11/15/2014 Dear Mr. Menslage, After reading your October/November 2014 magazine with the list of so-called Christians, I was surprised to see Judge Jeff McMeans, Judge of County Court at Law #2 listed with the others. Scripture tells us to judge a tree by the fruit it bears. During my assisting my daughter to get her from under the umbrella of the guardianship program, I observed many things that appeared not to be coming from a Christian. My daughter, Linda Rodgers, was in her third bout of cancer and was in the process of taking chemo therapy when this happened. Judge McMeans appointed an attorney, Alicia D. Klosowsky to our case. She came to our home twice and maybe spent five minutes each time. Linda was beginning to have frequent falls, so I put our home up for sale. The house was sold but the closing had not yet been finalized. The above mentioned attorney attached a lien to our home and the sale was canceled. I personally owed her nothing as the home was in my name, not my daughters! But the kind of Judge we have in this County Court at Law #2, Jeff McMeans, approved everything this attorney put in front of him!

I am very sorry to hear about your experience, and that your daughter has been suffering so much in her fight with cancer. However, while I personally do not know Judge McMeans, I have had the opportunity to meet many Harris County judges, and I do believe they try to make just decisions. Judges are simply humans, like you and I, and are continuously forced to make difficult choices that will gain favor with some, and lose it with others. While it’s true that sometimes judges don’t make the “right” decisions, I’m not familiar enough about your particular case to make a judgment here. I also know that most judges have a tremendous amount of cases before their bench with a limited support staff. They do not always have a lot of time to study each and every claim or fact in the case and adjudicate many cases in an ordinary week. Our sister publication, Katy Christian Magazine, has been putting out Christian Voters guides for almost 10 years, and since this is our first year to publish Fort Bend Christian Magazine, our August/September insertion contained our first one for Fort Bend County. Our magazine always tries to make the right endorsements and for the most part, I believe we have. I rely on several people that are very familiar with Fort Bend politics and not everyone we endorse is a Christian. We try to pick the best candidates that reflect our views. Two issues that are very important to us are pro-life and pro-family values. Those issues greatly narrow the field of candidates we endorse. Finding ‘Full Armor’ Local business owner, James Hillin lost everything in a devastating crash, but through his faith, found the courage to create a new life for himself By Jessa McClure Twelve years ago on Christmas Eve, business owner, James Hillin, sat in the dark wanting to end his life. A near-fatal crash had ended his career racing motorcycles and left him paralyzed from the waist down. His marriage was over and his wife had taken the couple’s young son. “Everything about me was gone. All I could think about was not wanting to be there,” he said. “But I didn’t want to go to hell. I believed that if I killed myself I would go to hell.” Even though Hillin wanted to leave this world, there was a part of him that still wanted to please the God he’d met long ago in a country church, sitting next to his grandmother. He laid on the floor and asked God what he should do next. “I started going to church at Fellowship of the Woodlands, which was a two-hour drive one-way, and I met people as part of the singles group,” he said. He also started seeing a Christian therapist who introduced him to Second Baptist Woodway.
“I became an associate deacon and then a deacon. And I was head of the single’s group for years,” Hillin said. Over the next few years, the father of one grew in his faith

and developed a strong relationship with his personal savior—Jesus Christ. “I love the Lord and I’m very open about it,” he said. “Do I still make the wrong decisions? Yeah, I do. But the Lord loves me and forgives me and I keep moving forward.” After recommitting his life to Christ, he decided to use one of his old passions to create a business with some unique attitudes. “My dad was retired military, so the only thing I would do with my dad was shoot guns,” he said. “I’m naturally gifted at shooting, so I can basically shoot anything—guns, rifles, long range, pistols. I can also shoot one-handed from the wheelchair and outshoot everybody I know.” This love of shooting developed into the idea to open a gun

store and shooting range to help others who didn’t grow up around firearms. He also wanted to include his newfound faith in the shop’s name. “We were trying to think of a name and a friend of mine, who’s a Christian, said, ‘How about Full Armor (referring to Ephesians 6:11 and putting on the full armor of God),’” Hillin said. “I said, that’s actually a great name, and that’s how we became Full Armor Firearms.” He started with a small amount of money, a couple of cases of guns and “a lot of praying.” He wanted to not only give customers the shooting experience of traditional gun ranges, but a friendly experience he seldom saw at other gun shops. “I wanted to get away from what I call the ‘gun shop mentality.’ These shops are usually run be ex-GIs who know weapons, but they don’t know people,” Hillin said. “We actually say hi to people when they walk in the door. We enjoy empowering people to protect themselves and educating them about firearms.” Hillin and his employees will even help first-time shooters pick out a gun and give them a quick lesson on how to fire the gun before they head out to the range. The gun range is open seven days a week, but opens later on Sundays to give employees and customers the chance to

