T
his publication is part of the dawning of a new era for the Greater Killeen Chamber of Commerce. Last year we conducted an exhaustive strategic planning process for this organization. When all was said and done, it was obvious to our leadership that the philosophy, culture and business model must change. And, those changes must occur with a sense of urgency because of the challenges we face.
“When all was said and done, it was obvious to our leadership that the philosophy, culture and business model must change.” We face at least five challenges. First, our existing model requires time. Our members don’t have it. They don’t have time to attend meetings and events, read emails, etc. People now work more hours in a year than they did in 2000 – by a significant amount. Second, individuals and companies expect a return on their dues investment. The new model must provide real value. Third, multiple generations are present in communities and in the marketplace. All do business and participate differently. Each has different expectations. A one size fits all model will fail. Fourth, technology is pervasive and has evolved to offer virtually every association deliverable and function. And fifth, competition from the internet and the growth of associations serving business and professions has grown dramatically. So, what do we do about it? Here is the strategy. Drop the one size fits all model. Adopt a model where investors buy custom designed sets of products and services that meet their unique needs. Recognize that investor needs from the chamber are different. Segment investors based on their needs so that those needs can be met. Stay relevant by asking investors to help design products and services by looking forward toward business needs of the future. Sarah Sladek recently wrote a book entitled, The End of Membership As We Know It. Mary Byers and Harrison Coerver recently wrote a book entitled, The Race To Relevance. The premise of each was that the future of associations is at significant risk. We agree with them. The future for the Greater Killeen Chamber of Commerce must be characterized by rigorous and constant innovation and reinvention. Join us. It should be a fun journey ….in these changing times.

Chambers of Commerce are rooted in their historical role as the nexus of a business community. Traditionally, if a business wants to introduce themselves, build business relationships, or be influential, a Chamber of Commerce was the place to do it. This role still remains, but the world has changed. If a restaurant can’t harness social review sites such as Yelp and Google, they may fail. If a company can’t convince the employees they need to move to the city they operate in, they may fail. If a business can’t grapple with state, federal, military, or even global factors that affect their business, they may fail. This is the role that the Greater Killeen Chamber of Commerce plays: To develop products and services that meet the needs of businesses operating in a world of globalization, constant change, and interconnectivity.

Different businesses need different things, and membership packages address this reality by bringing customization to each member.” The 2013 strategic planning undertaken by the GKCC Board of Directors was focused on harnessing a new Chamber by thinking about the future, the realities businesses will face in it, and building a new Chamber from the ground up that meets investor needs. Only by meeting investor needs will there be a successful Greater Killeen Chamber of Commerce. Th is is why we have four tiers of membership: Membership Packages, Business Builders, Leadership Investors and Killeen 2.0 Investors.
Membership Packages allow a membership to be built on exactly the products and services that a business uses. Different businesses need different things, and membership packages address this reality by bringing customization to each member.
Business Builders want an active chamber experience, where they can expand their network beyond mixers by participating in Business Councils or the Business Builder Academy. Business Builders receive several products and services complementary.

MEETING ECONOMIC DEVELOPMENT COMPETITION BY JOHN CRUTCHFIELD Greater Killeen Chamber of Commerce, President/CEO
Off and on for over forty years, I have worked at economic development in many different jobs and in many different communities. One constant fact has held true over all those years. The term economic development means different things to different people in different places. This is troubling because economic development is constantly discussed in most every community. There are questions asked. Opinions are ventured. Debates rage. Often, the result is nothing. Before a productive discussion can occur, before plans can be made, before progress can be achieved, it is important that people are talking about the same thing. This is the first of several articles in my attempt to get the chamber’s investors on the same page.

Defining Economic Development The best way to define economic development is to identify when it occurs. It occurs when capital is invested. More precisely stated, it always occurs and only occurs when capital is invested. It is the investment of capital that causes the economy to develop or to grow larger. How so, you ask? Simply put, the only reason that capital is invested is to produce a product or service for which someone is willing to pay the right price. The right price is that at which the investor expects to get their invested capital back plus a profit for taking the risk of investing. At the end of the day, the investor has more capital in hand than originally invested if the investor placed his or her capital at

risk in an intelligent manner. There are no guarantees for the investor. When we use the term investing capital, we mean that contractors are paid to build things. Suppliers are paid to supply things. Workers are paid salaries and provided with benefits. Taxes are paid to political subdivisions. This is the definition of economic development. And, this is the creation of wealth.
So, how do we meet that competition? It is a certainty that you will not be successful without a strategy. There are several keys to a successful strategy.

