In an address delivered at the annual Confederation of British Industry Conference held in London in November, Cameron named the A303 and the A1 as examples of how ageing and unsuitable roads are “holding back” British businesses. Cameron said the government will be adding hundreds of extra lane miles to motorways and trunk roads across the country, and will give the green light “to major projects that have been stalled for years”. “This action will improve some of the most important arteries in our country – like the A303 and the A1 – which for too long have held parts of our country back,” the prime minster told conference attendees. “This will be nothing less than a roads revolution – one which will lead to quicker journey times, more jobs, and businesses boosted right across the country.” As part of what the government

GSL TAKES FH FOR BIRTHDAY BASH

wynedd Shipping (GSL) is celebrating 30 years of business with the introduction of 23 brand-new Euro 6 Volvo FH tractor units to its fleet. The trucks have been supplied by Deeside-based Thomas Hardie Commercials, which also maintains GSL’s Volvo fleet. The latest trucks were specified with Volvo’s 13-litre, D13K engine rated at 460 bhp. They were also supplied with Volvo’s Uptime Assurance, Dynafleet telematics and a Gold R&M contract, and the dealer will also provide an ongoing programme of driver training. “The support package from Thomas Hardie Commercials is very important to us,” said GSL MD, Andrew Kinsella. “Working with the same people over time ensures they develop an understanding of our business and also our service level requirements.”
Thomas Hardie Commercials has its own ATF MoT lane and prepares and presents GSL’s vehicles and 600 trailers for testing. Indeed, two Thomas Hardie technicians are dedicated to maintenance of GSL trailers. The dealer said the first-time pass rate for GSL’s tractor units and trailers is currently 99.8 per cent. “Our view is compliance equals efficiency,” Kinsella said. “Maintaining a ‘Green’ rating on the OCRS system is vital. We work very closely with Thomas Hardie Commercials to drive best practice throughout the transport operation in all areas, especially maintenance and safety. The company said its programme of continuous driver training is vital to its operating efficency. “Engagement with our drivers is a virtuous circle,” Kinsella said. “We work hard to keep them in the loop regarding training and driving performance information.

DfT’s latest estimates reckon HGV traffic has risen 2.2 per cent over last year’s figures

raffic volumes across all vehicle types have increased in the UK in comparison to last year’s totals, according to the latest figures released by the Department for Transport. The DfT’s recent Quarterly Road Traffic Estimates for the period of July-September 2014 shows all motor vehicle traffic has risen by 2.2 per cent to 77.9 billion vehicle miles compared to the same quarter in 2013 – which represents the highest quarterly total recorded since 2008. The government said GDP increased over quarter 3, 2014 as the four key industrial groupings within the economy (services, production, construction and agriculture) indicated increases in output. This, it said, was likely to be contributing to
the continued upward trend in traffic volumes. The report showed HGV traffic in the quarter undertook 4.0 billion vehicle miles, which is up 2.2 per cent over the same period last year, and up 1.1 per cent compared to the previous quarter in 2014. Car traffic increased by 1.4 per cent, while LGV traffic continued to rise at a higher rate than any other vehicle type, posting an increase of 6.9 per cent over the quarter. All road classes experienced higher volumes of traffic, with the largest increases occurring on urban minor roads (3.5 per cent). Meanwhile, traffic on motorways in Great Britain increased from 15.9 billion vehicle miles in quarter 3, 2013 to 16.3 billion vehicle miles in quarter 3, 2014, representing growth of 2.3 per cent. According to the DfT, motorway

traffic has increased by more than 47 per cent over a 20-year period since 1994. “This is clearly good news for the economy, as motorways are vital for business and increased use indicates more activity, which has already been suggested by the latest rise in GDP for the third quarter of 2014,” said RAC business services spokesman, Simon Williams. “However, it does also put extra strain on parts of the road network adjoining motorways that are not able to cope with the volume of traffic, and therefore lead to bottlenecks. “The increase in light good vehicles is a really encouraging sign that small businesses and tradesmen – the lifeblood of the UK economy – are thriving,” he added.

nline retail is expected to see significant growth in deliveries over the next four years as people increasingly use smartphones and tablets to place orders and take advantage of convenient delivery options, according to a report from Barclays. The research, independently commissioned by Barclays’ Retail and Transport & Logistics banking sector teams, revealed that in 2013, products ordered online generated just over 1 billion deliveries. By 2018, this figure is expected to grow to over 1.35 billion – an increase of 29 per cent. The report showed growth will largely be driven by clothing and footwear, but the food and grocery market will also become increasingly important, overtaking books in the number of deliveries by 2018 as grocers introduce more convenient and flexible delivery and collection services. Electricals is forecast to be the highest growth sector for deliveries, with the number of packages expected to increase by 61 per cent over the next four years. “Not only is the online purchasing and delivery market growing, it is also having to evolve quicker and more radically than previously,” said Richard Lowe, head of retail & wholesale at Barclays. “Driven by the increasing use of tablet and mobile devices, almost seven in 10 consumers say they are looking for more innovative and rapid delivery options, such as Sunday delivery.” Lowe said retailers are already starting to introduce more convenient and flexible delivery services, such as non-store-based click and collect pick-up points. “However, with the online sales momentum set to continue, our research shows it is more important than ever for retailers to reassess their online strategy and boost investment in the online fulfilment process to maximise the benefits of this growing market place,” he concluded.

