Message from the President

THESE CHANGING TIMES

S

everal things have me thinking about leadership these days. First, there is the public speaking that I am privileged to get to do on behalf of this organization. Last month, it was my pleasure to talk to our current Leadership Killeen Class. One of the obligations we speakers have, when we talk to that group, is to discuss one leadership principal that has proven to be useful over our career. Not a bad requirement for the speaker or for class participants.

Then, on February 23, we celebrated the 70th anniversary of the battle of Iwo Jima. What a battle it was! 5,981 Marines were killed which equates to approximately one-third of all Marine losses in World War II. On that day, Joe Rosenthal photographed five Marines and a Navy corpsman struggling to raise the flag atop Mount Suribachi far from home in the middle of the Pacific Ocean. That photograph perfectly captured the sense of momentum of six men straining toward a common goal. Recently, I read a commentary by John Michael entitled Lead for a Higher Purpose. In it, he defines leadership far better than I ever have. He says leadership “is not designed to be a position we earn or seek but rather it is meant to be a responsibility we choose to fulfill, a choice to step outside our comfort zones and do what we can, when we can, where we can to have more impact, make more of a difference, and lead our lives for a higher purpose.” In that same article, Sociologist Ernest Becker writes, “Man will lay down his life for his country, his society, his family. He will choose to throw himself on a grenade to save his comrades; he is capable of the highest generosity and self-sacrifice. But he has to feel and believe that what he is doing is truly heroic, timeless, and supremely meaningful.” Personal satisfaction in life requires us to pursue goals that are relevant and honorable. If we want to thrive as citizens and as a community, we must figure out what each of us can do to roll up our sleeves and do something to add value to our surroundings. We are fortunate to live in a remarkable place during a remarkable time – a place characterized by growth and opportunity. A new university, an enduring military installation, improved transportation, an abundance of available talent all means a bright future – if we can capitalize on the opportunity.

We hope that you will get involved with our Chamber of Commerce. Through that involvement, we hope you will lead, transform and strengthen your business and our community. When you do, we will all be better off – in these changing times!

The Chamber’s focus is on achieving several broad objectives. First, protect and grow Fort Hood. Second, create and grow an education complex from kindergarten to graduate school that will meet the needs of our 21st century community and its employers. Third, create and retain jobs. And fourth, improve the image of the community. Each of these objectives will require collaboration with many allies. Each of these objectives is impacted in some way, often dramatically, by public policy. 6

One of the objectives of our Public Policy Council is to communicate, inform and build relationships with legislators and their key staff. Effective advocacy requires making direct contact with legislators and talking about issues. The best tool at our disposal is the Legislative Day that we host in this community at the beginning of each session of the Texas Legislature. This past February 6, we brought 153 members of the Texas Legislature and members of their staffs to our community to hear, touch and feel our issues and our story. Legislative Day is no small undertaking. It requires a great deal of planning and collaboration.

IT BEGINS BY H AV ING R ESPEC TED L E G I S L A T I V E H O S T S . In our case, we have that covered with Representatives Jimmie Don Aycock, Molly White and J.D. Sheffield, and Senator Troy Fraser. When they invite colleagues to come visit us, they get positive responses. A lot of hard work on the part of their staff helps as well.

GKCC staff members work the logistics of the visit, including riding the buses to and from the Capitol on the day of the event. It makes for a long day. THE COMMUNIT Y PORTION OF THE PROGR A M T HIS YE A R WA S HELD IN W A R R I O R H A L L on the campus of Texas A&M University-Central Texas (TAMUCT) - a location that allows us to emphasize that we need the legislature to approve the issuance of Tuition Revenue Bonds for a badly needed third building on the campus. We began with a reception where local leaders put a face on our community. Participants heard two presentations. First, Dr. Marc Nigliazzo discussed the unique model being created here to provide a creative, cost effective pathway between KISD, Central Texas College and TAMUCT. This will provide residents of the region with access to whatever level of education they want without the burden of extraordinary debt. There is no other education model like it. Then, Killeen Mayor Scott Cosper briefed the group on what it means to be

a military town. He discussed the impact of Fort Hood on our economy and on our way of life, with a special emphasis on our transportation needs.