Focus on becoming the kind of community, state or nation where investors want to invest their capital. In
general, investors are looking for places where the risk is lowest. This means places where the elements for success already exist and where the business environment is stable and predictable.
REGARDLESS, CAPITAL INVESTMENT IS THE KEY TO ECONOMIC DEVELOPMENT. IT IS DESIRED BY COMMUNITIES BECAUSE IT PROVIDES THE REVENUE TO CREATE A HIGHER STANDARD OF LIVING FOR PEOPLE AND FOR COMMUNITIES, HOWEVER THAT MIGHT BE DEFINED. Not all capital investment produces the same level of economic development. Investment that produces products and services for which a purchaser will pay an amount that includes a return of some part of the principal investment and a profit will produce a high level of economic development because that principal and profit can be reinvested so that it turns over a number of times in the community. The dollars change hands many times. On the other hand, tax revenues that are invested in infrastructure are often not earned back nor is there a profit earned. In this case, the resultant economic development is less because the dollars change hands fewer times in the community. Regardless, capital investment is the key definition of economic development. It is desired by communities because it provides the revenue to create a higher standard of living for people and for communities, however that might be defined. Just as water flows down the path of least resistance, capital follows a path to the highest rate of return. This makes economic development a competitive process. Because it is competitive, it can be very expensive. Thousands of communities, states and countries vie to get the attention of those with capital to invest.

Focus on marketing to specific targets that suit your community, state or nation. You have to know your
strengths and weaknesses. And, you have to match those strengths and weaknesses to your target. It does no good to entice an investment that fails. You have to engage in win-win deals. The investment has to be good for the investor and for the community, state or nation. If it is not, the reputation you earn may not be good and it may not go away for a long, long time.

Understand the incentive process and use it wisely. Investors learned long ago that they bring value to a
community, state or nation. They expect incentives to be available - maybe not in all cases but in many of them. I would argue that the best way to view this is that it is not a good thing or a bad thing but it is a thing that you have to manage if you want to be successful. We will discuss each of these factors and more in upcoming issues - as we meet the economic development competition. t

Affecting Public Policy BY DR. ROBERT MULLER Killeen Independent School District, Superintendent Greater Killeen Chamber of Commerce, Sector Chair of Public Policy
S
tudies indicate that investors in the chamber of commerce expect two things. First, they expect the Chamber to stand up for them on issues that impact their bottom line. Issues like overregulation, taxation and unfunded mandates. Second, they expect the chamber to drive economic development and job growth.
Over the past several months, we have been busy re-engineering the way we do business so that we can play a more effective role in the public policy arena on behalf of our investors and members. We believe that our investors expect this chamber to be the voice of business locally and regionally. The Chamber’s focus is on achieving several broad objectives. First, protect and grow Fort Hood. Second, create and grow an education complex from kindergarten to graduate school that will meet the needs of our 21st century community and its employers. Third, create and retain jobs. And fourth, improve the image of the community. It is a fact that the achievement of each of these objectives will require collaboration with many allies. It is also a fact that each of these objectives is impacted in some way, often dramatically, by public policy. Our Governmental Affairs Committee has been transformed into a Public Policy Council. The council will address issues that impact the region’s competitiveness and quality of life. It will create and execute strategies designed to unify the voices of business, community and economic development leaders on important policy issues. The council will be made up of volunteers and subject matter experts on issues such as transportation, workforce development, education, military affairs, community development and local, state and national affairs.

