i th winter fast approaching, salt stocks are being replenished, new equipment has been purchased and the Met Office is teaming up with the highway authorities to provide the best possible service in anticipation of the forthcoming winter weather. However, the message from the Freight Transport Association is that drivers and fleet operators must also be prepared for the onslaught of winter. Malcolm Bingham, FTA’s head of road network management policy said: “Up to three years ago there was a whole generation of drivers which had never experienced severe winter conditions, but in 2010 and 2011 many learned that going out on UK roads when winter can hit suddenly is not advisable without taking sensible precautions. Insufficient preparation can lead to lives being put at risk, people stranded for uncomfortable lengths of time, and emergency services becoming stretched.” Bingham said being aware of approaching winter weather is vital, as is the availability of reliable information that allows informed decisions on where and when to travel. The highway authorities have devised a robust system to inform
travellers and fleet operators of approaching storms that can bring high winds, ice and snow, and how that will impact on the network. It is therefore up to drivers to take responsibility for what they do in such difficult periods.
In addition to warning drivers, the FTA said it is essential to have vehicles properly prepared. The decision about what an individual transport operator should do is related to the sort of operations being undertaken, and while a few

Key to securing the title for Iveco was the strength of its current EcoStralis heavy truck, which optimises everything from aerodynamics to the engine, driveline, tyres and telematics to deliver up to eight per cent CO2 savings on long-distance haulage. The panel of GreenFleet Awards judges were also impressed with how Iveco has already manufactured in excess of 6500 natural gas-powered commercial vehicles for operation in Europe, with dedicated gaspowered models available within its Daily, Eurocargo and Stralis ranges – offering power outputs from 136 to 300 bhp. As one of the most extensive gas-powered commercial vehicle ranges on the market, the vehicles stand out for being factory-built on the main Iveco production lines

If drivers are in the vicinity of a spreader they should back off and let it get on with its work – it will only be there for a relatively short time. To accurately spread, they must travel at about 40 mph – and this sometimes means we need to slow down to let them get on with keeping the network open.” FTA’s website contains advice for both managers and drivers on dealing with poor weather conditions and, in addition to national and local radio, FTA’s own traffic service will once again be providing vital amber and red alerts for winter weather, and now operates 24 hours a day, seven days a week. The jet system can pump 500 litres per minute at 200 bar pressure, and the vacuum pump operates at 1820 cu ft per minute suction rate.

Or it’s because I have been in the red a time or two. Anybody out there got work with a van, driving UK/Ireland
and or Europe? I just so want to get back into the work I love. I just miss the companionship one gets while out on the roador parked up for the night somewhere. I have a full UK licence with no points and have had it now since 1979, and have only ever had one minor fender-bender due to ice. Leyland Lorries: A Celebration kicks off with a glance at the early years of production, with attention paid to the steam wagons of the 1900s. Then comes a chapter dedicate to the Great War Leylands, which includes images of RAF-type general service vehicles used to a great extent by the Royal Air Force. In the 1920s, the country was busy rebuilding and rejuvenating after the war, which meant a busy time for Leyland. The company focused resources on acquiring as much ex-military Leylands as it could lay its hands on, then rebuilding them to a very high standard before offering them for sale in the domestic market. The range was expanded in the 1930s, where they were constantly refined and updated to compete with the new models introduced by the likes of AEC, Albion, Atkinson, ERF and Foden. Subsequent chapters deal with WWII production, post-war activities, export models and bold new designs that became industry legends. Leyland fans cannot fail to be impressed with this book and should mark it as an essential purchase.

FACT OR FICTION? I refer to the letter to Mr Penning from Karen Bancroft which you published in November’s edition of Truckstop News. One of the questions she asks in the letter is: Is it okay for companies to ignore the 10-hour shift working night rule and persuade drivers to do 15-hour night shifts on threats of losing their job if they refuse? The 10-hour night rule comes from the Road Transport Working Time Directive and does not relate to shift working time length. A driver can work for a total of 10 hours in a 24-hour period. Breaks and Periods of Availability do not count towards this. There is also an Opt Out in respect of this. This is made clear in the Guidance. olvo Trucks’ global deliveries in September 2012 decreased by 19 per cent to 8646 vehicles compared to the same period last year. In September, deliveries in Europe totalled 3716 trucks, down nine per cent compared with the same month in 2011. September deliveries in Western Europe were down by 16 per cent – mainly, said Volvo, because many customers are hesitating to make purchasing decisions in the present macroeconomic environment. However, in Eastern Europe truck deliveries increased by seven per cent to 1365 trucks in September 2012. Volvo Trucks’ strong position, especially on the Russian market, contributed to this upswing.

