An end-to-end solution Keltbray’s deep understanding of the end-to-end construction process and focus on quality and certainty through its extensive self–delivery capabilities means it can progress a site remediation or decommissioning project into the next stages of construction for the customer. Specialist engineering and construction services including onward enabling and structural works covering earthworks, basement construction, piling and structural concrete frames can be mobilised, ensuring a seamless interface with the project programme , to ensure the customer’s goals and objectives for the project are not compromised. Safety by design By collaborating with customers at the earliest possible stage of a project, we have a much greater impact on health and safety by identifying, planning for and eliminating risk wherever possible. We work with our customers to design and integrate safety controls during the planning phase of our projects, with the aim of minimising or completely eliminating risk on our sites. Permitting and waste regulations In the UK, any business that produces, handles, or disposes of controlled waste has a statutory obligation to ensure it is managed correctly under Duty of Care legislation and waste regulations. This applies to anyone who imports, produces, carries, keeps, treats, disposes of, or is a dealer or broker that has control of controlled waste.
At Keltbray, we understand that the management and responsibility for waste production is critical to the success of a project. Managing the removal of inert, non-hazardous and hazardous waste, Keltbray champion Waste Regulations (2011), including waste classification through the utilisation of WM3. Furthermore, our in-house haulage division and off-site treatment facilities mean we can provide a joined up supply chain, ensuring compliance and transparency from project inception right through to contractual completion and handover. We are also adept in managing the procurement of environmental permits, licenses, and consents, and have a track record of ensuring expeditious delivery even under the most demanding project timescales. Having a clear appreciation of the regulator’s position means we not only present our submissions in a way that makes it easier for regulators to assess their implications quickly and efficiently, but also helps to ensure compliance at all stages of the delivery process. Keltbray encourages early stakeholder engagement which, depending on the nature of the works, can be either largely customer-led, or autonomously owned by Keltbray. This may involve liaising with various national regulators such as the environment agency, local authorities or privately owned entities.

Industrial decommissioning Keltbray Decommissioning is an industry leader in its field, providing smart engineering solutions to industrial decommissioning projects throughout the UK. We are accredited and highly regulated specialists in the decommissioning of Petrochemical, Pharmaceutical, Energy, Nuclear and Heavy Industry capital assets that have reached the end of their operational lives.
Our decommissioning team ensures we execute projects to the highest safety, health and environmental standards and programme, cost and quality. Keltbray provides specialist expertise from the earliest engagement phases of a decommissioning project covering the period from the initial plant closure to onsite mobilisation. During this stage of the project, characterisation surveys are used to identify the location and quantum of potentially hazardous materials, plants to be cleaned and de-energised, and value engineering opportunities to maximise the return from saleable assets. Keltbray offers a full range of technical and engineering services: First, we will undertake a site visit to enable development and submission of a fully compliant technical and commercial proposal. Once agreed, we carry out the project based on our 3-D delivery approach

Designing and carrying out the decontamination approach, where we provide all environmental, contamination (radiological, asbestos, chemotoxic and biological) and safety case documentation We also define waste routes and provide all contaminated waste management documentation, ensuring confirmation of discharge licenses and routes. We then make sure all contamination and environmental monitoring processes are in place and provide contamination advice, as necessary. Designs of ventilation/containment systems and enabling works may also be relevant in some projects.
PHASE 3: DELIVER
Delivering the plant’s dismantling, decommissioning and site clearance tasks, including the licensed removal and disposal of all waste This is usually done in a live site environment, where minimal disruption is key. Our service gives you access to the competence, skills and experience of an industry-leading decommissioning service. We can also draw on the skills of our in-house support services and specialist supply chain capabilities in areas like high pressure jetting, chemical cleaning, and treatment plants, and can offer access to our disposal outlets. Additionally, we ensure all of your waste is managed in accordance with the waste hierarchy, and our experienced project managers focus on top-tier recovery and the reuse of materials, wherever possible. These activities result in recycling rates on Keltbray projects in excess of 99%, which help minimise waste and maximise the value of the decommissioned assets.

Our detailed understanding of contaminated land and the effectiveness of our remedial solutions enables the most complex and technically challenging projects to be delivered to our customers’ and regulatory authority’s specification. At Keltbray, we are solutions driven and always adopt the best value-based engineering strategies, utilising innovative thinking and modern methods of delivery. We do not have affiliations with any particular technique or technology, which allows us to be flexible and tailor all our solutions to meet the specific needs of the project conditions. Keltbray has more than 40 highly qualified industry specialists, with a collective technical knowledge base in environmental and chemical consultancy to rival any UK competitor. Our people have a wealth of experience working in a number of different environments, including gas works, rail, petrochemical, industrial, and challenging inner city sites. We operate our own Soil Treatment Facility (STF) and Materials Transfer Station under a Mobile Treatment Permit (MTP). As holders of an MTP, we can utilise a wide range of techniques to ensure we deliver the most effective solution. Depending on the Contaminant of Concern (CoC), standalone or bespoke treatment solutions can be designed and built in house.