The council will work in these general areas: PLANNING
COMMUNICATIONS
Investors and members are all different. There are hundreds of issues that affect them. We know there is a great difference of opinion about what is important and what position investors want the Chamber to advocate on those issues. It is important that we create mechanisms to determine which issues and positions get priority. We will accomplish this by gathering input from investors and analyzing that input in a fair and balanced manner against the mission of the Chamber. This will take hard work.
Council members will communicate and inform. They will monitor the status of public policy issues and make strategic decisions about when and how to act in the short term. They will create an electronic mechanism to call our members to action at the appropriate time including gett ing out the vote.
Public Policy decisions are often made on schedules driven by the legislative processes of political subdivisions. Sometimes these processes are known and predictable. Frequently, these processes are fluid and difficult to predict. It will be necessary to create mechanisms to permit the council to act smart and fast often at times when the opportunity presents itself. To create speed and flexibility, the council will create two additional tools. First, they will write public policy/legislative agendas, approved by the Chamber’s board of directors. These agendas will state the Chamber’s legislative priorities and our position on each at the local, state and federal level. They will be shared with our membership and elected officials. This will be done in advance of the need for action to be taken on an issue. The second are Public Policy Guiding Principles, approved by the Chamber’s board of directors, to give the council the authority to establish, communicate and act on issues with speed and agility as they arise.
Over the long haul, the council will inform and educate members and elected officials about how the political process impacts business. The council will provide legislative updates at appropriate Chamber functions. And, the council will develop content to include in Chamber publications, such as this magazine and newsletters.
ADVOCACY AND RELATIONSHIP BUILDING Effective advocacy is about building relations with legislators and their key staff. It is important that they know you and ultimately check with you before voting on any legislation. That is when you know you are dialed in. Effective advocacy is where you make direct contact with legislators and talk about issues. Effective advocates know both sides of an issue and can explain why their side is the right side. It is important that we actively advocate for and cause directors and investors to become active in the passage of key issues. It is also important that we work in a collaborative manner on issues of common interest so that our voices are more clearly heard in Austin, Washington and here at home. We will do this through relationships that we proactively build based on mutual trust and open, honest, two-way communications. Organizations such as the Texas Association of Business, the Heart of Texas Defense Alliance, the Association of the U.S. Army and others are natural allies and are important to us.

EVENTS One effective way to build relationships is through quality events. Quality events provide a forum for elected leaders to get to know community leaders and members. They put faces on the issues. Quality events are a venue where community needs can be discussed among community advocates and local, state and federal officials. And, quality events can serve to inform the business community about issues impacting business and economic vitality. We are planning quarterly luncheons featuring state and federal speakers. We will launch our first ever State of the City and Region Event. We will hold an Education Conference and a conference on military relations. And, we will again organize a legislative familiarization tour early in the Texas Legislative Session. Our legislative familiarization tour is planned with our elected members of the Texas legislature. It is designed to help them gain the support of their colleagues on issues important to us. The tour brings members of the legislature,

Jobs, tax bases, the price of a house, or the presence of industry are all traditional indicators with which we measure economic growth, and they remain as vital today as they ever were. Markets are a lot like cities, however, in that they are far from static and predictable creatures. When an economy begins to change how it operates, the ways in which we evaluate its success begin to change as well. This “new” economic model is alive and well in Texas, and cities are looking for new and more capable ways to think about, talk about, and engage with a changing marketplace. It is a marketplace that looks a lot less like a manufacturing plant and more like an attorney’s office, or a graphic designer’s soft ware, or a heart surgeon’s operating table. Several factors can drive progress in a community, but technology innovation and the effects of globalization influence all of them. As this influence becomes more pronounced it reveals that people, or rather the creativity and talent that reside within people, increasingly power the economy. So what exactly happens in a “knowledge” economy, and how does a community prepare to compete in one? The answers, not surprisingly, are “an awful lot” and “very carefully,” and the investigation into them is a part of our work that we at the Chamber affectionately refer to as “Place Design.”
It is about exploring the decisions that communities can make in an effort to both diversify their economic base and attract creative, talented professionals to their city limits. It is about a community’s character.
It is about why authenticity is not just something that’s nice to have but is in fact an economic driver in its own right. It concerns itself with the space where quality of life gives way to a quality of “something else.” It might be something else less tangible but no less vital to the success of a community. The mission of the Place Design Team is “to foster a place that is authentic, inclusive, courageous, healthy, and proud so that our community thrives.” It is with this mission in mind that we look forward to sharing our work with you right here in this space, exploring all of the collaborative ways in which we can embrace the “place” right here in Killeen, together. □

BELL COUNTY
Bell County
Overview Located in the heart of Central Texas, Bell County offers a little bit of everything. From the big city amenities of Killeen, to the famous live music of Belton, to the eclectic offerings of Salado, Bell County has something for everyone. Of the 254 Texas counties, Bell County is 16th largest with a population of more than 323,000 and is home to 18 different communities. Killeen is the county’s largest city, followed by Temple, while Belton serves as the county seat. Bell County comprises some 1,055 square miles and between 41 and 50 percent of the land in Bell County is considered prime farmland. The area currently comprising Bell County has been the site of human habitation since at least 6000 b.c. and early settlers found a rich wildlife population of deer, wild turkeys, wolves, bear, buffalo, antelope, wild horses, ducks, geese, wild hogs, and an occasional alligator. While the buffalo, bear, and hogs were hunted to extinction in the county in the nineteenth century and the last alligator was killed in 1908, Bell County still provides habitat for many wild species. The area was first settled in 1834 and the county was officially formed in 1850. By 1870 the county had a population of nearly 10,000. The growth of the Fort Hood-Killeen area was matched by developments in the rest of the county. Bell County's population shot up to 73,824 in 1950, and increased by 27 to 32 percent every decade thereafter, to reach more than 310,000 in 2014. Belton, home to an estimated 19,000 people, houses the county’s goverment. New residents continue to be drawn to Belton by outstanding