Following these presentations, the group headed to Fort Hood. Our neighbors at “The Great Place� provided an experience that most of our guests did not know existed. They began with a group photo with the III Corps Commanding General on the steps of the III Corps Headquarters. PA RT ICIPA N TS W ER E PL ACED IN TO T H R E E G R O U P S so that they could all experience the same events simultaneously at three different times. Events included an aerial tour of the installation, a Command Brief, Engagement Skills Training and Close Combat Tactical Training. Moving over 150 guests around the post required a great deal of coordination and manpower, but the Fort Hood staff made it look easy.

I T I S A L W A Y S T H E C A S E , and most of us involved with this project continue to find it surprising, that most of the legislative participants in this event have never been to Killeen. Even less have been on Fort Hood. Many know nothing about the military. In a follow up trip to the Capitol in March, each participant was given a copy of the group photo taken at the III Corps Headquarters, along with a copy of our Legislative Priorities. Participants continue to tell us that our Legislative Tour is the best in which they have participated. Some have even said that it changed their lives. That is what you call making effective contact. I can assure you of something else-when an issue comes up at the Capitol affecting our community or Fort Hood, we will have a built in support group!

Imagine a place where all the roads connect, the stoplights are in sequence and traffic flows smoothly. Sounds like utopia, right? The City of Killeen thinks it sounds like what we want to be, and we’ve set the course to get there. ▪

K

illeen’s growth is undeniable. With more people come more neighborhoods, schools, businesses and services. Getting all of these people to all of these places has a major impact on infrastructure demands and is a high priority in creating a desirable quality of life.

Connecting Killeen’s present with its future requires detailed projections and thoughtful planning. Since 1984, the city has had a thoroughfare plan to serve as a guide map for our roadway system. The plan, which is a living document that grows and changes along with the city, incorporates all modes of travel including roads, sidewalks and bike paths. The latest update to the plan was completed this year incorporating current projects and potential projects over the next 25 years. Today, it is hard to find an area of town that is not experiencing some type of road construction. From highways to local roads, Killeen is in the midst of more than $100 million in transportation projects. US Highway 190 is under construction from Fort Hood’s Main Gate to FM 2410 in Harker Heights. Because of longrange planning and regional partnerships, three separate projects are progressing in tandem. Once completed, the highway will have six lanes and reconfigured entrances and exits creating smoother, safer travel for the nearly 90,000 vehicles that use it each day. In addition to its widening, the highway is being raised to allow an extension of Rosewood Drive. A new north-south connection, Rosewood will relieve traffic congestion at the highway intersections of Stan Schlueter Loop and Knight’s Way. The project also includes widening FM 2410 to five lanes from Stan Schlueter Loop to the Harker Heights city limit. The US Highway 190 projects, including Rosewood Drive and FM 2410, are scheduled for completion this fall. In 2010, Killeen City Council authorized a $30 million capital improvement program to enhance and expand

a number of local roads. Three of these high priority projects are now complete: Cunningham Road, from Stan Schlueter Loop to Stagecoach Road, Bunny Trail, from Stan Schlueter Loop to State Highway 201, and phase one of Stagecoach Road, from the Harker Heights city limit to East Trimmier Road. The remaining roads are currently under construction. The second phase of the Stagecoach Road project will continue expansion of the road to five lanes all the way to State Highway 195. This new outer loop will help keep pace with residential and commercial growth in southern Killeen and provide some much-needed relief to Stan Schlueter Loop. Completion is scheduled for fall 2016. Connecting Elms Road through State Highway 195 will create a new continuous east-west thoroughfare. Construction began in December to finally join the two segments of Elms Road. Once completed this fall, motorists will be able to travel Elms Road from Stan Schlueter Loop to Clear Creek Road. Another project that began in December is Trimmier Road, one of Killeen’s busiest retail areas and most traveled north-south thoroughfares. The Trimmier expansion will help relieve congestion by creating a continuous center turn lane from Jasper Drive to Elms Road. The project also includes reconfiguring W.S. Young Drive at Little Nolan Road and extending Lowe’s Boulevard to Florence Road. Construction will be phased through late 2017. Transportation infrastructure is at the forefront of planning for Killeen’s future. Whether constructing new roads or improving existing ones, we can all agree that a well-planned transportation network is paramount

to getting where we want to go. Planning, prioritizing and partnering ensure that the City of Killeen remains on the road to a bright future.

