per household per month. (5)

Lower all median landscaped areas

This summer and fall all the sprinkler heads will be changed to rotator heads, courtesy of RTC. This should reduce spray drift onto the Parkway. After this the next level of effort to reduce water runoff on the Parkway would be to lower all landscaped and grass areas along the Parkway medians, install integral drains, and replace the existing irrigation and drip systems. Current estimates would require a special assessment of $1,639 per household. (6)

Can anything be done without raising assessments?

Surprisingly, the answer is yes. There is a Capital Improvement Fund coming from home sales, which has accumulated a modest balance. This Fund is designed to improve common areas for the benefit of the community at large. From this fund

we installed a new walking path. We approved 12 park benches, and 12 additional dog waste stations. We are now studying the improvement of the lot at the far end of Town Square and ideas are taking shape with the future assistance of landscape architects/community planners.

It’s all up to you.

These are just a few of the items which are sometimes requested as additional services and amenities. There are perhaps many more. When we discuss these improvements, it’s important to know ballpark figures of what these will cost. Then if homeowners wish to pursue any of these enhancements, the next step will be to refine costs with actual proposals and quotations. Cost and benefit will always be the primary consideration for homeowners.

I’m excited by challenges and opportunities ahead and confident that Somersett Homeowners will make decisions that will benefit this community and take it to the next level. Even if that is the preservation of the status quo, because as I mentioned: we’re in a good place.

1. HOA costs were compiled by local realtors, and where these vary within a given association the average was used.

2. 150 feet (avg) width x 30’ depth per lot = 0.1 acres x $3,900 /Acre = $390 per lot = $32.50/mo.

3. 80’ x 40’ x $250/sq ft =$800K + $340K for related structures = $1.14M / 2160 homes = $527/home special assessment for cap cost, plus annual operating costs including insurance utilities, chemicals. maintenance, upkeep $47K /2160/12 =$1.81 per house per month.

4. Snow budget for 2023 was $63K. Reliance estimates sidewalks will be double that amount or due to the amount of hand work. Extra annual costs = 63K x 2/1010 homes / 12 = $10.39 per house per month.

5. Current payroll $160K x 1.3 overhead /3,350 homes = $62.08 / 12 = $5.17 per month.

6. Project costs estimated at $5.49 Million / 3,350 houses = $1,638 special assessment.

Golf Tip

Putting

As we head into winter and temperatures prevent many of us from heading out to the golf course, it is a great time to work on some easy putting fundamentals in the comfort of our homes.

I recommend a few simple putting fundamentals:

1. Place the ball slightly left of center (right-handers), with hands centered slightly forward of the body. The putter shaft should be perpendicular to the ground. This allows the putter to catch the ball on the ascent of the putter head.

2. Eyes over the ball OR slightly inside the ball. You might have to adjust the length you are holding the putter to accomplish this.

3. I have found success in stabilizing my lower body by putting a little outward pressure on my knees. The lower body should remain stable with no side-to-side movement.

4. The motion of the putter includes a connection of the chest, shoulders, arms, hands, putter grip, and putter head all working at the same tempo. Research shows the best putters adhere closely to a 2:1 tempo on all length putts.

5. Allow the putter to swing on its natural arc. The putter is NOT designed to swing on a straight line but rather an arc, unlike a croquet mallet, which is designed to swing straight back and straight through.

For those interested in playing bocce please note there is a grooming rake/brush located on the outside wall of the golf shop. Bocce balls and scoreboards may be checked out from the golf shop staff during operating hours.

minute regardless of the length of putt they face, which equates to approximately .90 seconds of elapsed time. The “holy grail” of putting tempo is 2:1 as evidenced by most of your great players. This would equal .60 seconds on the backstroke and .30 seconds on the throughstroke. This highlights the acceleration through the ball. All of the putting greats do that.

Simply said, two syllables back and one syllable through – AP-PLE PIE recited at the same speed no matter the length of the putt. Strive for approximately .90 seconds total time (nearly one second) at this 2:1 tempo.