ecent changes in legislation have seen large numbers of HGV drivers moving from operating as a Sole Trader to registering as a Limited Company, as it opens the doors to a host of benefits – not least, greater working flexibility and potentially better take-home pay. However, making the switch from Sole Trader to Limited Company status can appear daunting, so Truckstop News has asked specialist payroll solutions company BackOffice Ltd to answer some of the most common questions.
Q.
Can you explain the recent changes to legislation relating to drivers’ employment? In April 2014, the Onshore Employment Intermediary Legislation was implemented to tackle False Self Employment. This means if an individual is subject to or has the right to supervision, direction or control while out on assignment, they should be paying PAYE tax and National Insurance. This may affect all Sole Trader drivers who may be contracting themselves through an agency to end clients and paying tax and class 4 NI contributions upon completion of a tax return. Under the new rules, it is now the agency that must determine if these three elements of control apply, as they are the ones at risk from HMRC. The agency is now asked to decide upon two alternatives: they can either choose PAYE or use a Limited Company to pay their workers. An Umbrella solution satisfies HMRC as a PAYE method, as does PAYE itself, or the agency is left with the other choice of using a Limited Company, often referred to as a PSC (Personal Service Company). I’m employed as a driver for a haulage firm. Do these new rules affect me? If you are an employee of a haulage firm, you are unaffected by the change in legislation. You will have a set rate of pay, and PAYE deductions are taken at source and paid over to HMRC by your employer. You may wish to consider contracting your services to an end hauler as a Personal Service Company, as this gives you the opportunity to set a charge

CAN OPERATING AS A LIMITED COMPANY BOOST YOUR PAY?
rate for your services and be in business for yourself. A Limited Company will allow you to pay yourself a wage with the option to process work-related expenses as allowable tax relief within your business, and draw down a dividend payment from profits in your business. However, that would mean you effectively resign from your current employer and become responsible for either finding your own work, or work through an agency. Obviously, this is not a decision to be taken lightly. I work as an owner-driver or for an agency. What do the changes mean for me? As an owner-driver, you would still be affected by these changes if you were being paid as a Sole Trader and you contract through an agency to an end client. You will need to consider an alternative method of payroll where PAYE deductions are made. This could be an umbrella solution, which will allow you to submit expenses to offer an element of allowable tax relief, or set up a Limited Company paying yourself a wage and dividend payments. You may find remaining as a Sole Trader will limit your options when finding work, due to the restrictions now in place regarding supervision, direction or control. If you are an owner-driver and only ever contract yourself to an end client, give them an invoice when the work is done and receive payment from the end client the new legislation will not affect you. If you are a Sole Trader, there are many benefits in considering becoming a Limited Company, as it gives greater flexibility. It would be easier, for example, to purchase your next truck if you could show audited accounts and some history. Also, you could employ others through your Limited Company – eg, driver’s mates. Why should I set myself up as a Personal Service Company (PSC)? How will it benefit me? As a PSC, you are in business by yourself, for yourself, giving you the freedom to contract your services to your own clients, be they an agency or direct to an end user such as a haulier. You will become a director of your own business and enjoy the benefits that come with it, while maintaining an employed status. Can it improve my take-home pay? You can improve your take home pay in a number of ways. You can process work-related expenses through your Limited Company as allowable tax relief against your wages. You pay yourself a set rate of pay from national minimum wage, from which your PAYE taxes and NI contributions are deducted and paid to HMRC. You can draw dividends down from the profits of your business as and when you choose. You can currently benefit from an employer’s allowance, which will allow £2000 free for Employers NI contributions, which you will not be able to take advantage of if you are being paid under an umbrella model. As a Limited Company, you may also opt to become VAT registered. BackOffice can operate this for you on the Flat Rate VAT

Is setting up as PSC a complicated process? What will I have to do?
Setting up a Limited Company may seem daunting, but there is help out there! Will changing to a PSC affect my pension/statutory pension entitlement? As an employee, you will still be entitled to your statutory pension and contributions towards this will be made through your employee’s National Insurance. You will be affected by auto enrolment, by which you must offer yourself a workplace pension, but you will be given the opportunity to either opt out or agree what percentage you would like to contribute as an employer and employee. We can also introduce you to a pension provider so it is one less thing for you to worry about. If I set up as a PSC, would it make me more attractive to potential employers? ggregate Industries UK Ltd’s Construction Division has ordered 11 new walking-floor trailers for its fleet from Gainsborough-based manufacturer Paneltex Martrans. The company said it made the switch to specifying non-tipping walking-floor trailers 18 months ago, after the successful trial of a demonstrator trailer from Paneltex Martrans in July last year. During operational trials within the Sheffield area, Aggregate Industries said it found the payload from the walking-floor trailer showed a considerable improvement against the comparable trailers in its fleet. “During the demonstration programme, Paneltex Martrans showed great enthusiasm to work closely with us on this project, doing all the legwork necessary to reduce the overall weight of the trailers,” said Jeff
Stobbart, national logistics manager at Aggregate Industries. “This potential increase in the payload of our non-tipping trailers was a significant boost for our franchisees, so we decided to commit to Paneltex Martrans for 11 new trailers this year. “The massive 28-tonne payload from these trailers enables us to carry at least 35 to 40 per cent more product than we would get by using a typical eight-wheel rigid,” he added. Aggregate Industries said its new trailers have already proved their worth in a recent resurfacing project in the Mersey Tunnel. According to the firm, it was far more economical and practical to lay asphalt within the confines of the tunnel lanes using a walking-floor trailer, enabling the work to be completed far more efficiently and quickly than by using traditional rigid tippers.