September deliveries in Latin America decreased by 13 per cent to 1746 vehicles, by comparison with September 2011. The Swedish manufacturer said the reduction is mainly explained by very high deliveries in 2011 before the new Euro 5 emission standards were implemented in 2012. In North America, truck deliveries decreased by 32 per cent to 1844 vehicles by comparison with September last year. The company said the lower delivery pace is mainly related to lower demand in the market. Truck deliveries in Asia totalled 847 trucks, 44 per cent less than in September 2011. A market slowdown in parts of the region as well as declining construction activity in China contributed to the decrease.

HUNDRED TONNER PICS FOR POSTERITY
T
he owner of the unique Scammell Hundred Tonner, Maurice Hudson, has received a set of photo albums recording the vehicle’s working life during the 1930s and 1940s on behalf of the British Commercial Vehicle Museum in Leyland. The albums from the William Towers Robertson Collection have been donated to the Museum’s archives by John Robertson. Measured by load-carrying capacity, the Hundred Tonner was the world’s biggest road vehicle when it entered service in 1930. It has been on loan to the British Commercial Vehicle Museum since 1984 following its restoration
by Maurice Hudson, who acquired it at the end of 1970s. The Hundred Tonner (registration: KD 9168) was custom-built by Scammell for MRS/Edward Box of Liverpool, which at the time was one of Britain’s foremost heavy-haulage contractors. William Towers Robertson (John Robertson’s father) was responsible for the vehicle’s operational management. One of KD 9168’s many impressive feats was the movement during the course of 1946-47 of 120 ‘Liberation’ class steam locomotives, each weighing 75 tons, from The Vulcan Foundry, Newton-le-Willows, where they
were built, to Liverpool Docks for shipment as part of a postWorld War II United Nations aid programme to war-ravaged countries of mainland Europe. All 120 locomotives were moved under a bridge near the Vulcan works, which allowed only three-quartersof-an-inch clearance between the top of the load and the underside of the bridge. The Hundred Tonner’s heaviest move was a 165-ton steel ingot, transported from a foundry to a
steelworks in Sheffield. Other highprofile moves during the 1930s by what at the time was the world’s biggest road-going load carrying vehicle was a 35-ton propeller (the world’s largest), transported from London to Southampton for the Cunard Line’s RMS Queen Mary, then the world’s biggest ship. KD 9168 is one of only two Scammell Hundred Tonners built. MRS originally commissioned the tractive unit and it trailer to haul steam railway locomotives built for

A
n agency driver has become a true Knight of the Road after rescuing a woman car driver from a perilous position near the Ladybower Reservoir in Derbyshire. The drama kicked off on a dark and wet October evening when 36-year-old agency driver Daniel Hurst, who works for the Stockport office of Driver Hire, was negotiating the Snake Pass while at the wheel of a 32-tonne tipper truck for CEMEX UK. “Conditions weren’t great,” Daniel said. “It was pitch-black. I was heading towards Sheffield when something caught my eye at the side of the road. So I pulled over to take a closer look. “It was all a bit surreal. There was a car about 8 ft off the carriageway, on its side, engine running with the wheels still turning round. The car was resting against a tree, hanging over a ditch which was full of water torrenting into Ladybower Reservoir. I got a torch from my cab. On closer inspection of the car, I realised there was a young woman inside it.” Daniel flagged down another passing vehicle and got them to call the
emergency services, while he set about securing the vehicle so it didn’t slip any further down the embankment. “The car windows were shut, so communicating with the young lady wasn’t easy,” Daniel continued. “But I managed to explain that help was on its way and asked her to switch off the engine. I reversed my truck onto the side of the road and tied a heavy-duty strap from its tow bar and then around one of the car’s axles.” The road was closed for at least an hour while the emergency services successfully extracted the young lady from her vehicle, which was then winched back to the roadside. Amazingly, the car driver was uninjured and, after a check-up, was allowed to go home with her parents, who’d been notified of the incident. Commenting on Daniel’s actions, a Derbyshire Constabulary spokesman said: “His quick thinking meant there was no chance the vehicle could slip. It was lodged against trees, but they could easily have given way. By attaching a strap to the car, Daniel made sure it was safe. He did a really good job.”

