The Korea Arts & Culture Education Service (KACES) is a public agency within the Ministry of Culture, Sports and Tourism of Korea, established pursuant to the Support for Arts and Culture Education Act. KACES provides systematic and comprehensive support for arts and culture education to enhance the creative capabilities of individuals and communities, encourage participation in the arts, and improve the cultural well-being of all Koreans, thereby advancing the nation’s cultural development and its cultural capabilities. KACES operates various programs involving Arts Education for Schools, Arts Education for Communities, HR Training for teaching artists, Policy Research for Arts Education, Public Relations, and International Cooperation for Arts Education.


President's Message

Arts and culture education is blossoming. Korea Arts & Culture Education Service (KACES) proudly celebrated our 10th anniversary this past year. Founded in 2005 with a mission to enrich Korean society through happier and more fulfilled lives, KACES has strived since its inception to encourage social engagement through arts and culture. Over the past decade, the discipline of arts and culture education has evolved and gained greater credibility. It has attained the recognition it deserves as a powerful medium through which learners can cultivate strong values and discover who they truly are. To offer a few examples, a small school in a remote village that was on the brink of closing down managed to revive itself thanks to arts and culture education. Likewise, we hear of a 70-year-old gentleman becoming a rising star in the theater, and of a family forming a weekend music band. Society has turned to arts and culture education to heal life’s wounds and to support each other in times of need. KACES will work hard to promote arts and culture education in Korea in the firm belief that creativity and experiential learning are valid ways of developing essential knowledge and skills. Furthermore, the arts lead people to be more considerate and respectful of each other. They offer hope for the future by encouraging empathy and meaningful interaction among people from diverse cultures and segments of society, as well as people with different physical and psychological challenges. At KACES, we believe in the power of the arts to change the world. We will go on developing innovative, enjoyable programs to generate greater interest in the arts, and to enrich the lives of all Koreans who share our belief in the power of the arts. We will continue working for a prosperous and vibrant arts and culture education scene, and we look forward to your continued support and interest. Arts and Culture Education for Preschool Children Participation in arts and culture helps children develop In early childhood, children explore their surroundings and develop the basic learning skills that will guide them throughout life. They need an environment where they can express themselves through various media. To facilitate this, KACES dispatches professional teaching artists to preschools and daycares throughout the country. KACES also implements arts and culture programs for preschoolers.

Teaching Artists in Schools Artists come to our schools In cooperation with the Ministry of Education, 17 metropolitan and provincial offices of education, and 16 local Arts and Culture Education Support Centers, KACES supports elementary, middle, and high schools, as well as special education and alternative schools throughout Korea, in incorporating arts and culture education in the form of eight disciplines: Korean traditional music, theater, film, dance, animation, crafts, photography, and design. Our goal is to create an educational environment where children and young people are free to develop their artistic and creative capabilities and build character by experiencing the arts. Who are teaching artists and why to send them to schools? Our certified and licensed teaching artists are also working artists who have majored in the relevant disciplines. With a wealth of experience and knowledge to draw upon, teaching artists nurture students’ individual creative capabilities while continuing to work as artists in their fields. These programs equip students to think independently, express themselves effectively, reach out to others, and, ultimately, enjoy life more.

Teaching artists go everywhere, including remote areas that often lack access to arts and culture experiences. Students learn to see the world from a unique perspective by using a pinhole camera and a digital camera.

Imaginative Arts Experience Program Teams of teaching artists can also visit culturally alienated areas and offer custom-designed integrated arts education programs during school vacations. This project offers an opportunity for children and youth to enjoy unique experience and chances for teaching artists to learn new and flexible ways to develop education programs.