he Driver and Vehicle Standards Agency (DVSA) is warning learner drivers to avoid unscrupulous copycat websites when booking driving tests. According to the DSA, such websites offer to book theory and practical driving tests for a trainee driver, and can appear to be the official agency – however, some are charging an unnacceptable premium for their services. DSA said some of these websites even appear in adverts above results in search engines. Some charge up to £30 just for booking a test, on top of the driving test fee itself, and a ‘pass protection’ fee with the promise of a free retest that very few customers actually qualify to use. TRIALS TAKE TUFFNELLS TO SCANIA FLEET REPLACEMENTS

ational parcels collection and delivery specialist Tuffnells Parcels Express has selected 64 Scania vehicles for its 2014/5 fleet replacement programme. The operator sided with the Griffin following fuel trials in which a Euro 6 Scania was tested against four rival marques – and according to Tuffnells, the Scania delivered the best performance and returned 1 mpg better fuel consumption than comparable Euro 5 models. The order is being delivered by Scania (GB) Ltd on a five-year contract hire agreement, and comprises 13 G410 LA4x2MNA sleeper cab tractor units and 51
Scania P410 LB4x2NMB day cab drawbar rigids. “In common with many other operators, we had heard scare stories about the fuel efficiency of Euro 6 vehicles compared to Euro 5, so we decided to explore for ourselves whether the rumours were fact or fiction,” said Tuffnells’ operations director, Graham Hollingdrake. “With our heavy trucks averaging 190,000 km a year, fuel consumption is obviously a critical success factor for us. It was therefore essential we evaluated the products on the marketplace before committing to ensure we made the correct purchasing decision.” The fuel trial was organised and managed by Tuffnells’s fleet manager, Andrew Morton. “A total of five manufacturers were invited to supply vehicles for a monthlong comparative fuel trial,” he said. “Over the course of the event, the vehicles were run repeatedly over a number of our regular routes to produce results which could be meaningfully compared to one another.” In addition to the fuel returns, Morton said he reviewed the total package on offer from each manufacturer. “Having operated Tuffnells tested fuel returns from five manufacturers Scania vehicles for the past four before settling on its latest Scanias

he Highways Agency has said it is “well prepared” for an onslaught of bad weather this winter and will be working hard to keep the traffic on the country’s roads moving during the colder months. The Agency said its national winter vehicle fleet now totals over 500 vehicles, which will be working around the clock from 100 depots located across England, allowing quick access all parts of the strategic road network. Plans have been particularly tightened in the North West, which has been one of the worst affected areas of bad weather in recent years. “The Highways Agency is well-prepared for winter across the North West,” said the Agency’s severe weather manager, Andrew Olive. “We have 19 operational depots across the region, with our salt barns fully stocked with 44,280 tonnes. In all, we have
73 salt-spreading vehicles and ploughs and six snow-blowers. “We have improved our resilience over the years and our grit supplier, Compass Minerals, has improved its above-ground resilience with some 650,000 tonnes of rock salt now available above ground. Following previous years, the Highways Agency itself has in excess of 250,000 tonnes at docks around the country.” Olive said the Agency will use detailed weather forecasts and treat the road network before road temperatures fall below freezing, often at night in preparation for peak traffic periods. “But that doesn’t mean people should drive as they normally would,” he warned. “In severe weather, drivers need to take care and plan ahead.” The Highways Agency said it is urging every driver to take action to ensure they too are prepared for driving in winter weather.
ne of the UK’s largest independent coffin and casket manufacturers is running its biggest vehicle yet – a 12-tonne Mercedes-Benz Atego. Washington-based JC Atkinson’s new Euro 6 Atego 1223 was supplied by NorthEast dealer Bell Truck and Van and was spec’d with an L ClassicSpace sleeper cab, a 26 ft box body by Robinson Truck Bodies of Blaydon-On-Tyne, and a 1000 kg Anteo tuckaway tail-lift. Capable of carrying just under 100 coffins, the truck makes multi-drop deliveries to funeral homes nationwide. It is also fitted with four side lockers, which are used to return clinical waste for processing in the company’s transfer station. JC Atkinson runs a fleet of 14
commercial vehicles, all but one of which are by Mercedes-Benz. The line-up also includes three Atego 10-tonners, seven Sprinters (five Lutons and a couple of panel vans), and two Vito vans. “We like Mercedes-Benz products because they offer outstanding reliability and come with a very good warranty, as well as excellent dealer back-up,” said operations director, Ian Handley. “Our larger vehicles are serviced under R&M contracts by Bell Truck and Van and typically cover 100,000 miles a year – experience has shown they don’t let us down.” Atkinson’s new truck has the four pot engine rated at 231 bhp and is equipped with PowerShift 3 automated transmission.

Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call. In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”. So you are likely to be called to a hearing in order to show cause why an order should not be made. The guidelines which a traffic commissioner will be considering are to suspend vocational entitlement for 14 days, 21 days if driving a commercial vehicle, to commence with immediate effect. For a second and/or subsequent offence to multiply accordingly, for example, second offence in a commercial vehicle 2 x 21 days.

In the Magistrates’ Court, sentencing guidelines (for England and Wales) states that, in addition to the penalty imposed, magistrates: • Must endorse and disqualify for at least 12 months • Must disqualify for at least 2 years if offender has had two or more disqualification for periods of 56 days or more in preceding 3 years • Must disqualify for at least 3 years if offender has been convicted of a relevant offence in preceding 10 years As such, the court can take into account convictions from before five years. However the question regarding insurance is a separate matter. It is correct to say that generally, although there are exceptions, spent convictions do not need to be declared.

DRIVERS WARNED TO FEAR THE FLOOD
T
he Environment Agency and the AA are urging drivers to be flood-aware in light of a new survey that shows despite the wettest winter on record, more than two thirds of men and half of women would still risk driving through standing water. According to the Environment Agency and the AA, more than 60 per cent of drivers are still taking unnecessary risks by driving along sections of road that have become submerged. The ford on Rufford Lane in Newark, Nottinghamshire, with 96 flood-related rescues in five years, has been named the number-one flood accident hotspot in the UK. Other locations with multiple rescues include Water Gate Lane in Leicester, and the ford in Bucklebury, Berkshire. All of the AA’s top 20 flood rescue spots are in England, with 12 located at fords. The AA said there have been 21,687 flood rescues since 2009, and serious accidents occur each year by drivers taking unnecessary risks and going ahead with a journey despite
Environment Agency flood warnings. The largest number of rescues from flood water on a single day in the last five years was Christmas Eve 2013, with 642 rescues. The Environment Agency issued more than 450 flood warnings and alerts on the same day, and drivers are being encouraged to check flood risk information for their entire route before setting out. The survey of more than 19,000 AA members, carried out by Populus, also found that: ● Twice as many men (1.36 million) than women (680,000) would risk driving through flood water that’s up to knee height – even though just 30 cm of water is enough to move a car ● 2 in 5 (44 per cent) of members would choose another route in the event of flood warnings. ohn Lewis Partnership (JLP) has enlisted Prins Autogas UK to convert 38 of its DAF CF trucks to dual-fuel vehicles to help it achieve a reduction in the carbon footprint of its John Lewis and Waitrose distribution fleets. The vehicles were adapted to use the Prins Dieselblend 2.0 CNG system, which works by using a fully computer controlled injection system to efficiently replace an optimum amount of diesel with gas (either CNG or LPG). The system communicates directly with the vehicle’s ECU (via CANbus) and complies with strict regulations and all certifications required. With the system fitted, JLP’s CFs are each expected to have a range of between 600 to 700 miles using the gas tanks – and once this supply is used up, the engine automatically switches to using 100 per cent diesel for around another 200 miles. JLP said it’s vehicles have an annual
mileage in excess of 100,000 miles each – so by using less diesel, the company is looking to recover its investment in dual-fuel technology as CNG is significantly cheaper than diesel. “We have big ambitions to reduce the carbon footprint of our fleet, and the use of low-carbon fuels, especially biomethane, is fundamental to this,” said JLP’s Justin Laney. “We see dual-fuel CNG as a good pathway to using greater quantities of biomethane in our heavy truck feet. “The Prins conversion met our performance criteria, and we now have 38 trucks running this system, delivering to both John Lewis and Waitrose branches. Prins Autogas UK specialises in diesel HGV dual-fuel conversions (LNG/CNG/LPG) and provides installations for private and fleet vehicles at its own conversion centre in Southampton, Hampshire, as well as via a national network of Prins installers.

The winners were awarded the trucks by Iceland’s joint managing directors, Nigel Broadhurst and Nick Canning, as well as supply chain director Nigel Morley at a presentation day at Iceland’s Head Office in Deeside. The ‘Drivers of the Year’ competition saw drivers undertaking aptitude and performance tests as well as daily and weekly monitoring of efficiency and general driving standards. The winners were Les Burkey (Enfield), Ian Bow (Swindon), Craig Barlas (Livingston) and David Potts (Warrington). The 18-tonne Range T430 4x2 tractor units are wrapped in satin black, instead of the usual Iceland white – a colour choice made by the drivers themselves – and include a range of extras. “‘Iceland/DHL Driver of the Year’ is a great

way to recognise the winners who have all demonstrated driving excellence across our KPIs,” said Iceland’s contracts and commercial manager, David Rowlands. “We wanted to do something special to reward them, so we felt the Range T, wrapped in their choice of colour, was a great way to do this. “The satin black contrasts brilliantly with our standard white livery – and when the drivers were awarded their vehicles, they were delighted. They were also really pleased with the interior of the vehicle and the included extras.” Rowlands said the current Renaults in the Iceland fleet are performing well and have been part of the fleet for five years. “There are another 25 new Euro 6 Range T vehicles being delivered before the year end, and I am looking forward to an improved fuel performance compared with the Euro 5 engines,” he said. Renault now has a 48.8 per cent share of the Iceland fleet with 156 tractors and rigids combined, out of a fleet of 320 vehicles.