ing to them and it will change their lives and their attitudes.” Hillin’s strong faith has also carried over into his personal life. The shop owner’s 11-year-old son has become his dad’s prayer partner and shooting buddy over the years. “Even though he lives with his Mama most of the time, he still calls me every night to pray with me,” he said. Not only is Hillin passionate about showing his son the love of Christ, but he is also passionate about teaching his son how to be safe around firearms. “He started shooting with me when he was threeyears-old. He knows all of the rules and he doesn’t mess with them,” he said. “Education is power. It’s important to teach children how to use them and to know what safe is so they won’t make a mistake.”

Bear Creek Church Opens Doors to 27,500 Square Feet of New Ministry Space Bear Creek Church opened its doors on Sunday to 27,500 square feet of new ministry space for preschoolers, children and adults following eleven months of facility construction. After reaching capacities in several areas, church members committed $4.1 million to the building campaign, allowing construction to begin on February 17, 2014. Bay-IBI Group and Sterling Structures provided architectural and construction services throughout the project. With 16,000 square feet dedicated to a preschool and children’s wing that includes 15 new classrooms, both ministries now have the capabilities to grow by 50 percent and reach 250 new preschoolers and 200 new children. A worship area for children has also been added to the new building, bringing this space into proximity with children’s classrooms and enhancing security. This area is nearly 5,000 square feet and will allow approximately 300 children to gather together at one time. The adult ministry gained seven new classrooms spanning 6,500 square feet. This space allows 500 new adults to connect to a discipleship group within the church. Alongside its expanded ministry space, Bear Creek also added 260 new parking spaces to accommodate guests and members. “This new building allows us to present the gospel to our community in a much broader way,” said David Welch, lead pastor at
Bear Creek Church. “With church construction in America reported to be down by 80 percent since 2002, we feel blessed that we have faithful members who are willing to commit and follow through with a giving-campaign on such a large scale. Have You Achieved Your New Year’s Resolutions Yet? By Tim Tindall Have you achieved your new year’s resolutions yet? Have you ever noticed how nearly the entire world seems to start the year off full of good intentions, fine words, and their new resolutions? You may have noted how it is much more difficult to get a parking space at your favorite gym, or even your church that you may have neglected for so long. But then, if you fast forward for a couple of months, a strange thing tends to happen. In what was once a difficult area to get a parking place, seat in the pew, or even place at your favorite gym machine, has now once again become easy. Why is this? In the author’s opinion, much of it has to do with the mindset in which you choose to make these changes. A “resolution” is something that you resolve to do differently, though may be something that you consider to be “not really you.” Many of these are made with broad and sweeping generalizations, such as: make more money, lose some weight, and pay some debts. With these broad and general terms, it’s no wonder that people give up so easy, as they are tough to measure and easy to discourage.
When you make goals, on the other hand, you can create a series of measurements for your success. When a goal has specific metrics and milestones, you can measure your progress. If fact, the best goals will often fall under the acronym SMART. This means they should be: specific, measurable, achievable, relevant, and timely. When you have each of these in place, you can find out where you are, where you want to be, and when you are getting there. When you have these in place, you have the beginning of a winning formula to help you achieve what it is you truly want to accomplish. If you don’t know where you’re going, any path will take you

