The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

For fleet racing, RRS Appendix P, Special Procedures for Rule 42, will apply.

Classes Europe, 420er and Pirat only: Every boat shall carry a floating rope. It shall be of sufficient strength, at least 15m in length, and a diameter of not less than 8 mm to tow several boats.

Die Veranstaltung wird nach den aktuellen Wettfahrtregeln (WR) – Segeln – gesegelt.

Der Anhang P, Sofortstrafen für Regelverletzungen nach RRS Regel 42, kommt bei Flottenrennen zur Anwendung.

Bei unterschiedlichen Interpretationen ist der englische Text maßgebend.

Nur Klassen 420er und Piraten: Jedes Boot muss eine Schwimmleine, mind. 15 m lang und ausreichend stark, mindestens aber 8 mm Durchmesser, an Bord haben, um mehrere Boote schleppen zu können.

Nur Europe Klasse: Es wird auf Klassenregel 4.1 (iv) (c) hingewiesen.

Jury-Hearings können nach dem Arbitration System verhandelt werden.

2. ADVERTISING AND BOW NUMBERS

Boats may be required to display bow numbers and advertising chosen and supplied by the Organizing Authority.

Boote können aufgefordert werden, Bugnummern und Werbung zu zeigen. Dieses wird vom Veranstalter zur Verfügung gestellt.

3. ELIGIBILITY AND ENTRY

All races of the LJM are scored as “Landesjugend-“ and “Landesjüngsten Meisterschaft“.

Competitors and coaches shall enter by completing the online entry form on the event website www.kyc.de and paying the required fee. Entries must be received not later than 11 August 2014 to qualify for the “Early Entry Fee”.

Competitors under 18 years of age shall present a signed and completed parent or legal guardian‘s declaration at registration. The form is available for download on the event website: www.kyc.de.

Minderjährige Teilnehmer unter 18 Jahren müssen eine von ihren Eltern (Erziehungsberechtigten) unterzeichnete Einverständniserklärung vorlegen. Die Vorlage steht zum Herunterladen auf www.kyc.de zur Verfügung.

Wenn in den Optimistenklassen A+B die Anzahl der Meldungen die Meldebeschränkung in Höhe von 100 Meldungen am 11. August 2014 um Mitternacht überschreitet, wird das folgende Procedere angewandt: 3.4.1. Die Reihenfolge der Meldungen wird auf Grundlage der Deutschen Rangliste mit Stand vom 11. August 2014 festgelegt (Meldebeschränkungsfrist).

3.4.2. Es gibt keine Meldebeschränkung für internationale Teilnehmer.

For the event Optimist in which the number of application exceed the event quota of 100 entries on midnight 11th August 2014 the following procedure will apply:

Registration for competitors, coaches and team leaders is scheduled to begin 1600 hrs on Friday, 29 August 2014 at the Check-In. The Opening Ceremony is scheduled for 0930 hrs on 30 August 2014 at the Kiel-Schilksee Olympic Center.

The first briefing for coaches, team leaders and crews is scheduled right after the Opening Ceremony.

The warning signal for the first race will be no earlier than 1200 hrs on Saturday, 30 August 2014.

There will be a warm dish (with costs) on Saturday evening. This can be ordered via the entry system www.manage2sail.com.

On the last day of racing, no warning signal will be made after 1400 hrs.

Teilnehmer, Trainer und Teamleiter können sich Freitag, den 29. August 2014, ab 16:00 Uhr am Check-In registrieren.

Die Eröffnungsfeier findet am 30. August 2014 um 09:30 Uhr im Olympiazentrum Kiel-Schilksee statt.

Die Steuerleutebesprechung findet direkt im Anschluss an die Eröffnungsfeier statt.

Das Ankündigungssignal für die erste Wettfahrt am Samstag, den 30. August 2014, wird nicht vor 12:00 Uhr gegeben.