T

he needs and desires of the everyday consumer have changed drastically over the last century. Necessity and convenience were once the factors that determined where consumers visited, but there is now another goal for the consumer when visiting their favorite places: the experience itself. This trend has significantly affected the role Downtowns have played across the nation. In her book Live First, Work Second, Rebecca Ryan discusses “Third Spaces.” Third Spaces are places that are neither home (the “First Space”) nor work (the “Second Space”). They are the other places we spend our time, the places we go to relax after work or meet up

with friends and family, such as restaurants and bars. Third Spaces are a vital part of any community because they provide a place where people can socialize, learn from one another, and they give the community character. Many consumers seek Third Spaces that will offer a unique experience they cannot find anywhere else. Downtowns have become the natural host for such experiences, but this was not always the case. Historically, downtowns were the main life blood of the community. They met all the needs of the family: entertainment, clothing, food supplies, and everything in between. As communities sprawled into the suburbs over the years, so did the commercial industry. With this

sprawl came the expectation of convenience and instant satisfaction. This trend is not likely to change in the near future when it comes to the basic and immediate needs of the family. However, shopping in the broader sense of the word has taken a new path. Today’s average consumer is looking beyond their immediate needs and searching for a new experience when it comes to branching out into Third Places. Downtowns set the perfect stage for providing this unique and authentic experience, while encouraging small businesses and entrepreneurs to grow and thrive. Over the last several years the City of Killeen has embarked on a very concerted effort to revitalize downtown in order to achieve that purpose. Many tools

and helped bring many small business dreams to fruition. Many downtown businesses have taken advantage of this program and are still thriving todayChristell’s Flowers, Solution One Industries, Scratch Elevated Bistro, and Gift City, to name a few.

and projects have been put in place to advance the revitalization effort, including the Downtown Plan the City adopted in 2010. One such successful tool is the availability of Façade Improvement Grants in the Historic Overlay District (HOD) of Downtown. This grant reimburses property owners 80%, up to $10,000, for improvements they make to the visual appearance and functional needs of their property – replacing broken windows and doors, repairing awnings, painting and cleaning historic brick, etc. This tool has made a significant visual impact on downtown

The Killeen Economic Development Corporation has recently agreed to continue funding the Façade Grant Program for the next three years. This will allow for continued economic growth in the downtown area. In addition

Located in the heart of Central Texas, Bell County offers a little bit of everything: big city amenities in Killeen, famous live music in Belton, eclectic offerings of Salado, and various outdoor activities located throughout the region. There is something for everyone in Bell County!

Of the 254 Texas counties, Bell County is 16th largest with a population of more than 326,000 and is home to 12 different communities. Killeen is the county’s largest city, followed by Temple, while Belton serves as the county seat. Bell County comprises some 1,051 square miles of land and 36.9 square miles of water. The area currently comprising Bell County has been the site of human habitation since at least 6000 B.C. and early settlers found a rich wildlife population of deer, wild turkeys, wolves, bear, buffalo, antelope, wild horses, ducks, geese, wild hogs, and an occasional alligator. While the buffalo, bear, and hogs were hunted to extinction in the county in the nineteenth century and the last alligator was killed in 1908, Bell County still provides habitat for many wild species, including deer, antelope, and numerous birds. The area was first settled in 1834 and the county was officially formed in 1850. By 1870 the county had a population of nearly 10,000. The growth of the Fort Hood-Killeen area was matched by developments in the rest of the county. Bell County's population shot up to 73,824 in 1950, and increased by 27 to 32 percent every decade thereafter, to reach more than 310,000 in 2014.