schools, great parks and by the University of Mary Hardin-Baylor, also located in Belton. Chartered by the Republic of Texas in 1845, the historic college campus provides both students and area residents with educational, cultural and recreational opportunities. Providing a natural backdrop to historic Belton are over 160 acres of parkland located throughout the city. Situated along Belton Lake, Belton is a city abounding with parks and recreational opportunities. The beautiful Nolan Creek meanders through central Belton where residents and visitors can enjoy a walk along the Nolan Creek Hike and Bike Trail.

Temple boasts the county’s second largest population at more than 60,000. Like Killeen, Temple was also founded as a railroad town in the 1800’s but has grown to become so much more than that. Today, Temple is known as one of the nation’s outstanding medical communities and a small city offering a number of arts and retail amenities not typically associated with a smaller community. Over the years, many members of the community have worked together to welcome visitors, attract conventions and market Temple as the central meeting point that it is. While the village of Salado may be small, it has character the size of Texas. The city was an original stop for the stage lines and was home to the first coeducational college in the state of Texas. Today, this small community is the art hub of Bell County. The Main Street vicinity is a lively marketplace with over 60 shops and artists galleries. K
illeen and its surrounding area is a unique place where you’ll find all the amenities of a large city but with small town Texas charm and plenty of southern hospitality.
Killeen was founded in 1882 as a shipping point for agricultural products grown in about a 20-mile radius. The town was platted by the Gulf, Colorado & Santa Fe Railroad and named for railroad official Mr. Frank P. Killeen. The town established all of the necessary services to serve a large rural area along with its own residents. Merchants, doctors, lawyers and other professionals came to town. Schools were established, a government was put in place, and a chamber of commerce was organized to undertake the task of building an infrastructure for the busy agricultural center. By 1940 the population had climbed to 1,265. Then in 1942 the boom hit with the establishment of Camp Hood, a military post serving as a tank destroyer center. After the United States became involved in World War II, there developed a need for a military post to train Soldiers in tank destroyer tactics and the area west and north of Killeen was chosen by the U.S. Army. The initial installation covered 160,000 acres and cut out most of the best farming country that Killeen catered to so
community. It has been said that the strength of our nation is the Army. The strength of the Army is the Soldier. The strength of the Soldier is the family. And, the strength of the family is the community. Here, members of the military and their families are not only defenders of our freedom, but they are neighbors, friends and active participants in all that we do.

the economic base quickly shifted from agriculture to military. By 1950 the population had jumped to 7,045 and the Department of the Army declared the Killeen military installation as a permanent post making it officially Fort Hood. From that day forward it was the city’s mission to make this area the best place for military families and civilians to live. With tremendous economic growth, Killeen spread its trade area to cover a 100-mile stretch of Central Texas and continues to sustain heavy growth and development. During the decade of 2000 to 2010, the population grew by 45% and is estimated at more than 134,000 in 2014.
We learn much from our military neighbors. We learn about loyalty, duty, respect, selfless service, honor, integrity and personal courage. Over the past decade, we have also learned much about resiliency – the ability to handle set-backs and still reach our full potential. This is a place where you can build a future. Killeen is located in one of the fastestgrowing economic corridors in the nation – an hour’s drive from Austin, and just three hours from San Antonio, Houston and Dallas. This community boasts a growing, diverse population which is younger and better educated than the state average, living in a tolerant community, with low barriers to entry. We have a strong talent pool, especially the group of skilled veterans separating from the U.S. Army at Fort Hood, and good public education through a strong independent school district,
accessible, user friendly community colleges and a brand new, upper level, stand-alone, state-supported university. This community also offers a robust transportation system consisting of good highways, rail and the Killeen-Fort Hood Regional Airport. While Killeen has many wonderful attributes, it is clear that the people are what make this place truly special. Because of Killeen’s close relationship and proximity to Fort Hood, we enjoy a wonderfully diverse and unique population full of talented individuals ready to welcome newcomers and visitors alike. At $127,800, Killeen’s median home price is about 26% lower than the state average, offering our residents plenty of options for quality, affordable housing.