Arts-Flower Seeds (Yaesulkot Shi-at ) School Project

Let flowers bloom in small schools The aim of the Arts-Flower Seeds (Yaesulkot Shi-at ) is to support small schools (those with less than 400 students) in remote communities, where local residents may not have adequate exposure to the arts, by strengthening the infrastructure for arts and culture education. By upgrading the communities’ cultural and human resources, students have better chances to express themselves and gain exposure to culture. Ultimately, the goal is to help the schools and their communities to grow together—to realize their shared hopes and dreams for better arts and culture education. 시안3

CSR helps the seeds sprout Having initiated the Arts-Flower Seeds School Project and seen good results, A group of participating schools are selected and designated as “Arts Flower Sprout Schools”. These schools are connected with local business interested in supporting the arts as part of their corporate social responsibility programs, thereby laying the groundwork for continued growth. As of 2015, there were 12 “Arts Flower Sprout Schools” in Korea. Kookmin Bank provided support for the project between 2012 and 2014. Shinhan Bank began supporting it in 2015 and has pledged its ongoing support through 2018.

Changho Elementary School is the only school on a small island called Gajodo, part of the city of Geoje in Gyeongsangnam-do, with a beautiful view of the sea. Music never stops playing there. Students, teachers, and parents are active in music clubs such as the Dream Sound Ensemble, Pado Sori (meaning ‘sound of waves’), and Yekkot Sori (meaning ‘sound of arts flowers’). The music has spread far beyond the walls of the school and can be heard all over the island.

Interdepartmental Cooperations & Arts and Culture Education Partnerships with Regional Agencies

Standing taller by tapping our creative potential In cooperation with the Ministry of Gender Equality and Family, KACES provides opportunities for young people who use the nation’s National Youth Centers and its Youth Culture Centers to experience the process of creating a performing arts piece, from the planning and production stages right through to its performance on stage, with the help of professional performing arts companies. Participants work with professional artists in such fields as dance, musical theater, visual arts, theater, and music to create the work. Throughout the ten-month process, they exchange ideas and meet the challenges together. The program nurtures their communication skills and their ability to work with others as well as their creative skills.

Full Bloom Imagination, Arts and Culture Education for Seniors in High School Encouraging students to take their imaginations a step further KACES also provides arts and culture education programs for seniors in high school and students who have just completed the college entrance exam. The program will spur interest in the humanities, culture, and arts and will relieve the stress of studying. For many students, it is a chance to enjoy arts and culture activities that they did not have time to pursue earlier in the year.

After taking the exam, all I was doing at school was studying half-heartedly or watching movies to kill time. This program was a unique opportunity for me to do something different and gain a new perspective. A participant from the Full Bloom Imagination

Kumdarak Saturday Cultural Schools Kumdarak made Saturdays different for families With the full introduction of a five-day workweek in 2012, KACES began offering Arts and Culture Education programs in cooperation with other related agencies and arts and culture groups to give families interesting things to do on Saturdays. The Kumdarak Saturday Culture School expands channels for communication within the family and among friends by providing a space where they can spend time together and take part in interesting activities. Instead of dividing your life between days off and work days, use your weekends wisely. Set Saturdays aside for arts and culture so that you’ ll be refreshed when it’s time to start Monday.

Arts and Culture Education for Workers Interdepartmental Cooperations & Arts and Culture Education Partnerships with Regional Agencies

Fun gatherings after work: a source of inspiration and happiness In cooperation with the Ministry of Trade, Industry, and Energy, KACES seeks to support workers in the industrial complexes and Technoparks by encouraging them to participate in the community and the arts. Workers of different rank, from different divisions and areas of specialization, can bond after work through arts and culture activities. They can let out stress after work and make friends. After taking part in this program, some of the workers started volunteering in their local communities, which brought great satisfaction to their lives. Every November, communities across the nation unite for the “Happiness Festival,” where participants share their achievements over the past year.

Shi-shi-call-call , Arts and Culture Education for Citizens Citizens create cultural organizations of their own KACES supports citizen-led grassroots cultural organizations, whether they consist of parents, young people, or other members of society. These groups use arts to address life’s questions and problems in their communities. To encourage diversity in arts and culture education, we are striving to create an environment in which every citizen can participate in the process of sharing, communicating, and learning. Shi-shi-call-call : Arts and culture are not removed from everyday life, but something you experience every day.