Belton, home to an estimated 19,000 people, houses the county’s goverment. New residents continue to be drawn to Belton by outstanding schools, great parks and the University of Mary HardinBaylor, also located in Belton. Chartered by the Republic of Texas in 1845, the historic college campus provides both students and area residents with educational, cultural and recreational opportunities. Providing a natural backdrop to historic Belton are over 160 acres of parkland located throughout the city. Situated along Belton Lake, Belton is a city abounding with parks and recreational opportunities. The beautiful Nolan Creek meanders through central Belton where residents and visitors can enjoy a walk along the Nolan Creek Hike and Bike Trail. Temple boasts the county’s second largest population at more than 70,000. Like Killeen, Temple was also founded as a railroad town in the 1800’s but has grown to become so much more than that. Today, Temple is known as one of the nation’s outstanding medical communities, boasting the only health and bioscience institute in Texas. Over the years, many members of the community have worked together to welcome visitors, attract conventions and market Temple as the central meeting point that it is. While the village of Salado may be small, it has character the size of Texas. The city was an original stop for the stage lines and was home to the first coeducational college in the state of Texas. Today, this small community is the art hub of Bell County. Main Street and vicinity is a lively marketplace with over 60 shops and artists galleries. Whether you're in the mood for fine art, antiques, pottery, crafts, collectibles, Americana, southwest or south-of-the-border decor, handcrafted furniture, trendy or exclusive fashions, gourmet foods and wines or a weekend get-a-way, you'll find that special something in Salado.

Welcome to

Killeen

Whether you are moving to the area or just passing through, we are excited to welcome you to our community. Killeen and the surrounding area is a unique place where you’ll find all the amenities of a large city but with small town Texas charm and plenty of southern hospitality. Killeen was founded in 1882 as a shipping point for agricultural products grown in about a 20-mile radius. The town was platted by the Gulf, Colorado & Santa Fe Railroad and named for railroad official Mr. Frank P. Killeen. The town established all of the necessary services to serve a large rural area along with its own residents. Merchants, doctors, lawyers and other professionals came to town. Schools were established, a government was put in place, and a chamber of commerce was organized to undertake the task of building an infrastructure for the busy agricultural center. By 1940 the population had climbed to 1,265.

Then in 1942 the boom hit with the establishment of Camp Hood, a military post serving as a tank destroyer center. After the United States became involved in World War II, there developed a need for a military post to train Soldiers in tank destroyer tactics and the area west and north of Killeen was chosen by the U.S. Army. The initial installation covered 160,000 acres and cut out most of the best farming country that Killeen catered to so the economic base quickly shifted from agriculture to military. By 1950 the population had jumped to 7,045 and the Department of the Army declared the Killeen military installation as a permanent post, officially establishing Fort Hood. From that day forward it was the city’s mission to make this area the best place for military Families and civilians to live. With tremendous economic growth, Killeen spread its trade area to cover a 100-mile stretch of Central Texas and continues to sustain heavy growth and development. During the decade of 2000 to 2010, the population grew by 45% and is estimated at more than 150,000 in 2015.

also offers a robust transportation system consisting of good highways, rail and the Killeen-Fort Hood Regional Airport. While Killeen has many wonderful attributes, it is clear that the people are what make this place truly special. At $125,100, Killeen’s median home price is about 32% lower than the state average, offering our residents plenty of options for quality, affordable housing. But if upscale living is what you are looking for, then Killeen has a wide variety of beautiful homes with plenty of space to stretch out. Some of the more luxurious homes in Killeen range from the low $300,000’s to the low $500,000’s. Most of these beauties feature acreages and an abundance of luxurious upgrades, pools and even guest houses all within minutes to the main center of town. EDUCATION The Killeen area is fortunate to have plentiful education opportunities from grade school all the way through strong graduate programs.

Young students have the option to attend Killeen Independent School District (KISD) or a private school alternative. Upon high school graduation, students are able to continue their education at the University of Mary Hardin-Baylor (UMHB) or Central Texas College (CTC), which has partnered with Texas A&M University-Central Texas (TAMUCT) to provide a seamless path to an affordable Bachelor’s Degree. Both UMHB and TAMUCT also offer graduate level programs in several areas of study.