Spring Cleaning for Our Children By Betsy de Vega Founder, KnILE Center Many of us associate spring time with its vibrant colors, pleasant weather, and plentiful sunshine, but forget that it is also a very stressful time for our children. With spring months comes testing season, which is crunch time for students as they prepare for the end of their year and /or graduation. While some students can handle this hectic time, even thriving from it, others may need assistance in getting through the incredibly high expectations placed on them. We, as parents, can provide this assistance by doing ‘spring cleaning’ to alleviate some of the stressors our children have. This is the time of year when our children need us the most. be the top in their class or the star player and that’s okay. What matters most is that our children reach their highest potential, and it’s essential to understand that everyone’s potential is different. Although it is very easy to get caught up in the game, remind your children that how they play the game is more important the final result. As long as they studied and tried their best, that’s all we can ask for. We, as parents, tend to get lost in the hoopla of getting into the best college, being the top competitor in sports, etc. What we forget is that this unintentional pressure can really affect our children’s psyche. Our children have so many external pressures from school, friends, extracurriculars, and the like. Getting those additional pressures from home can sometimes be too much. Let your home be a safe haven for your children by assuring them that it’s okay to take a minute to themselves, and reminding them that their best effort is enough for you. 2. Patience 2 Peter 1:6 says, “And to knowledge self control; and to self control patience; and to patience godliness.” This is a hard one since we, too, are feeling these pressures. We want our children to do well. We want them to be their best. These are normal ‘wants’, but sometimes these ‘wants’ can get the better of us and cause us to push too hard. If we have a child who is struggling, being bullied, or has learning or other disabilities, this can really put a hamper on them and their learning, so patience is definitely a virtue. Remind your children that good things come to those who wait- as long as they try their best, their time will come. 3. Communication Communication is key! Children, especially older children, do not always communicate freely, so it is our duty as parents to keep these lines open and continue to do our best to let them know that we are here for them, and are always ready to listen when they want to talk. We also need
to continue to remind them of what is most important: it is okay to talk to us about anything. We are not nagging too much or smothering them by providing them with a safe place to talk. On the contrary, they may not respond right away, but children crave limits; they crave our love and concern. They hear us. They may not act on it today, but they are listening.
In conclusion, instead of falling prey to the stressors the spring semester can bring, embrace this season with your child as an opportunity for personal growth. Help clean out some of the anxiety making this spring a stressful one. Hold them tight and let them know they are not alone. They’ve got this, and you will be by their side as they prepare for these transitions in their lives. Until we meet again…. Live, pray and love! Dear Doctor: My Joints Hurt. Do I Have Arthritis? By Dr. Kiran Farheen What is Arthritis? Arthritis means inflammation (swelling, redness, pain, damage) around a joint. Arthralgias, on the other hand, means pain around a joint. What causes Arthritis? Joint pain does not always mean you have arthritis. Certain diseases like for instance, thyroid imbalance, Hepatitis C, fibromyalgia can cause “arthralgias” while certain diseases like Gout, Rheumatoid arthritis, Psoriatic arthritis, Spondylitis can cause “arthritis”. These diseases that cause arthritis need to be diagnosed and treated soon so permanent deformities and disability can be avoided. What we think of as “old age arthritis” is usually secondary to osteoarthritis. What are the symptoms of Arthritis? Arthritis usually is manifested by swelling, redness, stiffness and pain in the joints involved. It can be accompanied by stiffness in the morning that lasts for greater than 30 minutes. The pain may wake you up at night and usually tends to improve with activity. If you have had skin rashes like psoriasis, eye inflammation like uveitis and now have joint pain then you should speak with your primary care to refer you to a rheumatologist.
What is the treatment for my arthritis? The treatment depends on the underlying type of arthritis. This can be determined by taking a detailed history, x-rays and some blood work. Appropriate medications can then be started to improve or halt the pain and damage in the joint so you can continue enjoying life and your daily activities. hands.” So, in the ninth grade, Harris decided to one day become a chiropractor and dedicate his life to helping others. “I was as young as you can be and go through all of the requirements,” he said. “I was a 23-year-old doctor when I first started. I’ve been
practicing for 38 years, and I love having that much experience and still having some youth left.” He has seen generations of patients grow up before his eyes. “I had a patient on Tuesday that I’ve treated since he was four-yearsold, and he’s 40,” Dr. Harris said. “I’ve treated parents, grandparents and grandchildren.” Dr. Harris has treated over 11,000 different patients in his career. talked about accepting Jesus as Lord and being baptized for forgiveness of sins and I did so. Then, when I was 11-years-old another teacher, Mrs Shepherd, was talking about Solomon and his special gift. She said he asked for wisdom and that’s the best thing to pursue. I had just finished listening to a tape of a preacher who said, ‘do something big for God.’ I got the idea to give Deng Xiaoping a Bible.” Since the Chinese leader was a communist, the mayor of Houston was refusing his visit. So Louie Welch, who was president of the Houston Chamber of Commerce, decided he would show Xiaoping around. “My dad was a policeman for 26 years for Houston, but his last 10 years were spent as the head of security for Mayor Louie Welch. I called and shared my idea with Mayor Welch. He said he’d have to check with the state department.”

