n this article occurrences will be highlighted and rules and regulations updated regarding our neighboring golf facilities.

Summertime Get-togethers All of us wait all year for warmer weather and look forward to having outdoor cookouts with our family and friends. Please remember your neighbors and be mindful of the noise and distraction you and your guests may create in your neighborhood. Showing courtesy towards others living in your vicinity will gain you respect and the privacy you enjoy in return. We are also fortunate to have several parks in the area to consider when you are planning to entertain a larger group.

Vista Boulevard Update As all of you have undoubtedly noticed, there is good progress toward the completion of the Vista Blvd. expansion. Construction is on schedule with an expected end date of September. Trees and bushes have been planted along the sides as well as in the median area. We think everyone will be pleased with the upscale look the street will have, in addition to the obvious perk of having better traffic flow in both directions.

The Disgrace at Eagle Canyon Park The porta-potties provided by the Parks Dept. for the park patrons’ convenience. They were knocked down; the doors were ripped off and vandalized. This costs us all and is shameful. If you witness any occurrences like this, inform the police immediately. We have also had reports of door bells being rung late at night. This is a major inconvenience to people who have children and to those who work early shifts. This has happened at a greater rate since school has been out. Need I say more?

Summer is Here Red Hawk kindly asks that you observe the following rules: 1. When golf is in play, the following activities are strictly prohibited on both the Lakes and Hills Courses: walking, dog-walking, bicycling, or any other activity that does not directly relate to playing golf as a shop registered golfer. (A good rule of thumb: if there is ample light, golfers are probably on the golf course.) 2. Skateboards, roller blades/skates, scooters, bikes or other wheeled devices, whether motorized or non-motorized, are prohibited on the golf course and cart paths at all times.

3. The walking of animals is limited to golf cart paths only, when golf is not in play. Animals without a leash are strictly prohibited on both the Lakes and Hills courses. It is the duty and responsibility of the owners to clean up any waste left by their animals. 4. All non-golfing minors—children under the age of 18—must be accompanied by an adult. These rules exist for the safety of you and your family.

Watch Where You Go! z Sparks Municipal Code Section 7.08.040 requires removal of animal waste deposited on public or private property within the City of Sparks. z Section 11.3 of the Wingfield Springs CC&R’s requires that animals must be kept on a leash held by a person capable of controlling the animal, when not in or on a private lot. Both the hills course and the lake course are private property.

The Latest Contractor Scam. Beware! Reno police arrested Leland Carroll on suspicion of defrauding the elderly and/or handicapped. To some, the 45-year-old bicyclist who approached them in their front yards was a kind and professional handyman, willing to do construction and home maintenance work for a deal. The “prowling handyman” gained the victims’ confidence and struck conversations by claiming he was looking for his lost dog. He was featured in 2007 as one of the top ten most wanted in Northern Nevada by the state contractors board for working as an unlicensed contractor. So beware of these contractor scams.

Kathy expects to garner enough advertising income by the time the next edition prints in order to offset the production costs. If all goes well, WSCA will, as they have in the past, only be responsible for the postage costs to mail the quarterly HawkTalk. Please contact Kathy at (775) 7464138 if you are interested in advertising in the HawkTalk. We began inspecting yards and lots on June 1st for noncompliance of the CC&R’s. The owners of yards that are not being properly maintained and lots that are not clear of weeds have been sent their first notice. The owners were given 14 days to correct the problem. We are in the process of inspecting the yards and lots again. The second notice will give owners, who still have not complied, another 7 days to correct the problem or advise the Association when and how they will correct the problem. Upon completion of the third inspection, owners who still have not complied will be invited to a community standards hearing on July 15th. This is a long and arduous process, but we must work within the confines of Nevada law. It is with a heavy heart that I write my final manager’s report. We are in the process of transitioning a new WSCA community manager. Melissa Robertson has been with AMI for nearly 3 years; she is ready to take on a new and challenging role. I will not be leaving AMI; I will be available to assist Melissa, her assistant Christy (some of you may remember Christy), and the Board of Directors on an ongoing basis. In fact, I will continue to manage the 3 sub-associations in WSCA. I would like to take a more active role in teaching individuals interested in and associated with community associations on the corporate, state and national levels. I am fortunate enough to have the support of AMI/Associa to pursue my passion. In order to do so, I agreed to pass the WSCA torch on to Melissa. There are many owners who have been very supportive and appreciative of my efforts over the past 5 years. I would like to thank them all for their kindness and support. I will attend my last board meeting on August 5th with Melissa. I plan to attend the holiday parties in December as I look forward to seeing the WSCA families and how they have grown and grown up over the past year. I will leave WSCA with fond thoughts and memories. Thank you again for your support.