Try getting all this in a big city, you may need to add a few more zero’s to the prices. The area also continues to develop more upscale apartment living communities with full feature amenities like workout rooms, pool and sauna areas, entertainment areas and private parking areas; a great way to meet some of your neighbors or just relax after a hard day’s work and not have to worry about cutting any grass. The average rental prices are from about $600 to $1,000 a month, depending on the number of bedrooms.
The new Texas A&M University-Central Texas has attracted a host of new developments in the south part of the city, not only new homes but new dining and entertainment areas. There you will also find new highway expansion projects that easily connect to other parts of the city, the Killeen airport and some of the neighboring cities, including the Georgetown and Austin areas. The Killeen area is fortunate to have plentiful education opportunities from grade school all the way through strong graduate programs.

Young students have the option of attending the strong program provided by Killeen Independent School District (KISD) or may choose a private school alternative. Upon high school graduation, students are able to continue their education at the University of Mary Hardin Baylor (UMHB) or Central Texas College (CTC) who has partnered with Texas A&M University-Central Texas (TAMUCT) to provide a seamless path to an affordable Bachelor’s Degree. Both UMHB and TAMUCT also offer graduate level programs in several areas of study. KISD’s achievements and purpose make it truly one of a kind in both Texas and the nation. KISD serves Killeen, Fort Hood, Harker Heights, Nolanville and the surrounding rural areas. More than 50% of all KISD students are military-connected, and since the start of the wars in Iraq and Afghanistan, several thousand students have had one or both parents deployed in our nation’s defense. Through targeted support programs, KISD helps meet the student’s social and emotional needs before, during and after deployments. Killeen ISD is the 26th largest school district in Texas with an enrollment of approximately 40,000 students. Students attend 32 elementary campuses (grades Pre-K–5), 11 middle schools (grades 6–8), four high schools (grades 9–12), two alternative schools, one career and technology center and several specialized campuses. The district has again received the “Superior Achievement” designation, the highest designation under the Financial Integrity Rating System of Texas (FIRST). Under the state’s accountability system, the district has been rated “Recognized”,

the second highest accountability rating. KISD has a total staff of 5,607. The staff is composed of 253 administrators; 459 professional support staff; 2,724 teachers; 1,230 secretaries and instructional aides; and 941 classified employees. In operation for over forty years, Memorial Christian Academy is one of Killeen’s private school alternatives. Located at 4001 Trimmier Road, MCA is the only accredited private school in the area that serves grades K-12. The Academy also offers a full day Preschool program for 3 and 4 year old children. MCA generates a significant amount of economic activity each year for the local area, and serves on the Non-Profit Council of the Killeen Chamber. Academic scholarship, leadership development, and spiritual formation are all important focuses at MCA. Small class sizes allow teachers to maximize each student’s strengths and help them improve on their weaknesses. The curriculum reflects Christian values, using both Christian and non-Christian publishers. Students learn on a fully equipped campus which houses a science lab, computer lab, and gym on the grounds of Memorial Baptist Church. The Academy offers a full athletics and competitive student activities program as well as a clubs program to help round out a student’s experience. Before and after care is available for enrolled students.
Central Texas College, a public, two-year community college located between Killeen & Copperas Cove, offers
telecommunications. Newer programs of study include hospitality management, homeland security, teaching and emergency medical technology. CTC caters to the needs of both full-time and part-time students by offering daytime, evening and online courses. CTC and the Killeen and Copperas Cove Independent School districts allow high school students to take college-credit classes at their high school campus as well as on the CTC campus through dual credit initiatives. CTC continues to upgrade existing facilities and construct new buildings. In spring 2011, CTC opened its new 85,000-square-foot nursing center. The facility costs nearly $23 million and is shared with Texas A&M University-Central Texas and Metroplex Hospital. CTC also opened a new 48,000-square-foot campus center which houses the campus bookstore, student dining facility and community meeting rooms. In the past 10 years, CTC has added an $8.6 million, 64,000-squarefoot Technology Center that houses the Mayborn Planetarium and Space Theater, an $8.2 million, 54,000-square-foot Natatorium and Physical Education Center and a $2.6 million, 18,000-square-foot expansion to the library. CTC recently opened its second facility on Fort Hood with a new $4.2 million, 26,659-square-foot building which houses classrooms, offices and computer lab facilities. CTC is the only institution of higher learning to construct its own facilities on a military installation.
EDUCATION
On May 27, 2009 a new stand-alone university was born as the home of the Warriors— Texas A&M University-Central Texas. This upper-level, military friendly institution offers dozens of undergraduate and graduate degrees. Students take classes at several convenient campus locations, including sites at community colleges and Fort Hood. The University’s flexible course scheduling offers weekday, night, weekend, and online classes to accommodate the needs of the expanding student population. The Warrior Corps program at A&M-Central Texas is a unique partnership between area community