What’s your view? Star Letter SHOUTING & HOLLERING I would like to voice my annoyance at the letter sent in by Mr Goodjohn in the last issue. He raises a couple of good points, but also manages to rubbish the industry that gives us a living. Yes we have a driver shortage, but think about it – doesn’t that mean regular work for those of us idiots that hold an LGV entitlement? Yes, the whole country may need lobotomising, but shouting and hollering about it only confounds the issue by focusing on the negatives. We can all sit here and go into detail about everything that gets on our nerves, which only raises levels of stress and gives us a bad day at work. Why worry about the things that we as individuals can’t change? I have met plenty of other drivers with a face like a smacked arse owing to the fact they have a chip on their shoulder

I would like to finish by saying if the job has got you this frustrated and annoyed, why don’t you go work in another industry? I don’t want to start a witch hunt against cyclists, but why don’t some people have a thought for the rest of the road users? On Friday night, I was coming back to bonnie Scotland on my usual trunk for Norbert Dressingtable, when the signs flashed up ‘M6 north closed at J43’. I decided to keep going and come off at J43 – after all, the road might be open by the time I get there; but it was still closed and the cops waved us all round to the right, heading for the A69. Until you get to the roundabout for the A69, the road is dark and twisty in places. Just before we all got to the roundabout to turn left back towards Carlisle, I saw a couple of small red lights up ahead. I came upon a couple of cyclists in full lycra and helmets at a bend in the road on a narrow bridge – and up ahead, as I came to the roundabout, I saw the rest of the pack. It was midnight on a dark back road, and with some drivers maybe not familiar with the diversion. it was a disaster waiting to happen. The A69 is a busy, well-used road whatever time of the day it is, but it wouldn’t be my choice on a bike at midnight. Colin Black By email

As a lorry driver and an avid reader of your paper, I just wanted to know what your thoughts are regarding the predicted forthcoming driver shortage? To be honest, I’m generally not one for complaining (or writing messages like this, for that matter), but I think it’s
form and how the roads networks have opened up transportation of goods across the globe. Aircraft can carry loads huge distances quickly and trains can carry heavy goods to destinations across continents. But only trucks can haul goods effectively from door to door. Clearly the book is aimed at a wider audience than just the truck aficionado and enthusiast. The intro gives the reader very basic information on the history of trucks, while another chapter is dedicated to the early origins, how trucks developed from the early selfpropelled carts and platforms into the highly complicated vehicles they are today, who developed them, and there is even a handy grid at the end of this chapter showing milestones from the past century of truck evolution. Further chapters cover the diesel engine – the heart of trucks since the early days – and truck anatomy, basically explaining

I thought you might find this interesting. I read your report that the government is considering increasing the limited speed for trucks from 56 mph to 60 mph. As a semi-retired trucker driving part-time on the motorways doing 56 mph, I am being passed by more and more trucks driving at a higher speed than my truck, doing what I would estimate to be 60 mph. This includes trucks from many notable truck companies. Does this mean they are jumping the gun and anticipating the government’s decision? Richard Jennings By email

I have been in business as an LGV driving school for over 36 years, and I can say the state of the DVSA is getting bad as we are finding we can’t book LGV driving tests in Peterborough when we need them. The situation is getting worse by the day, and isn’t being helped by the big push towards getting Driver CPC tests done.

olvo has announced it is now offering a four-door crew cab option for its Euro 6 FL and FMX chassis, primarily aimed at operations such as fire and rescue services or roadside assistance. The new Volvo FL Crew Cab is intended for gvws of up to 16 tonnes. The cab seats up to six people, has a low two-step entry and four doors that open 90 degrees for easier entry and exit. “We can now offer far more scope for customer-tailored solutions straight from the factory,” said FE and FL product manager, Tobias Bergman. “For instance, we have the choice of five- and eight-litre engines available from 210-280 bhp, with models available at 12, 14 and 16 tonnes.” The Volvo FMX is built for heavier and more demanding work. The new Crew Cab option is available as a 4x2 or 4x4 all-wheel drive configuration. The air-suspended cab seats six people, features an easy-clean interior and four doors that open up to 90 degrees. Peter Hardin, product manager for the FM and FMX, said the rear footsteps on the FMX Crew Cab open out at an angle that makes it easier to quickly and safely exit the cab in operations where time is of the essence. The entry grab-handle is now yellow, making it