There are many apps and devices but if you are serious about improving, I recommend the Blast Motion Sensor for golf. It accurately measures 11 separate metrics – most importantly tempo. At least check out their website: https://golf.blastmotion.com/golf/

Remember all Somersett Residents have access to playing the Championship Country Club Course four times per year. Each resident may book a foursome of players at a rate of $125 per player (in season) and $80 per player (off season Nov-March). This includes green fee, driving range usage and golf cart. We take tee times for residents four days in advance at 787-1800 Ext 2. Men, please remember our simple dress code of no denim, collared golf shirts and caps worn forward at all times. For the ladies no denim, no spaghetti strapped tops, bare midriffs, short shorts. Proper footwear such as golf shoes or tennis shoes is required.

Driving Range

Somersett Residents have both complimentary & fee-based access to the Somersett G&CC Driving Range. We encourage you to take advantage of this wonderful opportunity. It is available Tuesday thru Sunday & CLOSED TO ALL ACTIVITY on Mondays. In season (midApril thru October) there is no charge for residents to hit off the matted surfaces. The

majority of the time this will be on the north side of the driving range however on rare occasions we will be on mats on the south side and you will be welcome to utilize that side. Our service attendants will provide shuttle service or you are permitted to walk to what is the back of the driving range. We do not allow private carts access due to the one lane path traveling back and forth. The golf balls will be staged there for you. Off season (November thru mid-April) the north side of the driving range is closed and all play is from the mats on the south side.

As a Somersett resident you do have access to the turf tee. There is a $15/person fee that must be paid in the golf shop prior to your usage. You will be provided a receipt in the golf shop to give to the range attendant. Access to the putting and chipping area is allowed only by paying the $15/person fee – no exceptions. Utililzing the turf tee and practice areas without paying the fee will result in lost privileges for the remainder of the current season. Juniors MUST be accompanied by an adult.

Men, please remember our simple dress code of no denim, no jogging suits, collared golf shirts and caps worn forward at all

times. For the ladies no denim, no jogging suits, no spaghetti strapped tops, bare midriffs, short shorts. Proper footwear such as golf shoes or tennis shoes is required.

Winter/Snow Season

We kindly ask that you refrain from winter activities on both of our golf courses during the winter season. We do not allow tubing, tobogganing, sledding, saucering, skiing, snowboarding, ice skating, etc. on either golf course in the winter. Damage caused by this activity becomes apparent in the Spring and playing conditions are greatly sacrificed. Thank you in advance for your cooperation.

If you plan to host a sale, get your home listed on our map of participating homes by signing up on the Somersett Calendar. Simply click on the calendar and click on the garage sale listing on October 5th and sign up your house before Monday, August 30. The Association publicizes the sale in local media, Craigslist, and Facebook, as well as on garage sale sites.

Fall Golf Tournament

8th Annual Neighborhood of Lights Begins

The Eighth Annual Neighborhood of Lights will once again light up the Community in December! This mapped tour of homes decked out in holiday displays is a favorite tradition here in Somersett. Vote for your favorite displays as you take in all of the lights and cheers from your fellow residents.

• Griswold: Over-the-top fun

• Young People’s Choice: Displays appealing to those under age 17

Neighborhood of Lights Caravan and Party

Sunday, Dec. 15, at 4:30 pm

Meet in front of the Club at Town Center in your vehicle (holiday decorations are encouraged!) | Free Golf carts and other vehicles decked out in holiday lights and decorations will tour highlights from the Neighborhood of Lights entries, waving and spreading holiday cheer to all who come out to greet them (this will take about an hour). When the caravan returns to the Club, we will treat participants to a Holiday Party featuring adult beverages, treats, and an announcement of the Neighborhood of Lights winners.

Canyon Nine Golf Course is a private course for the enjoyment of Somersett residents and their guests (including our sub-associations, The Village, The Vue, and Sierra Canyon). Play is free for residents; $10 for their guests.

This executive par 3 walking course is the perfect choice for learning the game or a quick nine after work. No tee times are required. Play is first-come, first-served.