One Special Day, Honorary Arts and Culture Teacher's Program Artists share inspiration and wisdom Renowned artists and cultural figures are invited to meet with citizens as “honorary teachers,” as part of a special day when members of the community can gain a better understanding of arts and culture. The program gives these honorary teachers a chance to give back to the community by sharing inspiration and wisdom. Rediscovery of Reciting, with voice actress Seo Hye-jeong After spending time with voice actress Seo Hye-jeong, the children created their own audiobooks. They learned the joy of reciting their own work and expressing themselves through voice. Crafts Class with Dad, with architect Jang Yoon-gyu Fathers and children used blocks to make houses and other buildings together. The fathers learned to see and play from their children’s perspective, and the children learned the meaning of family.

Arts and Culture Education for Senior Welfare Centers Act â…Ą of a happy life begins In cooperation with the Korea Association of the Senior Welfare Centers, KACES supports senior citizens in enjoying theater, dance, music, visual art, and photography.

Chung Chun Je Elderly Festival This program gives older adults an opportunity to realize the unfulfilled dreams of their youth. In so doing it soothes past hurts and rejuvenates the body and mind. The festival is also a place to share the past year’s achievements in cultural activities.

I was living alone and suffering from severe depression when I first visited the center. Now that I am learning about theater and playing music, my life has changed. I am happy to have the chance to communicate and share with others every day. A senior participant from the Daejeon Senior Welfare Center

Theater class is an opportunity for the elderly to look back on their lives, and a time to heal by realizing unfulfilled hopes and dreams.

Arts and Culture Education for Child Welfare Facilities Make small changes in children’s lives Starting in 2007, KACES has been supporting arts and culture education in six areas—traditional Korean music, theater, film, dance, music, and visual arts—for children and young people living in residential care facilities. Empathetic and caring teaching artists motivate participants to create a better future and show them how to enjoy being social.

Arts give comfort and guidance to children in need In collaboration with Korea’s Ministry of Health and Welfare and Headquaters for Community Child Center, KACES offers integrated arts and culture education programs at community child centers to provide them an opportunity to participate in the arts that they might not otherwise have. By enjoying creative activities with friends, the children learn to interact with others and gain better communication skills. The program helps them build greater self-esteem and teaches them to trust both in society and in themselves.

Arts and Culture Education for Welfare Institutes for the Disabled Breaking down barriers to communication In collaboration with the Korea Association of the Welfare Centers for the Disadvantaged People, KACES supports arts and culture education programs in six areas: dance, music, visual arts, films, Korean traditional music, and theater. These programs allow people with physical and mental challenges to improve their coordination, their interpersonal skills, and their ability to manage their emotions. Arts and culture education is also a catalyst that can help break down the barriers that separate participants from society.

Orchestra of Dreams El Sistema Korea The joy of music changes communities and makes well-rounded individuals The Orchestra of Dreams program supports the development of children and young people by giving them a chance to play in an orchestra and develop a healthy appreciation of music. It is a program that promotes collaboration, cooperation and self-esteem. Whereas music education in Korea traditionally involved playing an instrument and taking on an apprenticeship, the aim of this program is to produce well-rounded individuals who love music. Website : www.orchestrakids.or.kr The Orchestra of Dreams, founded in 2010, is the only official Korean partner of the Venezuelabased Fundación Musical Simón Bolívar. Also known as El Sistema, the Fundación is a publicly financed voluntary sector music education program that signed an agreement with Orchestra of Dreams in 2012.

Collaborative Activities of Orchestra of Dreams KACES continues to adhere to the educational principles and methods of El Sistema, which inspired the Orchestra of Dreams, and is establishing orchestra education centers across the nation. KACES also provide opportunities for educators to network and share ideas.

On October 20, 2013, the Orchestra of Dreams and the Youth Orchestra of Caracas held a joint concert at Deoksugung Palace in Seoul. The Youth Orchestra of Caracas, home to El Sistema, played alongside the Orchestra of Dreams at the Junghwajeon Hall in the palace. Together, they filled the royal palace with harmony.