SKILLS SHORTAGE PUTTING INDUSTRY AT RISK

apidly evolving technology in the logistics sector may mean many firms risk being left behind competitors – with more staff and younger workers needed to ensure employers can keep up to speed – according to a new report from the UK Commission for Employment and Skills (UKCES). The study found the sector, which contributes over £90bn annually to the UK economy, faces skills shortfalls and recruitment difficulties, with over 1.2m extra jobs required by 2022. “Because logistics underpins the operation of so many other businesses, we often do not think about it by itself – but its overall contribution to the economy is huge,” said UKCES commissioner, Douglas McCormick. “As over 60 per cent of goods in the UK are moved by road, driver shortages would cause serious knock-on effects to the rest of the economy.” McCormick said it was therefore vital employers ensure they are investing in training and recruiting new talent into the sector to
provide a steady stream of skilled workers in the years to come. The report said rapid advances in technology means multi-skilled roles are now the norm, with the introduction of new technology, including GPS systems and electronic signature scanners, and more customer-facing work causing problems in the existing workforce, as well as difficulties recruiting new entrants. It also found IT knowledge, customer service and communication are seen as new must-haves for staff. “Taking on young talent can be an effective way of bringing new skills and technical experience to an employer – yet at present, only nine per cent of the workforce in the logistics sector is aged under 25,” said UKCES chief executive, Michael Davis. “Without investing more in getting young people into the industry and ensuring they are given the skills they need, there is a very real risk the existing talent pool will dry up – causing serious consequences for the rest of the economy as a whole.”

Details were scarce when we went to press ahead of the official launch on September 5, but the Swedish manufacturer told Truckstop News the new FHs will be available in both Euro 5 and 6 form, and pack a vast amount of upgrades and improvements. Leading the charge for fuel efficiency is Volvoʼs new I-See function (Truckstop News, issue 301). The system, which works alongside the I-Shift automated transmission, is claimed to cut consumption by five per cent by storing information about the route the truck drives along. “The next time the truck uses the same route, I-See operates the accelerator, gears and brakes to ensure progress is as economical as possible,” said Claes Nilsson, president, Volvo Truck Corporation. An additional five per cent saving in fuel use is possible with Volvo Trucksʼ new Fuel Package. This package encompasses training and monthly assistance – Fuel Advice – and its aim is to cut fuel costs by changing driving styles and increasing knowledge of how to drive for maximum fuel-efficiency. longer, more aerodynamic cab with better vision for truck drivers could save the lives of hundreds of cyclists and pedestrians, according to a new study by academics at Loughborough University’s Design School. The proposed new cab, 80 cm longer with a rounded nose, smaller dashboard, expanded glazed areas and a slightly lower driver position would drastically reduce blindspots around the truck, researchers said. The Design School said the ‘Direct Vision’ truck concept would increase the driver’s field of view in front and to the sides of the vehicle by 50 per cent compared to current truck designs. The study was conducted by Dr Steve Summerskill and Dr Russell Marshall from the Loughborough Design School, and was commissioned by Transport for London (TfL) and Transport & Environment (T&E). “Blindspots can be a significant factor in fatal accidents,” said Dr Summerskill, project lead of the ‘Direct Vision’ concept. “The study shows the size of these blindspots can be minimised through improved cab design, the reduction of cab height and the addition of extra windows.” William Todts, senior policy officer at T&E, said it was imperative politicians backed the proposals. “It’s incomprehensible that we allow huge 40-tonne mammoths on our roads without making sure the people
behind the wheel can actually see what’s going on,” he said. “After decades of tinkering with mirrors, we need to take this once-in-a-generation opportunity and make direct vision compulsory for new lorry designs.” The study analysed 704 accidents involving HGVs and found 31 per cent of road fatalities were caused by drivers pulling away, 19 per cent were caused by left turns, seven per cent by right turns, and 25 per cent from drivers reversing. The analysis indicated ‘critical blindspots’ in current truck models cannot be compensated for by the use of a driver’s mirrors, because of the time lapse between checking them, making observations through the window, and then pulling away from a junction. “If this time period is four seconds, this is enough time for a cyclist to undertake the HGV, with the driver being unaware of his or her presence,” the paper said.

ibby Distribution has launched a new apprenticeship programme aimed at attracting young people to careers in the logistics sector. The RightStart programme will see school-leavers embark on Level 2 apprenticeships at four different Bibby Distribution sites in the Midlands and South West, giving young trainees experience across a variety of customer markets. At the end of the pilot programme, Bibby said the students will be ready
to take on roles in transport, customer service, warehouse management and finance – working on complex logistical contracts. Under careful supervision, the trainees will be learning high-level skills while working on projects for a diverse range of high-profile Bibby customers, including
Kingspan, Kerry Foods, Plastic Omnium and Barry Callebaut. “Crucially, the training has been designed around our operations, so our trainees will learn about delivering exactly what our customers require. And at the end of the training, they will have a guaranteed job and the ability to work at any of our 92 sites across the UK,” Tomlinson said. GOV KICKS OFF A9 TRUCK SPEED TRIAL
S
cottish Parliament has announced the HGV speed limit trial on the A9 in Scotland is now underway, which sees the limits on single-carriageway sections between Perth and Inverness rise from 40 to 50 mph for heavy goods vehicles which have a laden weight exceeding 7.5 tonnes. The trial, which will last 36 months and is to be introduced at the same time as a new average speed camera system, is aimed at improving the operational performance of the route. The news has been welcomed by the Freight Transport Association (FTA), which said it believed the new limit would reduce accidents. “We welcome the opportunity