Killeen Independent School District Killeen Independent School District’s (KISD) achievements and purpose make it truly one of a kind in both Texas and the nation. KISD serves Killeen, Fort Hood, Harker Heights, Nolanville and the surrounding rural areas. Approximately 50% of all KISD students are military-connected, and since the start of the wars in Iraq and Afghanistan, several thousand students have had one or both parents deployed in our nation’s defense. Through targeted support programs, KISD helps meet the student’s social and emotional needs before, during and after deployments. KISD is the 27th largest school district in Texas with an enrollment of approximately 43,000 students. Students attend 32 elementary campuses (grades Pre-K–5), 11 middle schools (grades 6–8), four high schools (grades 9–12), two alternative schools, one career and technology center and several specialized campuses. Additionally, starting in school year 2015 - 2016, Killeen ISD, in partnership with Central Texas College, will open an Early College High School. The district has again received the “Superior Achievement” designation, the highest designation under the Financial Integrity Rating System of Texas (FIRST). Furthermore, under the state’s accountability system, the district continues to meet all required performance index targets. KISD employs 6,185 staff, which includes 2,809 classroom teachers and 245 administrators.

Killeen Private Schools Killeen also offers several options for residents that choose to send their children to a private school. In operation for over forty years, Memorial Christian Academy (MCA) is one of Killeen’s private school alternatives. Located at 4001 Trimmier Road, MCA is the only accredited private school in the area that serves grades K-12. The Academy also offers a full day Preschool program for 3 and 4 year old children. MCA generates a significant amount of economic activity each year for the local area, and serves on the Nonprofit Council of Killeen. Academic scholarship, leadership development, and spiritual formation are all important focuses at MCA. Small class sizes allow teachers to maximize each student’s strengths and help them improve on their weaknesses. The curriculum

reflects Christian values, using both Christian and non-Christian publishers. Students learn on a fully equipped campus which houses a science lab, computer lab, and gym on the grounds of Memorial Baptist Church. The Academy offers a full athletics and competitive student activities program as well as a clubs program to help round out a student’s experience. Before and after care is available for enrolled students.

Texas A&M University-Central Texas was born in the spirit of community cooperation in 2009 as a member of The Texas A&M University System, one of the largest systems of higher education in the nation. A&M-Central Texas is a military friendly, upper-level institution offering bachelor’s and master’s degrees for life’s next chapter. The student population at A&M-Central Texas is diverse and growing, currently serving over 2,500 students.

Central Texas College Central Texas College (CTC) opened its doors almost 50 years ago. Since then, the public two-year community college has grown from serving 1,800 students locally to approximately 50,000 students at more than 140 locations worldwide. CTC has evolved into a unique institution with sites on most U.S. military installations across the continental United States, Europe, the Pacific Far East and deployed locations across southwest Asia. CTC also offers higher classes to Navy personnel on ships at sea, at correctional institutions and online to civilians and the military.

CTC is accredited to offer more than 100 associate degrees and certificates of completion in a variety of academic, professional and vocational/technical fields. In addition to classroom courses, CTC also offers 21 degree and 21 certificate programs which can be achieved solely online. CTC’s articulation agreements with most four-year universities in Texas allow for easy transfer of credits. In partnership with area high schools, CTC’s dual credit program provides an opportunity for high school juniors and seniors to begin their college careers while still in high school. Starting in spring 2015, CTC now offers degree programs through its new Evening College program which includes classroom courses, online courses and blended courses (both online and classroom work). Students are able to complete a degree or certificate program through classes offered in the evening. In the fall of 2015, the after-hours program will expand to include a “weekend college.” The focus on the weekend college is to offer short-term certificate programs in high-demand fields. CTC has a very strong history of providing affordable higher education opportunities for the military. CTC is a Yellow Ribbon School, a Purple Heart College and is continually ranked among the top military-friendly schools, top schools for military members using Tuition Assistance and a Best for Vets school. CTC is also a founding member of the College Credit for Heroes program which offers current and retired military students college credit for their military training.

