ello, everyone! Please join me in welcoming Staci Orr Gardner to the Indiana Section team as our new Outreach Director. Staci’s role will be to enhance our programs and support our membership and we are excited to have her on board.

Next, a big thank you to all of the members of our Board of Trustees, Committee Chairs and staff for the collective effort that went into our 2021-2022 Budget. The Indiana Section operates on a Fiscal year that began on October 1. From July through September, the group worked tirelessly to develop and refine a budget that provided the necessary resources to support our programs and member services. Thank you again for all of the hard work.

overdue return to some normalcy. Please mark your calendar for the Section's Annual Conference that will be returning to the Downtown Marriott in Indianapolis from April 11-14, 2022.

The Section Staff, Officers and Committees are working on several items to improve our programs and outreach. Among these are an update to the Section's Strategic Plan. Our Operator School Committee is working to broaden access to the program for 2022 and beyond. We are also looking at ways to increase access to all of our events and training materials.

As we approach the Christmas holiday and New Year, it is a good time to reflect on the challenges that we have faced in 2021 and, more importantly, for all that we have – including being a part of a vital industry that is made up of so many great people.

As the “Voice of Indiana Water,” the Indiana Section, we thank you for all that you have done to keep the citizens of Indiana safe.

I

hope all is well with you. In all honesty, as I write this article, I am struggling to grasp and comprehend the level of emotion and anxiety I have experience over the last year. Most of us will not talk about the impact that COVID has made on our lives. From work isolation, wearing a mask, working from home, or simply taking care of our loved ones, the crisis we have experienced over the past year and half has impacted our lives.

Last week was a harsh reminder that COVID has not gone away with the loss of a dear friend. Although we had not touched base in several years, our families were like one when our children where small. My heart melted for his son and family as he made the announcement his father had passed away due to COVID complications. I regret not reconnecting with my friend and spending a moment to catch up on his life, learning how the kids are doing, or reminiscing over old times.

I miss the Monday morning coffee with my utility family. I miss listening to people talk about their lives and having a sense of belonging. Helping people and giving abundantly is in my nature and the continued disconnect is a heavy load. I sense the same feelings as I travel throughout the state. Most utility employees have been asked to work alone, self-isolate, report to the office, and deal with disgruntled customers on their own – all while maintaining a high level of customer service and professionalism.

I ask each of you to do one simple task: connect with your co-workers, families, and friends over a simple heart-felt phone call. Find out how their families are doing, if the kids are

Winter is finally here and it didn’t take long to arrive. I hope everyone managed to get their last-minute projects completed and has everything winterized and ready for the season. The Section has some exciting news: Staci Orr Gardner is officially on staff now as the Outreach Director. I’m sure many of you will see Staci at upcoming conferences and training events.

Speaking of training opportunities, be sure to check out the INAWWA

website to get the latest news on training events and other Section news. Also, remember to check on your neighbors during the winter. I know a lot of people are short on help and we all know winter is extremely difficult on water and wastewater utilities. This is a good opportunity to share resources and manpower if needed.

I wish you all a safe and happy holiday season – we will see you next year.

The Northwest District held a virtual Fall Meeting on September 10, 2021, led

by Northwest District President Brian Ropes. The online meeting offered excellent presentations on safety and regional water system planning.

Greetings water professionals. The Southwest District held a Fall Meeting at Patoka Regional Water and Sewer District in September.

Presentations included an INDOT representative who discussed working in INDOT Right of Way, and the process for utility relocation for INDOT improvement projects. Pete Isom also attended and provided us with a useful demonstration of trench safety.

The Officers for 2022 will remain the same, thanks to the loyalty of our volunteers.

Southeast District Julie Berry, Trustee The Southeast District meeting took place on September 2, 2021, in Edinburgh, IN. We had a good program, which included information on replacement of lead water lines, GIS options, and cybercrime/fraud prevention.

Our 2022 Officer elections also took place; our elected Officers are: President – Donna Ennis, Indiana American Water (Jeffersonville office) Vice President – Bill Jones, Edinburgh Supt.

The Southeast District is looking forward to receiving additional information about the recently passed federal Infrastructure Bill (Build Back Better) and opportunities for communities to help fund water/wastewater needs. We know that AWWA will provide guidance about upcoming deadlines and rules to communities throughout Indiana.

We also look forward to information about the 2022 SWIF grants funded by the American Rescue Plan (ARP).