ollowing the fatal collision of 34 vehicles on the M5 on November 4, 2011 as a result of a fireworks display at the Taunton Rugby Club, the Avon and Somerset police have charged 50-year-old Geoffrey Counsell with seven counts of manslaughter. A joint statement from the police and the CPS said: “Since the collision, we have worked closely together to thoroughly investigate the circumstances of the collision and to carefully consider all the evidence. This has been a complex process which has also involved working with Taunton Deane Borough Council and seeking the views of expert witnesses. “Having considered the evidence in line with the Code for Crown Prosecutors, the CPS decided there was sufficient evidence to charge Geoffrey Counsell, the provider of the fireworks display at Taunton Rugby Club on the night of the collision, with manslaughter. The charges are due to his alleged failings in the planning and operation of the display. “It was clear from the investigation carried out by Avon and Somerset Police that there was insufficient evidence to prosecute for driver error, and therefore no action will be taken against any motorists.”

three-week demo that delivered a fuel improvement of up to 20 per cent has landed an order for six new Volvo FM11-450 tractors from GRS Bagging. Specialist suppliers of bagged sands, gravels and decorative stone to builders merchants from Newcastle to the South Coast, GRS has lifted its fuel economy from “the mid-fives” to 7.3 mpg with the new Volvos. Carrier Transicold helps improve global transport and shipping temperature control with a complete line of equipment for refrigerated trucks, trailers and containers. The Immingham-based trailer rental specialist has been specifying equipment from Carrier Transicold for the last six years, along with fixed-cost maintenance contracts with every Vector 1550 or 1850 refrigeration unit it introduces into its fleet. “If we ran all of our service on a pay-as-you-go basis, I’d need to employ a separate administration team just to manage it,” said Kevin Cook, managing director, DMC. “Carrier Transicold’s Golden Cold agreements make running such a large fleet of reefers hassle-free for DMC and our customers. “We are able to keep our cost base to a minimum, which in turn

Cook says he favours threeyear Golden Cold maintenance agreements on all new trailers, which he typically extends by two

SNAP Expands Parking Operations
SNAP, the innovative service offering an HGV national parking account, has expanded its operations to include parking in operators’ yards; these are secure sites providing driver facilities which further enhances the choice available to drivers and fleets that have SNAP accounts. Access to the growing number of these private locations is exclusive to SNAP users and, for security reasons, each overnight session has to be booked – this can be done online or over the phone but ensures that the site security staff are expecting a named driver from an identified fleet with a unique vehicle registration number. SNAP’s online portal makes it easy for transport managers to select one of their registered vehicles and match it to the chosen site.

MICHELIN’S X MARKS THE SPOT
M
i chelin has kicked off its celebrations for the 60th anniversary of the introduction of radial truck tyres, which arrived on the market in 1952. The French manufacturer said the launch of the first Michelin X Radial truck tyre helped to transform the road transport industry, which until then was using cross-ply tyres. The introduction of radials made trucking safer and more efficient – and incited other manufacturers to pursue the same path. In 2011, radial tyres accounted for 100 per cent of the Western
European truck tyre market. Michelin researcher Marius Mignol invented the first Michelin X steel radial tyre for cars in 1946, following it with the launch of the X Radial truck tyre in 1952. The ‘X’ is Michelin’s trademark for its radial tyres, and is making its most recent appearance in the truck market on the X MultiWay 3D tyre, which has just been launched in the UK’s most popular commercial vehicle tyre size – the 295/80R22.5. Sharn Samra, head of Michelin truck marketing for the UK and Republic of Ireland, said: “Michelin’s history has been shaped by innovation and there’s