more than 100 associate degrees and certificate programs and continues to expand its influence on the educational profile of Central Texas. The central campus is located on approximately 515 acres of land donated by Fort Hood more than 40 years ago. The first graduating class in May 1968 consisted of 25 students. Since then, the college has awarded more than 50,000 associate degrees and certificates at its many locations around the world. The college offers degree programs in academic, professional and vocational/ technical fields. It has numerous course offerings ranging from agriculture to criminal justice, drama to nursing and business administration to

colleges and the University that allows students to make a seamless transfer of course credits in obtaining an affordable bachelor’s degree. A&M-Central Texas is one of only a hand full of universities in the country to offer the VetSuccess on Campus program. The program is a collaborative effort between the University and the United States Department of Veteran Affairs that provides comprehensive assistance to Veteran-students during their transition into college life—ensuring a higher success rate. The University’s close proximity to Fort Hood makes the program a necessity and helps to properly serve the most broadly diverse student body within the Texas A&M University System. The new A&M-Central Texas campus, located on 662 beautiful acres of land that was transferred to the A&M System from the U.S. Army, opened its doors in the summer of 2012 and construction is currently underway on a second multi-purpose building. As the campus and enrollment numbers continue to expand, the University takes pride in preparing students for lifelong learning through excellence in teaching, service, and scholarship—cultivating determined and successful Warriors for wherever life’s next chapter may take them.
The University of Mary Hardin-Baylor (UMHB) is a Christ-centered university located in Belton, just 17 miles from Killeen. The university has been ranked in the top tier of the U.S. News & World Report’s “Best Colleges” list for the last eight years. UMHB is dedicated to preparing students for lives of leadership, service and faith-informed discernment in a global society. The university remains committed to the academic excellence, personal attention, broad-based scholarship and Baptist vision that has distinguished the Christ-centered learning community for more than 168 years. UMHB has more than 3,400 students representing 27 foreign countries with more than 92% of full-time freshman living on campus. Even with the constant growth, students continue to enjoy the personal attention that has always been a cornerstone of the UMHB experience with a student-to-faculty ratio of 16:1. The University of Mary Hardin-Baylor offers bachelor’s degrees in more than 60 different undergraduate majors, graduate degrees with six master’s programs, and doctoral programs for education and physical therapy. ARTS AND CULTURE The City of Killeen purchased the 1st Baptist Church downtown, renovated and renamed it the Killeen Arts and Activities Center. The Killeen Civic Art Guild is housed within the Arts and Activities Center and has been instrumental in promoting art in Killeen and the surrounding areas. As a non-profit organization, their goal is to foster a fellowship of like-minded artist and crafts people by meeting and sharing knowledge and talents. The Farmer’s Market is located adjacent to the Arts and Activities complex. It features a large pavilion with stalls for trucks, public restrooms, a community garden and plenty of space for outdoor events. Killeen is also home to Vive Les Arts Theatre, a full-time arts organization which produces several Main Stage and Children's Theatre shows each year. This community theatre relies on local talent and contributions to produce its high-quality productions of everything from Broadway classics to ballets to Shakespearian favorites. With Killeen located at the edge of the Hill Country, it is near several wineries, most of which offer tours, tastings, and even Polo! A nearby archaeological site is under active study and is available for tours as well. Customized group tours can be arranged by contacting the Convention and Visitor’s Bureau at 254-501-3888. At nearby Fort Hood, two outstanding museums are available to visitors. The museums, with displays of weapons, uniforms and other artifacts, trace the histories of the two divisions, the 3rd Armored Cavalry Regiment, and 1st Cavalry Division, through peace and wars.