for such a trial, as we believe the current differential in speed limits between HGVs and other vehicles increases the road safety risk,” said Malcolm Bingham, FTA’s head of road network management policy. “This trial will provide some much-needed evidence to help determine if there are any advantages, on safety grounds, in setting the speed limit of an HGV to 50 mph.” The A9 is one of Scotland’s most important link roads, and the Scottish government has committed to dualling the route between Perth and Inverness by 2025. wo new 510 bhp, Euro 6 DAF XF105 tractor units with Superspace cabs have joined Brian Yeardley Continental’s growing international fleet. The firm has purchased 17 Euro 6 4x2 tractors and 28 new Mega low-ride box and curtainsided Mega trailers this year, which Yeardley said was due to its expanded general European cargo division and its recently formed UK and pan-European exhibition and events logistics business. Managing director Kevin Hopper said turnover this year is up 20 per cent on
2013, and the company is expecting a sizeable uplift in profits with its move into the exhibition and events sector. “We have covered most UK music festivals this year, and corporate and music events in Barcelona, Berlin, Amsterdam, Paris, Frankfurt and Lisbon, and I feel we haven’t even started to market ourselves in this sector,” Hopper said. “Once we can promote our brand, quality and reliability as we have in our general European business, people in the exhibition and events industry will know we are serious players.”

ehicle CCTV and telematics firm VUE has gathered together vehicle insurers and members of the Parliamentary Advisory Council for Transport Safety (PACTS) at a recent event to discuss what needs to be done to reduce commercial fleet risk. Representatives from insurers including AIG, AXA, RSA and brokers such as JLT and Willis attended the session to discuss how government advisory bodies and the insurance industry can work together to achieve accident reduction on UK roads. The discussion focussed on the role of technology in helping to reduce road incidents, and how insurers can offer
competitive rates to fleets while not making a loss. VUE MD Glen Mullins said: “Ultimately, there is a need to reduce risk on the roads in order for competitively priced insurance to be offered to fleet operators. We know from our own customers that since installing CCTV and telematics in commercial vehicles and providing evidence-based driver training, accident rates have dropped – improving the risk profile. “The challenge for the industry is to educate fleet operators on the benefits of changing driver behaviour and make sure there are incentives to do it.”
new traffic solution that shows truck drivers the fastest route from the Danish Port of Aalborg to the E45 highway in real-time has been launched to tackle increasing congestion problems at both the port and the eastern part of the city. “Increasing traffic activity means rising congestion, especially on the roads to and from the port,” said Mette Schmidt, chief technical officer for the Port of Aalborg. “Drivers can save many minutes by choosing the most appropriate road, and by providing them with information about driving times, we can help them to avoid queues and waste time.” The non-intrusive solution, called BlipTrack, collects data from passing vehicles with Bluetooth-enabled devices. A total of 31 sensors mounted along the roads measure the driving time for the various routes – and the information should help drivers avoid congestion and save time. According to port officials, the traffic measurements are not only performed to

alleviate the current congestion problems – they are also part of a longer-term plan to ease traffic in eastern Aalborg. When the new University Hospital is completed in 2020, the traffic on these same roads will increase by 13,000 additional cars, so the ability to choose alternative routes is important. “If we can use technology to do things a little bit smarter and a little more intelligent, we believe we should do so,” Schmidt said. The Port of Aalborg hopes its new approach to measure and provide traffic information can be the starting point for others to offer similar services. It said many businesses and individual drivers could benefit from utilizing traffic information from this solution – for example airports, shopping malls and stadiums, where traffic is typically dense. Truck drivers can access the latest driving time data on the Port of Aalborg´s website (www.aalborghavn.dk), and the Port said it also plans to disseminate driving times on physical signs at the exit roads to the port area.

FIRMS SUFFERING DRIVER SHORTAGE AHEAD OF CHRISTMAS RUSH F ears of a driver shortage in the UK have been brought to a head in light of a new survey from the Recruitment & Employment Confederation (REC). The REC’s research found that in September, 21 per cent of operators looking to hire permanent drivers and distribution workers and 23 per cent of those wanting to recruit through agencies are expecting shortages during the busy Christmas season. According to the Confederation’s quarterly JobsOutlook report, employers were more worried in September about filling driver vacancies than any other type of job. The REC said that across employers’ wider workforces, a lack of available capacity is increasingly jeopardising the ability of some haulage firms to meet December’s additional demand for goods and services. In September, 91 per cent of employers in the survey said they had little or no capacity to take on more work – which marks the fourth month in a row the figure has been at or above 90 per cent. The REC said with unemployment falling faster than expected, finding suitable candidates is likely to go on being tough, though the prospects for drivers who have the right skills and qualifications – including Driver CPC – are going to be “very good”.
“Recruiters are telling us that drivers are particularly hard to find,” said REC CEO, Kevin Green. “People are put off entering the sector by the high costs of things like training and insurance, with the new DCPC requirements compounding the difficulties. “With peak time for deliveries coming up in December, shortages are an immediate problem and one that will only get worse in the longer term. There are almost as many qualified drivers aged over 60 as there are under 30. We need to see more employers offering driver training and accreditation. “The government could help by providing some pump-priming funds,” he added. Wincanton’s HR director, Julie Welch, said the driver shortage was due in part to the Driver CPC, an aging workforce, and the cost and complication of licensing. “Over 50 per cent of commercial drivers across the UK are over 45 and the national driver population continues to age, having not seen a steady influx of new talent during the past two decades,” she said. “We are backing efforts to attract new talent into the industry and provide training to our entire workforce free of charge – the cost of training has been a major restriction for younger drivers, and we believe this is something that needs to be addressed across the industry with support from the government.”