ondon-based aggregate recycling company Day Group has taken delivery of a brand-new Volvo FM11-370 8x4 tipper, one of a number supplied by the MC Group – all of which are fitted with PPG/ Weightlifter bodies. The company, which includes Day Aggregates and CJB Bagging, runs around 115 trucks operating out of 12 depots across the London and South East region. Group transport manager Chris Cooling said Day has built up a first-class working relationship with PPG/Weightlifter. “It understands our needs completely and goes out of its way to ensure we get exactly what we want,” he said. “Coming from an engineering background, Rick Nichols (Weightlifter Group Sales Director) knows his stuff and will always find a solution to any problem or special requirement we may have. “We often choose PPG/ Weightlifter for our tippers and trailers, not only for Rick’s expertise and help, but because we know they are always going to be around whereas too many others have gone to the wall. Its products are excellent and are constructed to

The company is forward-thinking too, having acquired the necessary ISO accreditation to enable it to fulfil the requirements of Whole Vehicle Type Approval well in advance of the deadline.” Safety features such as side and reversing cameras, side sensors and strobes to the front and rear of the vehicle have also been fitted. These not only allow the vehicle to be clearly seen by pedestrians and other road-users, particularly cyclists, but also give the driver excellent all-round vision. The side camera is activated at 20 mph or below, which enables the driver to spot traffic coming up the nearside. When the left indicator is used, an audible warning makes other road-users and pedestrians aware of the driver’s intentions. The PPG/Weightlifter heavyduty aggregate body features front-end tipping gear and an electric flip sheeting system. The body was built by PPG specifically to suit Chris Cooling’s particular requirements, and incorporates a cab-operated tailgate air-locking bar. Although it is heavy duty, it is still much lighter than a lightweight steel equivalent.

Michelin ran a series of high-profile field tests across Europe in 1962. For example, Michelin compared the performance of a set of Michelin X Radial truck tyres with conventional cross-ply truck tyres on two trucks undertaking a 435 km journey from Thiviers, in the Dordogne region of France, to Paris. The truck running Michelin’s X Radial truck tyres reduced fuel consumption by 6.7 litres per 100 km compared to the truck running on cross-ply tyres, a saving of 13.8 per cent. Michelin estimates that worldwide, radials now account for 73 per cent of truck tyres.

hree new 7.5-tonne Atego 818s and a 3.5-tonne Sprinter 313CDI van have just entered service at thermal insulation products firm Hodgson & Hodgson’s branch on the Crown Industrial Estate in Burton-on-Trent. The company provides global manufacturers with a ‘one-stop shop’ solution for any thermal or acoustic advice, service or product. The vehicles were supplied by Derby dealer Mertrux. They are fitted with curtainside bodies by Transport Enterprises of Leicester, and make nationwide deliveries, mainly of thermal insulation components used
in the production of white goods – particularly cookers. The Long high-roofed van, meanwhile, works more locally. Like their predecessors, the latest arrivals are the subject of fiveyear contract hire agreements with Mertrux Group’s in-house finance arm Pentagon Vehicle Rentals – Hodgson & Hodgson extended the contracts on each of its two previous sets of Ategos by a further 12 months. Each of the new trucks is equipped as standard with a Motor Stop Start (MSS) system. This boosts fuel economy and cuts emissions by switching off the 180
bhp engine whenever the vehicle is in neutral and stationary for three seconds – for example, in heavy traffic or at lights – then turning it back on again automatically as soon as the driver depresses the clutch. “We changed to Mercedes-Benz back in 2000 and it’s proved to be a very wise decision,” said Roy Aldred, group purchasing manager at Hodgson & Hodgson. “This is the second time that we’ve moved three 7.5-tonne Ategos out and replaced them with three more. They have never let us down and have always been reliable, fuel-efficient and popular with our drivers.