Am Samstagabend gibt es ein warmes Abendessen (kostenpflichtig). Dieses kann über das Meldesystem www.manage2sail.com mitbestellt werden.

Am letzten Wettfahrttag darf kein Ankündigungssignal nach 14:00 Uhr gegeben werden.

10.2. The race office will be at the Kiel-Schilksee Olympic Sailing Center, Kiel-Schilksee. Addendum B shows the location of the regatta harbour.

10.3. The racing area will be Kiel Bay, Kiel-Schilksee. Addendum A shows the location of the course areas.

12.1. For the class 29er RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

12.2. An International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5.

13.1. All support boats shall be registered with the Organizing Authority and will be required to comply with local legislation and event support boat regulations. The Organizing Authority may refuse registrations and accept later registrations at their sole discretion.

13.1. Alle Trainerboote müssen registriert sein, die geltenden gesetzlichen Bestimmungen, Auflagen und die Coachbootregeln der Veranstaltung erfüllen. Der Veranstalter kann Registrierungen zurückweisen und spätere Registrierungen nach eigener Einschätzung zulassen.

Coachboote mit Teamleitern, Trainer und anderen Personen müssen außerhalb der Bahngebiete sein, in denen Boote vom Zeitpunkt des Vorbereitungssignals der ersten Startgruppe bis zu dem Zeitpunkt, an dem alle Boote durch das Ziel gegangen sind, oder die Wettfahrtleitung eine Startverschiebung, einen Gesamtrückruf oder einen Abbruch signalisiert hat.

13.3. Alle Trainer und Begleitpersonen müssen Auftriebsmittel tragen, die im guten Zustand und in Übereinstimmung mit den freigegeben Spezifikationen der ISAF angeschlossenen nationalen Verbände oder hoheitlichen nationalen Prüforganisationen sind. Der Fahrer muss zu jeder Zeit über den Quick-Stopp mit dem Boot verbunden sein.

13.2. Support boats with team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first fleet to start until all boats have finished or the Race Committee signals a postponement, general recall or abandonment.

13.3. All coaches and other support personnel shall wear personal flotation devices which are in good condition and are in accordance with the specifications issued or approved by the national authority affiliated to the International Sailing Federation, or a standards organisation, a certification authority, recognized for the purpose by its respective government. Except in an emergency, a boat shall neither make nor receive radio transmissions, text messages or cellular phone calls while racing.

19.1. Point prizes will be awarded to the best three scored boats of each class.

20.1. By participating in the event LJM competitors automatically grant to the Organizing Authority and their sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

20.2. Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the Organizing authority.

20.3. The top three competitors as well as the individual race winners may be required to attend a media press conference each day.

Durch die Teilnahme an der LJM übertragen die Teilnehmer den Veranstaltern und ihren Sponsoren entschädigungslos automatisch das zeitlich und räumlich unbegrenzte Recht für die Nutzung von Bild-, Foto-, Fernseh- und Hörfunkmaterial, das während der Veranstaltung von den Athleten gemacht wurde.

20.2. Teilnehmer können aufgefordert werden, Kameras, Mikrofone oder Positionierungssysteme an Bord zu montieren. Dieses Equipment wird von den Veranstaltern gestellt.

20.3. Die drei bestplatzierten Teilnehmer sowie einzelne Tagessieger können aufgefordert werden, täglich an einer Pressekonferenz teilzunehmen.

20.4. Teilnehmer können aufgefordert werden, bei der Regatta Interviews zu geben.

21. LIMITATION OF LIABILITY – COGNOVITS CLAUSE

The skipper is responsible for the qualification and the correct nautical conduct of the crew as well as for the suitability and the transport-safe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to cancel the event.

This does not constitute any liability by the organizer towards the participant, if the reasons for the changes or the cancellation do not result from a wilful or grossly negligent behaviour of the organizer. In case of a violation of obligations that do not constitute primary or material contractual duties (cardinal obligations), the liability of the organizer for financial and property damages incurred by the participant during or in connection with the participation in the event and resulting from a conduct of the organizer, its representatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs due to minor negligence, the liability of the organizer is limited to foreseeable, typical damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use - from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective racing rules of the ISAF incl. addendums DSV, the administrative regulations regatta-sailing and the articles of association of the DSV, the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognized.