Welch then gave the young doctor the bad news that the State Department said that he couldn’t give the Chinese leader a Bible. Harris thought for a moment and then said, “On our money it says ‘In God We Trust.’ Why can’t we give him something that represents what is on our money? Mayor Welch looked at me and said. ‘I’m glad you came over because I’m not ashamed to give anybody a Bible and I’m going to smuggle it to him.’” Welch was able to successfully get the Bible to Xiaoping and within nine months the communist country was opened once again to Christianity. “I’m not saying that it’s because of what I did or what Louie Welch did, but it was exhilarating to be a part of what God was doing,” Harris said.

water and sanitation,” he said. “Within 18 months they were in surplus production and self-sufficient. They went from sub-human conditions to breaking the cycle of poverty.” Harris later returned with other humanitarians to help build schools and provide a better future for the “Children of the Dump.” The project was such a revolutionary idea that Harris and others who had worked to make it happen were asked to speak to the United Nations in New York City about their work. Unfortunately, the day before they were supposed to make their speech happened to be one of the most horrific days in American history—9/11. “We set Rotary on fire about the project, but it all evaporated after 9/11. It’s coming back slowly. The cycle of poverty has been broken for two more villages since then.” He has recently taken an interest in a different humanitarian effort that is helping to change the hearts and minds of inmates in Texas state prisons. It all started when Pastor Gary Hill became a patient of Harris. The two became friends and through their discussions, Hill asked the doctor if he’d ever heard of the work being done at Angola State Prison in Angola, Louisiana. When Harris said no, Hill offered to pay his way so he could see it for himself. “Nineteen years ago it was the most violent prison in the US; run by gangs, blood on the floor every morning,” Harris said. “Today, it’s the least violent. There are no more gangs. They’ve reduced violence by 85 percent, reduced their guards by 400 and are saving $16 million a year.” It all started with Burl Cain, a Christian warden who decided to give the inmates, most of whom were serving life sentences without parole, something to believe in. “They opened up a seminary in the prison for the inmates,” he said. “Two hundred and forty have gone through the full, four-year program
and have become certified chaplains.” The warden has placed the chaplains in key positions in each cell block to influence other prisoners in a positive, Christ-centered way. Grove Norwood, with the Heart of Texas Foundation, had duplicated the Angola example for the first time at Darrington, a Texas maximum security prison with 1,800 inmates in Rosharon. With the help of Senators Dan Patrick, John Whitmire, Governor Rick Perry and the Texas Department of Criminal Justice, Southwest Theological Seminary at Darrington was started. They now have about 150 inmates enrolled and just started the fourth-year students. They need a seminary facility. There’s a gym that’s not being used at Darrington that can be remodeled into this facility at a cost of $2.5 million. Dr Harris felt honored to be on the ground floor of this remarkable project. Together they have raised $1,060,000 so far. It is the goal of this effort to eventually send a certified chaplain to all of the 110 prisons in Texas. “We need to get this done! This could change our society from the bottom up,” Harris said. It seems as though Harris has had great fortune in finding great projects and works of God to be a part of. Why? Dr. Harris’ answer is: “God’s way is the best way! I recommend reading the Bible. I’ve read the Bible, cover to cover, six times. My inspiration in joining these causes comes from Matthew 25: 24 – 46: Jesus said whenever you help someone that is hungry, thirsty, naked, sick, a stranger, homeless or in prison... it’s the same as if you did it for Jesus. Also, Matthew 7:7 says to ask, seek, knock and it will be given to you. Do you know what hummingbirds and vultures have in common? They both find what they are looking for. God can use anyone to do special things. We plant, we water but God gives the increase. The power is God. It’s all about God.”

Honor at Home: How To Deliver A Formal Complaint To Your Spouse By Pastor Cardenas Making a formal complaint to someone as close as your spouse requires lots of skill. In fact, I would say it is more like an art. If you need to express your dissatisfaction about a particular behavior of your mate, it is crucial to plan and prepare, or a simple misunderstanding could escalate into all-out war. In getting your point across, there are some practical steps that you must consider to avoid causing serious damage to your relationship. In my experience, I have found the following principles to be very helpful as you approach your partner about a delicate situation. It is a matter of managing context, tone, body language, and especially, finding the right time to confront the issue. All of these qualities must be wrapped in truth and covered with love. Stick to the facts and do not waste time on fiction. Be real; do not make yourself the star in your own three-act play. You may have a very valid point in your dissatisfaction, but it is very possible you might have areas of improvement as well. Therefore, use your questioning skills properly. You might start out by saying something like, “Correct me if I’m wrong, but it seems we have grown distant in this particular area?” Use the pronoun, “We,” as much as possible. State your concern firmly and explain the type of behavior that worries you the most. Do not bring