Entering the Club

Club doors are always locked and access is available to Club members from 5 am to 9 pm via an access card, fob, or app. The outer doors will be open on weekdays from 8 am to 5 pm, allowing entry to the vestibule where an intercom is located. Thank you for helping us preserve this facility for the use of residents only!

Front Desk

The Front Desk is staffed from 9 am to 6 pm daily, with a break for lunch from 1-2 pm.

Don’t have an access card?

If you don’t yet have an access card, fob, or the app (your choice), please visit the Club at Town Center to obtain a waiver form. Once you fill out the form and send it back to us, staff will arrange to give you a key fob, key card, or a link to the app (your choice) which we will activate once your residency is authenticated.

Guest passes

The Board has approved 10 free guest passes for each Club at Town Center member household. The passes are good through Dec. 31, 2024.

Additional pool guest passes are available at the cost of $5 each. Households may bring up to four guests at one time for a maximum of 10 visits per guest. Members must always accompany guests.

Parkway Construction

Somersett is a community renowned for its scenic views, natural beauty, and stunning homes. With over 8,000 residents, one thing that unites everyone is the Somersett Parkway, a vital artery that connects the entire community. However, as time passed, the Parkway began to show signs of wear and tear, with increasing potholes and deteriorating road surfaces prompting concerns from residents. Their collective call for action did not go unheard. “As the area grew, the need to ensure the roadway’s safety and longevity became more apparent. The project was initiated after a thorough assessment by the City of Reno and the Regional Transportation Commission (RTC), which recognized the urgency of preserving this vital infrastructure,” said At-Large Reno City Councilmember, Devon Reese.

Recognizing the growing issues, the leadership of the Somersett Owners Association (SOA) and residents came together to address the deteriorating conditions of Somersett Parkway. Their unified call emphasized not just a simple repair, but a comprehensive rehabilitation project to transform the Parkway into a modern, safe, and resilient roadway. The success of this project was rooted in collaboration among local government bodies that had the power to drive meaningful change. “The City of Reno, RTC, and I worked closely with the Somersett Owners Association, residents, and other key stakeholders to ensure the project met the community’s needs. Regular meetings and open channels of communication allowed for feedback and adjustments throughout the planning and execution stages. Additionally, the RTC played a pivotal role in coordinating efforts and ensuring that the project aligned with broader regional transportation goals. The HOA Board and staff have been incredible advocates and easy to work with,” added Reese.

Undertaking the rehabilitation project was no small feat. The first challenge was securing adequate funding. A private investment by the SOA to rehabilitate the Parkway

would have cost millions of dollars—an unattainable sum for the association. Residents made it clear that they wanted improvements to the Parkway, which required creativity from the RTC and the City of Reno to secure the necessary funding. “Securing funding for the Somersett Parkway project involved multiple steps. The City and RTC explored various funding sources, including federal, state, and local funds. The project was ultimately financed with RTC funding and local resources. We prioritized this project in our transportation budget due to its significance to the community and its impact on the overall transportation network,” explained Reese. Although securing funding was challenging and caused delays, the persistence of the community and continued advocacy eventually led to the project’s financial backing.

Another significant hurdle was ensuring that the project aligned with the broader regional transportation plan. The project team developed a comprehensive plan that not only addressed current issues but also incorporated future-proofing elements. The new Parkway will feature state-of-the-art materials designed for longevity, improved sprinkler systems to prevent future wear, enhanced safety features including better signage and speed radar, and enhanced bike lanes to promote road safety among all users.

Construction on the Parkway has already begun, evident by the increased noise levels as crews work rapidly to ensure a consistent roadway for residents. Here’s how the project phases are playing out:

• Phase 1: Started back in August and recently finished, this phase focused on lowering utilities, including 102 manholes and 109 utility valves. With this part of the project now complete, the RTC and SNC have moved on to the next phase.

• Phase 2: Currently in progress, this phase involves milling the roadway down by 3 inches, followed by the

application of new asphalt. During Phase 2A, westbound traffic is closed, while eastbound traffic remains unaffected. Once the westbound lane is finished, crews will switch to the eastbound lane (Phase 2B), covering the stretch from Mae Anne Avenue to Del Web Parkway. This phase is expected to run from mid-September to mid-October.