Soil and construction waste management Keltbray’s contaminated soil and construction waste management services implement the treatment of contaminated materials from brownfield and redevelopment sites, which are then transformed into materials that are suitable for use in restoration projects and new landforms. Specialising in off-site treatment and recovery of construction, demolition and excavation wastes, and operating from strategic locations across the UK, our soil treatment facilities provide a sustainable option for contaminated soils through diverting waste from landfill: – To deliver an innovative waste solution which demonstrates best value for money – To offer a waste service that fulfils defined levels of quality, fostering innovation, managing quality and performance for waste generation – To achieve a pathway to Zero Waste where possible for all waste materials collected

We have the unique ability to utilise both road and river transport due to our strategic investment in wharf sites along the River Thames. Moving materials by barge has multiple benefits over road tipper haulage including reducing carbon emissions, easing congestion on city roads and increasing movement capability. These ISO accredited sites can receive and service waste from a wide range of land remediation, construction and demolition/ decommissioning projects across the UK and manage in excess of 800,000 tonnes of contaminated soils each year. Soils are processed and cleansed using advanced technologies to treat a wide range of contaminants and pollutants. This allows us to maximise the reuse of materials. Contaminant residues are analysed and disposed of safely, compliantly and in accordance with environmental guidelines and legislation. Keltbray is able to draw on the valuable in-house resources of the wider group, including specialist haulage and remediation capabilities. This allows access to additional technical and logistical expertise when required, which significantly increases our ability to complete complex projects sustainably and on schedule.
MATERIALS ANALYSIS AND TREATMENT We have dedicated chemists with expert knowledge and experience of sampling and testing Construction, Demolition and Excavation (CDE) wastes. We are able to offer waste classification and analysis through site visits and sample collection. As a result of our long-standing relationship with one of the UK’s leading fully accredited laboratories, we offer waste classification and analysis, along with site visits and sample collection.
MATERIALS TREATMENT Our bespoke permits ensure that we can accept hazardous and nonhazardous materials with a wide range of contaminants. Using physical and biochemical treatment, we remove contaminants producing a clean material suitable for recovery, using industry-leading soil washing, bioremediation and stabilisation methods. Our Zero Waste policy necessitates that we carry out vigorous analysis before, during and after treatment to ensure compliance.

Asbestos was a popular post-war building material and is still found in many aspects of ageing structures due to its flexibility of form and function. Asbestos and the dust it emits is extremely hazardous and it is essential that the levels and types of asbestos that exist within a project locality are quickly and accurately determined, and then monitored by qualified technicians who can safely handle all industrial asbestos waste categories. Keltbray has a highly experienced, qualified and client-focused team of specialists, and the capability to design an asbestos risk/ hazardous waste assessment and management plan in line with industry regulations. The company has all the required Health & Safety Executive (HSE) licences in place to achieve full regulatory compliance and peace of mind. In addition to the necessary HSE asbestos licences, Keltbray is also ISO accredited for Quality, Environmental and Health and Safety standards, and operates its own licensed transfer stations under Environment Agency Guidelines. Keltbray’s Asbestos Management team offers a dedicated 24-hour Emergency Response service and can quickly mobilise teams of experts to manage and mitigate risk in crises situations.

DECOMMISSIONING
Ferrybridge Power Station Following an intensive tendering process assessed by Scottish and Southern Electricity on a SafetyQuality-Cost basis, Keltbray’s decommissioning team was awarded the 30-month contract as Principal Designer and Contractor. Work commenced on site in October 2018, employing up to 220 staff including subcontractors. The works scope involves the removal of all hazardous materials, mainly asbestos, and the phased demolition of all other structures to grade level. Demolition of the main heavy steel structures is being carried out utilising a combination of heavy demolition machinery and the controlled use of Linear Shaped Cutting Charge (LSC’s) explosives. Only five of the eight cooling towers are to be demolished – the first being carried out in July 2019 by blasting both the Shell and Legs to enhance directional control of the collapsing structure. This tower was in a relatively unconstrained location and was demolished in advance of the main event to trial the proposed Shell and Legs demolition methodology. Having proven the design, the remaining 4 towers, two of which were very close to overhead HV lines, were demolished in October 2019 with test blasting of LSC’s also carried out that day. The Cooling Towers all collapsed in accordance with the design, 95% of the shell superstructures falling inside the base pond perimeter walls. The LSC test blasting on representative box columns with steel thickness up to 68mm also yielded the required results. The material from the Cooling Towers, in line with Keltbray’s recycling philosophy, will be crushed and reused on site. A program of works will see the demolition of the remaining structures including the main boiler house, two 198-metre tall chimneys and the barge unloader, which is situated nearby on the banks of the River Aire. The success of the project thus far has been the result of close collaboration between the project teams of Keltbray and SSE and the good co-operation of the major subcontractors. 26