issues of past battles into the current context. Confront the issue, not the personality; do not label your mate when describing behavior. Instead of saying, “You are an insensitive and inconsiderate parent,” try saying, “I need you to be more considerate regarding how we discipline the chil-

dren.” Labeling hurts and will not elicit the response we hope to receive. Pray and ask God to help you say the truth with love. Prepare the moment with the right pitch of voice. You want to sound clear and direct. The tone of voice usually gives away our emotional state. Do not let emotions overcome you and interfere with your message. Screaming or speaking loud does not give additional authority to the messenger. Unless you are a sergeant in a boot camp, your tone of voice should stay in a friendly conciliatory mode. However, avoid expressing yourself with a fearful voice. You need your spouse to know that you are serious regarding the issue to be discussed. Keep a nice tempo in your voice level. Wait patiently, listen carefully, and respond appropriately.
Our body language has many ways of exposing our hidden emotions. Therefore, we must be mindful of ourselves as we deliver a message. According to communication experts, body language accounts for more than 55% of our total communication. Thus we can express emotions like sadness, anger, unbelief, rejection, aggressiveness, fear and many others without using a word. As you approach a sensitive subject, make eye contact naturally. Make sure your body language is relaxed. Avoid any defensive moves. Do not use crocodile tears in order to gain attention or manipulate the encounter. Tears are fine if they are real. Remember, you are not acting as a judge or a school principal; avoid any body language that leads to intimidation. Treat your partner with the utmost respect and kindness. There is really no such thing as perfect timing to discuss tough issues. However, it is best to find a time when you and your spouse can be fully devoted to working through your issues. You want to avoid dealing with these critical issues on the way to work, returning from work, and during dinner times. An adequate moment can be at least an hour after dessert; the high sugar level helps in accepting things more likely and in a friendlier manner. Be ready to forgive and build your relationship beyond the offense. Get rid of all bitterness, rage and anger, brawling and slander, along with every form of malice. Debbie’s Story In 2001, Debbie Bertrand started having numbness in her hands and feet. She also experienced difficulty walking, saying, “It felt like my legs were iron.” Upon seeing a doctor, Debbie was diagnosed with Multiple Sclerosis (MS), which left her shocked and wondering what to do next. therapeutic applications. An individual can then use his or her banked stem cells for regenerative therapy through infusions or injections performed by a licensed physician. The fat extraction process only happens once because from then on Celltex will always have an individual’s stem cells on hand should he or she need them in three months or 30 years. After having her MSCs extracted and banked by Celltex, Debbie scheduled her stem cell infusion in October 2011. Very shortly after she noticed her energy and strength increased drastically, but what she found most exciting was that she was no longer wheelchair-bound. “Now I can walk with a walker and even type with both hands on a keyboard. In partnership with Dr. Jones, Eller started Celltex in 2011— making it the first and only company of its kind in North America. Local Church Receives Award As a token of appreciation, Attack Poverty recently inducted The Fellowship into The Order of the Trowel. Attack Poverty is a global organization that serves locally, adopting pockets of poverty and launching “Friends Initiatives.” It is their vision to empower people to attack poverty in their life and their community. Their mission is to strengthen under resourced communities through spiritual growth, education, revitalization, and basic needs. Partnering with Attack Poverty, The Fellowship has made a long term commitment to adopt the North Fry Road area of Sundown. Friends of Sundown began in December 2013 and implemented various programs intended to walk alongside the community using an asset-based approach. These programs include in school support, community wide events, home repairs, community projects, and You Can Academy, an after school program for Sundown elementary children. In May 2014, Friends of Sundown held the first Sundown Elementary carnival in almost 20 years, and it was a huge success. In appreciation of the Friends of Sundown initiative, Richard Logan and Brandon Baca of Attack Poverty recently honored The Fellowship for

