Summer 2012 | Wingfield Springs Community Association Newsletter

A

fter a couple of months of anticipation, summer is finally here. We hope that all of you are doing well and enjoying this season with celebrations, picnics, and family gatherings that will make 2012 memorable for you! There is much to enjoy and appreciate in northern Nevada in these warm months. We encourage you to attend the various activities our area offers. The following is a guideline for another “fun” summer activity... painting and maintaining our homes; many homes throughout the community are in need of a fresh coat of paint. The CC&R’s require homeowners to maintain the exterior of their homes. Approval from the Design Review Committee is not required if the surfaces are painted with the exact same color(s). However, color changes of the body, trim and/or accent surfaces require DRC approval prior to commencing painting. A DRC Submittal Form can be obtained at www.amiusa.net, link to Wingfield Springs. Please refer to Kelly Moore Paint’s Exterior Color Palette when choosing a new color scheme for your home. The DRC will carefully review the homes in your neighborhood for compatibility before final approval of a color change is given.

Please refer to the following section in our Community CC&R’s: “Section II 5. Maintenance and Repair. No improvement anywhere within the project shall be permitted to fall into disrepair, and each lot, condominium and all limited common elements and the improvements thereon, including without limitation all rockery walls or retaining walls, shall at all times be kept in good, clean, safe, dust free and attractive condition and repair, free of debris, weeds and other unsightly conditions, by the owner thereof or the sub-association owning or otherwise have the responsibility for maintenance thereof. If any owner or sub-association shall fail to maintain its property as required hereunder, the Board of Directors, after consulting with the Design Review Committee, and after affording the owner of such property Notice and Hearing, shall have the right but not the obligation to correct such condition, and to enter upon such owner’s lot, condominium, or limited common elements for the purpose of doing so, and such owner or sub-association, as the case may be, shall promptly reimburse the Master Association for the cost thereof. The sub-association or other owner of the offending limited common elements, lot or condominium shall be personally liable for all costs and expenses incurred by the Master Association in taking such corrective acts, plus all costs incurred in collecting the amounts due and all such costs shall be a special assessment. Each owner or sub-association shall pay all amounts due for such work within ten (10) days after receipt of written demand therefore.” We hope that you all find this information helpful. The next HOA meeting is July 26, 2012 at the Red Hawk Event Center.

nother summer is upon us. I hope that everyone had a wonderful 4th of July weekend and is enjoying the warm weather. There are many upcoming local events for you and your family to enjoy. Be sure to check out the northern Nevada Events section in this edition of the Hawk Talk for more information. Speaking of events, ESI and the Wingfield Springs teamed up to help promote and celebrate neighborhood safety. ESI held a Community Safety Party in June at the Red Hawk Events Center. There were many great Reno/Sparks community partners that were there to provide information for the continuing safety of the community. There was also entertainment and fun (cotton candy machine, popcorn machine, bounce house, Scout—a large dog—safety mascot, etc.) This event even made the Channel 4 News! A big thank you is in order to ESI for all of their hard work, time and effort for this event. We hope to see you all at this wonderful event next year! We listened – In my manager’s report for the April edition, I mentioned that I previously noticed very little participation during a community garage sale held last year. The response that was received was that advertisement was needed. Since then, the Board has had a large community garage sale sign made and it was placed in the front area near the windmill for the garage sale in May. The Board also placed an ad in the Reno Gazette Journal. I hope that this helped the participation and the outcome was more successful than previous years. We will be doing the same thing for the next community garage sale that will be held in October.

Irrigation Water Management Report 2011 Summary: We finished last year same as 2010. It took a lot of effort from many individuals to achieve a 171 AFA (Acre Feet per Annum) result. For those interested in details, 1 AFA is 325,851 gallons of water so for 2011, we consumed 55.7 million gallons to water our common area grass and shrubs. Our engineered allocation is 113 AFA. Current 2012 status: We just entered our high water consumption season. We have invested a significant amount over the past few years to successfully conserve water and maintain our budget to a reasonable expense. This year again, we turned on the water in May, same as in 2011. We realize this delays greening the mow strips, yet a well-calculated decision towards conservation. National Landscaping, our landscape partner, has been very busy getting the irrigation system primed and the landscaped areas prepared for summer season (aerating, fertilizing, mowing, setting the watering schedules). Unfortunately, we also needed to repair main water line breaks in several areas; some were due to system aging while a few were due to new home construction. This has impacted many grass areas, thus we have some bare patches in the mow strips. The other reason for bare areas is the dry winter we experienced; while it was nice for golfers, it was nasty for vegetation in general…ask golf course superintendents. So, be patient with us while we get to these areas over the next few weeks; we will rake and seed as fast as possible. Ponds are low: Some of you called about this. Many of our ponds are filled from the Orr Ditch; this water plus Wingfield wells (as needed) is then “pumped” out to our irrigation system for mow strips and shrubs. The Orr Ditch opens the meter/gate on May 15th each year, so depending on the amount of snow/rain we get up until that date our

Page 4

ponds can go quite low. So please pass the word around so we reduce the call traffic on this subject. Recent density changes by Red Hawk…the irrigation water impact perspective: All the areas Red Hawk recently submitted for density changes are included in the engineered 113 AFA for common areas. The calculation bases are for ideal conditions, ideal watering schedules, no breaks, and almost no room for climate extremes as we experience here. Bottom line is that we need to absorb all resulting common areas that will come with these developments. The leverage we have is input on how we want the new common areas to be landscaped. We will strive to ensure a good balance between pleasant-to-the-eye and water-smart. We are an integral part of signing off on the “builders handbook” before work begins. We will update you when time comes. We need help from all owners: We experience breakage of various devices in the system such as stuck valves, run down batteries, broken sprinkler heads, etc…It is important these issues get reported promptly so we can first turn off the defective circuit and soon thereafter fix the problem. If you see or suspect an issue with the irrigation system in your area, please contact our community patrol at 722-6270 or our AMI manager during working hours at 626-7333. We also experienced vandalism of sprinkler heads and controllers. Anybody providing us specific information leading us to individuals responsible for these cowardly acts can be eligible for monetary rewards. Here again, contact our community patrol at 722-6270. Thank you in advance for your assistance and have a great summer!

Hummingbirds:

All Photos by Deanna Hearn

One of Nature’s Great Wonders By Deanna Hearn

H

ummingbirds never fail to fascinate. Fortunately, Red Hawk is alive with many of these amazing birds, the smallest in nature with the highest metabolism of any animal in the world, with the possible exception of shrews. The high metabolism is necessary to support the rapid beating of their wings, but it requires the birds feed all day long and consume more than their own weight each day. Because they can store just enough energy to survive the night, hummingbirds slow down their metabolism and enter a hibernation-like state know as torpor. They eat nectar as well as tiny insects and spiders. If you have hummingbird feeders, the recipe for sugar water is: mix four parts water to one part sugar. It’s best to bring the mixture just to a boil then let it cool. It should be changed frequently, especially during warm weather, and the feeders must be kept clean. Red dye is not necessary. Hummingbirds can migrate 600 miles nonstop over the Gulf of Mexico. You may see them eating more from your feeders in late summer as they begin storing fat for their long journey. They feed along the way, so it’s important to maintain your feeders through September. There is something magical about a hummingbird nest. Although hard to find, the nests are sturdily built and well camouflaged. The female lays two small eggs no bigger than a navy bean. The average hummingbird lifespan is 3–5 years, but those that survive their first vulnerable year of life may live a decade or more.