EMPL YMENT In 2013 alone, the Greater Killeen area achieved several state and national rankings for our strong economy and job opportunities. Most recently the Milken Institute ranked the Killeen-Temple- Fort Hood MSA (Metropolitan Statistical Area) as the ninth best performing MSA in Texas and 51st best performing MSA in the nation.
Out of 200 large cities ranked nationally, the KilleenTemple-Fort Hood MSA ranked third in the nation for fiveyear wages and salaries growth and eighth in the nation for five-year job growth. The MSA was also included in Area Development magazine’s 2013 Leading Locations list as 72nd in the nation and 30th in its population category. The study analyzed 380 MSAs nationwide to identify which cities across America are emerging from the recession as economic front-runners – and why. This study ranked the MSAs across 21 economic and work force indicators. These 21 indicators were pulled from seven data sets originating from four sources: the Bureau of Labor Statistics, Bureau of Economic Analysis, U.S. Census American Community Survey and IHS. Leading Locations 2013 also calculated rankings for each of the MSAs in

four subcategories. Out of 380 MSAs, Killeen-TempleFort Hood ranked 36th for ”Recession-Busting Cities,” 61st for “Year-Over-Year Growth,” 83rd for “Prime Work Force,” and 90th for “Economic Strength.”

Workshops cover topics such as starting your own business, business financing, a series of workshops of business planning, and special classes for starting a day care, opening a restaurant, customer service, social media and home-based business. Workshop costs range from no cost to $25 each. The BRC requires that participants register in advance for these programs so that they can provide materials for the session and to take home.

Community Outreach The BRC does a lot of outreach in the community as well. Killeen would not be what it is without Fort Hood installation. With that in mind, the BRC has developed a strong relationship with the ACAP program and reaches out to those soldiers who are in the process of leaving the military. The BRC teaches a variety of courses on post free of charge and offers counseling after the completion of military service. The BRC has an understanding of the unique situations facing “vetrepreneurs” and enjoys helping them segue into their civilian lives with the knowledge they require about becoming their own boss.

City Services
With a staff of over 1,200 and a mission to provide dedicated service every day, to everyone, the City of Killeen offers their residents everything they need. TheCity of Killeen was established May 15, 1882 and incorporated with the adoption of the City Charter in 1949. The charter established the council-manager form of government that the City of Killeen still operates under today. The mayor is the city’s chief elected officer and presides over the city’s seven-member City Council, which sets all policy. A city manager oversees all operations of city services. The city elects three of its council members at large, meaning that every registered voter within the city limits may vote for these three council members. Four council members represent specific geographical areas or districts of the city and are elected exclusively by the registered voters in each of these four districts. Terms for the mayor and all council members are two years, with a three-consecutive-term limitation for each office. The city holds nonpartisan elections each May with staggered terms. The mayor and the at-large council members are elected in evennumbered years, while the four district council members are elected in odd-numbered years.

In addition to police and fire forces, the city manages its own water, sewer, garbage, and street maintenance operations. Killeen – Fort Hood Regional Airport, Skylark Field, Stonetree Golf Club, the Killeen Civic and Conference Center, two public libraries, eighteen parks, the Family Aquatics Center, two swimming pools, two senior centers, two recreation centers, a fitness center, and two hike and bike trails are among Killeen’s many amenities.

With additional facade improvement grants, sign grants, tax abatement opportunities and more, there are plenty of great incentives to spur economic development in the area. Killeen offers many options for shopping from large chain retailers to smaller, locally owned boutiques and shops. The Killeen Mall is located centrally along Highway 190 and features more than 90 stores with many national retailers including large department stores. The Market Heights outdoor shopping center sits on 82 acres right off Highway 190 and features many national and local retailers as well as dining options, bank locations and a state of the art movie theatre. The Killeen area has been featured in magazine and newspaper articles for its delicious and authentic dining options. Because of the many cultures brought to the area by the military, area residents are lucky to have access to diverse restaurant choices to fulfill their cravings. Along with many national chain options, Killeen has many locally owned restaurants specializing in a wide variety of cuisines including Hawaiian, Italian, Thai, American, European, Jamaican, Korean, Mexican, Vietnamese, Caribbean, Indian, and staying true to Texas, there are several options for delicious BBQ. And for residents with a sweet tooth, the Killeen area offers many bakeries, dessert shops and ice cream parlors. As with many other aspects of the Killeen area, there is continued growth and development in the areas of shopping and dining. Two large multi-purpose use developments are being planned which will bring a many new shopping and dining opportunities. Real foodies should mark their calendar for the 6th Annual Flavors of Central Texas on Tuesday, August 5th from 5:30 p.m. to 8:30 p.m. at the Killeen Civic and Conference Center. The area’s best restaurants, caterers and bakers will set up beautifully decorated booths and hand out samples of their finest foods. There will also be cooking demonstrations, a cooking contest with two secret ingredients judged live on stage, a silent auction and guests will have the chance to be a judge themselves during the People’s Choice Competition. collaborative health system with 12 acute care hospital sites, one emergency hospital site, two additional announced facilities, and 143 clinics at more than 74 primary and specialty clinic locations. The system provides adult and pediatric care in 46 medical specialties to residents in a 29,000-square-mile service area across Central Texas. Scott & White is recognized as the largest multi-specialty practice in Texas and one of the nation’s largest multi-specialty group practice systems.
When the doors opened at Seton Medical Center Harker Heights on June 18, 2012, it far exceeded expectations in patient volume and a rapid growth. The hospital provides family practice, internal medicine,
cardiology, general surgery, orthopedic surgery, neurosurgery, plastic surgery, obstetrics and gynecology, gastroenterology, otolaryngology, nephrology, neurology, oncology, podiatry, rheumatology and urology services. The Emergency Department has initiated an online program called InQuickER that allows patients to register online and have a place held for them when they arrive. This program should help alleviate some of the patient load currently in the ER.