As a GoArmyEd partner, the University provides a virtual gateway for active-duty soldiers seeking tuition assistance for both face-to-face and distance learning courses. In addition, A&M-Central Texas is one of only a few universities in the country to offer the VetSuccess on Campus program, which provides assistance to veteranstudents during their transition into college life. The University was recently designated as a Purple Heart University, honorably recognizing the service, sacrifice, and unwavering allegiance to our nation of those members of the student body who are Purple Heart recipients.

Classes are offered at their beautiful new campus, online, and at several convenient sites including Fort Hood and Hutto to accommodate both full-time and part-time students. The Warrior Corps program at A&M-Central Texas is a unique partnership between area community colleges and the University that allows students to make a seamless transfer of course credits to obtain a high-quality bachelor’s degree for less than $20,000. The University serves the entire Central Texas region, providing a wide range of distinguished academic programs that foster excellence and achievement through lifelong learning and civic engagement. Our innovative campus recently expanded with the edition of Warrior Hall, a state-of-the-art facility that houses the University's first science laboratories, College of Education, University Library, and Counseling Center.

University of Mary Hardin-Baylor The University of Mary Hardin-Baylor (UMHB) is a Christcentered university located in Belton, just 17 miles from Killeen. UMHB was chartered in 1845 by the Republic of Texas, making it the oldest continuously operating college in the state. The university has been ranked in the top tier of the U.S. News & World Report’s “Best Colleges” list for the last eight years. UMHB is dedicated to preparing students for lives of leadership, service and faith-informed discernment in a global society. UMHB has more than 3,700 students representing 27 foreign countries with more than 92% of full-time freshman living

The City of Killeen purchased the 1st Baptist Church downtown, renovated and renamed it the Killeen Arts and Activities Center.

The Killeen Civic Art Guild is housed within the Arts and Activities Center and has been instrumental in promoting art in Killeen and the surrounding areas. As a nonprofit organization, their goal is to foster a fellowship of like-minded artist and crafts people by meeting and sharing knowledge and talents.

The Farmer’s Market is located adjacent to the Arts and Activities complex. It features a large pavilion with stalls for trucks, public restrooms, a community garden and plenty of space for outdoor events. In Summer 2014, the City started Food Truck Fridays in the Farmer’s Market pavilion parking lot. Each Friday from 11 am-2 pm, food trucks fill the parking lot and patrons enjoy a unique dining experience. This event has turned downtown Killeen into a lunch destination spot on Fridays. Killeen is also home to Vive Les Arts Theatre, a full-time arts organization which produces several Main Stage and Children's Theatre shows each year. This community theatre relies on local talent and contributions to produce its high-quality productions of everything from Broadway classics to ballets to Shakespearian favorites.

With Killeen located at the edge of the Hill Country, it is near several wineries, most of which offer tours, tastings, and even Polo! A nearby archaeological site is under active study and is available for tours as well. Customized group tours can be arranged by contacting the Convention and Visitor’s Bureau at 254-501-3888.

At nearby Fort Hood, two outstanding museums are available to visitors. The museums, with displays of weapons, uniforms and other artifacts, trace the histories of the storied units, the 3rd Calvary Regiment and the 1st Cavalry Division, through peace and wars. Funds are currently being raised to build the National Mounted Warrior Museum, which will be located just outside the Fort Hood main gate. This museum will be the most technologically-advanced military museum west of the Mississippi, and is expected to bring visitors from all over the country. ▲

he Central Texas Business Resource Center (BRC) provides high-quality business counseling, training, and assistance to potential and existing small business owners, including the self-employed. The BRC is a strong collaboration between Central Texas College, Workforce Solutions of Central Texas and the Greater Killeen Chamber of Commerce. Utilizing the awardwinning FastTrac entrepreneur learning programs as well as original materials for their program content, the BRC is dedicated to providing services to all individuals requesting assistance in the Central Texas region. If you own a small business or are thinking about starting one, the BRC is the place to go. Individual, confidential business counseling is available by appointment throughout the work week and during walk-in hours (8 am-5 pm Monday-Friday). Counseling sessions are free of charge. The BRC offers information on financial assistance, business planning, advertising, sales, online/website development, government contracting, and much more.