To help in this area, we have installed 11 waste stations throughout the community. This year the Board voted a budget to upgrade seven of these stations to a more environment-friendly version plus we are adding another four of these newer model stations. The new stations were requested by owners responding to the article in the last HawkTalk. So, the Board believes we are doing all we can to make our surroundings healthy and clean of pet waste. It is important the resident dog owners do their part by using the waste stations.

ummer is finally here and many of you owners and renters are enjoying walks with your dogs. It is even more enjoyable when the paths you walk on are clear of dog waste. As I walk the streets and paths of our community, I see marked improvement in some areas yet very little in others, telling me some dog owners are not getting it. So, in plain words: Pick up after your dogs! I realize this gets old for those of you doing it right so let me express my appreciation to you and all in your family members who walk your dog(s) responsibly: Thank you. For the other not so responsible minority, get with the program! Among many reasons for doing this, an environment clean of dog waste is healthier, increases surrounding property values, and is respectful to your neighbors and the golf course.

z Roof panels shall be mounted directly to a sloped roof plane and be integral to the roof design. z Trim and frames on roof mounted panels should match, or be consistent with, roof color. z Spacing between panel framing and roof surface shall not exceed six (6) inches. z Mill finish aluminum frames are prohibited. z Piping and/or conduit on roofs should match, or be consistent with, roof color. z Support solar equipment shall be enclosed or screened from view. z No free standing panels allowed in front or side yards. z Free standing panels must be installed behind the privacy fencing. The top of the panel frame is not to exceed 8 feet in height from grade. z Installing free standing panels below the privacy fence line, where practical, is encouraged. z All installations must be submitted to the DRC for approval. Receipt of city and/or county permit approval shall not override DRC approval or guideline adherence.

Criminals and Vandals

Beware!

W

ingfield Springs, and the surrounding communities, have experienced a rash of crime and vandalism recently. The stone columns throughout Wingfield Springs continue to be vandalized. The emblems and signs on the columns are very costly to replace. The bridge light fixtures are often vandalized and are costly to repair and/or replace. Damage to irrigation components and landscaping is also rampant and is very costly. The impact of all of this is the potential for assessments to increase in order to re-coup the Association’s losses. Vehicle break-ins have particularly been on the rise. Tim Gonyo of Red Hawk Patrol asked us to notify residents that the majority of break-ins occur when a vehicle is not locked. He warns that personal information and items should never be left inside a vehicle, especially if these items are visible, whether the vehicle is locked or not. The WSCA Board of Directors is offering a $500 reward for information leading to the arrest and conviction of anyone vandalizing community property. Irrigation Water Management report

W

e are finally in some resemblance of spring and soon summer. It’s been a long drawn out winter! However, vegetation is in full growth all around us and watering it for health is critical. Much has been done in this area since I last wrote in January.

A Summary of the Challenge Ahead in 2010 The engineered water usage for our common area is 113 AFA (acre feet annualized) or just under 37 million gallons. End of this year marks the end of the “honeymoon” period; our water agreement provided for two years or so for getting our consumption back in line. We exited 2009 at 192 AFA, a marked improvement over 2008 yet far enough from the 113 AFA goal to justify serious investments and work.

What is the 2010 Plan to Close in on 113 AFA? In late 2009, after a productive meeting of the minds between all the stakeholders, we decided and later received Board approval for investing in PRV’s (pressure regulating valves). These devices maintain a steady pressure of ideally 65-70 PSI; they also act as a check valve, eliminating backflow. Our landscape and irrigation partner (National Landscape) installed 29 PRV’s by April 2010 and these devices are now fully activated. We also agreed to move a significant amount of our watering schedule to non-daytime when vegetation is in full nutrition reception mode. For this to happen we are receiving help from our water supplier (Red Hawk Golf Course) as they have the ability to adjust volume by computer throughout the day through the system. By the time this article is in your hands we hope to have moved many of our most demanding areas to new times. We believe this change will reduce our water schedule (both frequency and times), resulting in substantial savings in consumption. We also plan to replace a few more of our old controllers with ET (evapotranspiration) controllers. This remains optional at this point until we get a better feel for the impact of the first two steps.

Any Improvement in 2010? We received our consumption report for April and May and the trend is in the right direction. We modeled our monthly consumption expectations

based on 2008 and 2009 and so far the actual results match the model; so good work on the part of everybody involved.

You Can Help! We continue to experience breakage of various devices in the system such as stuck valves, run down batteries, broken sprinkler heads, etc. It is important these issues get reported so we can first turn off the defective circuit and soon thereafter fix the problem. If you see or suspect an issue with the irrigation system in your area, promptly contact our community patrol at 722-6270. I hope you find this information valuable. I wish you all a great summer.