Eine Haftung des Veranstalters, gleich aus welchem Rechtsgrund, für Sach- und Vermögensschäden jeder Art und deren Folgen, die dem Teilnehmer während oder im Zusammenhang mit der Teilnahme an der Veranstaltung durch ein Verhalten des Veranstalters, seiner Vertreter, Erfüllungsgehilfen oder Beauftragten entstehen, ist bei der Verletzung von Pflichten, die nicht Haupt-/ bzw. vertragswesentliche Pflichten (Kardinalpflichten) sind, beschränkt auf Schäden, die vorsätzlich oder grob fahrlässig verursacht wurden. Bei der Verletzung von Kardinalpflichten ist die Haftung des Veranstalters in Fällen einfacher Fahrlässigkeit beschränkt auf vorhersehbare, typischerweise eintretende Schäden.

Soweit die Schadenersatzhaftung des Veranstalters ausgeschlossen oder eingeschränkt ist, befreit der Teilnehmer von der persönlichen Schadenersatzhaftung auch die Angestellten - Arbeitnehmer und Mitarbeiter - Vertreter, Erfüllungsgehilfen, Sponsoren und Personen, die Schlepp-, Sicherungs-, oder Bergungsfahrzeuge bereitstellen, führen oder bei deren Einsatz behilflich sind, sowie auch alle anderen Personen, denen im Zusammenhang mit der Durchführung der Veranstaltung ein Auftrag erteilt worden ist. Die gültigen Wettfahrtregeln der ISAF inkl. der Zusätze des DSV, die Ordnungsvorschriften Regattasegeln und das Verbandsrecht des DSV, die Klassenvorschriften sowie die Vorschriften der Ausschreibung und Segelanweisung sind einzuhalten und werden ausdrücklich anerkannt.

21.2. Es gilt das Recht der Bundesrepublik Deutschland.

Each participating boat shall be insured with valid (and for the racing area suitable) third-party liability insurance with a minimum cover of 3,000,000 Euro per event or the equivalent.

Jedes teilnehmende Boot muss eine Haftpflichtversicherung, die mindestens Schäden im Wert von 3.000.000 Euro deckt, vorweisen können.

23.2. Klassen- und Stegfeste sowie private Partys im Hafenvorfeld während der Veranstaltung sind vor Beginn der Veranstaltung beim Veranstalter anzumelden und bedürfen dessen Genehmigung.

23.3. Parken: In der Nähe des Olympiazentrums Kiel-Schilksee sind ausreichend Parkmöglichkeiten für Fahrzeuge vorhanden. Folgen Sie bitten den Verkehrszeichen.

23.3.1. Das Belassen von Fahrzeugen oder Trailern im Hafengelände ist nicht gestattet.

23.4. Liegeplätze sind auch im Hafen Strande möglich. Hier fallen jedoch Kosten an, die vom Eigner selbst zu tragen sind und nicht vom Veranstalter erstattet werden.

23.5. Die Veranstalter weisen darauf hin, dass Führer von Schlauch- oder sonstigen Motorbooten den Sportbootführerschein See bei Ausländern den entsprechenden Führerschein ihres Heimatstaates besitzen müssen.

23.6. Die gesetzliche Höchstgeschwindigkeit in der Strander Bucht beträgt 10 kn.

A camping site for tents and caravans is available north of the Kiel-Schilksee Olympic Sailing Center. A reservation in advance is neither possible or necessary!

Für Teilnehmer steht ein Campingplatz für Zelte und Wohnwagen/Wohnmobile nördlich des Olympiazentrums in KielSchilksee zur Verfügung. Eine vorherige Reservierung ist nicht möglich und nicht nötig!