Woorock Boorock , Creative Summer Arts Camp Creating a dream arts playground with artists In 2010, “Woorock Boorock” started as a creative camp for children and young people during school vacations. The underlying concept is “playing with artists” in an unfamiliar place. Children can make artist friends at the camp and cultivate their creativity by making art. To share these valuable experiences with more children, we have been working with local arts and culture education centers since 2014 to encourage more children to join.

Mobile Arts Station Reaching out to people in rural areas Mobile Arts Station is an arts and culture program in which educational tour buses visit culturally marginalized areas of the country: farming and fishing villages, and remote island and mountain communities. Local residents have fun and take away wonderful memories of the beautifully decorated art buses where they created visual arts or danced together. KACES has also been visiting small islands on hospital ships to help the islanders maintain mental as well as physical health.

Interdepartmental Cooperations & Arts and Culture Education Partnerships with Regional Agencies By cooperating with other government departments and agencies, we are building a foundation for a new approach to arts and culture education. KACES has been able to operate a wide spectrum of arts and culture education programs, tailored to participants with different needs in a wide range of settings, by working with various organizations. Arts and culture education in correctional and juvenile detention facilities KACES supports arts and culture education for detainees in correctional and juvenile detention facilities in cooperation with the Ministry of Justice. The programs we offer are not only about personal healing and stress reduction. KACES also help the detainees to repair their social relationships and reintegrate more smoothly back into society. Arts and culture education in juvenile delinquency prevention centers In collaboration with the Ministry of Justice, KACES provides arts and culture education for young offenders and people living with mental illness. The programs help participants to manage their emotions and interact more effectively with other members of the community.

Arts and culture education for juveniles outside of school KACES provides arts and culture education for juveniles outside of school system. Participants may include dropouts, runaways, and self-reliant minors. KACES operates these programs in cooperation with key agencies, such as the Ministry of Gender Equality and Family, the Korea Youth Shelter Association, and the Korea Youth Counseling & Welfare Institute. Arts and culture education in military facilities KACES provide arts and culture educational programs for military personnel and police officers fulfilling their mandatory military service to alleviate the stress of their harsh training conditions and give them opportunities to pursue selfdevelopment. Arts and culture education for North Korean refugees Starting in 2014, KACES was providing opportunities for North Korean refugees to take part in arts appreciation programs and hands-on arts programs in alliance with the Korea Hana Foundation for North Korean Refugees. These programs help participants build self-esteem and develop stronger interpersonal skills. Arts and culture education for veterans with disabilities Starting in 2015, KACES has provided customized arts and culture education programs through the Veterans Welfare and Culture Colleges in sixteen provinces, in collaboration with the Ministry of Patriots’ and Veterans’ Affairs.

Arts and Culture Education Healing Project Dreaming of a society where everyone is healed In connection with the Ministries of National Defense, Justice, Gender Equality and Family, and Education, as well as the National Police Agency, KACES helps individuals with minor mental health problems, or those in the recovery phase, to accelerate their recovery through creative work. KACES provides group therapy and encourage participants to express themselves through painting and music. The program is informed by our best understanding of counseling techniques and psychological theories. KACES also works with well-trained personnel from art therapy organizations who have the expertise to help us develop customized art therapy programs. KACES seeks to verify their effectiveness by conducting surveys, thereby strengthening the knowledge base in the art therapy field.

The arts can be an essential outlet for people who are angry and traumatized. People living with mental illness can open up when they are truly recognized and supported.