Last year, she placed in both the Bible Bowl and a campus poster contest. Azalia loves nature and to be outside. She is happiest when she is exploring her environment, especially with her friends. Azalia has previously participated in ballet, and now she has shown interest in learning to play the piano. Her favorite story in the Bible is the birth of Christ. When she grows up, Azalia wants to be a doctor, so that she can help people in need.
Teacher Profile: Dr. Tom Barnette Faith West Academy Known as ‘Mr. Bear,’ ‘Special B,’ ‘Buttery Biscuit,’ and ‘Dr. B, not the rapper,’ by his students, Dr. Tom Barnette believes “you can’t fool kids.” He believes an outstanding teacher must be “a creative, effective, and innovative communicator with students and all of those with whom you interact-” to which he adds, “even if you have to be a monkey in a suit, to jump up and down for the kids to get it, then that is what you need to do.” Dr. Barnette has a Masters in Counseling Psychology, a Doctoral of Biblical Studies, and a PhD in Communication. “I would love to go back to school and add another one” he says. But God’s will has driven him to the classroom at Faith West, in order to make a difference in every student’s life. In response to his fast-growing reputation among the students and his colleagues, Dr. Barnette humbly accepts the compliments. But he does not see his fame as an achievement. He yearns for the ‘WOW’ factor from his

Occasionally, she will do improvisation skits that brings God’s message to the students. Her fondest school memories have been leading music and entertaining elementary students with her Bible stories. McKenzie plans to attend Blinn College and then to Texas A & M to study mathematics to become teacher.
English students. “The first semester, I had students who came to my class and said they hated writing, hated English (class),” he stated. “The most satisfying feeling is to see those lightbulbs go off and hear those students . . . say they nailed the SAT.” Dr. Barnette doesn’t see his teacher desk as a refuge. He believes teachers can’t teach their students from behind the desk. He advises young teachers to not be afraid to make mistakes. In his class, Dr. Barnette can be spotted leaning over students’ desks and being a mentor, a life coach, a comedian, a motivational speaker, or a pastor. Sometimes, he finds himself in a paper airplane contest with his students. “You have to be with them and to laugh with them, you have to love them, to encourage them, and fuss at them,” he laughs heartily, “You have to do it! You can tell when the kids really care about you. You can’t fake that!” Though truly a dedicated teacher, Dr. Barnette also finds time to invest in his personal life and profession. In addition to dedicating time to his new granddaughter, Dr. Barnette also has a new book, Christ Centered Reality Therapy, to be released later this year. “Takes no talent to be average” - Dr. B, not the rapper.

Maggie's story Maggie came to Hotze Health & Wellness Center after suffering for seven years from depression and fatigue, which developed after giving birth to her second child. venture to full-time very quickly.” As she took on more clients and a business partner—her husband, Wes—she decided that her business needed a name. Because of her strong faith in Christ and her “Heavenly”-sounding name, Crafts decided on The Crowning Glory Team. “My logo is a cross embellished with a crown that symbolizes the crown of thorns,” she said. “This represents that God is the head of my
team and me and my husband work under God. He is directing our path and showing us how we are supposed to lead our buyers and sellers.” Even though Crafts was always passionate about displaying her faith, advertisers questioned her decision to let people know that she was a Christian. “Part of my mission was to bring God and prayer into the workplace because when I started you didn’t really bring it into the workplace,” she said. “I even had advertisers ask if I was sure I wanted to put that into my ads. As I See It: A Bill’s Perilous Journey By Gary Gillen With the Legislature in session it is a good time to reflect on the perilous journey a legislative bill must travel and the many ways it might die. Our government is made up of the Courts, the Executive and the Legislature. Courts can’t make law (or shouldn’t), the Executive can’t make law but must enforce it so only the Legislature, under the Constitution of Texas, can make laws. They do this by introducing a Bill. We, in Texas, have a bicameral legislature. It is composed of the Senate and the House. Bills may be introduced by members of either chamber but must pass both to reach the Governor’s desk. Each chamber has its own rules for filing a bill but they are relatively similar. In the House a Representative may file any bill during the first 60 calendar days of the Legislative session. Bills may only be filed after the first 60 days with a 4/5th vote of the members present and voting unless it is an emergency appropriation, a local bill or an emergency matter sent over by the Governor. Once a Bill has been filed with the Clerk of the House
or the Secretary of the Senate it is read to the body, by caption only then, referred by the Speaker (in the House) or the Lieutenant Governor (in the Senate) to a Committee. The Committee is the first place a bill can die. Once the Bill is