Project bids have come in high consistently across the State. Supply prices are up, and contractor work plentiful.

This combination reflects the trends around the country. Hopefully supply

chain distribution improves in the coming months, and prices reflect that change with a downward trend. The State of Indiana water and wastewater appears to be improving with the grant dollars available to communities, and to the State.

Water For People Committee Emily Nelson, Chair The Water For People Committee had a busy Fall, hosting the Run for World Water 5k in Indianapolis, the Evansville Concert, and Sunset Cruise on Lake Wawasee. Thank you to all sponsors, volunteers, and participants for being a part of these three amazing events! The generosity and support of the Indiana Section is truly inspiring!

the nation anthem, introducing the bands, auctioning off items, and tearing down at the end of the night. We even had a record fast tear-down of the event: we were done and out the door by 10:30 p.m., then folks helped us unload.

Donations for live auction, silent auction, and raffle from local businesses – including hotels and restaurants as far as Indianapolis – helped us tremendously. The live auction raised nearly $1,800, silent (online) auction raised over $2,300, and the half-pot just over $1,700. The half-pot winner, Wayne Lindsey, gave his portion right back to Water For People! The 2021 concert event netted over $50,000 for Water For People!

NE District Sunset Cruise The 2021 Sunset Cruise event took place in September. The weather was cooler than our normal summertime event, but everyone had a great time. The cruise event raised at least $7,000 for Water For People!

The 15th Annual Run for World Water was a tremendous success, even with the slightly lower numbers due to COVID! Thanks to all who participated and sponsored our efforts. We had nearly 500 people involved in this year’s event, including Run participants and many volunteers. This year’s participation, along with our 25 sponsors, helped us contribute $34,500 to Water For People (WFP) this year. Over the past 15 years, nearly $410,000 has been raised to WFP thanks to the Annual Run for World Water event.

Our Corporate Challenge winners were: 1st – Wessler Engineering 2nd – Bowen Engineering 3rd – American Structurepoint This was our second year with the start/finish line in front of the NCAA Headquarters and our first year to utilize their spacious lobby for registration and restrooms. We plan to be back at NCAA in 2022!

Evansville Concert Recap The 15th Annual Water For People Concert was held at the Victory Theatre in Evansville, IN. The concert featured two fabulous acts – The Association and Herman’s Hermits, featuring Peter Noone!

The event was blessed to have wonderful volunteers from all over the State of Indiana (and Kentucky and Colorado) helping set up and decorate, selling t-shirts and half-pot tickets, singing

Technical Program Committee Cara Lance-Emerick, Chair 2022 Annual Conference Call for Abstracts The Technical Program Committee is accepting abstracts for presentations for the 114th Indiana Section AWWA Annual Conference, taking place from April 11-14, 2022, at the Indianapolis Downtown Marriott.

The deadline for submitting abstracts is January 21, 2022.

Abstracts should be 100-200 words long and define the main purpose and conclusions of your work. In addition to the abstract, a short biography should be included. Interested presenters may submit abstracts/bios at www.inawwa. org/product/2022-abstract-submittal or via email at abstracts@inawwa.org.

Case studies and panel discussions are welcome. Presentations should be

Water Utility Council Scott Miller, Chair The General Assembly’s Task Force on Wastewater Infrastructure Investment and Service to Underserved Areas wrapped up its work and issued a final report on October 25, 2021. The Task Force identified five “pillars” of wastewater

Young Professionals Committee Justin Burnett, Chair

The Young Professionals (YP) Committee hosted a networking reception at the Indiana Water Environment Association (IWEA) Conference in Fort Wayne, IN, on August 25, 2021. The event turned out the largest gathering of YPs and YP supporters since before the COVID-19 pandemic! As a joint Committee with IWEA, the YP Committee is ecstatic to host a comparable social event at the upcoming Indiana Section American Water Works Association (INAWWA) Conference in April 2022.

The YP Committee continues to have monthly calls to encourage member participation. On November 18, 2021 – in lieu of the scheduled November call – the Committee met at the Guggman Haus Brewing Company to round up local members for a more engaging Committee meeting. The YP Committee membership landscape has vastly changed over the past year.

To efficiently communicate with our affiliates, the YP Committee created a brief (less than 5 minutes) Google Form (https://tinyurl. com/3rekfydv). This survey will help us learn more about you and what you want out of the Committee. Those completing the survey will have the opportunity to join our mailing list and/or monthly call, which are excellent ways to stay in-the-loop on all YP current events.