The BRC does a lot of outreach in the community as well. Killeen would not be what it is without the Fort Hood installation. With that in mind, the BRC has developed a strong relationship with the Transportation Assistance Program program and reaches out to those soldiers who are in the process of leaving the military. The BRC teaches them a variety of business courses on post free of charge and offers to counsel them after completing their service with our armed forces. The BRC has an understanding of the unique situations facing “vetrepreneurs” and enjoys helping them segue into their civilian chapter equipped with the knowledge they require about becoming their own boss. The BRC conducts counseling and workshops from Copperas Cove to Belton, serving multiple communities while enabling growth and accessibility that is unique to our collaboration. Because we are able to reach into these different communities, our resources and connections are expansive. Each of our customers comes to us with a particular need and in a different place. The BRC does not share one customer’s information with another customer nor do they take the ideas of their customers and capitalize off of them. It is beneficial for the Central Texas economy for those who are starting a small business to stay in business, borrow money, pay back their loans, borrow more money, and grow. It’s a win-win situation for our morale and economy. Many of the BRC’s customers stay in communication with the BRC for this support and their resources for years into their ventures. The Economic Future of

City Services T

he city of Killeen was established May 15, 1882 and incorporated with the adoption of the City Charter in 1949. The charter established the council-manager form of government that the City of Killeen still operates under today. The mayor is the city’s chief elected officer and presides over a seven-member City Council, which sets all policy. The city manager oversees all operations of city services. The city elects the mayor and three of its council members at large, meaning that every registered voter within the city limits may vote for these seats. Four council members represent specific geographical areas or districts of the city and are elected exclusively by the registered voters in each respective district. Terms for the mayor and all council members are two years, with a three-consecutive-term limitation for each office. The city holds nonpartisan elections each May with the terms staggered. The mayor and at large council members are elected in evennumbered years, while the four district council members are elected in odd-numbered years.

Killeen residents are fortunate to have world-class healthcare services right at their fingertips. Most military residents are serviced through Carl R. Darnall Army Medical Center located on Fort Hood. Within a 40-mile radius, Darnall serves approximately 175,000 military beneficiaries. Through the military health plan called TRICARE, about 102,000 are enrolled in Darnall's system of Family Care Clinics located on Fort Hood and in the surrounding communities.

Darnall employs almost 3,000 personnel, including active-duty military, Federal Civil Service employees, and contractors. All health care is provided on an appointment basis by calling the Patient Appointment Service at (254) 288-8888, or via the TRICARE online appointment system at tricareonline.com . In Dec. 2010 ground was broken for the new Carl R. Darnall Army Medical Center across the street from the current facility. Construction began later that spring and is still ongoing. The new 947,000 square foot facility is expected to open for patients late 2015. Metroplex Health System is a longstanding healthcare provider for the greater Killeen area and provides a wide array of medical and wellness services to patients in west Bell, Coryell and Lampasas counties. Metroplex is a not-for-profit Christian organization operated as a community service by the Adventist Health System and a partnership with Baylor Scott & White Healthcare. Metroplex physicians are on the cutting edge of technological advancements in the medical field with the integration of computerized physician order entry into current electronic medical records and electronic physician certification system. This technology enhances patient safety and quality of care.

For more than 100 years, Baylor Scott & White has been synonymous with excellence in diagnosis, care and treatment. Today, Baylor Scott & White Healthcare is a fully integrated, non-profit collaborative health system with 12 acute care hospital sites, one emergency hospital site, two additional announced facilities, and more than 140 clinics at more than 70 primary and specialty clinic locations. The system provides adult and pediatric care in 46 medical specialties to residents in a 29,000-square-mile service area across Central Texas. Baylor Scott & White is one of the largest multi-specialty group practices in the nation. When the doors opened at Seton Medical Center Harker Heights on June 18, 2012, it far exceeded expectations in patient volume and rapid growth. The hospital’s medical and surgical services, in both inpatient and outpatient settings, are fully equipped with leading-edge technology and committed staff members. They offer a range of specialized services to accurately treat a wide variety of medical conditions. The Emergency Department has initiated an online program called InQuickER that allows patients to register online and have a place held for them when they arrive. This program should help alleviate some of the patient load currently in the ER.