referred to a Committee it must be posted for consideration so that the public knows it is being considered. Public hearings are scheduled so the Committee can receive testimony from experts and the public about the Bill. With hundreds of Bills to hear it is not unusual to see Committees meeting well into the night. Competing interests become very evident here. Depending on the issue public hearings may adjourn and restart many times. Testimony can take hours. I remember once testifying for 45 minutes, answering the Senators’ questions in a Finance Committee hearing while 50 other people waited to testify. And it was 11pm. Once the Committee has heard testimony and studied the Bill sufficiently it will consider the Bill. The Committee might take no action. This effectively kills the Bill. Or it might vote to report to the Body (Senate or House) with a positive report. A Bill reported to the House or Senate with a positive report from the Committee must be sent to the appropriate Calendar Committee. Another perilous stop on the road to becoming law! There are various Committees and Calendars. In the House there is a Committee on Calendars and a Committee on Local and Consent Calendars. The Clerk of the House refers the bill to the Appropriate Committee. The Committee then schedules a time for debate on the floor. But not every Bill makes it on the calendar and the later in the session the less likely the Bill will get on a calendar. On debate day the caption or title of the Bill is read to the House or
Senate. The Bill is then debated on the floor. It can be amended, passed or defeated. If it passes it goes to the other body and follows the same path. If both bodies vote for the Bill it goes to the Governor, who can sign it, veto it or let it become law without his signature. The life of a Bill is tough and sometimes very short! Repeat Spelling Bee Champ The top Faith West Academy speller for the school-level, Houston Public Media Spelling Bee was eighth grader, Georgia Klar, daughter of Henry and Michelle Klar. In the 14th and Championship Round, the winning word was umami. Georgia will advance to the private school district competition for Harris County Private Schools Spelling Bee in February. Forty-seven minutes into the competition, the 13th round (after 27 competitors had been eliminated) had begun with Klar spelling ‘doubloons’ correctly. Second place winner, Jonathan Rightmire, misspelled neophyte by replacing the “y” with an “i.” The next word was given to Klar, and if spelled correctly, she would take the championship. “Umami: U-M-A-M-I,” Klar spelled correctly and the audience immediately began to applaud. This was the second time Klar won the school-level competition. In 2013, at the age of twelve, she ousted 32 of the top spellers at Faith West. Klar attributes her success to being an avid reader. Her favorite author is John A. Pastor Profile: Pastor Jim Leggett of Grace United Methodist Church Katy Christian Magazine had the pleasure to meet Pastor Jim Leggett, the founding Pastor of Grace Fellowship United Methodist Church. Pastor Leggett is an amazing and humble man of God, who has a strong drive to serve the Lord. His church, Grace Fellowship United Methodist Church, was founded in 1996 by what Pastor Leggett describes as a start-up team. Following His Calling Pastor Leggett accepted and invited the Lord Jesus Christ into his life as his lord and savior at the age 16. Although Leggett gave his life to the Lord at the age of 16, he first felt the calling to preach at age twenty while leading a college Bible study. “As a youth pastor, I was able to share the Good News of a personal, saving relationship with Jesus Christ,” Leggett says. It wasn’t until a year later, at the age of twenty-one, that he accepted the call to preach. Grace Fellowship’s Vision “Grace Fellowship believes that the Bible is the Word of God tells us of God’s love and plans for our lives. God
sent His son to die for our sins and provide a way for us to have an eternal relationship with the Lord Jesus Christ,” Pastor Leggett said. According to Leggett, this is at the core of Grace Fellowship Church’s identity. “It is the vision of Grace Fellowship to be a house of prayer for all nations. We love children and youth, and it is a high priority for us to provide great ministry to the families,” Leggett said. A Family of Faith Pastor Leggett has been married to his wife, Lisa, for 27 years. Proverbs 18:22 says, “he who finds a wife finds what is good and receives favor from the Lord.” This scripture perfectly describes Lisa Leggett. She proudly supports both her husband and Grace Fellowship, ministering side by side with her husband for God’s glory. God has blessed the Leggetts with three children, ages 22, 20, and 15. Fun-Fair-Positive Soccer (FFPS): Making Youth Sports Fun Again Fun-Fair-Positive Soccer (FFPS) was founded by Jack Hendrie in 1986 in Katy with 150 players. Jack and the parents in Katy felt there had to be a better way to ensure every youth soccer player had a positive experience. They saw the main problem in youth sports as parents who put too much pressure on the kids to perform. So, FFPS developed a system so the kids could play and enjoy the sport without unrealistic demands from adults. FFPS modified the rules and designed a process starting with smaller fields of 5 aside soccer for more player involvement. Secondly, the league advocated for equal playing time, a unique equal substitution system, and specified that all players play all positions. Third, FFPS created balanced teams for more fairness, and provided for coach and parent training to ensure that the experience would be positive for every player. FFPS also provides every player with a trophy. These special rules and extensive training ensures a maximum of fun, fairness, selfesteem building, success and a positive experience “For ALL the Kids.” FFPS believes that it is important to be involved in the community. FFPS works with schools to help ‘at Risk’ kids get involved. FFPS works with schools and parks they use to ensure fields are improved for more to enjoy. And, FFPS provides financial scholarships to anyone in need. FFPS is an inclusion program and includes special needs players on regular team with modifications as needed. In FFPS “Everybody
Plays”. FFPS now has over 2,500 players and 300 volunteers involved in the Katy area. They also now have 20 additional locations in the Houston area with total of 14,000 players and 2,000 volunteers with spring and fall seasons. FFPS is for girls and boys 4 to 18 yr. olds (4’s must turn 5 by12/31/15). Teams are coed. The spring season begins games April 11 and ends May 31. However, signups end March 23. The fee is very affordable and a payment plan is available. Also there is a discount for early registration. There is one practice per week and one game per week on Saturdays. In Katy, all games are played at either location you choose: Bush Park at the beautiful FFPS Soccer Complex at Fry Rd. and Westheimer Parkway or at Huggins Elem. in Fulshear. From Dislike to Love for Katy Texas By Pastor Daniel Schramm Until 2009 my eyes rarely saw Texas. I was born several states away. Hot weather is not my thing. I hate fire ants. I am not into Texas Edition pick-up trucks. During my early days in Katy I felt like a modern day Daniel exiled from the Promised Land to Babylon. I actually moved to Katy from England, which could be argued as more of a demotion than a promotion. I missed free health care. I missed castles, palaces, and British accents. I left mild winters and even mild summers. Not many mild summers in Texas! I questioned the slogan, “I wasn’t born in Texas, but I got here as fast as I could!” A few discoveries slowly warmed my Buckeye heart. Katy has a unique Prayer Room in the Midway Shopping Center. I have never seen a business owner give up such a valued commercial space just for leaders to pray. This generosity seems to permeate Katy churches and ministries. Congregational / pastoral competition is minimized, while prayer and cooperation are maximized in Katy. This Katy Prayer Room is indeed, “…a house of prayer for all nations” (Mark 11:17). Amazingly, this group from the Katy Prayer room is invited each fall to the Katy ISD superintendent’s office to pray for the teachers, administrators, students, and academic school year. Having moved to Katy from England where the culture is much more secular, seeing prayer in a public school is a surprising sight. A national day of prayer