The Young Professionals Mentor Program announced five pairings at the end of August 2021. This December marks the end of quarter one for the pairings, during their 12-month program commitment, and they are performing astoundingly.

It’s ultimately up to the participants how much you get out of the Program. Each mentor and mentee were provided with resource sheets to stimulate the first conversation. Although it’s encouraged to meet monthly, we’ve seen some pairings are meeting more than that, which truly shows the value of a mentorship. If you are interested in becoming a mentor/mentee or know someone that is interested, please contact us at indianaawwaiweayp@gmail.com.

Safety Committee Brian Miller, Chair

The Safety Committee is accepting applications for the 2022 Wendell R. Ladue Safety Award. This prestigious Award will be awarded to one winner in each of four classes (under 10 employees, 10-100 employees, 100-500 employees, and over 500 employees). The Indiana Section has been privileged to have had winners for this Award in the past. Applications will be due to Monique Riggs by January 26, 2022. A link to the 2022 Award application will be available on the ‘Safety Committee’ page, starting January 1, 2022. Some of the information needed will be from 2017-2021 OSHA 300 log.

Indiana Section AWWA nominees will be announced at the Indiana Section Annual Conference in April 2022.

Also, a friendly reminder about winter driving preparedness. The National Safety Council lists the following to winterize your vehicle:

• Test your battery (note: battery power drops as the temperature drops).

• Have winter tires with a deeper, more flexible tread put on your car.

• If you are using all-season tires, check the tread on your tires and replace if less than 2/32 of an inch.

• Check the tire pressure (note: tire pressure drops as the temperature drops).

• Check your wiper blades and replace if needed.

• Add wiper fluid rated for -30 degrees.

• Keep your gas tank at least half full to avoid gas line freeze.

• Keep a blanket in the vehicle in the event of a breakdown.

• Clear windows of all snow/ice before traveling (keep a good scraper and broom in your vehicle).

• Place a portable shovel in the trunk in case of slide-offs.

Awards Committee Ed Nugent, Chair Greetings from the Awards Committee.

I am looking forward to returning to some kind of “normal,” when we can give awards and congratulate our winners for their achievements in person. The Section is reworking the awards presentations at its two major conferences per year; therefore, we will be able to spread out the presentations and (hopefully) eliminate the Awards luncheons from going way past their time slots. We are also looking to present more awards “locally,” instead of always using the luncheons and receptions for all presentations.

Thank you to our District Officers and Executive Committee members for volunteering to help with this initiative; however,

awards do not happen unless you, our members, make recommendations and let us know when someone does something above and beyond. When you see or hear of someone doing something special, please email or phone us. Our mission is to recognize our members and their achievements – as no one else will bang the drum for us and our members. The Indiana Section AWWA needs to do it, and we as an Association need to get much better at it.

Enough harping on that. I hope we have a successful 2021 Water Institute at French Lick and am looking forward to our Annual Meeting, taking place in downtown Indy, in the Spring.

Annual Conference Silent Auction/Raffle For the Benefit of Water For People Judy Gripp, Chair

Over the years, the Silent Auction/Raffle event at the Annual Conference has been a fun event that has raised thousands of dollars for Water For People. Unfortunately, the Committee is down to one person: me. I am happy to keep chairing the event, but I cannot do it alone.

There are several ways that you can help. One is by connecting with past donors, along with the Districts, and requesting donations. Other jobs include soliciting donations from

community organizations and businesses. On the day of the event, tasks will include setting up and monitoring the tables, then working during the evening cocktail hour when the bidding closes.

I would love to keep this tradition going! Let’s keep raising money for this great organization and have some fun doing it together!

Operator School Committee Chris Johnsen, Chair After a long hiatus due to the pandemic, the 2021 Operator School recently wrapped-up. This year, there were only five locations: Evansville, Indianapolis, Jeffersonville, Mishawaka and Michigan City. 42 future operators took this opportunity to learn and gain the tools they need to pass the treatment and distribution tests from IDEM. We wish them all success in their efforts to become licensed.

A sincere thank you goes out to all the instructors for their effort, as well as the Philanthropy Committee that provided scholarships to four students. The willingness of the hosting facilities to allow guests during the pandemic was greatly appreciated, as was the compliance of the students with the host

facility requirements. Finally, I would like to thank the Operator School Committee for working through this trying time.