hrewsbury-based Burnt Tree has invested £20m in a phased introduction of the first Euro 6 models into its national Refrigerental rental and contract hire fleet at 7.5, 12, 15, 18 and 26 tonnes gvw. The investment follows the acquisition of Burnt Tree by Enterprise Rent-A-Car in August, and the firm said the success of its Refrigerental business meant it has not only had to purchase additional vehicles to meet current demand, but also introduce additional refrigerated trucks in new categories at 12 and 15 tonnes. “When Burnt Tree first launched

All new drivers have to pass the DVSA’s Hazard Perception exam before they can obtain their HGV licence, and 1Driver said its new service provides DVSA-approved clips which candidates can scrutinise on its website. During the test, students must remain 100 per cent alert and on the lookout for a number of potential on-road risks. These include hidden junctions and turns,
pedestrians and cyclists, vehicles emerging from side roads, loose pets and farmyard animals, changes in the traffic movement and volume, junctions and roundabouts, adverse weather conditions, risky road surfaces, parked vehicles and more. “Far too many people tend to focus all their attention on the practical examination and find themselves falling short on Hazard Perception test results,” said a 1Driver spokesperson. “Passing the test is an essential step and without it, no license will be issued.” To practice the test online, head to http:// theory.1driver.co.uk

Following the introduction of a diesel/electric hybrid to the 20-strong dedicated vehicle fleet last year, ND has recently brought in two 15.65 m trailers as part of the DfT’s trial. As well as reducing road miles due to the additional four-pallet capacity, the firm said the new trailers are supporting efficiency improvements elsewhere in the network by allowing it to increase the utilisation of outbases that support the Milton Keynes-based operation. “As part of our shared commitment with Mitsubishi Electric to continually optimise efficiency and reduce environmental impact, we regularly
review the fleet to ensure we operate the right mix of vehicles in terms of type, size and age,” said Norbert Dentressangle’s regional general manager, Robin Smith. “Working together, both we and Mitsubishi Electric are willing to invest and make changes to achieve sustainable, long-term cost and environmental savings and continuous improvements.” Originally appointed by Mitsubishi Electric in 2008, Norbert Dentressangle is responsible for the distribution of products, including a wide range of air conditioning units, Ecodan heating systems, factory automation equipment and spare parts to Mitsubishi Electric’s customers throughout the UK and Ireland. The contract uses a mixed fleet of 20 dedicated vehicles alongside specified subcontractors.

raikin has announced a £4 million order for Euro 6 Iveco trucks for its rental operation in a move that brings the company’s total capital investment in new rental vehicles to more than £27 million since the start of 2013. The firm said the new fleet will support its contract hire and fleet management customers, as well as major new rental deals with blue-chip national fleet customers. Fraikin said the self-funded investment ranks among the largest Euro 6 truck orders placed by a UK rental company, with the majority of vehicles set to enter service between December 2014 and January 2015. “Investing in modern Euro 6 rental vehicles is a natural choice for our business,” said Fraikin CEO, Peter
Backhouse. “The Euro 6 trucks will complement our current fleet and help us further reduce both our own and our customers’ carbon footprints.” Backhouse said the vehicles will also help Fraikin future-proof its fleet from possible changes in Low Emission Zone requirements in the coming years. The company said the new trucks will be spread across its network of rental locations. Its Central Rental facility will also make vehicles available to national customers anywhere in the UK. In addition to the truck order, Fraikin said it has invested approximately £400,000 in new 3.5-tonne Daily chassis cabs with Luton Van bodies. These light commercials are expected to be among the first latestgeneration Iveco Dailys to join any spot-hire operation in the country.

he impact of good and bad driving can mean a 25 per cent variance on whole-life vehicle costs, according to a new report. Figures compiled from among the customer base of Chevin Fleet Solutions revealed the best drivers can reduce total costs by 12 per cent below average – but the worst can mean a 13 per cent increase. “There is a growing awareness among fleets about the level of impact driver behaviour can have on overall costs, and these figures underline their concern,” said sales director, David Gladding. “In terms of an average vehicle life cycle, the difference between the best and worst drivers will run into thousands of pounds per vehicle and even on a medium-sized fleet, could mean a total sixfigure variance.” Gladding said the key areas where driver behaviour impacted on vehicle costs were fuel,

maintenance, accidents and vehicle condition. “Generally, fleet managers recognise less-responsible drivers will have higher fuel consumption and cause more wear and tear to their vehicle, resulting in higher SMR costs. “However, there is also a pretty strong correlation between that kind of driver behaviour and increased accident rates, as well as a general level of carelessness about the vehicle that can impact on residual values.” In most fleets, Gladding said, tighter driver controls and an accent on higher levels of personal responsibility tended to have a noticeable impact. “Where employers make it clear that drivers have a high level of responsibility for the condition and use of their vehicle, the level of variance does close. Not completely, obviously, but enough to make a stronger stance worthwhile,” he concluded.