• Phase 3: The final phase involves raising the utilities to align with the new surface level, ensuring proper alignment and preventing future issues.

The RTC and SOA have extensively discussed additional enhancements, ensuring residents’ voices were heard. As a result, the RTC committed to several safety improvements on the Parkway, including:

• New Reflective Sheeting on Signposts visibility.

• New Icy Road Warning System Somersett.

• Speed Radar Installation speeds.

• Reflectors on Curbs Approaching Roundabouts improve safety and visibility.

• Updated Crosswalk Markings, Road Striping, and Highlighted Medians overall roadway clarity.

The rehabilitation of Somersett Parkway represents more than just road repair; it symbolizes the community’s dedication to progress and safety. With the project nearing completion, residents can look forward to a Parkway that meets modern standards and enhances their quality of life. The successful execution of this project stands as a testament to what can be achieved when a community unites with a shared vision for improvement.

Fitness class and court reservations

Somersett.org is your go-to place to make reservations for fitness classes, sports court, and tennis and pickleball courts. If you haven’t done it yet, it’s easy! Here are some tips.

Here’s how to reserve a spot:

1. Make sure you are logged in to the site

2. Under the Amenities tab, select Amenity Reservations

3. Select the court you’d like to reserve from the dropdown menu (for outdoor pickleball, you have the option of seeing the availability of all four courts at once)

4. On the calendar, select the date you want to reserve

5. The available times will be displayed as white. If a court time is not available, the field will be gray or marked by lines. Click on the time you want to book.

6. Click “Submit’’ on the next screen

7. You will receive an email confirmation

Can’t make your court time? Here’s how to cancel your registration

1. Make sure you are logged in to the site

2. Under the Amenities tab, select Amenity Reservations

3. Click on “My Reservations’’ at the top right of the screen

4. Find the date/time you want to cancel and select “Delete,’’ then hit OK

How to reserve a fitness class

1. Make sure you are logged in to the site

2. Go to the Calendar (under the Events tab)

3. Under Category, change “View All” to “Fitness Classes” (this step is not necessary, but it makes classes easier to find)

4. Find the date and class you want to register for and click on it

5. Click on “Register for this Event”

6. Select “Yes” under “Will you be attending?’’

7. You will receive an email confirming your registration

How to cancel your registration

1. Follow steps 1-3 above

2. Find the Fitness Class you would like to cancel and click on it (make sure you have the right date)

3. Click on “Register for this Event’’

4. Under “Will you be attending?” change “Yes” to “No”

5. Hit the Submit button

HIIT & Run: Prepare to burn calories in this high-intensity interval training class.

HIIT & Tone: Thirty minutes of high-intensity rounds to boost your cardiovascular health and 30 minutes of toning exercises to improve your strength, balance, and coordination.

Integrated Yoga: Greet the morning slowly and methodically with deep stretching and mindful yoga practice, including meditative awareness.

Muscle Mix: A full-body workout mixing it up with all kinds of equipment ranging from weights to straps to balls and kettlebells to ropes.

Age Limits in the Gym

Children under 14 years of age are not permitted to use the fitness facilities, including the fitness room and group fitness classes. Children ages 14-17 MUST complete a fitness waiver and meet with a member of Club staff regarding fitness etiquette prior to using the fitness center or aerobics classes.

Massage at the Club at Town Center

Massage is a terrific way to reduce stress, relax, disconnect for a while, and do something nice for your body. Even a single massage session has been shown to significantly lower heart rate, cortisol, and insulin levels - all of which help reduce daily stress and lead to a more balanced life.

The Club at Town Center’s massage therapist Linda Morgan (Lic. #6696) is available to give you a customized massage based on your individual needs. Linda’s specialties include soft and deep tissue massage, relaxation, rejuvenation, and sports stretching techniques. She also offers lymphatic and Reflexology treatments. SPA RULES

1. Extended exposure to hot water or vapors may be detrimental to the health of elderly persons and persons

with heart conditions, diabetes or high or low blood pressure.