The Killeen Volunteers, Inc. (KVI) board is organized for charitable, educational, and scientific purposes benefiting and accomplishing a public purpose of the City of Killeen. The duties of the KVI board are to mobilize people and resources to address community needs and enhance quality of life through volunteerism. It is also the duty of this board to oversee its five program committees, which are comprised of: Keep Killeen Beautiful, Celebrate Killeen, Killeen Volunteers, Inc., Killeen Volunteer Corps, and Youth Advisory Commission. Volunteers can search by interest and location to find nonprofits in their area that are in need of assistance. Recreation

Killeen and its surrounding areas offer a plethora of opportunities for indoor and outdoor recreation and fun. From facilities to programs, kids and kids at heart can always find a way to play.

Eighteen public parks offer acres of open green space and a variety of amenities like pavilions, playgrounds, multipurpose fields and picnic areas. The city’s trail system includes the 1.4 mile Lions Club Park Hike and Bike Trail and the 2.5 mile Andy K. Wells Hike and Bike Trail. Additionally, two skate parks, tennis, basketball and volleyball courts and soccer fields are located throughout the city. The newest attraction is the Mickey’s Convenience Stores Dog Park, catering to the four-legged crowd.

Parks and Recreation athletics programs provide sports for the entire family throughout the year. Annual programs include adult and youth flag football, basketball, volleyball and softball. Additional programs for youth are baseball and soccer leagues and instructional sports camps. For spectators, Killeen hosts numerous invitational softball, basketball and baseball tournaments. The City operated Family Recreation Center, located at 1700 E. Stan Schlueter Loop, is a 41,000 square foot facility featuring two full-size gymnasiums, an indoor walking track, aerobics room, game room and playground. The Tommie Harris Fitness Center is located on the second floor and offers a full range of cardio and weight training equipment. Members have access to a variety of traditional fitness classes like strength training and spin and contemporary classes like Zumba and Bokwa. Four huge slides, deep and shallow pool areas, a lap pool with diving boards, a climbing wall and spray features make the Family Aquatic Center at Lions Club Park the best waterpark around. The city also has two public swimming pools at Long Branch Park and Pershing Park. The aquatic center and pools are open from Memorial Day to Labor Day and offer daily and season passes. Swim lessons for all skill levels are offered throughout the summer. Rounding out the city’s water amenities is the Junior Service League of Killeen Spray Pad at Long Branch Park open March through September.

Stonetree Golf Club is the city’s beautiful 18-hole, par-72 course. Men’s tees play

at 7,113, surpassing standards found at many private courses. Open every day except Christmas, golfers can select from daily, semi-annual and annual green fees. The course hosts dozens of local and regional tournaments each year and offers a number of golf programs for local youth. The clubhouse, which can be rented for private events, features a fully stocked pro shop and Billy Bob’s Burgers, a local favorite.

Stillhouse Hollow Reservoir is located southeast of Killeen while Belton Lake is located northeast. Visitors to Stillhouse Hollow Reservoir can enjoy exploring hiking trails and Chalk Ridge Falls. Miller Springs Nature Center is located below Belton Lake Dam and has 11 miles of hiking trails, bird watching and native plants. Belton Lake Outdoor Recreation Area (BLORA) features waterslides, paddle boats, horseback riding, jet ski rentals and a beach for swimming. It is also home to the annual Nature in Lights, an incredible holiday lights display open Thanksgiving through New Year’s.

The Cen-Tex Race Series hosts 16 races each year from Copperas Cove to Temple. Road and trail courses, 5Ks and 10Ks, runners of all skill levels can enjoy the camaraderie and competition.