is also held each first Thursday in May at the Katy ISD Merrell Center. When it comes to prayer, Katy leaves the average in the dust. Katy has other unique features that make it seem like a promised land. I have lived in several states and countries and have never seen a free health club like Peckham Park. My Yankee friends cannot believe God has blessed me with a free indoor heated pool, fitness classes, gym, and more. Katy is blessed and flowing with milk and honey (and also with money for health and fitness). Peckham Park is just one example of how Katy is a blessed city. Katy has numerous nice churches. I have felt welcome at many of them. More than once I have visited a Katy Church, where I saw a pastor visiting from another congregation. In some towns this may be perceived as a fox visiting a hen house. In Katy, pastors care deeply for other local churches and even visit them occasionally. I admit, I recently felt thrilled when Ohio State won the national college football championship. I even sometimes miss the crazy cold Yankee snow and weather, but Katy now has my vote. I have met our current Katy mayor and two former mayors. I have met scores of people that feel that Katy is a city on a hill—a place with Amazing Grace upon it. I admit, it is hard to resist the feeling that God is rooting for Katy. Katy has some very interesting history. Native American Indians, cowboys, cowgirls, buffalo, longhorn cattle, rice fields, oil fields, railroads, and adventurous people have graced Katy. Yet, there is a strong sense that although our history is great, our greatest days in Katy are not in the past, but in the future. Jeremiah 29:11 seems custom written for Katy: “For I know the plans I have for you, declares the Lord, plans to prosper you and not to harm you, plans to give you future and a hope.” I now consider myself fortunate to have migrated to Katy. The people here are first class. The amazing people of Katy have melted this Buckeye heart. Has anyone used the slogan, “I wasn’t born in Katy, but I got there as fast as I could?”