Coleman’s drinks to new Ivecos
E
ast Sussex-based drinks wholesaler Coleman’s ABC has replaced half of its commercial vehicle fleet with new Ivecos, including two 12-tonne rigids built onto Iveco’s special ‘EL’ low-height chassis and supplied by Hendy Van & Truck. They are joined in the 10-strong fleet by a new Daily 70C17 and two Daily 35C15 vans. The specialist low-height urban distribution vehicles are built on the regular Eurocargo production line, but give an overall height more than 75 mm lower than the standard model, which combined with its ‘one-step’ entry design significantly eases access to the cab and body. To achieve this lower frame height, the side-members are shallower by 45 mm and the frame itself is carried on 17.5 inch, rather than 19.5 inch wheels and tyres. “Whenever we procure new vehicles, we evaluate a range of different models to ensure we are buying the best asset for our specific needs,” said Dan Coleman, sales manager and third-generation in the
family firm. “On this occasion, the Ivecos were up against competitive products from three other marques, but the Eurocargo 120EL22s won hands-down in terms of payload capacity and chassis height. “The 12-tonners can make up to 40 drops a day and payload is critical. The low chassis height is making deliveries easier than ever before – we wish we’d specified this truck as standard in our fleet years ago.” Commenting on the Daily’s performance, Coleman added: “Our delivery routes take us up some steep hills which our previous vehicles had to take in first gear. In contrast, the Dailys are gliding up the same inclines in third. Engine performance is first class – it’s as if the vehicles don’t know when they’re carrying maximum weight.” The two Eurocargos have been mounted with bespoke lightweight aluminium curtainslider bodies manufactured by Solent Bodybuilders. Strong net curtains inside the body ensure the payload is retained securely when opening
and closing the curtains for maximum driver safety. The bodywork is notable for its lack of rear doors and a tail-lift – both key to achieving the maximum legal payload. The Dailys – including both 3.5-tonners – are specified with twin rear wheels to ensure maximum strength and a truck-like driving experience. A class-leading turning circle ensures both Daily models can manoeuvre within narrow urban streets while carrying out deliveries to pubs, clubs, restaurants and shops throughout Kent and Sussex. Coleman’s ABC has been trading for half a century and expects the Eurocargos to remain on its fleet for at least the next five years, and the Dailys for three years. Both models will cover up to 40,000 km a year, with servicing undertaken at Hendy Van & Truck’s dealership in Hastings. They will be on the road six days a week, carrying a full range of soft drinks, alcohol and cellar gas refills for the company’s extensive customer base.
Fuel advice saves pounds at the pumps

olvo Trucks has introduced a Fuel Advice service to help haulage firms reduce their costs by appointing a fuel advisor to assist them with both planning and follow-up of their diesel consumption. The Swedish manufacturer claims the results are long-term, with savings as high as five per cent. Fuel costs represent between 25 and 35 per cent of total haulage firm costs. At the same time, the hauliers’ profit margins are often very small, which means every saving makes an important difference. “To succeed in cutting the haulage firm’s overall fuel consumption, the part played by the drivers is vital. Our driver training courses in eco-driving have proven themselves to be effective, but without professional follow-up the results are often short-term,” said Mikael Lidhage, fuel management director at Volvo Trucks. Volvo Trucks’ Fuel Advice offers a personal fuel advisor, whose aim is to help hauliers cut their fuel costs while at the same time maintaining these improvements in the long-term perspective. The service consists of three modules: Fuel
Coaching, Fuel Management Toolbox and Fuel Management Support. The system requires that the haulage firm also appoints a specialist who is responsible for fuel efficiency and who handles all contacts with Volvo’s advisor. Volvo said the whole point of the service is to improve the quality of all fuel-saving measures. By giving the customer ongoing feedback, these measures become increasingly natural and easy to use. “An engaged and focused customer who has open channels of communication with his drivers, with the company’s own fuel economy specialist and with Volvo’s fuel advisor, can fairly
easily cut fuel consumption by between three and five per cent,” Lidhage said. Fuel Advice complements Volvo Trucks’ existing Fuel Management Service, which is primarily designed for larger haulage firms. “With Fuel Advice, even smaller haulage firms have the chance of benefiting from personal supervision and their own fuel advisor,” Lidhage concluded. Fuel Advice is available with the recently-launched new FH Series. For previous models, equipped with Dynafleet, it will become available as of the start of next year. Initially, the service will only be available in Europe.

