Oct 2011 - ongoing A founder of SKINN - a not-for-profit creative area development agency based in Sheffield, UK. Set up to facilitate local involvement in urban development and to improve the area by working on real projects with local businesses, residents and organisations. Some of SKINN key projects include: -Furnace Park - development of a formerly disused brownfield site into a space for cultural and artistic engagement. SKINN was involved in acquiring permission to use the site and running live Design and Construction workshops with students and public to build site infrastructure.

In the last 10 years, the population of the area has increased from a few hundred to 5000. Residential habitation of Kelham Island + Neepsend after slum clearance in 50s and 60s began at Cornish Place in 1999. Currently the area houses 2500 students and 2500 residents. Most of residents are young professionals or students. Houses in the area are mostly 1 or 2 bedroom high rise apartments, which do not cater very well to families.

CADS is a multi-function hub for creative enterprise providing all inclusive affordable space and supporting a number of in-house projects aimed at fostering and encouraging arts, music & media in Sheffield and beyond.

Through surplus studio space, free events and exhibitions, fundraising and smart networking our aim is to benefit a wide and diverse range of people and help them to continue to create and innovate.

The vision of CADS is to create a community of artisan productivity where provided facilities and services enable people to develop their work.

From cutting edge fashion, to digital art forms, to underground record labels. Behind each door of the CADS complexes lies something to excite, surprise and astonish you.

CADS hosts huge range of events: art exhibitions, film screenings, gigs and club nights, with the recently launched Night Kitchen venue space. CADS keeps expanding, but its main complex is still located in Shalesmoor - encompassing three buildings seen below with the aim of hosting even larger variety of creative events and projects dedicated to development of the area.

SKINN’s area of operation is located in the northern part of the Central Ward, bordering two other wards: Walkley & Burngreave. Because of this border location, the area, and especially its most northern part does not get the same service distribution as if it would be in the middle (confirmed by the local councilors). It just does not make sense spending money dedicated for one area, if some of its benefits would spill to another ward.

Open Shop is in the process of incorporating as a Community Interest Company, set up to promote and facilitate temporary use of vacant properties in the Sheffield City Centre by community organisations and start-ups.

Various reasons have left a large amount of usable units standing vacant, some for a number of years. For a single organisation to get such a space takes a lot of effort and time: finding out about new regulations, getting to know the right officials and property owners, preparing paperwork, etc. Open Shop aims to simplify this process, putting together a framework for fast and hassle-free ‘meanwhile’ use.

Situation in Sheffield Open Shop will also offer advice on spatial arrangements and fit-out for the selected property units by utilising re-claimed materials and simple construction techniques. Comprised of recent architecture and engineering graduates, Open Shop hopes to show that good design can be both affordable and sustainable.

Due to current economic climate a lot of new construction projects have either been cancelled, or paused for a number of months and in some cases years. This has created three “recession” typologies: abandoned sites with a fence around them, temporary carparks and vacant properties., which are scheduled for demolition. Due to perceived proximity of demolition, a lot of these properties have gone into the state of disrepair. A large number of commercial properties are also vacant. One of the reasons has been highlighted above, another is a lack of permanent tenants or high asking rent price.

This rent is different to the business rates in that it is determined by the property owner and can be negotiated down. In some cases, the owner knows that the property will not be rented in the near future, thus purposefully makes it uninhabitable, in order to avoid paying any rates.

Meanwhile use of vacant properties As in most cases the owners have to pay business rates on vacant properties, a solution is to let the units be used on temporary basis by local community organisations, local independent businesses and start-ups. .

Through a series of meeting and consultations, an appropriate spatial arrangement and interior would be determined.

Sourcing of re-claimed materials is an important part of the process. Good links with large construction sites and salvage yards is essential.

Final step is the fit-out of the properties. As the properties are going to be used short-term, the interior can be more adventurous.

-Testing strategies on dealing with retail vacancy in Sheffield City Centre, including programming of spaces and interior design.

Political Climate Vacant shops is the problem although not just in Sheffield, recent (2010) Local Data Company survey has shown Sheffield to be the second most effected city in UK by commercial vacancies, with 26.8% of all shops standing empty. Our research has shown this to be exaggerated, although the reality is somewhat similar. Both national and local agendas have recognised the need to make vacant properties available for community uses. Local Government departments continue to set up and fund a number of high-investment schemes to encourage local councils to create their own agendas. Sheffield City council has published their own 2009 Vacant Shop Strategy, the main points of which were summarised as:

International competition by Wonderland Platform to come up with ideas for use of vacant spaces in Budapest. My team has suggested a winning proposal and was asked to participate in week-long workshop in Budapest run by Wonderland and KEK (Hungarian Centre for Contemporary Architecture).

Workshop outcomes have become central in further dialog between municipalities of Budapest, local stakeholders and KEK in piloting a number if real initiatives in vacant spaces.