Our group is composed primarily of 20-40 somethings, but we welcome anyone that is young at heart and has a passion for community and individual development. By joining this group, you will join the ranks of many other prominent community and business leaders and give yourself the best possible chance for success. GKYP was formed in 2008 to give young professionals access to events and programs that would allow them to grow professionally and help grow the community. Sports include adult and youth flag football, youth and adult basketball, youth and adult volleyball, youth and adult softball, youth baseball, youth soccer, and instructional sports camps. Killeen is also the home to numerous invitational tournaments including softball, basketball and baseball.
The City operated Family Recreation Center, located at 1700 E. Stan Schlueter Loop, is a 41,000 square foot facility featuring two full-size gymnasiums, a fully equipped fitness center, an indoor walking track, an aerobics room, fitness classes, a game room, and a playground. Killeen Parks & Recreation offers a variety of outdoor venues for the community. Eighteen public parks allow access to pavilions, playgrounds, multi-purpose fields, two skate parks and spray park facilities. The public trail system features the new 1.4 mile Lions Club Park Hike and Bike Trail and the 2.5 mile Andy K. Wells Hike and Bike Trail, including sand volleyball facilities, playground access, multi-purpose fields, and pavilion access. Killeen has two public swimming pools that offer daily swimming opportunities during the summer. The Family Aquatic Center
provides the community with a state-of-theart water park that features slides, lap pools, spray grounds, water playgrounds and beach entrance. All aquatic facilities are open from Memorial Day to Labor Day. Want your children to learn to swim? Killeen also offers American Red Cross swim lessons for children and adults. One of the recreational highlights in Killeen is the city’s beautiful Stonetree Golf Course. The par-72 course, playing at 7,213 at the men’s tees, surpasses standards found at many exclusive private courses. Host to dozens of local and regional tournaments each year, Stonetree also offers a number of golf programs for local youth. The course also boasts a completely stocked pro shop, a café and a formal restaurant. Throughout the year the Killeen Parks and Recreation department hosts a variety of events for the whole family, including the family dog. These events include an Easter egg hunt, Celebrate Killeen Festival in April, the Centex Race Series throughout the spring and summer, Mother Daughter Sleepover for Mother’s Day, a Daddy Daughter Dance for Valentine’s Day, free concerts and movies in the park during the summer, a back to school bash in August, Barktoberfest for our beloved pooches in October, a Halloween Carnival, and winter holiday celebrations.
Outside of Killeen two man-made lakes, Belton and Stillhouse Hollow, nestled among the hills and bluffs, not only add a peaceful beauty to the land but also provide excellent fishing, boating, sailing, skiing and swimming opportunities. Belton Lake Outdoor Recreation Area (BLOR A), located on the Fort Hood military reservation, is open to civilians as well as military and features waterslides, paddle boats, horseback riding, jet ski rentals and a beach for swimming. Picnic areas and campsites are available. Chalk Ridge Falls, located below the dam of Stillhouse Hollow Reservoir, features water falls, picnic areas and colorful hiking trails. Miller Springs Nature Center, located below Belton Lake Dam, has hiking trails, fishing, bird watching and identification of native plants. □