Towergate Insurance has been providing insurance cover for owner-drivers up to the largest fleets for over 30 years.
Q I employ two drivers. I make sure they carry out a daily vehicle check every morning before getting behind the wheel of their trucks. If VOSA were to stop one of our trucks and find mechanical defects such as faulty wheel bearings, under their fixed penalty scheme, could the driver be held responsible for the defect and be fined accordingly? And could the driver end up with endorsements and points on their licence? A
VOSA regards daily vehicle checks as the driver’s responsibility. If the driver finds a defect, it needs to be reported immediately and the truck should not be driven until the defect has been rectified. There’s a wide range of defects that could result in the driver being fined without also incurring an endorsement and licence points. Such defects include things like defective washers and wipers and missing or defective mirrors. But defects relating to the likes of tyres, wheel bearings, the steering mechanism and brakes are likely to result in not just a fine for the driver but endorsement and licence points as well. So needless to say, a rigorous programme of regular maintenance and daily vehicle checks need to be in place, not just to protect you, the operator, but the driver’s themselves and their licences.

to what would happen if one of our trucks were to have a crash caused by snow or ice during a period of time and in a geographic area that’s subject to a severe weather warning. Might our insurer turn round and reject a claim saying that as we’d disregarded a severe weather warning, we were in breach of the standard policy condition that requires us to take reasonable care to avoid loss or damage?
A The risk of an insurer rejecting a claim in these circumstances is a possibility though the likelihood of that actually happening, particularly if you are insured with a well established and reputable insurer, may be limited to an incident such as you have described being caused by what they can reasonably prove to be a complete and reckless disregard for the safety and well-being of your truck. More importantly still is the risk of a driver being injured – or worse – if required or encouraged to drive in particularly hazardous conditions. If that were to happen, keep in mind that the resulting police investigation could lead to you being prosecuted. Q
We run six trucks. Our motor fleet policy is on a quarterly declaration basis meaning we notify them every quarter of the changes that have taken place as regards the vehicles on our fleet. Might this be a potential problem given our insurer takes responsibility for us complying

A Despite your policy being on a quarterly declaration basis, if your insurer is updating the Motor Insurance Database (MID) on your behalf, it is essential that you make sure they hold up-to-date vehicle details and are notified immediately of any changes. Talk to your insurer or your broker and ask them to tell you what you need to do to ensure that you are complying with the MID requirements.
A If you haven’t done so already, notify your insurer as soon as possible. If you operate under RHA Conditions, you or your insurer should be able to avoid this claim simply by pointing out that the Conditions require damage to be notified in writing within 7 days and a claim to be submitted in writing within 14 days. That requirement exists to avoid just this sort of problem.
Q One of my customers recently notified me of a substantial claim for goods that they say were damaged whilst I was moving the load. I delivered the consignment three months ago and its only now they’ve told me about the alleged damage. I really don’t think I had anything to

My truck was recently involved in an accident. I sent it to a body shop just down the road but they’ve done a really poor job and worse still are not prepared to re-do the work saying it looks fine. My insurer isn’t interested and say that as I didn’t use the garage they’d recommended, the work isn’t guaranteed and their obligation to me is to simply to settle the repair invoice. Can you offer some advice?
A
A good start is to threaten the garage with legal action if they are really not prepared to listen. The threat of legal action might be enough to make the garage reconsider their stance. What this issue points to is the benefits of using an insurer’s preferred repairer. By going along with your insurer’s choice of workshop, the repair work is effectively guaranteed. If you’re not happy, you can refuse to accept the vehicle back and you can insist that as your insurer recommended the workshop, they’re responsible for making sure the repair work is completed to the standard one would expect of a competent repairer.

to the police. At first we thought everything was OK but then the police established that unbeknown to us, our insurance cover restricts cover to drivers aged 25 and over. Our insurance certificates never made this apparent – we feel they should have done. What’s your view on this?
A Age restrictions usually appear in the policy wording or schedule rather than on certificates of insurance so it’s usually only by looking closely at policy documents other than certificates that such restrictions become apparent. Needless to say in your case, this is why it’s so important to look closely at policy documents to ensure that the cover provided matches your needs.