Arts and Culture Education ODA

Official Development Assistance

Giving back to the international community We operate projects that involve sending arts and culture education professionals, including Korean teaching artists, to developing nations to share know-how and best practices gained as a result of Korea’s development experience. This work strengthens the field of arts and culture education and also helps to position Korea as a leader in the global community. Our programs in this area encompass not only education for children and youth, but also professional development for local educators and related personnel. We seek to empower our partner countries to hold onto their cultural identity and pursue stronger competitiveness for the longer term. KACES, the province of Lao Cai in Vietnam, and KOICA’s Vietnam office signed a trilateral agreement in 2013 on cooperation to support arts and culture education in Vietnam until 2017. KACES planned and implemented a Korean-Vietnamese youth exchange program, “Dae jeong da gam Ða tình da càm,” in 2012 and held an exhibition in Korea with works created through cultural and artistic exchanges between Korean and Vietnamese youths participating in the official development assistance(ODA) project.

Research and Content Development Policy research and surveys KACES continues to support R&D projects to lay a strong foundation for the arts and culture education field and for more effective policies in this area. These projects involve policy research to understand trends in arts education policy and policymaking strategies; development of content, such as appropriate arts education models and programs for schools and other settings and statistical evaluations to understand the problems facing the arts education field, assess its effectiveness, and determine what is needed to achieve future growth.

Publication KACES publishes arts and culture education series, Arte Library, to allow the public to understand the value and importance of arts education while providing information for aspiring education experts. In this way we are expanding the knowledge infrastructure for arts and culture education.

Twelve books were published between 2006 and 2015.

Arts and Culture Education Forums and Symposiums Arts and Culture Education Forums KACES holds forums where new policy questions are identified and solutions proposed in consideration of major trends and issues of social and cultural importance. Discussants share core values concerning arts and culture education; their discussions touch on philosophical discourse as well as practical issues and they seek future prospects and development strategies.

International Symposium The International Symposium is a place for discussing how best to achieve a sustainable and creative future for the arts and culture education field by examining the policies and practices of different countries. Also, participants can network with educators from overseas to advance exchanges and cooperation among nations in addition to sharing core values related to arts education.

International Exchange and Network Development Asia-Pacific Arts Education Hub KACES is working with UNESCO Bangkok (UNESCO’s headquarters in the AsiaPacific Region) to share information and best practices on arts education in the Asia-Pacific context and to explore visions of and prospects for arts education with global experts and related personnel. As a member of the Network of Arts Education Observatories, KACES operates website to facilitate smooth information-sharing and networking. Website : www.apah.info

KACES e-Newsletter News of KACES’s major events and achievements is delivered to individuals and groups overseas in the form of newsletter. The KACES e-Newsletter provides information about arts education in Korea and is a channel for communication with overseas agencies. KACES International Arts Education Workshop The International Arts Education Workshop is an intensive, participant-driven workshop that is much enhanced by the presence of arts and culture education experts who have been invited from abroad. ArtE Academy(AA) ArtE Academy runs professional development courses to foster creative leaders and talented professionals in the arts and culture education fields and to broaden the existing range of educational programs. The Academy provides training opportunities for current and aspiring teaching artists and arts education administrators; specialized curricula help them to upgrade their capabilities and expertise. Training courses for public officers and teachers are customized depending on the subject and the individual needs of the trainees.

Arts and Culture Education Instructor Certificate System (ACEI) Arts and Culture Education Instructors (ACEI) is a national certification system to produce qualified arts and culture educators with expertise as artists in addition to excellent teaching skills. KACES has organized a steering committee and established an operational platform for the ACEI system to assess the qualifications of applicants and issue licenses. KACES also makes efforts to raise awareness about AECIs within the wider society. Website : acei.arte.or.kr

Arts Education is Changing Program AECIs are given a chance to accumulate experience in different fields and help promote local arts and culture education through an integrated arts education support project, which makes use of the human resources and equipment of the AECI training facilities.

International Arts Education Week The Arts and Culture Education Festival takes place during the fourth week of May every year Following the success of the UNESCO World Conference on Arts Education in 2010, co-hosted by the UNESCO and the Korean government, the fourth week of May has been proclaimed International Arts Education Week. Since the first festival in 2012, that week has been a time for experts and arts educators to gather and discuss key issues facing the field.