2. People with skin, ear, genital or other body infections, open sores or wounds should not use the hot tub due to the possibility of spreading infection.

3. Do not ingest water by mouth as this can cause infection and illness. Parents are to warn children not to allow water in their mouths.

4. The heat of the hot tub water speeds up the effects of alcohol and can cause sleepiness, dizziness and unconsciousness.

5. Horseplay, splashing, swimming and diving are not permitted in the spas.

AQUATIC WEATHER POLICY

Ice: Management reserves the right to close the pool at any time due to cold temperatures causing ice on the pool deck.

Tray’s Wildfire Management Update:

To date, 94 acres of fuel has been reduced. 33 acres has been treated with herbicide. 18 acres re-seeded with fire resistive mix.

Mechanical and hand mitigation was put on hold in the summer months due to threat of mechanical equipment igniting dry vegetation and “boots on the ground” labor being used in firefighting operations around the region. It was a busy summer for wildfire.

We have mapped the areas for fuel reduction that will start this fall based on the priority areas identified in the Community Wildfire Protection Plan. The second-year plan will include fuel reduction in the open space areas north of Somersett Pkwy in the Champion Hills area and along the east lines that border the old City of Reno Northgate golf course. We will also be concentrating efforts along the southwest section of Sierra Canyon. Be on the lookout for goats in April. A full report of the 2024/2025 action plan will be presented at the Somersett Town Center Canyon Room on September 26 at 5:30 p.m. This presentation will also include our new and improved evacuation plan with representatives from the Reno Fire Department.

Evacuation:

Fire Season is not over. Remember, the two most destructive wildfires in Reno (Caughlin and Pinehaven Fire) occurred in the month of November. Remain diligent. Keep a go-bag ready and know your second way out of your neighborhood in case an encroaching fire blocks your primary exit. The Somersett Community has three main ways out.

1. East: Somersett Pkwy to Sharlands

2. West: Somersett Pkwy to Del Web through Verdi

3. Northeast: Logan Ridge Trail or Dakota Ridge Trail to Beaumont Pkwy

Community Emergency Response Team (CERT):

Whether it is a wildfire, earthquake, or other emergency, you can help manage the community response by becoming a CERT volunteer where you will receive training and become invaluable as a resource for proper and vetted communication and homeowner evacuation assistance under the management of Incident Command. The Washoe County Sheriff’s Office has expanded the program for Somersett residents with an online training option. Now there are two options for obtaining a Community Emergency Response Team certificate:

OPTION 1: The Washoe County Sheriff’s Office Citizen Corps offers a free Community Emergency Response Team (CERT) Academy in the Spring, Summer, Fall and Winter.

The CERT Academy will take place at the Regional Public Safety Training Center located at 5190 Spectrum Boulevard on the following Thursdays, Fridays and Saturdays:

• October 10th, 11th, 12th and 17th, 18th, 19th

• 2025 dates have not yet been announced

OPTION 2:

Sign up and complete the free online CERT 3.0 course provided by University of Utah: Rocky Mountain Center for Occupational & Environmental Health. Once this course is completed you will attend a one day practicum sponsored by the Washoe County Sheriff’s Department.

When can I put up my Halloween decorations?

According to the Association Rules & Regulations, holiday decorations may be installed up to 10 days before a holiday and must be taken down within 10 days after the holiday (with the exception of the December holidays).

What

about political signs?

Political Signs (ref NRS 116.325): Political signs are defined as signs that express support for or opposition to a candidate, political party or a ballot question in any federal, state or local election or any election of an association.

• A homeowner may not display a sign larger than 24”x36” or more than one political sign for each candidate, political party or ballot question.

• Political signs may be displayed starting 90 days before the date of the election and shall be removed within 5 days following the actual election date.

Compliance Information

To report a non-compliance, please email soa@somersett. org or call 775-787-4500. While we do investigate and document each complaint received, we cannot disclose the status of anyone’s account. Should a homeowner not respond to or correct a violation, he or she will be summoned to a hearing and could be suspended from the Club and assessed fines. The Association has a policy not to enter a property unless it is bank owned, and then only to repair front-yard landscaping.