SOIL AND CONSTRUCTION WASTE MANAGEMENT Keltbray provides a full range of outlet options for construction materials using transparent audit trails. Following chemical analysis to determine composition and identify any hazardous components, materials are classified in accordance with the waste classification codes, including List of Waste (LoW), the European Waste Catalogue (EWC) and Hazardous Waste Regulations. As a forward thinking organisation, we utilise innovative techniques that are project-bespoke depending on treatment requirements, and can include physical separation (screening), chemical or biological methods. Keltbray’s team of scientists and professionals are qualified in line
with CIWM/WAMITAB Operator Competence scheme in waste management and provide independent laboratory testing services that are accredited to UKAS ISO 17025 Standard and the Environment Agency MCERTS (for soils) scheme for quality and compliance purposes. While road transport will always be integral to its service offering, the company is increasingly exploring a range of diverse sustainable ways to service customers. In London, the convenience and effectiveness of the River Thames is exploited with waste being barged to treatment sites to reduce carbon emissions and save resources. This methodology has proved highly efficient and effective on the Thames Tideway Tunnel Project.

REMEDIATION
Worthy Down Barracks Keltbray successfully completed the complex remedial works at the Worthy Down Barracks (5km north of Winchester, Hampshire), consisting of approximately 52 hectares of land occupied by an existing MOD facility and an area of adjacent agricultural land. The works were part of Project Wellesley, the MOD’s redevelopment of land and the existing military training camp (Worthy Down Camp). Numerous historic investigations and studies dating back to 2009 identified widespread Asbestos Containing Materials (ACM) and free asbestos fibres in excess of acceptable human health concentrations in the made ground and shallow soils across the site. Hotspots associated to specific point sources such as underground storage tanks were also identified with elevated concentrations (above relevant screening criteria) of Poly Aromatic Hydrocarbons (PAHs), Total Petroleum Hydrocarbons (TPHs) and Lead were also identified as requiring remedial measures to mitigate the ongoing and future risks from these contaminants. The remediation strategy involved breaking the Pollutant Linkages (PLs) through the widespread excavation of the impacted made ground, which in turn allowed for the installation of a certified break / engineered cover system to be installed within the construction makeup. Earthworks levels required to facilitate onward redevelopment of the site were used to guide excavation depth with reference to the minimum thickness of engineered cover system that was required. In addition to the engineered cover system, remediation was delivered within ‘service corridors’ to allow third party contractors to install services and general utilities without the risk of encountering potential asbestos containing materials. The Worthy Down ‘Project Wellesley’ Scheme represents the largest of a number of enabling and remediation schemes delivered by Keltbray as a specialist remediation service provider. 28

ASBESTOS AND HAZARDOUS WASTE MANAGEMENT
Battersea Power Station Keltbray was contracted to undertake both licensed and non-licensed asbestos works which included removing Durasteel panels, asbestos pipe lagging and asbestos dust residue and debris from various pipeworks, floor penetrations, floors and walls throughout the Power Station complex. Quantities of asbestos removed: – Pipe lagging: 5000 linear metres – Asbestos residue to walls and floors: 10,000m² – Durasteel panels 5,000m² Much of the works were undertaken within the confines of sealed enclosures, placed under negative pressure and whilst the magnitude of the site afforded us the opportunity to create expansive enclosures (the largest = 10,000m³), we also needed to ensure that we would be able to
control air flow so we remained compliant with HSE requirements and our own internal procedures. Works were undertaken within a live environment with many contractors on site, which required pre-commencement and inprocess communications with all other associated stakeholders to ensure all were aware of the extent of our works. We also ensured suitable barriers, warning signs and information boards were put in place. The confined space elements of work require extensive pre-commencement training and permit to work protocol. All equipment was in accordance with our procedures and fully maintained throughout our works. As additional works were discovered throughout the project, our management team required the necessary resources on a daily basis to ensure all works were completed in accordance with our works programme.