There will be an Operator School in 2022. The dates, times and locations are yet to be determined. Please watch the Indiana Section AWWA website for updates.

Until the next class, please keep in mind that you can study outside of the Operator School using the tools and resources available from the AWWA. There are many books and virtual options available through their website all year and, as always, if you are interested in serving on the Operator School Committee, have questions about Operator School, or suggestions on how we can better serve, please contact me at cjohnsen@mcwaterdept.com.

Philanthropy Committee Mike Simpson, Chair Hello fellow water professionals! Welcome to the winter update on all things happening with your Philanthropy Committee.

All our philanthropic activities are moving forward. Our key programs – One AWWA Operator Scholarship, Gambold Education Fund, Besozzi Grant, INAWWA’s Youth Water Science Education Grant – are in full operation, as we have resumed our specific events tied to those programs.

We provided four One AWWA Operator Scholarships for the current session of Operators School. Applications will be out once again in late spring/early summer in anticipation of the 2022 Operators School.

This coming February, look for our Gambold Education Fund and Besozzi Grant applications for our Annual Conference in April. This is a perfect opportunity for new operators and Young Professionals to attend the Conference.

At the beginning of April, our Youth Water Science Education Grant application will be sent out to our membership and school systems, state-wide.

Our hope is to get several schools to apply for the grant. I encourage all of you to consider sharing this paperwork with your local school system, specifically science teachers.

Now more than ever, we need your involvement and engagement on the Philanthropy Committee! Participating in this Committee will enhance our Section’s endeavors and help accomplish our goal: to help others throughout Indiana, and the world, achieve clean and safe water. The Committee wishes for everyone’s engagement so that we may continue to educate students, provide additional training to even more operators, and ensure that our water at home remains clean and safe, as it has for over a century now.

Agency Updates

IDEM Drinking Water Branch IDEM’s Drinking Water Field Inspection Section would like to remind you about the ongoing changes to your Monthly Report of Operation (MRO). As we transition to an electronic internal process, I would like to remind you all of the new protocol. We need your help to name the MRO file in a very specific way, attach it to an email and send it to dwbmro@idem.in.gov.

The MRO file name should be written in the following way. You must save the PDF file using the seven-digit Public Water Supply Identification Number, followed by an underscore, followed by the Point of Entry number, followed by an underscore, followed by the four-digit year, and finally the two-digit month: Example: PWSID#_ POE_YYYYMM or 5201000_01_202102.

If you have any questions, please contact your Field Inspector or Lucio M. Ternieden at lternied@idem.in.gov or 317-234-7461.

All Surface Water Public Water Systems are required to submit their updated Surface Water Emergency Response Plan to IDEM in 2021. Please be sure drinking water construction permit applications are properly completed and all required information is included in the application. Applications need to include all proposed construction design plans, specifications, etc.

All results are required to be submitted electronically to IDEM via either Compliance Monitoring Data Portal (CMDP) or Electronic Sample Entry (ESE) application by the laboratories by the

10th day of the month following sample collected. For example, any sample collected in December is required to be submitted to IDEM by January 10.

U.S. EPA’s Lead and Copper Rule Revisions became effective on December 16, 2021. Please watch your inboxes for news of any changes that they might be considering making to the rule. However, we do not believe that Lead Service Line Inventories will be one of the areas that EPA will make changes to – please start working on gathering your data to prepare your lead service line inventory by the 2024 due date.

Governor Eric Holcomb has announced Indiana Department of Environmental Management Commissioner Bruno Pigott will step down next month. Pigott, who was appointed commissioner in 2017, is leaving to become deputy assistant administrator in the office of water for the U.S. Environmental Protection Agency.

Before being appointed IDEM commissioner by Holcomb, Pigott was the chief of staff and assistant commissioner in the department’s Office of Water Quality for 10 years.

“Bruno Pigott’s lifelong passion is to make Indiana and our country a better place to live,” Holcomb said in a news release. “For more than 20 years, there’s been no one more dedicated to balancing environment and business than Commissioner Pigott. With his guidance, the agency has streamlined processes, eliminated backlogs and cleaned up contaminated properties.”

Holcomb’s office says during his tenure, Pigott helped the agency to eliminate a backlog of thousands of permits, allowing businesses to expand, improve water quality by reducing raw sewage discharge into waterways, and streamline inspection report turnaround times from 45 days to less than five days.

Pigott will step down on December 3 and the governor’s office says his successor will be named at a later date.
